AN ORDINANCE OF THE CITY OF RENTO' , 'IASHINGTON
CHANGING THE ZONING CLASSIFICAT_T_OAI OF CERTAIN
PROPERTIES WITHIN TUE CITY OF RENTON FROM
General Classification District to Business
District (B--1)
WHEREAS under Chapter VII , Title IV (13uilding Regulations) of
Ordinance No. 1628 known as the .Code of General Ordinances of the City
of Renton , as amended, and the maps adopted in conjunction therewith,
the property hereinbelow described has heretofore been zoned as
General Classification District; and
WHEREAS a proper petition for change of zone classification of
said property has been filed with the City Clerk on or about February 4, 1970
1969, which petition was duly referred to the Planning Commission for
investigation, study and public hearing , and. a public hearing having
been held thereon on or about February 25, 1970 , and said matter having
been duly considered by the Planning Commission and said zoning request
being in conformity with the City's Comprehensive Plan, and the City
Council having duly considered all matters relevant thereto and all
parties having been heard appearing in support thereof or in opposition
thereto, NOW THEREFORE,
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY
OF RENTON, WASHINGTON, AS FOLLOT IS :

18 , Twp 23N, R 5E, W.M. in King County, Washington, lying
easterly of State Road No. 5 (Rainier Ave. ) and west of
Shattuck Avenue according to plat of Smithers 5th Addition
to the Town of Renton, as recorded in Vol. 16 of Plats , Page
33, Records of King County, Washington, and south of the
centerline of 6th Street produced, according to said plat;

REZONE APPLICATION
(b) CHRISTOPHERSON, WARREN, Appl. No. R-644-70; rezone from G
to B-1; property located on Rainier Ave. S. between S . 6th and
7th Sts,
The Chairman described the rezone application. The Planning
Director pointed out location of subject property on the zoning
map and stated that it is the location of existing Christy' s
Drive In, a non-conforming use. The rezone request would bring
the property into conformity with the existing use and the Com-
prehensive Land Use Plan designation.
Audience comments were invited. There were none.
Ross inquired regarding the balance of the buildable property
in the near vicinity presently zoned G. The Chairman stated
that a great deal of the property in the area falls under the
power and transmission line right-of-way. While there is some
buildable area aside from the request before the Commission, it
is relatively small. The City Council has referred to the Com-
munity Services Committee a request for study of the area to
the north of subject property with a view 'to feasibility of
rezoning. It was suggested that the Planning Director request
the Committee to consider including the remainder of the G area
in immediate vicinity of subject property in its study.
MOVED BY FORGAARD, SECONDED BY DENZER, THAT THE HEARING BE
CLOSED. MOTION CARRIED.
ACTION:
MOVED BY FORGAARD, SECONDED BY ROSS, THAT THE PLANNING COMMISSION
RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE WARREN CHRISTOPHER-
SON REQUEST FOR REZONE FROM G TO B-1 AS THE REQUEST IS IN AGREE-
MENT WITH THE COMPREHENSIVE LAND USE PLAN. MOTION CARRIED UNANI-
MOUSLY.
4. ADMINISTRATIVE MATTERS
(a) Referral from City Council--Request for Study and Recommen-
dation, Multiple Residential Uses in Industrial Zones
The Chairman stated the City Council had requested the Planning
Commission to study and make a recommendation concerning the
feasibility of excluding multi-family residential uses in L-1
and H-1 zones. This matter was discussed at the last study
session, and Commission members were in general agreement that
it would be appropriate to recommend to the City Council that
the existing Zoning Ordinance be amended to prohibit R-3 and R-4
uses in industrial zones. This can be accomplished by revising
the L-i section of the Zoning Ordinance as the H-1 and M-P sec-
tions refer back to the L-1 zone, which refers back to the B-1
zone for such residential uses. A draft of the recommended
amendment has been prepared. All that is required would be that
the L-1 section of the Zoning Ordinance be revised to state under
uses permitted, Item (1) , "Any use permitted in the B-1 District
except residential uses" .

THE WILLARD SITE PLAN APPROVAL APPLICATION BE CLOSED. MOTION
CARRIED.
ACTION:
MOVED BY FORGAARD, SECONDED BY DENZER, THAT THE SITE PLAN AP-
PROVAL APPLICATION OF MIKE WILLARD BE DENIED AS IT HAS BEEN
DETERMINED BY THE PLANNING COMMISSION THAT THE PROPOSED USE
IS NOT PERMITTED IN THE MANUFACTURING PARK ZONING DISTRICT.
MOTION CARRIED.
The applicant, Mr. Willard, and the property owner, Mr. Welch,
were advised of their right to appeal the decision of the Plan-
ning Commission to the City Council in writing within ten days.
4. NEW BUSINESS FOR PLANNING COMMISSION CONSIDERATION AT PUBLIC
HEARING MEETING OF FEBRUARY 25, 1970
The Planning Director described briefly the following items
of new business and pointed out property locations on the
zoning map. These matters will be considered by the Planning
Commission at the public hearing meeting of February 25 , 1970.

(c) Referral from City Council
The Planning Director stated the City Council has requested
that the Planning Commission review the feasibility of ex-
cluding multi-family residential uses in L-1 and H-1 zones
and make a recommendation to Council. This matter was dis-
cussed last year and an ordinance -amendment was drafted and
forwarded to the Council Planning Committee on June 2, 1969 .
