AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON
CHANGING THE ZONING. CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM GENERAL
CLASSIFICATION DISTRICT (G) TO BUSINESS DISTRICT (B-1)
WHEREAS under Chapter VII , Title IV (Building Regulations) of
Ordinance Nc. 1628 known as the "Code of General Ordinances of the 'City
of Renton" , as amended , and the maps adopted in conjunction therewith,
the property hereinbelow described has heretofore been zoned as
General Classification District; and
WHEREAS a proper petition for change of zone classification of
said property has been filed with the City Clerk on or about Nov. 4 , 1970
MAN which petition was duly referred to the Planning Commission for
investigation, study and public hearing , and a public hearing having
been held thereon on or about Nov. 25 , 1970 , and said matter having
been duly considered by the Planning Commission and said zoning request
being in conformity with the City ' s Comprehensive Plan , and the City
Council having duly considered all matters relevant thereto and all •
parties having been heard appearing in support thereof or in opposition

The November 1970 Public Hearing Meeting of the Renton Planning
Commission was called to order by Chairman Sterling at 8 : 00 p.m.
1 . ROLL CALL was taken by Secretary Mola. All Commission members
responded present except Denzer and Ross, both of whom had
previously requested permission to be absent.
ACTION:
MOVED BY TEEGARDEN, SECONDED BY MOLA, THAT THE ABSENT MEMBERS
RE EXCUSED. MOTION CARRIED.
2 . INTRODUCTION OF NEWLY APPOINTED PLANNING COMMISSIONER
Mr. Arthur D. Scholes, newly appointed Commissioner, was in-
troduced and welcomed to the Planning Commission by Chairman
Sterling.
3 . APPROVAL OF MINUTES
As there were no corrections or additions to the minutes of
the meeting of November 10 , 1970, the Chairman declared them
approved as written.
4. NEW BUSINESS
REZONE APPLICATION
" (a) KING COUNTY FIRE DISTRICT NO. 25; Appl. No. R-665-70;
rezone from G to B-1; property located on N. 30th Street
between Park Ave. N. and freeway entrance
The Chairman described the rezone application. The Planning
Director pointed out property location on the zoning map and
stated existing zoning is "G" , which designation was assigned
to the property upon its annexation to Renton as required by
ordinance. The property is in a commercial area as designated
on the Comprehensive Land Use Plan. Slides of the property
were shown.
I Commission comments were invited. Mola inquired regarding
present ownership of the property and present use of the
I existing fire station.
The Planning Director stated that King County Fire District
No. 25 is the present owner; the existing fire station is
presently unused. The property was offered to the City of
Renton, but after study of fire protection facility require-
. ments, the City declined the offer. The Fire Chief has

indicated that the area can be adequately serviced from the
central and Highlands fire stations, and the City has no need
for the property in question.
Audience comments were invited. Mr. Fred Miller, Chairman of
King County Fire District No. 25, stated that when the City
of Renton declined to take the property, the grantors, Robert
and Margaret Hunt, advised the Fire District to sell the prop-
erty and use the money for fire prevention services.
Discussion ensued among Commission members regarding fire pro-
tection in the Kennydale area. The Planning Director stated
he had discussed this matter with the Fire Chief, who had
indicated that the area would be serviced adequately.
MOVED BY TEEGARDEN, SECONDED BY MOLA, THAT THE HEARING BE
CLOSED . MOTION CARRIED.
ACTION:
MOVED BY TEEGARDEN, SECONDED BY MOLA, THAT THE APPLICATION OF
KING COUNTY FIRE DISTRICT NO . 25 FOR REZONE FROM G TO B-1 BE
APPROVED AND FORWARDED TO THE CITY COUNCIL FOR ACTION AS IT
IS IN AGREEMENT WITH THE COMPREHENSIVE LAND USE PLAN. MOTION
CARRIED.
SPECIAL USE PERMIT IN M-P ZONE
(b) BURLINGTON NORTHERN, INC. ; Appl. No. SU-664-70 ; temporary
steel storage in M-P zone to October 1971; property :Located on
Lind Avenue SW between SW 7th and 10th Streets, Earlington
Industrial Park; request for extension of previously granted
permit which expired September 11, 1970
The Chairman described the application, noting the request is
for an extension of a year and stated the Commission might wish
to consider granting of the permit for a six-month period only.
Slides of the property and the present use were shown by the
Planning Director. The Street Commissioner had advised that
if the permit extension is granted, he would recommend that
the applicant install curb cuts and provide gravel in the
parking areas. Presently, there is a plank from the parking
area to the street and mud from the parking area is being
tracked onto the street, creating a public safety problem.
The Planning Director, in review of the granting of the origi-
nal special use permit by the Planning Commission, stated the
initial request was for a six-month period to permit steel
storage by American Bridge for material destined for construc-
tion at Sea-Tac Airport. Problems have developed in the
construction and the work is not completed, hence the request
for an additional one-year extension.
Commissioners expressed concern that the use may perpetuate
itself into a long term period. Teegarden noted that improve-
ments scheduled at Sea-Tac exceed $100,000, 00 and could take
up to ten years to complete. Scholes suggested that the
Commission might consider the use a permanent one and invoke
the Manufacturing Park District restrictions concerning set-
backs, screening and landscaping.
The Chairman stated in this connection he would suggest the
Commission consider a six-month extension rather than the
