HomeMy WebLinkAbout16-0718 Kinkade Crossing Utility III Comments DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT M E M O R A N D U M   DATE: July 18, 2016     TO: Laura Bartenhagen, ESM     FROM: Ian Fitz-James, Civil Plan Reviewer     SUBJECT: Utility Permit Review III Comments Kinkade Crossing Plat- 17709 116th Avenue SE City of Renton Permit #U16-001701      I have reviewed the third utility permit plan submittal for the Kinkade Crossing Plat located at 17709 116th Avenue SE and my comments are listed below. My phone number is 425-430-7288 and my email address is ifitz-james@rentonwa.gov. GENERAL COMMENTS There is a digital set of redlined plans and a relined TIR that accompanies this letter. Submit the updated plans and TIR to me electronically for final review. Include a letter with responses to all of the comments with your plan resubmittal. Please submit a building permit application for the pond walls. As of 7/18/16, this permit had not been applied for. Please have approved water and sewer plans from Soos Creek Water and Sewer District routed to the City for final review prior to permit issuance. CHANNELIZATION PLAN COMMENTS – SHEET CH-01 Rotate northernmost “No Parking” sign along Alley A so that it is facing west. I mistakenly asked for this to be facing south with the last set of comments. The stop sign is shown on the neighboring property. Please move the sign so that is in the right of way. There is an existing speed limit sign in this location for 116th Avenue SE. Address how you plan to install the stop sign with the existing speed limit sign. GRADING AND TESC PLAN AND DETAILS COMMENTS – SHEET GR-01 Add NPDES permit number to the plan after it is obtained. FRONTAGE PLAN AND PROFILE – SHEET FR-01 Edit driveway graphics per redlines. *This is a typical comment / revision to all driveway linework on every sheet. We are in the process of revising our detail for the driveway cut. ROAD AND STORM PLAN AND PROFILE – SHEET RD-01 Per COR Std. Plan 225.10, a yard drain shall be installed prior to connection to the public storm drainage system. ROAD AND STORM PLAN AND PROFILE – SHEET RD-03 Remove COR Std. Plan 104.3 from the plan. A new detail is in development and will be provided prior to construction. POND PLAN COMMENTS – SHEET PN-01 Provide detail shown pipe inlet and outlet configuration for southern Perk Filter Vault. This detail shall be similar to the details provide on Sheet DT-04. POND CROSS SECTIONS AND PROFILES COMMENTS – SHEET PN-02 Southern Perk Filter vault is 4.0’ x 6.5’ per Sheet PN-01. The southern pond inlet is lower than the pond bottom. Revise profiles. POND DETAILS COMMENTS – SHEET PN-03 The elevations for the elbow orifices do not match what is shown in the KCRTS model. Inlets shown in CB #21 detail do not match what is shown on Sheet PN-02. POND DETAILS COMMENTS – SHEET PN-04 Specify the cartridge size and stack configuration that you are using for each Perk Filter Vault. Ensure that required drop is provided in the profile. DETAILS COMMENTS – SHEETS DT-03 Add COR Std. Plan 204.10 – Rectangular Solid Metal Cover to plans. DETAILS COMMENTS – SHEETS DT-04 Use COR Std. Plan 104.1 for the maintenance access road driveway. Add COR Std. Plan 104.1 to the plan set. TIR COMMENTS Update off-site basin information in the report to include all area in the drainage basin. This will include area outside of the right of way. Provide a complete basin map for the offsite basin. This can be a marked up version of COR Maps. The non-target (off-site) drainage area shall be evaluated for bypass of the pond in accordance with Section 1.2.3.2.F of the 2009 KCSWDM. Please include this in the report write up. If bypass of the pond is required, please show the bypass on the civil plans. Please revise conveyance calculations as necessary to accommodate for the larger off-site basin area. Check conveyance calculation inputs. Please ensure they match the current plans. Update bond quantity worksheets as necessary. Include the Perk Filter system in the operations and maintenance manual. STREETLIGHT PLAN COMMENTS Street lighting plans have been approved. LANDSCAPE / PLANNING COMMENTS With the required retention of trees, your landscape plan must include a tree retention detail around the protected tree. See and add RMC 4-4-130H.9 for required protection measures during construction. Sheets L1 and GR01 must label and identify the temporary 6’ high chain construction fence outside the dripline. Revise the landscaping plans to include the added streetlights.
