*This incident was captured on my body worn video camera. This report is a summary of events that
occurred and is not an exact sequencing of events. Statements have been paraphrased and
summarized. *
VICTIM: CASTANEDA-ALVAREZ, NATHAN (DOB: 02.07.2006); possibly significant head injury to
the back of skull; possible fracture of the wrist/arm. Transported via KC Medic Unit to Harborview
Medical Center.
WITNESS: Champers, Alisha R. (DOB: 09.04.1981); 425/228-5805; 16736 126th Ave SE; Renton,
WA 98058.
UNIT 01: 2001 Lexus IS bearing WA/ CAZ8761. Registered to SOTO REBOLLO, BERENICE 11902
SE 170TH PL, RENTON WA, 98058-6008; 425/761-5637.; No obvious damage; vehicle impounded
to Renton Police Evidence Garage.
UNIT 01's DRIVER ESQUIVEL-SOTO, GAEL JARED (DOB: 03.02.2006); 11902 SE 170TH PL,
RENTON WA, 98058-6008; Permit only
On 05.16.2023, at approximately 2001 hours, I was dispatched to a vehicle vs. pedestrian collision
with injuries at 16743 126th AVE SE., in the City of Renton, WA, the County of King.
I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was
operating a fully marked Renton Police Tahoe #277, equipped with "POLICE" markings, overhead
exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully
equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton
Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with
"POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious
to any reasonable person I was a police officer. I was assigned as 302.
Prior to my arrival, dispatch advised the reporting party/witness, Champers, Alisha R. (DOB:
09.04.1981; 425/228-5805) contacted the police to report a vehicle vs. pedestrian collision. The
pedestrian was reported to be conscious and talking but could not get off the pavement. Medics were
notified and this incident was upgraded.
At approximately 2002:54 hours, dispatch updated the notes in the call with the following:
`Comment: PT IS 17 YOM.. HIT BACK OF HEAD.. VEH STILL ON SITE.. ** MEDICS.. PT UNABLE
TO GET UP
At approximately 2005:40 hours, dispatch updated the notes in the call with the following:
`Comment: INVOLVED VEH SIL SMALL SEDAN, L/UNK.. DRIVER AND PT KNOW EACH OTHER..
DRIVER SAYING PT WAS RIDING ON TOP OF VEH AND FELL OFF WHEN VEH BRAKED.'
I arrived on scene at approximately 2008 hours and observed the male victim, later identified by his
mother as CASTANEDA-ALVAREZ, NATHAN (DOB: 02.07.2006) laying in the roadway on his
stomach. Numerous people were gathered around Castaneda-Alvarez and Renton Fire Authority
and KC Medic Unit personnel were rendering aid. Castaneda-Alvarez had an obvious injury to the
back of his head and was bleeding profusely.
I asked who was driving and ESQUIVEL-SOTO, GAEL JARED (DOB: 03.02.2006;
(Permit); 425/208-9122) said he was driving the vehicle, which he moved from the scene and
relocated to `a friend's house' at 16619 126th AVE SE. I asked Esquivel-Soto what happened leading
up to this event and he stated he and Castaneda-Alvarez were at their friends' house, located at
16619 126th AVE SE, and were `messing around.' Esquivel-Soto got into his 2001 Lexus IS bearing
WA/ CAZ8761, which was parked on the west side of the roadway facing southbound. Esquivel-Soto
said he was trying to leave the location to go home, and Castaneda-Alvarez did not want him to
leave, and they were `messing around.' According to Esquivel-Soto, Castaneda-Alvarez jumped on
the hood of his vehicle, in a `superman' position, with his stomach on the hood of the car and

grabbing hold of the windshield area with both hands.
Esquivel-Soto started driving southbound on 126th AVE SE, with Castaneda-Alvarez on the hood of
his car. Esquivel-Soto estimates he was traveling at approximately 15 mph and continued
southbound while both individuals were `laughing and continuing to mess around.'
Near 16743 126th AVE SE, Esquivel-Soto `hit the brakes,' which caused Castaneda-Alvarez to be
thrown from the hood of the vehicle, fly backwards and strike the back of his head on the pavement.
Castaneda-Alvarez appeared to have a fracture to his left wrist/arm as well.
Witness Champers stated (both verbally and in a written statement) that she was talking with her
daughter in the backyard of her residence at 16736 126th AVE SE, when she heard an impact
followed by yelling and moaning. Champers ran out to the front yard and observed Castaneda-
Alvarez lying in the street, bleeding from the head. Champers said she was going to call the police
and both Castaneda-Alvarez and Esquivel-Soto asked her not to call the police.
Champers ran into her house to grab some rags to place on Castaneda-Alvarez's head, and while
Champers was applying pressure to his head, she observed the extent of the injury and told her
daughter to call 9-1-1.
Champers said when she told the two involved, she was going to call the police, Esquivel-Soto said
he had to leave. Champers asked Esquivel-Soto not to leave but he said he had to and he moved the
involved vehicle to his friend's house at 16619 126th AVE SE.
I updated dispatch and numerous officers responded to assist.
While still on scene, Esquivel-Soto's parents and the vehicle's registered owners, SOTO REBOLLO,
BERENICE (DOB: 01.17.1983; 425/761-5637) arrived. I provided SOTO REBOLLO with my
business card to include the case number and advised her I would be impounded her vehicle to the
Renton Police Evidence Garage.
I updated dispatch and Bankers towing was notified. Officer Paget arrived on scene and agreed to
process the involved vehicle, she took photographs of the vehicle, applied evidence tape, placed the
vehicle into evidence under this case number and she and Sgt. Trader followed the vehicle to the
Renton Police Evidence Garage once Bankers arrived on scene.
I contacted Renton Front Counter and obtained the Command Duty Officer (CDO) which was
Commander Morris. I contacted Commander Morris via phone and updated him on this incident.
Commander Morris advised the Traffic Investigations Unit would not be responding.
Castaneda-Alvarez was medically transported to Harborview Medical Center with a possible head
injury and fractured left arm/wrist.
No citations were issued initially, this investigation is ongoing.
