Home My WebLink AboutF_Kinkade Crossing Plat_Storm Water Adjustment_160729DenisLawMayorCommunity&EconomicDevelopmentC.E.“Chip”Vincent,AdministratorJuly29,2016Mrs.LauraBartenhagenESMConsultingEngineers334008thAvenueSouth,Suite205FederalWay,WA98003RE:KinkadeCrossingfU16001701)—KristarEnterprises,Inc.,FloGardPerkFilterTMforPublicUse-Adjustment2016-05DearMrs.Bartenhagen:TheCityofRentonhascompletedreviewoftheadjustmentrequestforKinkadeCrossing(U16001701)inaccordancewithCityadopted2009KingCountySurfaceWaterDesignManualandassociatedCityAmendments.Astheapplicant’sengineer,youarerequestinganadjustmentfromthe2009KingCountySurfaceWaterDesignManualtoSection6.1.2,BasicWaterQualityMenu,requirements.Morespecifically,youarerequestinganadjustmentfortheimplementationoftheKristarEnterprises,Inc.,FloGardPerkFiltertM(KristarPerkFilterTMSystem)locatedwithaprivatetracttobeownedandmaintainedbytheCityofRentonviaaneasement.Findings:1.Theprojectsiteislocatedat17709116thAvenueSE.Theprojectisaresidentiallanduse,whichpertheCity’sAmendmentstothe2009KingCountySurfaceWaterDesignManualSection1.2.8.1,isrequiredtoprovideBasicWaterQualityTreatment.2.ThesurfacewaterfromtheproposeddevelopmentwillbecollectedthenroutedthroughadetentionsystempriortoenteringtheKristarPerkFilterTMSystem.3.TheKristarPerkFifterTMSystemisnotanapprovedfacilityintheCity’sadoptedstormwatermanual,thereforeanadjustmentisrequiredtoallowtheuseoftheKristarPerkFilterTMSystemonprivateorpubliclyownedandmaintainedstormsystems.1055SouthGradyWay,Renton,WA98057.rentonwa.gov Mrs.LauraBartenhagenPage2of4July29,20164.TheWashingtonStateDepartmentofEcologyhasapprovedtheKristarPerkFilterTMSystemforGeneralUseLevelDesignationforBasicWaterQualitytreatment.Basedontheinformationprovidedintheenclosedadjustmentrequest,theKristarPerkFilterTMSystemisapprovedfortheproposedKinkadeCrossingwiththefollowingconditions:Conditions:1.ThewaterqualitydesignflowshallbeaslistedintheGeneralUseLevelDesignationforKristar.2.ThefiltersystemshallbesizedasdescribedintheKristarPerkFilterTMSystemTechnicalandDesignManual,andthedesignershallselecttheresultyieldingthelargernumberofcartridges.3.Pre-settlingshallbeprovidedperSection6.5.1ofthe2009KCSWDM,GeneralRequirementsforMediaFiltrationFacilities.4.KristarPerkFilterTMSystemshallbedesignedinsuchamannerthattheflowsexceedingthedesignflowratesarebypassedaroundtheKristarPerkFilterTMSystemWaterQualitytreatmentfacility.Anexternalbypasstohandleflowexceedingthefacilitydesignshallbeprovided.5.VaultsusedfortheKristarPerkFilterTMSystemshallconformtothe“Materials”and“StructuralStability”requirementsspecifiedinSection5.3.3ofthe2009KCWDMfordetentionvaults.6.TheKristarPerkFilterTMSystemmustbeinstalledinanareathatisaccessibletomaintenanceequipment.ThemaintenanceofaKristarPerkFilterTMSystemrequiresavacuumtruckaswellastheremovalandreplacementofthefiltercartridges.Themanholecovers,and/oraccesshatchesoftheKristarPerkFilterTMSystemmustbeplacedinlocationsthatcanbeeasilyreachedbysuchavehicle.7.AccessRequirements:a.AccessconsistentwithCityconfinedentrypolicymustbeprovidedbyremovablepanels.ApprovedaccessdetailsfortheaKristarPerkFilterTMSystemmaybeusedasexampleandareavailableinReferenceSection7Cofthe2009KCSWDM.b.Removablepanelsshallbeatgrade,havestainlesssteelliftingeyes,andweighnomorethanfivetonsperpanel.c.Accesstotheinflowandoutletcellsmustalsobeprovided.d.StructuresandaccesscoversshallbedesignedforHS2Otrafficloading. Mrs.LauraBartenhagenPage3of4July29,2016e.Removablepanelaccessforvaultshallnotbelocatedwithinthestreetpavementsection.8.TheKristarPerkFilterTMSystemshallbeinspectedandmaintainedinaccordancewithmanufacturer’srecommendationsand,inaddition,beinspectedandmaintainedasdetailedbelow:a.TheownerisresponsibleforthemaintenanceoftheKristarPerkFilterTMSystemduringthetwo-yearmaintenanceanddefectbondperiod.TheCitywillmaintainthefacilityafterthetwo-yearmaintenanceanddefectbondperiodexpires.TheprojectdevelopershallalsoenterintoaserviceagreementwithKristarPerkFilterTMSystemand/orapprovedcontractorformaintenanceoftheKristarPerkFilterTMSystem.Theserviceagreementshallencompassthetwoyearmaintenanceanddefectbondperiod.Uponcompletionofthetwoyearmaintenanceanddefectperiod,theKristarPerkFilterTMSystemwillbemaintainedbytheCityb.AllKristarPerkFilterTMSystemcartridgesmustbereplacedfourmonthspriortoorattheendofthetwo-yearmaintenanceanddefectperiod,priortotheCityassumingmaintenanceoftheKristarPerkFilterTM.c.Forthefirstyearafterconstruction,theKristarPerkFilterTMSystemshallbeinspectedeverysixmonthstoassureproperperformance.Inspectionreportswillbeusedtodeterminefuturesite-specificmaintenanceschedulesandrequirements.d.Followingthefirstyearofoperation,thefacilityowner(s)shallannuallyhavetheKristarPerkFilterTMSysteminspectedandmaintainedpertheproceduresinthemostrecentversionoftheKristarPerkFilterTMSystemOperationandMaintenanceManuals.AllwrittenrecordsoftheinspectionandmaintenanceshallbesubmittedtotheCityofRentonSurfaceWaterUtility,totheattentionofSurfaceWaterUtilityPrivateStormwaterFacilityInspectionProgram.IfmorefrequentinspectionandmaintenanceoftheKristarPerkFilterTMSystemisrequiredbythemanufacturerorisneededtoensureperformanceofthefacility,thentheadditionalinspectionandmaintenancereportscompletedwithintheyearshallbeprovidedwiththeannualreport.e.Maintenanceactivities,toassureproperperformanceoftheKristarPerkFilterTMSystem,shallbeasneeded,orasdeterminedintheannualinspection,tocomplywiththerequirementsinthe2009KingCountySurfaceWaterDesignManualformaintenanceofdrainagefacilities.Inaddition,maintenanceproceduresshouldfollowthosegiveninthemostrecentversionoftheKristarPerkFilterTMSystemOperationandMaintenanceManuals.
