CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN TUT CITY OF RENTON FROM GENERAL
CLASSIFICATION DISTRICT (G-9000) to Light Industry (L-1)
WHEREAS under Chapter VII , Title IV (Building Regulations) of
Ordinance Nc. 1628 known as the Code of General Ordinances of the City
of Renton ' , as amended, and the maps adopted in conjunction therewith,
the property hereinbelow described has heretofore been zoned as
General Classification District (G-6000) ; and
WHEREAS a proper petition for change of zone classification of
said property has been filed with the City Clerk on or about January 7 ,1970
1969, which petition was duly referred to the Planning Commission for
investigation, study and public hearing , and a public hearing having
been held thereon on or about January 28 , 1970 , and said matter having
been duly considered by the Planning Commission and said zoning request
being in conformity with the City' s Comprehensive Plan, and the City
Council having duly considered all matters relevant thereto and all

Corporation, was present to answer Commission questions. Question
was raised concerning the garage structure presently on lots 415
and ' 416; said structure lacking necessary front yard setback.
Mr. Grice stated that the owner, Mr. Briere, has an agreement
with the McGrath Corporation whereby he will remove the structure
when it becomes a problem during construction of the new homes;
and there is no doubt that the non-conforming structure will be
phased out.
Audience comments in opposition to proposed plat were invited.
There were none.
As there were no further comments, it was MOVED BY DENZER, SEC-
ONDED BY MOLA, THAT THE HEARING BE CLOSED. MOTION CARRIED.

The Chairman described the rezone application? The Planning
Director pointed out property location on the zoning map and
indicated the rezone request was in compliance with the Compre-

Dr. Daniel Hiatt, the appli-e-ant,... stated he believed his plan
for development of the property would be a definite asset to
the business community already established in the area.
Audience comments in opposition to the application were invited.
There were none.
Sterling asked what had been done with reference to the installa-
tion of a traffic signal at the intersection of Union Avenue NE
and NE 4th Street discussed at a previous hearing. The Planning
Director replied that funding for the installation was in the
Traffic Engineer' s 1970 budget; that the Traffic Engineer was
well aware of the problem; and it was believed the installation

The Chairman described the rezone application. The Planning
Director pointed out location of subject property on the zoning
map and, stated that this property is suitable for L-1 use; how-
ever, additional controls would be desirable. It was noted this
application was an excellent example of the proper use of the
L-1 zoning classification in contrast to the previous Broadacres
application where the Commission felt the M-P zoning classifica-
tion was the best use due to size and location of the property.
Slides of the property were shown.
The Planning Director stated meetings had been held with the
applicants and they were willing to place restrictive covenants
on the property pertaining to setbacks, landscaping and screen-
ing.
Audience comments in favor of the proposed rezone were invited.
The applicants, Frank J. and John H. Powers, were present in the
audience, and stated they would be glad to answer any questions
by the Commission. It was determined that present plans indicate
development of subject property for landscape nursery use and
that adequate off-street parking will be provided. The Planning
Director stated that items such as adequate off-street parking,
etc. are checked at the time the building permit is applied for.
There were no audience comments in opposition to the application.

The Chairman described the special permit application. The
Planning •Director pointed out property location on the zoning
map and stated the property fronts on two streets. An existing
duplex is located on the property and the applicant wishes to
construct an additional duplex on the property, which contains
10,048 square feet. The applicant' s plan indicates a six-foot
clearance between the two structures which is the minimum re-
quired by the Uniform Building Code. The Planning Director
stated that apartments are allowed in the R-2 zone by special
permit of the Planning Commission. Slides of the property and
existing duplex were shown.
Audience comments in favor of the application were invited.
Mr. Lyle Barger, 2920 NE 8th Place, the applicant, spoke on
behalf of the application. He stated the property is large
enough to accommodate two structures and that there is suf-
ficient room for off-street parking. He stated that he had
renovated the existing structure and planned to improve the
exterior when the new duplex is constructed.
Sterling stated he felt the applicant' s plan was questionable,
and that a much better development could be effected if the
applicant were to remove the existing duplex and construct an
apartment which could be permitted by special permit in the
R-2 zone.

His client realizes that some concessions with reference to set-
backs and right-of'-ways allowances would' :have ''to 'be''made'..but feels
this can be accomplished in the L=1 'zoning classification rather
than the more restrictive M-P classification.
It was noted by the Planning Director that property located to the
north and west of subject property has been zoned M-P (The Glacier
Park Company Orillia properties) .
The Chairman stated this matter will be reviewed by the Planning
Commission on the next field- trip; formal consideration' to be con-
tinued to the meeting of January 28, 1970.
