Chair Erica Richey called the meeting ta order at 5:30 p.m.

II. APPROVAL OF AGENDA
�ynne King made a motion to approve the agenda as presented. �aurie Beden seconded. All
were in favor, motion carried, agenda approved.

Laurie Beden made a motion to approve the June 2017 minutes as written, Lynne King
seconded. All were in favor, motion carried, minutes approved.
IV. ORAL COMMUNICATIONS/PUBLIC COMMENTS
None.
V. CITY REPORT/ Kelly BeYmer
Kelly Beymer distributed a small supply of the Community Services "Compliments &
Concerns" yellow business cards to board members for use when answering questions from
the public.
Kelly Beymer mentioned that she attended the Committee of the Whole meeting this week
and noted that the original developer for the 200 Mill Building Project has now backed out.
The City is planning to move ahead with another RFI; and will likely be loosening up the
requirements somewhat. They are hoping to get this done before November.
Kelly advised that the Cedar River pog Park was closed on August 11, 2017 for at least twa
weeks due to a potential Parvo virus. It was reported to the City that a puppy who had visited
the dog park had tested positive for the Parvo virus. The Parks staff did follow-up with the
veterinarian who works closely with Animal Control staff to determine what course of action
the city should take. Th� v�terinarian recommended a shutdown far at least two weeks and
application of a diluted bleach mixture to all hard surfaces in the park. The rules for the dog

park also state that all dogs should be current with their vaccinations prior to entering the
dog park.
Sunset Neighborhaod Park Project— Kelly advised that all houses are gone now;they have
been demolished. She mentioned that the City was notified on August 15 that the concrete
workers were on strike so there may be some delays in that respect. The easement from
Colpitts has gone through the Attorney and has been approved.
Kelly Beymer advised that there will be another Unity March on Thursday, September 28.
This should be another peaceful march; however,the route will be different- starting from
the Piazza and it will loop back to the Piazza.
Kelly also mentioned the Transportation Department is moving ahead with the 2-way traffic
conversions on Main Street. Notices will be posted this week or early next week for work to
begin. Public Warks Administration will be working to get the word out for Parks team, etc.
Laurie Beden expressed an interest in getting a copy of the verbiage for the 2-way traffic on
Main to pass along to their HOA. Kelly asked that the Transportation Division farward out to
our Boards.
Kelly also noted that campaigning for elections is in ful) swing. A reminder to call with any
questions or concerns that may come up.
Cruz the Loop is this Saturday, August 19. There are approximately 100 participants
registered which includes both classic and muscle cars. Evening Magazine came out to the
City today (August 16) and filmed some footage for this event.
Maryjane Van Cleave added that the Recreation Division is at the tail end of summer; they
will be collecting comments and constructive feedback and will debrief with staff to tweak
programs accordingly. �aurie Beden mentioned that the feeding program really took off this
year—especially Heritage Park was super busy. Maryjane indicated she would be happy to
report out once program details have been reviewed.
Erica Richey noted that Renton Schools are starting back on August 30 this year(a little earlier
than usual).
Maryjane Van Cleave mentioned that in 2016 there were 15,000 registered for City Programs;
this number is just for programs offered by the City, not including pragrams we partner on.
She again reiterated that the Recreation staff will be reviewing programs and looking at
numbers and feedback on what changes can be made to improve programs, etc. Once they
complete the year end wrap up she will have more information to share. Kelly Beymer also
invited the board members to attend the Community Services year-end wrap up presentation
at Council which is usually completed sometime in November.

VI. KC�S REPORT1Amv E��ler
Amy Eggler stated that she has Catherine �ord lined up to speak at the September 20
RLAB meeting—she will present a 30 minute re-fresher on Intellectual Freedom.
The board discussed whether to have CED present at the same meeting or move the CED
presentatian to the October meeting due to time constraints. It was decided to push the CED
presentatian to October. Kelly Beymer will confirm with CED.
Amy Eggler mentioned that KC�S has had a busy summer with their programing and also
partnering with the City of Renton/Recreation Department. The KC�S library focused on
providing dinners at Skyway and Downtown. Amy also indicated that Maggie,Teen Librarian
at Skyway has been doing an outstanding job. KCLS partnered with Microsoft, Wizards of the
Coast and Game Developers. They had Game Day in the Library and had approximately 250
children come through. It was a great program to engage the kids.
Amy Eggler noted KCLS staff enjoyed the Renton River Days Parade—it was a good time and
everyone enjoyed participating. She indicated her personal favorite was the Farmers Market.
Amy nated that the library does not have a lot an their schedule of events for August. They
do not schedule story times in August because attendance is so low—people are busy or on
vacations and they just da not show up at events.
VII. OLD BUSINESS
"Friends of Renton Libraries" Meeting an August 3, 2Q17—Erica Richey reported that the
RLAB board members attended the August 3 meeting. There was some initial confusion of
where the meeting was being held due to what was written in the previous minutes. The
meeting was held at the Highlands Library. It was a good chance to explain to the Friends of
Renton Libraries board how the Renton �ibrary Board was established and what role the
board plays for the city. The RLAB board members donated an E-reader and other items in a
basket to the Friends' auction. It was also a chance to say thank you for filling a different
need from what the RLAB members provide. Fred Gurney did a presentation on the KCLS
mission; providing information relating to the Strategic Focus: Create opportunities through
meaningful connections. There was also discussion on drug usage in the old Highlands
Library.
VI11. NEW BUSINESS
Board members discussed attendance at RLAB monthly meetings. All board members are
volunteers; however when a person accepts the board position they make a commitment to
be at the monthly meeting.

Kelly Beymer suggested that it wauld be a good board discussion to include as an agenda item
on a future meeting. It may help to re-establish what board expectations are. What
parameters to use for excused and unexcused attendance. How many absences are allowed?
How much notice should be given? Kelly mentioned that she could take a look at history on
other boards and see what standards might be in place. She will try and provide at next
meeting.
Review of Board Member Terms: Tabled review of terms for the next RIAB meeting in
September. Kim Unti's board term is ending on September 1, 2017. Erica Richey's Chair term
is up in December of 2017.
IX. SITE V151T
Benson Historic Mine Lift Project: The mine lift is located up the hill from City Hall on Old
Benson Road. Board members and city staff will walk to the site following adjournment of
the meeting. Kelly Beymer noted that today's site visit will be brief; mainly to visit the site to
see what it is and where it is located. Planning for site cleanup and obtaining historic
information will be worked on through the winter months and start-up of project will take
place in the spring of next year.
X. ADIOURNMENT
Lynne King made a motion to adjourn the August meeting. Laurie Beden seconded. All were
