AMENDMENT NO. 1 TO AGREEMENT FOR REPLACEMENT OF
HIGHLANDS 435 PRESSURE ZONE RESERVOIRS AND MAINS -
FINAL DESIGN AND BIDDING CAG-16-103
THIS AMENDMENT, dated July 14, 2017, is by and between the City of Renton (the "City"), a
Washington municipal corporation, and RH2 Engineering, Inc. ("Consultant"), a Washington
corporation. The City and the Consultant are referred to collectively in this Amendment as the
"Parties." Once fully executed by the Parties, this Amendment is effective as of the last date
signed by both parties.
Whereas, the City engaged the services of the Consultant under Agreement CAG-16-103, dated
June 8, 2016, to provide necessary services for the Replacement of Highlands 435 Pressure Zone
Reservoirs and Mains - Final Design and Bidding (referred to herein as the "Agreement");
Whereas, the Parties wish to amend the Agreement to expand the scope of work, change the
time of performance, and change the compensation in order to address design changes
requested by the City during the review of the 60% design plans.
NOW THEREFORE, It is mutually agreed upon that CAG-16-103 is amended as follows:
1. Scope of Work: Section I, Scope of Work, is amended to add work as specified in Exhibit
A-1, which is attached and incorporated herein.
2. Time of Performance:Section V,Time of Beginning and Completion, is amended pursuant
to the schedule set forth in Exhibit B-1. All Work shall be performed by no later than June
30, 2018.
3. Compensation: Section VI, Payment, is amended so that the maximum amount of
compensation payable to Consultant is increased from $697,088 to $924,364, plus any
applicable state and local sales taxes. The additional compensation shall be paid based
upon Work actually performed according to the rate(s) or amounts specified in Exhibits
C-1 and C-2 which are attached and incorporated herein.
4. All terms of the Agreement not explicitly modified herein shall remain in full force and effect
and such terms shall apply to Work performed according to this Amendment as if fully set
forth herein.

Background
RH2 Engineering, Inc., (RH2) is currently providing engineering services for the design and bidding of a new
6.3 million-gallon (MG) reservoir and 24-inch transmission main to replace the City of Renton's (City) existing
Highlands 435 Pressure Zone(PZ) reservoirs and transmission main. During 30-percent and 60-percent design
review meetings with the City,the City identified and requested a series of changes and additions that require
an amendment to RH2's current scope of work. These changes and additions, which are described below,
provide additional benefit to the City by: 1) improving constructability and phasing of the reservoir
improvements; 2) improving the site layout to better respond to Hearing Examiner comments and citizen
concerns identified during the Conditional Use permitting process; and 3) improving water system reliability
and resiliency by replacing and re-purposing 435 and 565 PZ distribution main infrastructure located within
the project limits. The changes and additions covered in the Scope of Work below generally include the
following.
• Approximately 1,500 lineal feet of 12-inch and 16-inch 565 PZ distribution main within NE 12th Street
from Olympia Avenue to west of Sunset Avenue,and re-purposing of the 435 PZ 16-inch transmission
main within NE 12th Street and west of Harrington Avenue for use as 565 PZ distribution main.
• Additional exploratory work, including utility potholing and geotechnical investigation, within
NE 12th Street to support the design and construction of the utility and roadway improvements.
• Additional design and hydraulic analyses to evaluate closed-zone operation of the Highlands 435 PZ
during replacement of the Highlands 435 PZ reservoirs. The design and analyses will primarily focus
on upgrades to the Mt.Olivet Booster Pump Station(BPS)to replace the existing booster pump motor
starters with variable frequency drives(VFDs)and install a recirculation valve to improve closed-zone
operation during replacement of the Highlands 435 PZ reservoirs.lt is anticipated that the installation
of the proposed improvements will be performed by the City's Water Department.
• Additional design and coordination to provide a video surveillance security system for the Highlands
reservoir site.
• Revisions to the Master Site Plan and 60-percent design to include the demolition of the existing
2.0 MG reservoir under Phase 1, and reconfiguring the site to increase the buffer and visual screening
of the proposed 6.3 MG reservoir from the retirement home community to the north of the property.
Except where noted below, the above changes and additions are underway and will generally be completed
in accordance with the original contract and Scope of Work.

GENERAL PROJECT TASKS
Task 1 — Project Management Services (Amending Fee Only)
Objective: Provide additional project management services in accordance with the original Scope of Work for
the additional design services provided herein.
Approach:

the additional design services provided herein. This change results in an increase in fee, but does not
result in a scope modification.
Tasks 2A and 2B — Permitting Assistance (No Change)

Task 5 —Additional Master Planning and Hydraulic Analysis (New Task)
Background: As part of the 60-percent design review process, it was determined that it would be
advantageous for a multitude of reasons to remove the existing Highlands 2.0 MG reservoir from service prior
to constructing the proposed 6.3 MG reservoir.This represents a change in the original design criteria. Before
incorporating this change into the operation of the water system and the current design plans, the City has
requested that RH2 perform additional hydraulic analysis and master planning to confirm that fire flow
requirements can still be met without the 2.0 MG reservoir in service.The analysis also will evaluate a scenario
where the Highlands 1.5 MG reservoir is out of service as well.To facilitate water system operation under this
scenario, it is anticipated that improvements will be made to the Mt. Olivet BPS to allow for closed-zone
operation.
Objective: Confirm, through hydraulic alternative analysis, that the Highlands 435 PZ can maintain a similar
level of service if the 2.0 MG reservoir is out of service prior to construction of the 6.3 MG reservoir. Evaluate
operation under a closed-zone operating scenario. Identify recommended mechanical, electrical, and control
system changes that may be implemented prior to removing the Highlands 1.5 MG or 2.0 MG reservoir from
service, and before the 6.3 MG reservoir is constructed. Prepare a technical memorandum that summarizes
the findings and recommendations of the hydraulic analyses. Revisit the site master plan and prepare up to
two (2) alternative site configurations based on the revised construction phasing and demolition of the 2.0
MG reservoir.
Approach:
5.1. Evaluate and perform hydraulic analyses to confirm that the 2.0 MG Highlands reservoir can be removed
from service prior to the completion of the proposed 6.3 MG reservoir, while maintaining required fire
flows.

5.2. Evaluate operation of the Highlands 435 PZ under closed-zone operation. Develop up to three (3)
conceptual alternatives in which the Highlands 435 PZ can maintain service ifthe existing 1.5 MG reservoir
is out of service prior to construction of the proposed 6.3 MG reservoir.One(1)alternative is anticipated
to include equipping the Mt. Olivet BPS with VFDs and a recirculation valve. Identify major mechanical,
electrical,and control system modifications necessary for each alternative.
5.3. Revisit the Site Master Plan and prepare up to two(2)alternative site configurations based on the revised
construction phasing and anticipated demolition of the 2.0 MG reservoir prior to construction of the
6.3 MG reservoir. Deliver preliminary alternative drawings in electronic PDF to the City for review.
5.4. Prepare a technical memorandum summarizing the findings and recommendations obtained in subtasks
5.1 and 5.2. Deliver a draft version in electronic PDF for City review and meet with the City to discuss the
alternatives and recommendations.
5.5. Perform internal quality assurance/quality control (QA/QC) of technical memorandum and alternative
site plan(s).
5.6. Incorporate City and internal review comments into technical memorandum and Master Site Plan, and
finalize documents. Incorporate technical memorandum and updated master site plan into Preliminary
Design Report and Site Master Plan Report as an amendment.lt is assumed that the amendments will be
inserted into the front of the original documents to provide a single document for record purposes.
RH2 Deliverables:
• Technical memorandum documenting results from the hydraulic analysis and recommendations for
operation of the water system without existing 2.0 MG and/or 1.5 MG reservoirs in service, and prior
to the construction of the proposed 6.3 MG reservoir.
• Attendance at meeting with the City to review and discuss alternatives and recommendations.
• Preliminary alternatives and final revised site mater plan drawings in electronic format(PDF).
• Amended Preliminary Design Report and Site Master Plan Report in electronic format(PDF).
Task 6— Design of Mt. Olivet BPS Improvements (New Task)
Objective: Prepare construction plans for the improvements to the Mt. Olivet BPS, including VFDs and
recirculation valve. Incorporate recommendations from Task 5, including modifications to zone valve or other
facifity setpoints, into the construction plans. Assist City Water Department staff in responding to questions
during construction and provide startup and testing services to evaluate operation under a simulated
closed-zone scenario.
Approach:
6.1. Prepare construction plans for the improvements to the Mt. Olivet BPS, including VFDs and
recirculation valve. Incorporate recommendations from Task 5, including modifications to the zone
valve or other facility setpoints, into the construction plans. It is assumed that equipment details will
be included on the plans and thot a separate specification document will not be included. Prepare a
functional description for water system operation under a closed-zone operating scenario. It is
assumed that the City Water Department will construct rhe improvements;no bidding or construction
contract documents will be provided. Deliver documents in draft format to City for review and
comment. Meet with the City to review and respond to comments.

6.2. Perform internal QA/QC review of construction plans.
6.3. Incorporate City and internal review comments and finalize plans.
6.4. Assist City Water Department with equipment procurement and submittal review. Respond to
questions during construction.
6.5. Coordinate with the Cit�s Integrator (Emerson) to modify the Mt. Olivet BPS and Master (Shop)
programmable logic controllers (PLC) to allow the Mt. Olivet BPS to operate in either closed-zone or
open-zone mode. Perform human machine interface (HMI) server programming to incorporate the
changes into the existing supervisory control and data acquisition(SCADA)system.lt is assumed that the
City will contract directly with the Integrator.
6.6. Provide up to two (2) days of testing and startup services to evaluate operation under a simulated
closed-zone scenario.
RH2 Deliverables:
• Preliminary and final plans in electronic format(PDF).
• Attendance at design review meeting.
• Assistance in submittal review and responding to technical questions.
• Attendance at startup and testing.
SCHEDULE A—HIGHLANDS 435 RESERVOIR AND STREET FRONTAGE IMPROVEMENTS
Task A1 — Reservoir 60-percent Design (Amending Scope and Fee)
Objective:Revise the 60-percent design to include the demolition of the existing 2.0 MG reservoir under Phase
1,and reconfigure the site to increase the setback and visual screening of the proposed 6.3 MG reservoir from
the retirement home community to the north of the property. Update stormwater design, calculations, and
report to reflect changes in site development and for compliance with the City of Renton Surface Water Design
Manual, December 2016 edition. Coordinate with City IT Department and incorporate the design of the City
standard video surveillance security system into the 60-percent design.
Approach:
A.1.1 Additional 60-percent Reservoir Desi�n — Revise the 60-percent reservoir structural and mechanical
design plans and calculations based on the revised site master plan. In general, it is assumed that the
revisions fo the site master plan should have minimal impacts to the reservoir structure or internal
piping.
A.1.2 Additional 60-percent Site and Fronta�e Improvement Desi�n—Revise the 60-percent site and utility
plans based on the revised site master plan. In general, it is assumed that that revisions to the site
master plan will have a more significant impact to the site and utility plans. Work will be prioritized to
expedite desiqn revisions required for presentation at a public meeting.
A.1.3 Additional 60-percent Stormwater Detention and Pump Station Desi�n — Revise stormwater
calculations, 60-percent collection system and stormwater detention vault plans, and structural
calculations based on the revised site master plan. Revise Stormwater Technical Information Report

City of Renton Surface Water Design Manual, December 2016 edition (RSWDM).
A.1.4 Additional 60-percent Electrical and Control Desi�n — Revise the 60-percent electrical and control
plans based on the revised site master plan. Coordinate with City IT Department and incorporate the
design of the video surveillance security system into the 60-percent design. In general, it is assumed
that the revisions to the site master plan should have minimal impacts to the electrical and control
design.
A.1.5 Additional 60-percent Technical Specifications — Develop additional technical specifications for the
demolition and removal of the Highlands 2.0 MG Reservoir.
A.1.6 Additional Topo�raphic Survev— Contract and coordinate with Triad, a division of David Evans and
Associates, Inc., (Triad) to re-survey the existing trees located on the Highlands reservoir site as
required to update the base map drawing with the current tree size prior to bidding.
A.1.7 Perform Pilot Infiltration Test—Coordinate with City of Renton Surface Water Department to conduct
three small-scale Pilot Infiltration Tests (PITs). The City will supply a backhoe and operator, water
supply from City hydrants, and piping or hose to each infiltration test site. RH2 will provide flow
measurement and water level measurement devices, and observe all testing.
RH2 Deliverables:
• Revised 60-percent site and reservoir plans relevant to public meeting in electronic format(PDF).
Task A2 — Reservoir 90-percent Design (Amending Fee Only)
Objective: Incorporate and advance design changes and additions from 60-percent re-design to a 90-percent
design level.

SCHEDULES B AND C— OFF-SITE WATER MAIN AND FRONTAGE IMPROVEMENTS
Task B1 —Topographic Survey and Geotechnical Investigations (Amending Scope
and Fee)
Objective: Contract with a private potholing drilling contractor and review subsurface soil conditions and
utility depths at select locations relevant to the design and construction of the water main improvements.
Approach:
B.1.4 Additional Geotechnical Investi�ations — Coordinate with potholing contractor to conduct
approximately four(4)explorations in native soil along alignment.Observe field exploration.Contract
with soil testing laboratory for soil properties analysis. Amend technical memorandum summarizing
geologic information and interpretation and field observations. Support design team and City to
incorporate findings/recommendations into design. This task is supplemental to the work performed
under Task 8.1.2 of the original scope.
6.1.5 Additional Utilitv Coordination and Subsurface Utilitv Investi�ations — Coordinate with the City and
franchise utilities to confirm the depth and location of known utilities crossing the proposed water
main alignment at select locations to assist in the finalization of the vertical profile design of the
proposed off-site water mains and utilities.Contract and coordinate with a utility potholing contractor
to conduct utility potholing in approximately twelve (12) locations. This task assumes that the
potholing contractor will be responsible for providing traffic control,submitting application to the City
for a street opening permit, and contacting the One-Call locate service prior to potholing the utilities.
Review potholing reports and perform field visit (if necessary) to review pothole and known utility
locations. Incorporate potholing information into construction plans and specifications. This task is
supplemental to the work performed under Task 8.1.3 of the original scope.
RH2 Deliverables:
• Pothole reports for subsurface utilities at select locations.
• Geotechnical investigation logs at potholes and amended geotechnical technical memorandum in
electronic format(PDF).
Task B2 — Off-site Water Main Preliminary Design (No Change)
No change in scope or fee.
Task B3— Off-site Water Main Final Design (Amending Scope and Fee)
Objective: Expand the scope of the final water main design tasks to include approximately 1,500 lineal feet of
