AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON
CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM "APARTMENTS,
MULTIPLE DWELLINGS (R=4) TO RESIDENTIAL DISTRICT (R-3)
WHEREAS under Chapter VII , Title IV (Building
Regulations) of Ordinance No. 1628 known as the "Code of General
Ordinances of the City of Renton' , as amended, and the maps
adopted in conjunction therewith , the property hereinbelow
described has heretofore been zoned as 'Apartments , Multiple
Dwellings (R-4) and
WHEREAS a proper petition for change of zone
classification of said property has been filed with the City
Clerk on or about March 5 , 1969 ,which petition was duly
referred to the Planning Commission for investigation, study
and public hearing, and a public hearing having been held
thereon on or about March 26 , 1969 , and said matter having
been duly considered by the Planning Commission, and said
rezoning request being in conformity with the City' s Comprehensive
Plan and all parties having been heard appearing in support
thereof or in opposition thereto, NOW THEREFORE

The Chairman described the application. - Slides of the property were
shown as well as the plot plan and vicinity map.
Commission comments were invited.
Stredicke stated he felt a certain percentage of an area zoned for
business should be set aside for landscaping as has been done in
other cities, and should be handled as an ordinance requirement.
The Planning Director stated the City of Tacoma has handled this
subject under a "contract zoning" approach successfully, and "con-
tract zoning" has been upheld by the State' Supreme Court.
Audience comments were invited.
Mr. Mike Lotto, representing the -Hospital District, stated the
property will be advertised for public sale soon either as an entire
parcel or alternatively in -smaller parcels. ' The Hospital District
at this time has no way of -knowing how the' property- will be devel-
oped.
Moved by Stredicke, seconded by' Denzer, that• the hearing be closed.
Motion carried unanimously.

Racanello stated he would amend above motion to read that the
zoning will include 5% of the -whole property- to- go into land-
scaping. Amendment died for lack of second.

(b) JOHNSTON-CAMPANELLA-NURAKAMI. &- CO. , Appl. No. R-573-69 ; rezone
from R-4 to R-3; property located northwest corner Puget Drive and
Benson Road
The Chairman described the application. The Planning Director
noted that as the Zoning Ordinance permits- office use in the R-3
district but excepts such use. in the- R-4- district, the applicant
is requesting changing present zoning'--specifically to allow for
special permit application for office use. This special permit
application is on the agenda for consideration at .this meeting.
Discussion followed concerningadvisability of hearing the two
{ applications together due tothe fact that if the rezoning was
approved and the -special .permit-application denied, the applicant
would not -wish .to exchange present R-4 zoning for R-3 . The Chair-
man stated should this occur, the Commission could reopen the
hearing and rescind its .action approving the rezone .

As there were no further comments, it was moved by Stredicke,
seconded by Forgaard, that the hearing be closed. Motion carried

SPECIAL PERMIT APPLICATION

The Chairman read a communication from the. Traffic Engineer which
stated that the Traffic Engineering Department has reviewed the
access as indicated on the plot plan submitted by the applicants
for a proposed office building. The plan does not conflict with
present traffic movement on Benson Road or. Puget Drive. Access
control, which may become a critical factor, will have to be con-
trolled within the street right-of-way by placement -of a Type C
curb which would prohibit left hand turns across traffic . The
Traffic Engineering Department has no objection to the proposed
ingress and egress as shown on the plan.
A communication signed by R. Lyman Houk of the Engineering Depart-
ment was also read by the Chairman which stated that the street
improvements required adjoining the Johnston-Campanella-Murakami
& Co. property will conform to the requirements of. the Off-Site
Improvements Ordinance. The details of the improvements will be
determined during the plans checking procedure.
Slides of the property together .with plot plan and vicinity map
were shown. A landscaping plan was also displayed.
Discussion ensued concerning the type of office use intended for
proposed building. Mr.. Felix Campanella and Mr. Dave Johnston
stated their architectural firm intends to occupy the upper floor
entirely, the lower floor to be left open and partitioned suiting
future tenants. An engineer is- slated to be one of the occupants .
The Planning Director indicated he felt the building should be
devoted entirely to professional type tenants as opposed to com-
mercial office occupants given to gaudy advertising and the like.
Further discussion followed concerning a' definition of "profes-
sional" .
The meeting was recessed at 9 : 20 P.M. to allow the staff time to
gather material with -reference to definition of the term "pro-
fessional" as related to business use.

FROM: Traffic Engineering Department
The Traffic Engineering Department has reviewed the
following items to be considered at the Planning Commission ' s
public hearing on March 26 , 1969 :
(1) Johnston-Campanella-Murakami , request for special •
permit for office building on the northwest corner of Puget Drive
and Benson Road . The Traffic Engineering Department has reviewed
the access as indicated on the plot plan submitted by the appli-
cants for a proposed office building. The plan does not conflict
with the present traffic movement on Benson Road or Puget Drive .
Access control , which may become a critical factor, will have to
be controlled within the street right-of-way by placement of a
Type C curb which would prohibit left hand turns across traffic.
The Traffic Engineering Department has no objection to the pro-
posed ingress and egress as shown on the plan.
(2) Dino Patas , request for R-3 zoning, property
located on S.E . 128th St . between 132nd and 136th Aves . S .E .
The Traffic Engineering Department has reviewed the proposed plan
submitted by the applicant and advises that it finds no unusual
circumstances regarding access to the property in question.
Definite access control will be established with the development
of off-site improvements .
