HomeMy WebLinkAboutC_TalbotCoverLetter_20170310 March 9, 2017 Ann Fowler Civil Engineer II Community and Economic Development City of Renton 1055 South Grady Way Renton, Washington 98057 Re: PSE Talbot Hill Substation Improvements and Control House File #LUA 16-000922, ECF, SA-H, CUP-H Dear Ms. Fowler: Puget Sound Energy (PSE) is submitting our Civil Construction Permit for our Talbot Hill Substation Improvements. This letter addresses the conditions of approval provided in the Hearing Examiner decision dated February 28, 2017: 1. The applicant shall comply with the mitigation measures issued as part of the Determination of Non-Significance Mitigated, dated January 23, 2017 Response: A revised geotechnical report is being submitted with the Civil Construction Permit. The revised version now references the 2015 IBC. The seismic provisions are identical to the 2012 IBC. 2. If the 11 trees to the west of the access driveway are proposed for removal, the applicant shall submit a revised tree replacement/visual barrier plan at the time of Construction Permit approval for review and approval by the Current Planning Project Manager. Response: A Visual Barrier planting plan is included with the Civil Construction Permit submittal as part of the Arborist Report addendum. 3. The applicant shall submit a revised Arborist Report with Construction Permit application for the review and approval by the Current Planning Project Manager. The revised Arborist Report shall provide further detailed explanation for why no reasonable alternative to tree removal is possible for the 11 trees to the west of the access driveway and shall provide suggested locations and species of supplemental trees to be planted. The report shall include planting and maintenance specifications for replacement trees. PSE Talbot Hill Substation 3/9/17 Page 2 of 2 Response: An Arborist Report addendum is being submitted to address removal of the 11 douglas fir trees west of the access driveway on a tree-by-tree basis. Four of the 11 trees include revised recommendations from removal to be retained. The remaining 7 trees to be removed will be converted to wildlife snags. 4. The applicant shall either submit plans to construct the required half street improvements along Puget Drive SE (including the required 8-foot landscape strip between the curb and sidewalk) or shall acquire approval of a modification from the required frontage improvements at the time of Civil Construction Permit review. Response: PSE is requesting a waiver from the frontage improvement requirement. Our request and justification are included below in this letter. 5. The City shall establish a call-in number for citizens to complain about noise or other construction related issues. Response: The Hearing Examiner conditioned that the City establish this call-in number. PSE requests that it be characterized as an information or question line, not only as a “complaint” line.
