No, the problem is that we can’t grade past our east property line which is at 436.89 (see detail 2) and the curb ramp flattens out the grade at the flowline keeping it too high to have a crowned road section. Creating a superelevation will cause maintenance considerations in the long run. I’m ok approving a design that maintains the existing road curbline but makes up the difference in the planter strip. We spend quite a bit of time looking at this grading and the ADA compliant ramp results in some really warped pavement as it is flat at the ramp and steep as you go to the west. Being held to the existing grade at the sawcut line to the north and the east with a slope of 1.5% across the ADA ramp really limits our grading and ability to provide a nice transition with the new pavement. Instead of creating a superelevation at the 432 contour can the curb-line slope between the 432 and 436 contours be increased prior to the ramp? This would be closer to consistent with the existing contours and not create a warp in the road. The 436 contour can just stay ‘flat’ but due to the road slope upstream from the east to west, drainage would have enough energy not to puddle. The ramp does not qualify for an MEF given that there are likely multiple practical engineering solutions to addressing the ramp grading. I don’t want to change the design and prepare the MEF if the City will deny the request and will require the ADA complaint ramp given the effects it has on the frontage grading. Would the City consider an MEF to not provide a ADA compliant ramp given that we are held to the existing grade at the sawcut line to the north and the east end of the frontage? Or would will the ramp still be required given how it affects the road grades? We also had to move the ramp 2’ from the east property line so we could tie into the existing grade and meet the ADA requirements on the slope.
