facturing' Park District zoning for the property in question. The
basis for the L-1 zoning request, as stated by Mr. Lewis, was that
his client could live with the M-P zoning; however, the L-1 zone
allows a more intensive use of the land and would be more desirable
from their standpoint than the more restrictive M-P classification.
The Planning Commission at this time continued the consideration of
the request to allow the Commission to set up a field trip of the
property in question and to review it in more detail.
At the meeting of January 28, 1970, the rezone application of
Broadacres, Inc. as amended from G to L-1 was considered further
by the Planning Commission. The question of dedication of right-
of-way for the future widening of SW 43rd Street and the eventual
development of Lind Avenue SW was discussed in detail. . The City
of Renton Engineering Department had requested that twenty feet on
the north side of SW 43rd Street and seven feet of the westerly , ,
boundary of subject property be dedicated for future widening. =
It is anticipated that the widening of SW 43rd Street will be ac-
complished as an urban arterial project on a cooperative basis by
the cities of Kent and Renton and King County. Adjacent property
owners to the west of subject property have indicated their will-
ingness to dedicate the necessary right-of-way for the proposed
development.
Again, the question of Manufacturing Park use versus theL-1 zone :
was discussed; and Mr. Lewis stated further that while the pro-
posed use could be accomplished with the M-P zone, the zone is
more restrictive as to setbacks and landscaping requirements.
Upon further discussion, the Planning Commission again re-emphasized
that its intent for the area is for Manufacturing Park use; and '
that this intent has been conveyed by previous actions of the Plan-
ning Commission and the City Council in the rezone of adjacent
properties. The Commission at this time requested the represen-
tative of the applicant to consider the amendment of the applica-
tion to M-P. Mr. Lewis stated that acting on the direction of his
client, he wished the application to stand as requesting L-1
zoning. ' •
The Commission at this time closed the hearing and took the follow-
ing action:
Moved and seconded that the Planning. Commission deny the
rezone request of Broadacres, Inc. for rezone from G to '
L-1 on the basis that as the majority of adjoining property,
is presently zoned M-P, the L-1 zoning would be detrimental
to adjacent properties. This motion carried unanimously. ', '

Gentlemen:
The property under consideration has the following general char-
acteristics:
Total Area--27 acres app. 0
Principal Access--SW 43rd St. and old East Valley Highway
Existing Zoning--G.
Existing Use--undeveloped
Proposed Use--light industrial
Comprehensive Land Use Plan--Light Industrial or
Manufacturing Park

The initial application by Broadacres, Inc. was reviewed by the
Planning Commission at its Public Hearing Meeting of November '26,
1969. The application as submitted was for rezone from G (General
Classification District) to B-1 (Business District) . The proposed
business classification was not in agreement with the Comprehensive
Land Use Plan, designation, which is Light Industrial or Manufactur-
ing; Park use. The Planning Commission in the course of disycussion
with the applicant recommended that the area be rezoned t('1anu-
• facturing Park classification. This recommendation was bagged on
recent actions by the Planning Commission in the rezoning of ad-
jacent properties and the general intent of the Commission in
effectuating the Comprehensive Land Use Plan. Upon further dis-
cussion, the attorney representing the applicant requested a con-
tinuance of the hearing so that he could confer with his client
regarding the possibility of revising the application to Manufac-
turing Park from B-1.
After discussions between the staff and Mr. Roger Lewis, represent-
ing the applicant, Mr. Lewis submitted a letter dated January 7;
1970 amending the application of Broadacres, Inc. from B-1 to L-1.
The application as amended was then submitted to the Planning Com-
mission at its January 14, 1970 meeting'. The basis for the re-
vision as noted was that the Comprehensive Land Use Plan indicates
this particular area as either Light Industrial or Manufacturing
Park. As noted above, the Planning Commission recommended Manu-

WHEREAS under. Chapter VII, Title IV (Building Regulations)
of Ordinance No. 1628 known as the "Code of General Ordinances of
the City of Renton" , as amended, and the maps and reports adopted
in conjunction therewith , the property hereinbelow. described has

WHEREAS a proper petition for change of zone classification

The City has received a Quitclaim Deed for additional
rights-of-way in regard to the above rezone request .
This matter was approved by the City Council in
March of 1970 and referred to the Legislation Com-
mittee and the Planning Department to work out the
matter of the rights-of-way dedication . At a later
date the property was traded to Burlington Northern .
Burlington Northern is now conveying the deed for the
rights-of-way. The deed has been checked and
approved by the. Public Works Department ; and it would ,
therefore , be appropriate for the Legislation Committee
to have a proper ordinance prepared , so this matter may
be finalized .

I talked today with Bob Boyd of Burlington Northern
Railroad and informed him that Glacier Park ' s Rezone
No . R-560-69 had been submitted to the Planning
Commission for its review and recommendation . We
discussed exclusion of P-Channel and street rights-
of-way and the 20 acre greenbelt area from the pro-
posed rezoning . He said that he' would agree to
exclude the 20 acre greenbelt and leave it in the
G zoning category. Engineering Division has prepared .
a revised legal_ for the rezone .
I also informed him that we had submitted to the
consultant our responses to comments and amendments
to the Draft EIS for Orillia Industrial District.
The Final EIS will then be prepared and mailed to
recipients .
•
He. said that the quit claim deed for ri hts-of-way
in conjunction with the Rezone No. • R-00 -69 (former
Broadacres property) was being revised and executed .
Once this is accomplished he will forward it on to
the City for filing .

ment when we send our responses to comments .
He said to notify him when this information was ready and he
would have someone pick it up at City Hall . I advised him
it would probably be ready early next week.

We are in receipt of your letter dated September 16, 1975, and
will forward your request for rezoning of the property east
of Oaksdale Avenue to M-P (Manufacturing Park) and the prop-
erty to the west of Oaksdale Avenue to H-1 (Heavy Industry)
to the Planning Commission for consideration at its October 22 ,
1975, public hearing.
The legal description that accompanied the letter pertained

The Glacier Park Company has by an exchange agreement with Broadacres,
Inc. , obtained title to the subject property involved in this rezone.
The rezone has been approved subject to conveyance of right of way
for widening S.W. 43rd and Lind Avenue. This is agreed to by Glacier
• Park Company.
Glacier Park Company is prepared to convey an additional 20 feet of
right of way along the southerly boundary of the property adjacent to
S.W. 43rd Street and an additional 7 feet of right of way along the
westerly boundary of the property adjacent to Lind Avenue S.W.
Enclosed is a copy of proposed deed. of right of way,,' Will you please

described property , it is this Department ' s understanding
that you wish to finalize the rezone request for the prop-
erty previously owned by Broadacres , Inc . , located at SW 43rd
Street and East Valley Road . As per our previous discussion ,
the request is for rezoning of the property from G to M-P .
You have indicated a willingness to dedicate the necessary
additional rights-of-way along the west and south boundaries
of the property (20 feet along the south property line and
7 feet along the west property line) . The Engineering Divi -
sion is in . the process of preparing a Quit Claim Deed for
these dedications , which will be forwarded to you as soon as
possible . Upon your approval we will forward them to the
Council Legislative Committee for their review and adoption
by the City Council .

which has not heretofore been rezoned pursuant to the 1969 applica-
tion for such rezoning.
It is requested that portion of the Glacier Park Company property
now owned lying east of proposed Oakesdale Avenue be reasoned to
Manufacturing Park and for that portion lying west of Oakesdale Avenue
and bounded by the present railway right of way be rezoned to H-1.
It is desired that that portion of the Glacier Park Company property
included in the previous application for rezoning but which has now
been conveyed to Broadacres, Inc. , and which lies west of Oakesdale
Avenue and north of the Tukwila city limits be eliminated from this
application.

Dear Mr. Cowles:
Upon investigating the circumstances of the subject rezone, it
appears that it died for lack of fulfillment of the right-of-way
dedication requirements as previously set forth. The Public
Works Department states that these requirements are still valid
for anticipated street purposes in the area.
Thus, it appears that if you wish to proceed with these same
dedications, the City Council could finalize the rezone proce-
dures. The dedication requirements are as follows :
S.W. 43rd Street -- an additional 20 feet along the
southerly boundary of the subject property.
Lind Avenue S.W. -- an additional 7 feet along the
westerly boundary of the subject property.
Attached are new affidavits and an Environmental Impact Work-
sheet that should accompany any further proceedings on the
subject rezone.

It is prudent to acquire additional property from the above referenced
parcel to provide the necessary 80 foot public right-of-way for Lind
Avenue, situated westerly of the above mentioned parcel.
In reference to S.W. 43rd Street, the future plan for widening and im-
proving the street necessitates the acquisition of an additional 40 feet
to the present 60-foot right-of-way. Twenty feet north and south of
S.W. 43rd Street margins.
The present 80-foot right-of-way for the East Valley Highway is sufficient
to accommodate the anticipated roadway improvement which is scheduled for
construction in 1975.

The initial application by Broadacres, Inc. was reviewed by the
Planning Commission at its Public Hearing Meeting of November 26 ,
1969. The application as submitted was for rezone from G (General
Classification District) to B-1 (Business District) . The proposed
business classification was not in agreement with the Comprehensive
Land Use Plan designation, which is Light Industrial or Manufactur-
ing Park use. The Planning Commission in the course of discussion
with the applicant recommended that the area be rezoned toVanu-
facturing Park classification. This recommendation was based on
recent actions by the Planning Commission in the rezoning of ad-
jacent properties and the general intent of the Commission in
effectuating the Comprehensive Land Use Plan. Upon further dis-
cussion, the attorney representing the applicant requested a con-
tinuance of the hearing so that, he could confer with his client
regarding the possibility of revising the application to Manufac-
turing Park from B-1.
After discussions between the staff and Mr. Roger Lewis, represent-
ing the applicant, Mr. Lewis submitted a letter dated January 7,
1970 amending the application of Broadacres, Inc. from B-1 to L-l.
The application as amended was then submitted to the Planning Com-
mission at its January 14, 1970 meeting. The basis for the re-
vision as noted was that the Comprehensive Land Use Plan indicates
this particular area as either Light Industrial or Manufacturing
Park. As noted above, the Planning Commission recommended Manu-

facturing Park District zoning for the property in question. The
basis for the L-1 zoning request, as stated by Mr. Lewis, was that
his client could live with the M-P zoning; however, the L-1 zone
allows a more intensive use of the land and would be more desirable
from their standpoint than the more restrictive M-P classification.
The Planning Commission at this time continued the consideration of
the request to allow the Commission to set up a field trip of the
property in question and to review it in more detail.
At the meeting of January 28, 1970, the rezone application of
Broadacres, Inc. as amended from G to L-1 was considered further
by the Planning Commission. The question of dedication of right-
of-way for the future widening of SW 43rd Street and the eventual
development of Lind Avenue SW was discussed in detail. The City
of Renton Engineering Department had requested that twenty feet on
the north side of SW 43rd Street and seven feet of the westerly
boundary of subject property be dedicated for future widening.
It is anticipated that the widening of SW 43rd Street will be ac-
complished as an urban arterial project on a cooperative basis by
the cities of Kent and Renton and King County. Adjacent property
owners to the west of subject property have indicated their will-
ingness to dedicate the necessary right-of-way for the proposed
development.
Again, the question of Manufacturing Park use versus the L-1 zone
was discussed; and Mr. Lewis stated further that while the pro-
posed use could be accomplished with the M-P zone, the zone is
more restrictive as to setbacks and landscaping requirements.
Upon further discussion, the Planning Commission again re-emphasized
that its intent for the area is for Manufacturing Park use; and
that this intent has been conveyed by previous actions of the Plan-
ning Commission and the City Council in the rezone of adjacent
properties. The Commission at this time requested the represen-
tative of the applicant to consider the amendment of the applica-
tion to M-P. Mr. Lewis stated that acting on the direction of his
client, he wished the application to stand as requesting L-1
zoning.
The Commission at this time closed the_ hearing and took the follow-
ing action:
Moved and seconded that the Planning Commission deny the
rezone request of Broadacres, Inc. for rezone from G to
L-1 on the basis that as the majority of adjoining property
is presently zoned M-P, the L-1 zoning would be detrimental
to adjacent properties. This motion carried unanimously.

from R.M.Boyd, Western Land and Tax Com-
missioner, Great Northern Railway Company,
objected to L-1 zoning which it was felt
was not in !conformance to pattern being
established on the remainder of undeveloped
properties fronting S. W. 43rd Street and
the East Valley Highway .
Audience comment was invited and Mr. Roger
Lewis , Attorney representing Broadacres , Inc. ,
appealed the Commission 's decision, noting
the Comprehensive Land Use Plan to be an
official document adopted as a policy guide
indicating what people consider as general
use in future development. A map was dis-
played and attorney Lewis pointed out the
gray coloring is designated for use as Light
Industrial or Manufacturing Park and as shown
surrounded the Heavy Industrial area . The
use intended as requested is to allow retail
and general wholesale type of business ,
Commercial being originally requested which
however, was not in agreement with the Com-
prehensive Plan and thus revised to L-1 .
The L-1 was preferred because of differences
in restrictions to the land owner , M-P which
coulR be utilized for use proposed ha irig

L-1 was deemed appropriate and reasonable
and reversal of the Planning Commission
decision was requested. As there was no
further audience comment , council action
was invited.

property and that of the railroad , future
right of way development and desire for a
buffer between use areas with overall
conformity of future development desired
which M-P would assure,having been designed
for large parcels to which restrictions
imposed thereunder are minor. Proximity
to the new hospital was noted. Shane ex-
pressed opinion that he did not feel the
railroad would be hurt if L-1 were granted
and because they were there first was not
justifiable to require others to accept
what they wanted. The Planning Director
noted they had accepted standards in com-
pliance with the Comprehensive Plan and
thereby established desired buffer between
heavy industrial use and that this is the
accepted concept in planning. He noted the
Planning Commission had conducted extensive
study and on a comprehensive basis made its
recommendation .

It is our unde-tstanding that Broadacres, Inc.,. has e.
an appeal from the proposed rezoning of its 27-acre .tract of pro-
perty at S.W. 43rd Street (South 180th Street) and East Valley
Highway in Renton from "G" Zoning to "L-1". We further understand
that the matter will be.heard by the City,Council on March 2, 1970.
Glacier Park Company, owner of contiguous property which
was recently rezoned to "M.P.", does not look favorably on "L-1"
zoning of Broadacres property, for the reason that such zoning does
not conform to the pattern being established on the remainder of
the undeveloped property fronting S.W. 43rd and East Valley Highway.
It would appear that consistent zoning of a large tract
of undeveloped land fronting two major arterials would be in the
best interest of the City.
Will you please consider this letter as an objection to
the appeal which will be acted upon at the March 2 hearing.

The request for r/w from the office of the City Engineer regard-
ing the above-noted streets is as noted below:
SW 43rd Street--an additional 20 ' of r/w along existing
northerly r/w line. Total r/w needed for
future development is 100 ' . This improve-
ment has been submitted as an urban arterial
project and will be finances on a 90-10 basis.
Lind Avenue SW--an additional 7 ' of r/w is required. This
would supplement the existing 33 ' street r/w
to fill out the total of the requirement for
one-half of Lind Avenue (40 ' r/w) . Total r/w
contemplated for Lind Avenue SW--80 ' . It is
anticipated future improvement of this street
will be undertaken with the development of
adjacent property to the west and north.

The Chairman described the rezone application. The Planning
Director pointed out location of the property on the zoning map.
Slides of the area were shown. The Planning Director noted that
the City anticipates the widening of SW 43rd Street and the
eventual development of Lind Avenue SW and that additional right-
of-way will be required from the property owner. Upon query,
Mr. Houk of the Engineering Department stated that 20 feet will
be required on SW 43rd Street and seven feet on the westerly
boundary of subject property. The widening of SW 43rd Street
will be accomplished as an Urban Arterial Board project in con-
junction with the cities of Kent and Tukwila. Funding for the
project will be on a "90-10" basis; 90% to be paid for by the
State, 10% by the property owner. Property owners to the west
of subject property have already indicated their willingness to
dedicate the necessary right-of-way (Great Northern Railway ajid
Sternoff Metals) .
Comments from the audience in favor of the rezone application
were invited. Mr. Roger Lewis, attorney, representing the

applicant, Broadacres, Inc. , spoke on behalf of the application.
He stated he felt the request for L-1 was proper. Anticipated
future development is for a retail-type development which is
allowed in the L-1 zoning classification and is compatible with
his client' s needs. The L-1 zone is a legitimate zone within
the concepts of the ordinance and is the zoning desired by the
applicant. Mr. Lewis stated further that while the proposed use
could be accomplished within the M-P zone, that zone is more
restricted as to setbacks and landscaping requirements. The
retail-type development proposed for the property would be
naturally more attractive than an industrial use, according to
Mr. Lewis, and the additional setbacks and landscaping are less
necessary in such instance.
Audience comments in opposition to proposed rezone were invited.
There were none.
Considerable discussion ensued among Commission members concern-
ing the application for L-1 zoning. It was generally agreed
that the intent of the Commission for this area is Manufactur-
ing Park use; that property to the north and west of subject
property were already zoned M-P and with the exception of sub-
ject property completes the perimeter of M-P zoning which the
• Commission feels is the most desirable zoning for the area.
Mr. Lewis was asked if he wished to amend the application to
M-P or whether he wished a continuance of present hearing in
order to confer with his client. Mr. Lewis stated that acting
on direction of his client, he wished the application to stand
as requesting L-1 zoning.
MOVED BY ROSS, SECONDED BY FORGAARD, THAT THE HEARING BE CLOSED.

ACTION:
MOVED BY ROSS, SECONDED BY STERLING, THAT THE PLANNING COMMISSION
DENY THE REZONE REQUEST OF BROADACRES, INC. FOR REZONE FROM G TO
L-1 ON THE BASIS THAT AS THE MAJORITY OF ADJOINING PROPERTY IS
PRESENTLY ZONED M-P, THE L-1 ZONING WOULD BE DETRIMENTAL TO AD-
JACENT PROPERTIES. MOTION CARRIED UNANIMOUSLY.
The Chairman advised Mr. Lewis of his right to appeal the deci-
sion of the Planning Commission to the City Council in writing
within ten days.

Secretary Sterling read a letter received from Mr. Roger Lewis
stating that on behalf of the applicant, 'Broadacres, Inc. , the
application was amended from B-1 to L7l.
The Chairman stated that inasmuch asthe application would be re-
' published and reported, the matter would come before the Commission
for consideration at the public hearing meeting of January 28, 1970.
The Planning Director stated the Comprehensive Land Use Plan indi-
cates this particular area as L-1 (Light Industry) or M-P (Manu-
facturing Park) zoning. Inquiry was made of Mr. Lewis as to
whether his client would be willing to accept M-P zoning, Mr.
Lewis replied that his client' s primary desire was for L-1 zoning.
He stated his client could live with M-P zoning' however, the
amendment of the application to L-1 was made because after dis-
cussions with the planning staff it appeared that B-1 zoning was
in conflict with the Comprehensive Land Use Plan, The uses has
client plans in the future are such that either L-1 or M-P zoning
would be feasible. However, the L-1 zone allows a more intense

use of the land and would be more- .desirabble.:from their standpoint.
His client realizes that some concessions w 'th"reference to set-

It was noted by the Planning. Director. that property located to the

The Chairman described the rezone application. The_ Planning
Director pointed out property location on the Zoning Map and
indicated that subject property, comprising 27 acres, is pres-
ently undeveloped. The applicant is requesting B-1 (Business
District) zoning; the Comprehensive Land Use Plan designation
is for Light Industrial and Manufacturing Park use. The Plan-
_ ning Director recalled to the Commission the rezone request of
the Glacier Park Company for H-1 and M-P zoning in which the
Commission concurred. The M-P portion of the application is
located directly north of applicant' s property. The Glacier
Park Company application, while approved by the. Commission and
the City Council, is being. held .in abeyance at the request of
the applicant, The Planning Director stated. further that the
M-P zoning classification, while permitting the B-1 uses, has
certain setback and landscaping requirements not contained in
the B-1 zoning classification.
The Engineering Department has indicated the. need for an..addi-
tional twenty feet of right-of-way along SW 43rd Street which
will be developed jointly with the City of Kent as an Urban
Arterial Fund project. Additional right-of-way of seven feet
will also be needed along Lind Avenue SW which will be developed
as a main arterial.

The January 1970 Public Hearing Meting of the Renton Planning Com-
mission was called to order by Chairman Teegarden at 8 :00 P.M.
1 . ROLL CALL was taken by Secretary Sterling. All Commission mem-
bers responded present except Hackman. Commissioner Hackman had
requested permission to be absent from the meeting due to illness.

G to L-l; property located on SW 43rd St. between old East
Valley Highway and Lind Ave. S. (continued from 1/14/70)
The Chairman described the rezone application. The Planning
Director pointed out location of the property on the zoning map.
Slides of the area were shown. The Planning Director noted that
the City anticipates the widening of SW 43rd Street and the
eventual development of Lind Avenue SW and that additional right-
of-way will be required from the property owner. Upon query,
Mr. Houk of the Engineering Department stated that 20 feet will
be required on SW 43rd Street and seven feet on the westerly
boundary of subject property. The widening of SW 43rd Street
will be accomplished as an Urban Arterial Board project in con-
junction with the cities of Kent and Tukwila. Funding for the
project will be on a "90-10" basis; 90% to be paid for by the
State, 10% by the property owner. Property owners to the west
of subject property have already indicated their willingness to
dedicate the necessary right-of-way (Great Northern Railway and
Sternoff Metals) .
Comments from the audience in favor of the rezone application
were invited. Mr. Roger Lewis, attorney, representing the

applicant, Broadacres, Inc. , spoke on behalf of the application.
He stated he felt the request for L-1 was proper. Anticipated
future development is for a retail-type development which is
allowed in the L-1 zoning classification and is compatible with
his client' s needs. The L-1 zone is a legitimate zone within
the concepts of the ordinance and is the zoning desired by the
applicant. Mr. Lewis stated further that while the proposed use
could be accomplished within the M-P zone, that zone is more
restricted as to setbacks and landscaping requirements. The
retail-type development proposed for the property- would be
naturally more attractive than an industrial use, according to
Mr. Lewis, and the additional setbacks and landscaping are less
necessary in such instance.
Audience comments in opposition to proposed rezone were invited.
There were none.
Considerable discussion ensued among Commission members concern-
ing the application for L-1 zoning. It was generally agreed
that the intent of the Commission for this area is Manufactur-
ing Park use; that property to the north and west of subject
property were already zoned M-P and with the exception of sub-
ject property completes the perimeter of M-P zoning which the
Commission feels is the most desirable zoning for the area.
Mr. Lewis was asked if he wished to amend the application to
M-P or whether he wished a continuance of present hearing in
order to confer with his client. Mr. Lewis stated that acting
on direction of his client, he wished the application to stand
as requesting L-1 zoning.
MOVED BY ROSS, SECONDED BY FORGAARD, THAT THE HEARING BE CLOSED.
MOTION CARRIED.
ACTION:
MOVED BY ROSS, SECONDED BY STERLING, THAT THE PLANNING COMMISSION
DENY THE REZONE REQUEST OF BROADACRES, INC. FOR REZONE FROM TO
L-1 ON THE BASIS THAT AS THE MAJORITY OF ADJOINING PROPERTY IS
PRESENTLY ZONED M-P, THE L-1 ZONING WOULD BE DETRIMENTAL TO AD-
JACENT PROPERTIES. MOTION CARRIED UNANIMOUSLY.
The Chairman advised Mr. Lewis of his right to appeal the deci-
sion of the Planning Commission to the City Council in writing
within ten days.
4. NEW BUSINESS

The Chairman described the application. The Planning Director

Mr. Houk stated his department has examined the final plat ap-
plication and recommends approval at this time. With reference
to the street improvements, the developer will install the street
including the portion in front of the city-owned well site and
the city will install the curbs, sidewalks and gutters in front
of said well site.

nally the application request was for 8-1 zoning. After discussion
between the Commission and Mr. Roger Lewis, representing the appli-r
cant, at the previous Commission hearing, Mr. Lewis agreed to re-
study the situation, and the hearing -was...cgntinugd to present
meeting.
Secretary Sterling read a letter received from Mr. Roger Lewis
stating that on behalf of the applicant,. :Broadacres, Inc. , the
application was amended from B-1 to L-1.
The Chairman stated that inasmuch as the application would be re-
puIIlished and reposted, the matter would comebefore the commission
for consideration at the public hearing meeting of January 28, 1970,
The Planning Director stated the Comprehensive Land Use Plan indi-
cates this particular area as L-1 (Light Industry) or MTP (Manu-
facturing Park) zoning. Inquiry was made of Mr. Lewis as to
whether his client would be willing to accept M-P zoning. Mr.
Lewis replied that his client ' s primary desire was for L-1 zoning.
.He stated his client could live with M-P zoning; however, the
amendment of the application to L-1 was made because after di$.-
cussions with the planning staff it appeared that B-1 zoning was
in conflict with the Comprehensive Land Use Plan, The uses his
client plans in the future are such that either . L-1 or M-P zoning
would be feasible. However, the L-*1 zone allows a more intense

use of the land and would be more. desirable.. rom their. standpoint.
His client realizes that some :concessions with reference to set-
backs and right-of-way allowances would 'have to be made but feels
this can be accomplished 'in the L-1 'z'oning classification rather
than the more restrictive M-P classification.
It was noted by the Planning Director that property located to the
north and west of subject property has' been' zoned M-P (The Glacier
Park Company Orillia properties) .
The Chairman stated this matter will be reviewed by the Planning
Commission on the next field' trip; formal consideration to be con-
tinued to the meeting of January 28, 1970 .

applicant had been forwarded to the Planning Department. This
letter stated that' the business located at' '3720 'West Valley Road
is not approved by the zoning ordinance for 'storage of 'heavy

listed additional violations of city ordinances including moving
of building from one location to another without permit and prior

REZONE' APPLICATION

• property located on SW 43rd Street (S:. 180th Street) between Old
East Valley Highway and Lind Avenue SW (88th Ave. S. )
The Chairman described the rezone application. The. Planning
Director pointed out property location on the Zoning Map and
indicated that subject property, comprising 27 acres, .i-s pres-
ently undeveloped. The applicant is requesting B-1 (Business
District) zoning; the Comprehensive Land Use Plan designation
is for Light Industrial and Manufacturing Park use.. The Plan-
ning Director recalled to the Commission the rezone request of
the Glacier Park Company for H-1 and M-P zoning in which the
Commission concurred. The M-P portion of the application is
located .directly north of applicant's property. The Glacier
Park Company application,• while' approved by the-Commission and
the City Council., is being. held .in- abeyance .at ..the -request of
the applicant.- The' Planning Director stated- further that the
M-P zoning classification, while permitting the B-1 uses, has
certain setback and landscaping requirements .not contained in
the B-1 zoning classification.
The Engineering Department has .indicated the. need for an...addi-
tional twenty feet of right-of-way along SW 43rd Street which
will be developed jointly with the City of Kent as an Urban
Arterial Fund project. Additional right-of-way of seven feet
will also be needed along Lind Avenue SW which will- be-developed
as a main arterial.
Audience comments were invited. Mr. Roger Lewis, attorney for
the applicant, spoke on behalf of the rezone ..application. He
stated that inasmuch as time was not a problem,.. he .would .-appreci-
ate a .continuance of the matter so that he could confer with his
client regarding the possibility of revising the application to
M-P from B-1 as well as the question of dedication of additional
frontage for right-of-way purposes.

Re: Rightof-Way Requirements for Southwest 43rd Street
(formerly S. 180th Street) & East Valley Highway
The Engineering Department contemplates an additional 20 feet
of right-of-way will be required on the northerly side of Southwest
43rd Street (formerly S. 180th Street) between the East and West
Valley highways for future street improvements. The existing right-
of-way width on the northerly side is 30 feet wide. The present width
of the East.Valley.highway ( 75 feet) is sufficient to permit future
development of this street and no additional right-of-way is. required.
These additional right-of-way requirements for S.W. 43rd Street
affect both the;Broadacres .property and the Railroad's Glacier Park
'property currently requesting rezoning in this vicinity. •
This office 'is prepared to supply any additional information you
may require regarding this matter.

A tentative meetings calendar for 1970 was distributed to- each
Commission member. The Planning Director stated-that reserva-
tions for the Council Chambers for 1970 are made a year in ad-
vance, and the staff would appreciate Commission action on the •
proposed _meetings calendar.. This item .w.a.s continued to the next
study session.
(e) 1970 Budget Information
The Planning Director presented 1970 budget-information. to the
Commission with referenca to the Travel and: .Special Training
accounts. The staff will meet with the Council on. November. 25,
