He stated he was informed by the Building Department that a permit was not required for a parking lot, . and after its installation the applicant was informed the construction would require Planning Commission ap- proval. During the course of the conversation, the applicant asked if a building permit was necessary for paving a parking - lot, and the Building Department staff stated as blacktopping is not considered a structure, a permit was not required. The matter of zoning and the requirement of special permit did not come up until later.
