The Planning Director pointed out property location on the zoning map and stated proposed use is for a used car lot. The applicant has signed restrictive covenants with reference to setbacks, landscaping and screening. The Comprehensive Land Use Plan designation for the area is light industry or manufacturing park. Slides of the property were shown. Commission comments were invited. Teegarden asked if it was the intention of the applicant to remove the trees presently on the property. The applicant replied that he would either remove them or leave them according to the wish of the Commis- sion. Teegarden explained they would make an excellent addition to the landscaping of the property and expressed the hope they would be retained. Forgaard noted that the existing zoning is G-6000 , single family residential, but that apparently a used car business is being operated on the property at the present time. The Planning Director stated that a business is being operated on the site, that the applicant had been advised by the Build- ing Inspector that he was in violation of the zoning ordinance whereupon the property owner filed the application for rezone. The Planning Director also noted that cars were parked on public right-of-way. Audience comments were invited. Mr. Carl A. Felkins, 1200 SW Lind Avenue, the applicant, spoke on behalf of the rezone application. He stated he had a State of Washington license and that if the rezone application were approved he would ob- tain a City of Renton business license. He stated further that he would install the improvements required by the restrictive covenants when instructed to do so. Forgaard stated he was concerned with the apparent violation of city ordinances pertaining to the present operation and the parking of cars on public right-of-way and most particularly the lack of enforcement of city ordinances in these matters . The Chairman requested that the Planning Director check into the matter of the illegalities, the progress of enforcement, and report back to the Planning Commission at the next meeting. As there were no further comments, it was MOVED BY DENZER, SECONDED BY BOWDEN, THAT THE HEARING BE CLOSED. MOTION CARRIED. Proposed use is for equipment storage and repair. The use as proposed is not specifically stated in the zoning ordinance under the light industrial district; however, the staff feels the Com- mission may grant the use under provisions outlined in Section 4-712 (a) (20) which states, "Other uses which can be reason- ably considered similar or related to the uses above listed, upon approval of the Planning Commission" . Slides of the property were shown. The Planning Director stated the applicant proposes to retain the existing single family residence on the property and con- duct the storage and repair facility to the rear of the lot. Required setbacks for the single family residential use will be maintained, and it was felt desirable that a screening fence be provided to protect adjacent uses. Audience comments, were invited. Mr. Tom Tobacco, 7243 Taft S. , Seattle, the applicant, spoke on behalf of the rezone appli- cation. Bowden stated that inasmuch as there were residential uses in the immediate vicinity of subject property, he would appreciate the Planning Director' s recommendation relative to this rezone application. The Planning Director stated the area is presently zoned for business. It is a transitional area, and it is his opinion that rezoning from B-1 to L-1 would not present a problem, with proper controls, and was appropriate for the area in view of its potential development. No. R-657-70; rezone from G-6000 to L-1; property located SE corner Lind Ave. SW and SW 12th St. The Planning Director stated the eventual use proposed by the applicant is for a used car lot. The applicant owns property on the northwest corner of Lind Avenue SW and SW 12th Street which was rezoned by the Planning Commission in May 1968 to L-1 with restrictive covenants. The applicant has voluntarily signed similar restrictive covenants pertaining to subject property with reference to setbacks, landscaing and screening. However, the staff feels some additional controls with refer- ence to time limit on installation of landscaping and screen- ing might be desirable. This matter will he researched further. Slides were shown of the vicinity map of the prop- erty as well as actual scenes of subject property and surround- ing area. General discussion ensued. (c) ROGGE, GLENN T. , Appl . No. R-659-70; rezone from R-1 to B-P; property located west side of Wells Ave. S . between S. 4th and 5th Sts. The Planning Director stated subject property is located on the west side of Wells Avenue S. across from the Renton School District Administration Building and old Henry Ford School. The applicant proposes to demolish the existing residence and install a parking lot with spaces for lease. Slides of the property and the proposed layout plan for the parking lot were shown. It was noted that the plan as proposed by the applicant does not conform to the city' s Parking and Loading Ordinance. An alternate parking lot plan prepared by the Planning Department staff was shown that would conform to the ordinance requirements. It was noted, after discussion among Commission members and the Planning Director, that the Commission' s concern would be the feasibility of the rezone itself, with approval thereof contingent upon con- formance with the Parking and Loading Ordinance. (d) FELKINS, CARL A. , Appl. No. R--660-70; rezone from G-6000 to L-l; property located NE corner Lind Ave. SW and SW 12th St. The Planning Director pointed out property location just north of the Ostlund property (item (b) above) . The applicant has voluntarily signed restrictive covenants pertaining to set- backs, landscaping and screening. He proposes to use the property as a used. car lot, possibly in conjunction with the Ostlund property (item (b) ) . The matter of a time limit for installation of landscaping and screening will be further researched by the staff. Slides of the property were shown. It was noted that the property presently has numerous used cars parked on it. The Planning Director stated that the Building Department had informed the owner that he was in violation of the Zoning Ordinance, whereupon the owner filed an application for rezone from G-6000 to L-1. No further action has been taken with reference to the present use. (e) HEMMINGSON, WILLIAM, Appl.
