I have reviewed the second utility permit plan submittal for the Kinkade Crossing Plat located at 17709
116th Avenue SE and my comments are listed below. Please feel free to contact me if you have any

GENERAL COMMENTS
1. There is a digital set of redlined plans that accompanies this letter.
2. Submit the updated plans and TIR to me electronically for final review. Include a letter with
responses to all of the comments with your plan resubmittal.
3. Please have approved water and sewer plans from Soos Creek Water and Sewer District routed
to the City for final review prior to permit issuance.
CHANNELIZATION PLAN COMMENTS – SHEET CH-01
1. Rotate northernmost “No Parking” sign along Alley A so that it is facing south.
2. Add a street sign for Road B and 116th Avenue SE intersection at the T of intersection.
3. Add a note to the plan to remove both sets of double yellow line striping at intersection to allow
for a legal left turn.

4. Add stop sign and 16” stop bar at Road B and 116th Avenue SE intersection. The stop sign shall
be per Standard R1-1 of the MUTCD. The stop bar shall be thermoplastic.
5. Add note stating that a stormwater access and maintenance easement shall cover all of Tract B.
GRADING AND TESC PLAN AND DETAILS COMMENTS – SHEET GR-01
1. All walls 4’ or greater in height measured from bottom of footing will require a separate building
permit. Structural calculations and plans prepared by a licensed engineer will be required for
review. A building permit application for the pond walls will be required prior to utility permit
issuance as the pond is being use as the temporary stormwater pond.
2. List the CESCL license number for Craig Sears. It is EF8181808.
3. Add NPDES permit number to the plan after it is obtained.
FRONTAGE PLAN AND PROFILE COMMENTS – SHEET FR-01
1. Show a blow up of the western driveway cut and tie-in as it is not a standard installation.
Provide existing and proposed spot elevations along with driveway and sidewalk slopes.
2. Show how off-site drainage from south of CB #16 is being collected and routed to the pond.

1. Reference COR Std. Plan 203.00 for an open curb face frame and grate installation and COR Std.
Plan 204.30 for a bi-directional vaned grate for CB #4.
2. The proposed mailbox location needs to be approved by the postmaster. Please provide an
update on this process.

1. Provide detail showing how pipes will enter CB #10 and CB#11. This can be similar to the plan
view of the control structure found on Sheet PN-03. Show knockouts, dimensions, and other
necessary labels to ensure constructability.

1. The ramp wing at the corner of Road A and SE 177th Place is over 10%. Please adjust the wing so
that it is less than 10% and conforms to ADA standards.
POND PLAN COMMENTS – SHEET PN-01
1. See Sheet GR-01 comment regarding building permit for pond walls.
2. The proposed pond does not meet the flowpath requirements for water quality. Per Section
6.4.1.2 of the 2009 KCSWDM, the flowpath length to width ratio shall be at least 3:1. In
addition, the proposed pond does not meet the access requirements. Per the same section, the
access and maintenance roads shall extend to the bottom of the first cell unless all portions of

the cell can be reached and sediment loaded from the top of the pond. Consider alternatives to
a combination wetpond for water quality.
3. Gravel access roads shall have 4” to 8” of rip rap / quarry spalls under a minimum of 4” of CSTC
with geotextile fabric between the layers.
4. Stormwater pond sign to be installed on fence per detail Sheet PN-03.
5. Add note to plan stating that a public storm drainage maintenance and access easement to
occupy the entirety of Tract B.
POND CROSS SECTIONS AND PROFILES COMMENTS – SHEET PN-02
1. Show and call out approximate location of gas crossing between CB #18 and CB #19.
2. The section of pipe between CB #1 and the pond inlet should read 12” as opposed to 15”.
3. Update slopes of pipes as redlined.
4. Add utility permit number to title block.
POND DETAILS COMMENTS – SHEET PN-03
1. Remove reference to tension wire in chain link gate detail.
ROAD CROSS SECTIONS AND DETAILS COMMENTS – SHEET DT-01
1. Show the location of existing power poles in the poles in the planter in the SE Petrovitsky Road
street section.
DETAILS COMMENTS – SHEETS DT-01-02
1. Include the following City of Renton Standard Details:
a. 101.1 – Cement Concrete Curb Installation at Catch Basins
b. H032.1 – Typical Transverse Patch for Flexible Pavement
c. 204.30 – Rectangular Bi-Directional Vaned Grate
d. 202 – Catch Basin Installation
e. 204.50 – Storm Round Frame and Cover
TIR COMMENTS
1. Add discussion about the off-site drainage from south of CB #16. Update figure 4.1 and pond
orifice sizing as necessary. Update conveyance calculations to include this offsite area.
2. Update the TIR to address any pond changes. If the water quality facility changes, ensure those
changes are included.
3. Ensure that all information provided in conveyance and backwater calculations matches what is
shown on the plans. This will likely change if the pond is reconfigured. Spot checking shows

that the section from CB #12 to the Pond and CB #8 to CB #7 in the conveyance calculations and
CB #8 and #9 in the backwater calculation do not match plans.
4. Update bond quantity worksheets as necessary.
STREETLIGHT PLAN COMMENTS
1. Address redlines for streetlight plans and illumination calculations.
MAINTENANCE COMMENTS
1. Bold or highlight “Removal of sediment control BMP’s in Note 20 on Sheet GR-01.
LANDSCAPE / PLANNING COMMENTS
1. In any residential district, the maximum height of any fence, hedge or retaining wall shall be
seventy two inches (72"). Except in the front yard and side yard along a street setback where the
height may not exceed forty eight inches (48"). Additionally, there shall be a minimum three-
foot (3’) landscaped setback at the base of retaining walls abutting public rights-of-way.
2. With the required retention of the trees, your landscape plan must include a tree retention
detail around the protected tree. See and add RMC 4-3-130H.9 for required protection
measures during construction.
3. Add general note to landscape plan sheet L-2: “Primary entry on Lots 14-17 faces SE Petrovitsky
Rd.”
4. Update landscape plan/tree retention plan sheet L-1: Max width of the driveway at the property
line to be reduced from 16 feet to 12 feet in order to reduce the impacts within the drip line of
the retained tree.
5. Add note: “Work within tree drip line to be completed under arborist’s supervision.” Update
landscape plan/tree retention plan sheet L-1 accordingly.
6. Updated Eco-lawn Tract C landscaping and reduce the width of the driveway to no greater than
12 feet at the property line to reduce the impacts within the drip line of the landmark tree to be
retained. Taper permanent asphalt as redlined.
7. Add tree protection within the drip line from off-site trees within the ROW/Lot 10 near Tracy
Nguyen’s property.
