AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON
CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM GENERAL
CLASSIFICATION DISTRICT (G-6000) TO LIGHT INDUSTRY
DISTRICT (L-1)
WHEREAS under Chapter VII , Title IV (Building Regulations) of
Ordinance Mc. 1628 known as the `Code of General Ordinances of the City
of Renton" , as amended ; and the maps adopted in conjunction therewith,
the property hereinbelow described has heretofore been zoned as
General Classification District (G-6000 ) ; and
WHEREAS a proper petition for change of zone classification of
said property has been filed with the City Clerk on or about July 31, 1970
1969 , which petition was duly referred to the Planning Commission for
investigation, study and public hearing, and a public hearing having
been held thereon on or about Sept. 23 , 1970 , and said matter having
been duly considered by the Planning Commission and said zoning request
being in conformity with the City' s Comprehensive Plan, and the City
Council having duly considered all matters relevant thereto and all
parties having been heard appearing in support thereof or in opposition
thereto , NOW THEREFORE ,
BE IT ORDAINED BY TIE MAYOR AND THE CITY COUNCIL OF THE CITY
OF RENTON , WASHINGTON , AS FOLLOt?S :

the City Engineer and the Planning Director are hereby authorized
and directed to change the maps of the Zoning Ordinance, as amended,
to evidence said rezoning, to-wit.
Lots 10-13 and 50-53 , Block 26 , C. D. Hillmans Earlington
Gardens Div. No. 1, according to plat recorded in Vol. 17
of plats , page 74 , records of King County, Washington;
less that portion deeded for state highway (located at the
SE corner Lind Ave. SW and SW 12th St. )
subject to that certain "Declaration of Restrictive Covenants"
executed by Petitioner-Owner under date of August 27 , 1970 ,
further reference behing hereby had thereto.

SETBACKS
No buildings or structures shall be permitted
or located within twenty (20) feet of any
property line.
LANDSCAPING
The first ten (10) feet adjacent to the north,

The September 1970 Public Hearing meeting of the Renton Planning
Commission was called to order by Chairman Sterling at 8 : 00 p.m.
1 . ROLL CALL was taken by Commissioner Denzer. All Commission
members responded present except Forgaard (arrived shortly
after roll call) , Hackman, Mola (emergency business appoint-
ment) and Poff.
ACTION:
MOVED BY BOWDEN, SECONDED BY DENZER, THAT COMMISSIONER MOLA
BE EXCUSED. MOTION CARRIED.
2 . APPROVAL OF MINUTES
As there were no additions or corrections to the minutes of
the meeting of September 9 , 1970, the Chairman declared them
approved as written.
3 . NEW BUSINESS
FINAL PLAT APPLICATION.
(a) ZIEGENFUSS ADDITION, Appl. No. FP-658-70; property located
on Shattuck Ave. S. and S. 35th St. , north of Mance Addition
The Chairman described the final plat application and read a
letter received from Jack Wilson, City Engineer, recommending
a continuance of this item until the performance bond cover-
ing incompleted utilities within the plat is posted. Audience
comments were invited. There were none.,
ACTION:
MOVED BY DENZER, SECONDED BY TEEGARDEN, THAT THE HEARING ON
THE FINAL PLAT APPLICATION OF ZIEGENFUSS ADDITION BE CONTINUED
TO THE MEETING OF OCTOBER 14, 1970. MOTION CARRIED.

stated the proposed use of subject property is for a used car

is indicated as light industrial or manufacturing park. The
applicant has submitted restrictive covenants with reference
to landscaping, setbacks and screening. These covenants are
similar to those filed for property on the opposite side of
the street. Slides of subject property were shown.
Commission and audience comments were invited. There were none.
MOVED BY BOWDEN, SECONDED BY DENZER, THAT THE HEARING BE CLOSED.

SUCH REZONE IS IN AGREEMENT WITH THE COMPREHENSIVE LAND USE

(c) ROGGE, GLENN T. , Appl. No. R-659-70; rezone from R-1 to
B-P; property located west side of Wells Ave. S. between
S. 4th and 5th Sts.
The Chairman described the rezone application. The Planning
Director pointed out property location on the zoning map and
stated the Comprehensive Land Use Plan designation for this
area is commercial. Development of the property for a park-
ing lot would be subject to compliance with the Parking and
Loading Ordinance. Slides of the property were shown.
Commission comments were invited. Ross asked if the applicant
intended to remove all structures and landscaping from the site
in the course of development of the parking lot. The Planning
Director replied that it was his understanding that this was
the intent of the applicant. With reference to compliance
with the requirements of the Parking and Loading Ordinance,
the Planning Director stated further that the development of
a 50 foot lot would present problems . Issuance of a building
permit would be contingent upon compliance with city ordinances.
Audience comments were invited. Mr. Glenn T. Rogge, 6456
Marshall Avenue SW, Seattle, the applicant, stated he wished
to install a parking lot with 16 parking stalls, and that it
would be economically unfeasible to construct a parking lot
with a lesser number of stalls. Mr. Rogge stated he had dis-
cussed this matter with the Planning Department staff and
realized that the plan he presented would not fulfill the
requirements of the Parking and Loading Ordinance, and that
it was his intention to request a variance from the ordinance
requirements.
The Chairman noted that it was not the Commission' s concern at
this time to pass on the merits of the applicant' s plan; the
only concern is whether the rezone requested is proper for the

REZONE APPLICATIONS
(b) OSTLUND, GUNNAR, Appl. No. R-657-70; rezone from G-6000
to L-l; property located SE corner Lind Ave. SW and SW 12th St.
The Planning Director stated the eventual use proposed by the
applicant is for a used car lot. The applicant owns property
on the northwest corner of Lind Avenue SW and SW 12th Street
which was rezoned by the Planning Commission in May 1968 to
L-1 with restrictive covenants. The applicant has voluntarily
signed similar restrictive covenants pertaining to subject
property with reference to setbacks, landscaing and screening.
However, the staff feels some additional controls with refer-
ence to time limit on installation of landscaping and screen-
ing might be desirable. This matter will he researched
further. Slides were shown of the vicinity map of the prop-
erty as well as actual scenes of subject property and surround-
ing area. General discussion ensued.
(c) ROGGE, GLENN T. , Appl. No. R-659-70; rezone from R-1 to
B-P; property located west side of Wells Ave. S . between
S. 4th and 5th Sts.
The Planning Director stated subject property is located on
the west side of Wells Avenue S. across from the Renton School
District Administration Building and old Henry Ford School.
The applicant proposes to demolish the existing residence and
install a parking lot with spaces for lease. Slides of the
property and the proposed layout plan for the parking lot
were shown. It was noted that the plan as proposed by the
applicant does not conform to the city' s Parking and Loading
Ordinance. An alternate parking lot plan prepared by the
Planning Department staff was shown that would conform to
the ordinance requirements. It was noted, after discussion
among Commission members and the Planning Director, that
the Commission' s concern would be the feasibility of the
rezone itself, with approval thereof contingent upon con-
formance with the Parking and Loading Ordinance.
(d) FELKINS, CARL A. , Appl. No. R--660-70; rezone from G-6000
to L-l; property located NE corner Lind Ave. SW and SW 12th St.
The Planning Director pointed out property location just north
of the Ostlund property (item (b) above) . The applicant has
voluntarily signed restrictive covenants pertaining to set-
backs, landscaping and screening. He proposes to use the
property as a used. car lot, possibly in conjunction with the
Ostlund property (item (b) ) . The matter of a time limit for
installation of landscaping and screening will be further
researched by the staff. Slides of the property were shown.
It was noted that the property presently has numerous used
cars parked on it. The Planning Director stated that the
Building Department had informed the owner that he was in
violation of the Zoning Ordinance, whereupon the owner filed
an application for rezone from G-6000 to L-1. No further
action has been taken with reference to the present use.
(e) HEMMINGSON, WILLIAM, Appl. No. R-662-70; rezone from
G-9600 to B-l; property located on Lake Washington Blvd. NE
between SE 76th St. and May Creek Interchange
The Planning Director described the rezone application and
indicated that property to the south was- rezoned to B-1 by
the Planning Commission in June 1969. Area east of subject
property is in King County. The property directly east of
subject property is zoned commercial in the county; east and
south of that is zoned RM-1800, medium density multiple.
