SUBJECT PROPERTY DESCRIPTION The subject site (Site) is located at 1200 Lake Washington Boulevard North in Renton, King County, Washington (Figure 1). The Site consists of tax parcel numbers 334450-0006 and 082305-9056 with a reported total area of approximately 2.86 acres. The Site is currently being developed with a 5-story Marriott Residence Inn hotel. BACKGROUND Limited Phase II Screen (Adapt, April 2014) Adapt conducted a Limited Phase II Screen in the inferred area of a historical gas station located on the Site. This screen included a survey around the area by Ground Penetrating Radar (GPR) to potentially discover relic USTs or other pertinent subsurface features. One “GPR anomaly” was revealed. Using a Geoprobe, five borings were advanced around this anomaly, especially to the west, northwest, and south. The maximum depth explored was approximately 10 feet below ground surface (bgs). For two of these, field screen observations revealed no signs of significant contamination. However, the soil collected from the other three borings displayed indications of contamination at detected concentrations. Consequently, groundwater grab samples were collected in three of the borings, and submitted to the analytical laboratory for analysis for COCs. Adapt Engineering The groundwater sample from only one of the borings exhibited TPH concentrations above laboratory reporting limits. In particular, this exhibited: gasoline-range TPH at 160 parts per billion (ppb), below the pertinent MTCA Method A cleanup level of 1,000 ppb (with no lead detected); diesel-range TPH at 120 ppb, below the Method A cleanup level of 500 ppb (this result was flagged as not representing the fuel standard used for quantitation); and ethylbenzene at a concentration of 2.5 ppb, well below the Method A cleanup level of 700 ppb. The groundwater from a second boring exhibited only lead at a concentration of 5.84 ppb, below the Method A cleanup level of 15 ppb. UST Removal / Site Assessment Report (Adapt, November 2014) The prior Site owner contracted Adapt to remove any USTs in the area assessed by the Limited Phase II Screen. Adapt determined that a UST of approximately 450 gallon capacity was present on the site, as well as a small priming tank. Sampling revealed that soils immediately around the UST had gasoline and BTEX contamination above cleanup levels. The UST was pumped of its contents, inerted, and removed, and the priming tank was removed. These tanks were reportedly transported off-site for disposal. The resulting pit was over-excavated until the field screening with a Photo-Ionization Detector (PID) showed low readings from soils remaining. Confirmation soil samples, taken from the four sidewalls and the bottom of the excavation, yielded no concentrations above laboratory reporting limits of gasoline and BTEX. Lead in the samples was below cleanup levels. The bottom sample was, also, analyzed for n-hexane and naphthalenes. This sample revealed no concentrations of these analytes above laboratory reporting limits. The contaminated soil was taken off-site for disposal. The excavation was backfilled. Adapt’s UST removal report concludes as follows: “The results of the soil sampling activities performed after completion of the UST removal activities indicated no detectable concentrations of petroleum hydrocarbons and only relatively low levels of lead (at concentrations below Ecology Method A soil cleanup levels) along the bottom and sidewalls of the UST removal excavation. As such, it is Adapt’s professional opinion that no further soil excavation is warranted at this time.” Adapt’s review of regulatory agency information revealed that Ecology issued a No Further Action determination on February 25, 2015 based on Adapt’s report. EXCAVATION AND SOIL SAMPLING ACTIVITIES Adapt was informed by Western International that gasoline impacted soils had been encountered in the City of Renton right-of-way (ROW) during excavation activities associated with underground utility connections (see Figure 1). Laboratory testing of two soil samples collected from this area indicated that gasoline range TPH had been detected at concentrations above the State of Washington Department of Ecology (Ecology) MTCA Method A Soil Cleanup Level for Unrestricted Land Uses (CUL) of 100 parts-per-million (ppm) (see Table 1). Motor oil range TPH and ethylbenzene were also detected in these two soil samples, but the detected concentrations were below their respective Method A Soil CULs. Adapt had been informed by Western International that the City of Renton had requested for an investigation to be completed to assess if the gasoline impacted soils in the City of Renton ROW had originated from the Site or was solely contained within the City of Renton ROW. Adapt Western International – Marriott Residence Inn Property September 7, 2018 Adapt Project No. WA18-19710-ENV Page 2 Adapt Engineering personnel were onsite on August 28 and 29, 2018 to oversee excavation of possible petroleum hydrocarbon impacted soil from along a trench excavated for placement of a storm water sewer line. Soil Sampling Activities – Storm Water Sewer Line Trench Adapt collected a total of eleven (11) soil samples from along the sidewalls and bottom of the storm water sewer line trench for analytical testing (see Figure 1). Discrete soil samples for volatile compounds were collected in compliance with EPA Method 5035A. Samples were collected using a Power Stop Handle and Easy Draw Syringe. The syringe was pushed into the collected soil core to obtain an approximately 5-gram soil sample. The soil sample was then placed in an empty 40 ml glass vial with a Teflon® lined lid with septum. Discrete soil samples from non-volatile compounds were collected using a gloved hand and transferred to a clean 4-ounce glass jar with a Teflon® lined lid. The jars were filled minimizing headspace. All collected samples were immediately stored at 4 degrees C and transported to Friedman & Bruya’s laboratory in Seattle, Washington for the following analyses under Adapt’s chain-of-custody procedures: • Gasoline range total petroleum hydrocarbons (TPH) by Ecology Method NWTPH-Gx with benzene, toluene, ethylbenzene, xylenes (BTEX) by EPA Method 8021B. • Lead by EPA Method 200.8. The analytical testing results for these samples indicated gasoline range TPH were detected in samples ROW-1:5’ (54 ppm), ROW-2:5’ (11 ppm), and ROW-3:5’ (10 ppm); all of which are below the Method A Soil CUL of 100 ppm. Ethylbenzene was detected in samples SS-3:5’ (0.03 ppm), ROW-1:5’ (0.27 ppm), and ROW-2:5’ (0.068 ppm), and ROW-3:5” (0.033 ppm); xylenes were detected in samples SS-3:5’ (0.09 ppm), ROW-1:5’ (0.84 ppm), and ROW-2:5” (0.074 ppm); and toluene was detected in sample RPW-1:5” (0.1 ppm); but of these detected concentrations were below their respective Method A Soil CULs. Lead was detected at concentrations varying from 3.06 to 4.83 ppm in the collected samples, but these detected concentrations were below the Method A Soil CUL of 250 ppm. A summary of the soil analytical testing results is presented in Table 1. Soil Sampling Activities – Impacted Soil Stockpile Impacted soils with noticeable petroleum hydrocarbon odors that were excavated from the storm water sewer line trench were placed on a lined and covered stockpile at the Site. On August 29, 2018, Adapt personnel collected two soil samples from the stockpile for analytical testing in order to profile these soils for disposal. Discrete soil samples for volatile compounds were collected in compliance with EPA Method 5035A. Samples were collected using a Power Stop Handle and Easy Draw Syringe. Gasoline range TPH was detected in samples Stockpile-01 (120 ppm) and Stockpile-02 (420 ppm), which are both above the Method A Soil CUL of 100 ppm. Diesel range TPH was detected in sample Stockpile-02 (170 ppm), but this detected concentration is below the Method A Soil CUL of 2,000 ppm. Multiple gasoline associated VOC analytes and lead were detected in samples Stockpile-01 and Stockpile-02, but the detected concentrations were below their respective Method A and Method B Soil CULs (see Table 1). LIMITATIONS Information contained in this report is based upon site characterization, field observations, and the laboratory analyses completed for this study. Conclusions presented are professional opinions based upon our interpretation of the analytical laboratory test results, as well as our experience and observations during the field activities. The completed field activities, as well as the analytical scope were completed within the site and proposal constraints. Adapt’s observations and the analytical data are limited to the vicinity of each sampling location and do not necessarily reflect conditions across the site. No other warranty, express or implied is made. If additional information regarding either the site or surrounding properties becomes known, or changes to existing conditions occurs, the conclusions in this report should be reviewed, and if necessary, revised to reflect the updated information.
