Audience comments in opposition to the request were invited.
There were none.
Comprehensive Plan Committee Chairman Humble stated it was the
feeling of the committee that the confusion now existing in
the immediate area of subject property relative to the land
use as shown on the Plan and actual existing land use should
be clarified. As there is now a request for change to the
Plan in this area, it should be reviewed comprehensively,
not only Mr. Holmes ' parcel but other parcels adjacent, particu-
larly those areas northerly of the Holmes property.
ACTION:
MOVED BY ROSS, SECONDED BY MOLA , THAT THE HOLMES REQUEST FOR
CHANGE TO THE COMPREHENSIVE LAND USE PLAN BE CONTINUED TO THE
MEETING OF JANUARY 26 , 1972 , AND THAT THE MATTER BE REFERRED
TO THE COMPREHENSIVE PLAN COMMITTEE FOR FURTHER STUDY AND

The Chairman described the application, noting that it had been
pending to allow the staff time to do some long range investi-
gation of the particular area relating to the proposed annexa-
tion of the northeast Renton area as well as preparation of
comprehensive plans for streets and utilities.
The Planning Director showed slides of the area, following
which he displayed the following maps and plans :
Vicinity map indicating subject property
Map showing existing and proposed utilities including
water , gas , power and telephone, sanitary sewers ,
with city limits and proposed annexation area
Property ownership map
Apollo Middle School development plan
Existing land use
Existing zoning and Comprehensive Land Use Plan
designations
Two potential street plans
Lyman Houk of the Engineering Department explained in detail
existing and proposed utilities services in the area encompass-
ing the various jurisdictions involved--City of Renton and Water
District 90 (also acting as a sewer district) . He noted that
water was available through existing mains on NE 4th Street and
Union Avenue NE. Developers would be required to hook into city
sanitary sewer facilities, although this will require installa-
tion of lift stations in several locations. While utilities
can be installed using public rights-of-way as service corri-
dors, often the city prefers using the easement technique as
utilities are thus less expensive to install and maintain as
no restoration of streets costs are necessary in easements.
Considerable discussion ensued among Commission members regard-
ing the subject of required utilities.
Audience comment was invited. Mr. J. David Jensen, the appli-
cant, was present in order to answer Commission inquiries.

Lengthy discussion ensued among Commission members, the Plan-
ning Director and Mr. Jensen, the main topic of which was the
matter of access to subject property. Mr. Jensen stated that
at time of development he would provide proper access to the
property; that it is not landlocked as he owns the property
directly to the west which has access to Union Avenue NE, and
that he owns a 15 foot easement to the south of subject prop-
erty which would provide access to NE 4th Street. The Planning
Director and the Planning Commission felt that in order to
insure reasonable access the northerly 30 feet of subject
property should be dedicated as a public right-of-way. This
dedication would provide the initial land area for development
of a future public street connecting to Union Avenue NE. Mr .
Jensen stated he would be willing to dedicate the necessary
right-of-way; however, not at this time but at a time when
development plans are firm. Mr. Jensen and the Planning Com-
mission, after considerable discussion, were unable to reach
agreement on this point.
As there were no other comments from the audience , it was
f MOVED BY DENZER, SECONDED BY SEYMOUR, THAT THE HEARING BE
CLOSED. MOTION CARRIED.
ACTION :
MOVED BY MOLA , SECONDED BY SEYMOUR , THAT THE JENSEN REZONE
REQUEST FROM G TO R-3 BE DENIED AS THE REQUEST IS PREMATURE,
THERE IS LACK OF ADEQUATE ACCESS TO THE PROPERTY, AS WELL AS
THE FACTOR OF POTENTIAL INCREASED DENSITY. MOTION CARRIED.
The Chairman advised Mr. Jensen of his right of appeal to the
City Council.
4. NEW PUBLIC HEARING ITEMS
REZONE APPLICATION
(a) WRIGHT, JAMES, AND MEYER, BORGE, Appl. No. R-685-71; rezone
from G-6000 to R-3 ; property located on west side of Ripley Lane
directly south of N. 52nd St.
The Chairman described the application; the Planning Director
pointed out property location northerly of Baxter Pole Yard and
the Ripley Lane (now known as Misty Cove) Apartments. The ap-
plicants have indicated they propose development of the site in
the R-3 zone as a private boat marina. It was the department' s
interpretation that the proposed development would be a com-
mercial use not permitted in the R-3 zone, and the applicants
were so advised. However, they have seen fit to apply for the
rezone. The R-3 zoning requested is in agreement with the
Comprehensive Land Use Plan. The Planning Director showed
slides of the property in question, following which the pro-
posed development plan was displayed. It was noted that the
land area would be used for parking with boat moorages extend-
ing out onto the water.
The Planning Director stated that were the use permitted in the
R-3 zone, the primary question would be the development of ade-
' quate access to the area. Rezone of this particular property
was requested in the past, and the matter of access was never
properly resolved. The existing railroad trestle will not permit
the passage of the larger fire equipment. Railroad officials
have indicated they would look with disfavor over any additional
vehicular traffic in the area, either over the tracks or under
the trestle, as they feel a public safety problem would result
from more intensive use.

for warehouse in M-P zone; property located on west side of Lind
Ave. SW between SW 7th and 10th Sts. (Earlington Industrial Park)
While reviewing the application, the Planning Director noted
that the proposed plan is an extension of an existing warehouse.
5 . ADMINISTRATIVE
* (a) LETTER FROM J . DAVID JENSEN, REZONE APPL, NO . R-668-71
The Chairman noted that Mr . Jensen on September 29 , 1971 , had
written to the Planning Commission requesting immediate action
on his rezone application rather than the 60 day continuance
moved by the Commission on September 22 , 1971. The Planning
Director stated that on October 12 , 1971, Mr. Jensen telephoned
the office and requested that his letter be withdrawn due to a
change in his development plans for subject property. The Chair-
man noted that further Commission action on the matter was un-
necessary at this time.

October 27, 1971.
(d) PLANNED UNIT DEVELOPMENT ORDINANCE
The Chairman noted that suggested amendments to the proposed
ordinance were mailed to each Commission member last week.
The Planning Director stated that the amendments ensued from
discussion held by the staff with Scholes in reviewing some of
the questions previously raised.

Gentlemen:
It is my understanding that the Planning Commission at its hearing on September 22,
1971 continued the hearing on my rezone request for 60 days. I am somewhat distressed
at this action since sufficient time for the resolution of certain matters was seemingly
provided in the last delay.
It is therefore my request that this lengthy extension be reconsidered and that at your
meeting of October 13, 1971 a recommendation be made by the Planning Commission
to the City Council.
While I understand the desire of the Commission to know more specifically concerning
my plans for the utilization and development of the property, I believe that the Planning
Commission should consider the appropriateness of the uses allowed by an R-3 district
for the subject land and their compatability with the City's Comprehensive Plan, rather
than my specific proposals. I would like to remind the Commission that I am willing to
provide necessary utility easements. As I have shown, adequate access can be provided,
or is available for development of the property. In retrospect I have already shown
willingness to cooperate with the City, and have deeded to the City at no cost a 10 foot
strip for street widening along the entire length of my property bordering Union Avenue.
Your kind consideration in expediting this matter and recommending approval to the
City Council will be most appreciated.

The September 1971 public hearing meeting of the Renton Planning
Commission was called to order by Chairman Teegarden at 8 :05 p.m.
1 . ROLL CALL was taken by Secretary Mola. All Commission members
responded present except Forgaard and Ross .
The Chairman read a letter from Commissioner Forgaard, dated
September 8 , 1971 and received September 10 , resigning from the
Planning Commission effective immediately. Mr. Forgaard explained
that due to personal reasons he no longer had the time to serve on
the Commission. The Chairman expressed his regret of Mr. Forgaard' s
decision to resign.
The Planning Director stated that Mrs . Carla Yankeh has been nomi-
nated by Mayor Garrett to the vacant position on the Planning
Commission. This nomination was referred to the Council Personnel
and Community Relations Committee for review and recommendation to
the Council of the Whole.
2 . APPROVAL OF MINUTES
As there were no additions or corrections to the minutes of the
meeting of September 8 , 1971, the Chairman declared them approved
as mailed out.
3 . CONTINUED PUBLIC HEARING ITEM

The Chairman noted there was no representation in the audience

(a) COMMITTEE REPORTS
1. HOUSEBOATS--Committee Chairman Denzer stated that due to
his attendance at meetings and other business matters he has
not been able to prepare the final committee report on sub-
ject item. While it is not anticipated that the final report
will vary greatly from the preliminary report previously
submitted, Denzer requested an additional two weeks to
finalize his committee report. The Chairman stated this
matter will be placed on the agenda for the meeting of
October 13 , 1971.

Noting that the applicant, Mr. Jensen, was not present, it was
MOVED BY DENZER, SECONDED BY SCHOLES, THAT THE HEARING ON THE
APPLICATION BE CONTINUED TO THE MEETING OF NOVEMBER 24 , 1971.
Discussion on the motion ensued. Mola suggested that a report
from the Planning and Engineering Departments on the status of
development of a comprehensive plan for streets and sewers in
the subject area would be helpful to bring the Commission up-
to-date on the matter and enlighten the new Planning Commission
member on the situation.
In answer to Commission query, the Planning Director stated the.
staff had been in contact with the applicant, and while he
indicated he had no new information to offer on his application,
he did intend to be present at the hearing this evening. The
Engineering and Planning Departments have been working on the
matter, reviewing various aspects of the Comprehensive Plan for
the area. The Planning Director reviewed plans of the area,
including the Comprehensive Land Use Plan, land use, street
system--existing and proposed-- and zoning of subject property
and surrounding area.
Lyman Houk of the Engineering Department displayed a preliminary
plan for utilities in the area and explained that certain prob-
lems have been encountered due to the existence of governmental
districts presently serving the area. Although coordination is
difficult, efforts are continuing to obtain reasonable utility
service in the area. Utility and water services are available;
however, a comprehensive street plan will be much more difficult
to work out. Union Ave. NE has been improved and 138th Ave. SE
will be a major north-south street. NE 6th and 8th Sts. will
be developed to serve the Apollo Middle School. Access to
subject property from NE 4th St. is not the most desirable
solution due to present heavy traffic flow and the fact that
both Union and 138th will intersect 4th. Additional inter-
sections between those arterials should be avoided, if possible.
Subject property is presently landlocked and access to it to-
gether with development of an overall street pattern must be
carefully considered and worked out.
Considerable discussion concerning this matter ensued. Follow-
ing the discussion, the pending motion to continue the hearing
on the Jensen rezone application to November 24 , 1971 carried.
5 . ADMINISTRATIVE (continued)
The Chairman noted that the items listed below, City Council
Referrals and Comprehensive Land Use Plan Change Requests, were
reiterations of items previously discussed. No action will be
taken at this time pending Commission study of work program and
pending projects.
In this connection, the Chairman announced a work session of the
Planning Commission on Wednesday, September 29 , 1971, at 7 : 30 p.m.
in the third floor conference room, Renton Municipal Building.

The September 1971 administrative meeting of the Renton Planning

The Chairman inquired regarding the status of the comprehensive

Department stated the requested report is not complete at
this time, but that he plans to have it ready for the Commis-
sion meeting of September 22 . It is his intention to have the
report ready for preliminary discussion with the Planning
Department staff prior to September 22 .

The Chairman noted that the Planning Director had been requested

The Chairman described the continued public hearing item. -The
Planning Director stated the applicant, Mr. Jensen, was con-
tacted and the application reviewed with him. Mr. Jensen
indicated he had nothing further to add or submit to the Plan-
ning Commission at this time. He also stated that in view of
his present commitments with reference to the property, he
would have no objection to a further continuance of the hearing
on the application if this is the desire of the Planning Com-
mission.
Upon query, Lyman Houk stated the Engineering Department had
nothing further to submit to the Planning Commission on subject
matter at this time.
Discussion ensued among Commission members and the Planning
Director concerning the length of time needed to complete the
comprehensive plans for streets and utilities in the area.
The Planning Director recommended a continuance of 90 to 120
days. Houk stated the Engineering Department would endeavor
to match the time schedule of the Planning Department as
established by the Planning Commission.

REZONE APPLICATIONS
(a) REVOM, INC. , Appl. No. R-674-71; rezone from G to B-1;
property located on west side :of Union Ave. NE between
' NE 3rd and 4th Sts.
The Chairman described the rezone application. The. Planning
Director pointed out property location on the zoning map and
described surrounding uses. It was noted that a trailer
located on the property is being used for business purposes
at this time. The site in question is approximately 16, 000
square feet in size; proposed use is commercial; the Compre-
hensive Land Use Plan indicates the area as commercial.
Slides of the property were shown.
Secretary Mola read a memorandum received from the Building
Department, signed by Wesley E. Crews, Assistant Building
Director, outlining the facts with reference to the trailer
presently located on subject property which is being used for
business purposes. It was noted that the property is also
being used for business parking and neither use is permitted
in the present G, General Use, zoning classification. Two
complaints have been issued against Revom, Inc. , signed by
Assistant City Attorney Jack Pain, Jr. , and Mr. Wesley Crews,
with reference to the use of a mobile home as a business office
in a G zone. The date of the hearing is scheduled for July 23 ,
1971.
Denzer stated he felt the violations cited in Mr.. Crews° memo
were not the primary concern of the Planning Commission at this
hearing; that the Commission should consider the feasibility of
the rezone request; any violations existent on the property are
a matter of code enforcement and should have no bearing on the
matter now before the Planning Commission.
Audience comments were invited. Mr. W. B. Smith, attorney rep-
resenting the property owner, Mr. John Racanello, spoke on
behalf of the rezone request. Mr. Racanello also spoke in
support of the application, indicating that present uses on
the property are of a temporary nature only. Mr. Racanello
assumed responsibility for his tenant placing a trailer on the
property due to a misunderstanding of city reqirements; that
the use is temporary, and the entire property will be developed
for commercial use at some future date if the rezone is granted.
The Planning Director reviewed the history of the application.
The application for rezone was filed with the Planning Depart-
ment on May 20, 1971 by a representative of Revom, Inc. The
affidavit of ownership filed with the application was signed
by property owner John Racanello. Based on previous experience
with the site itself, there are some problems that would not be
entirely resolved with the granting of the rezone, and the Com-
mission might wish to consider future use of the site . The
rezone application is in order and it complies with the Com-
prehensive Land Use Plan.

dedication would be a detriment to his plans for development.
Mr. Jensen also stated he had no new material to present to
the Commission for its consideration
It was noted that Mr. Jensen had stated before the Commission
that he was putting together a development plan which included
a department store complex on subject property which would not
be permitted in the R-3 zoning requested. The Planning
Director stated Mr. Jensen had informed him that this plan
i had fallen through, but he was requesting the Commission to
proceed with review of his rezone application as presented.
' ; The Chairman stated the Commission was particularly concerned
with provision for access to the property. The Engineering
; Department is presently in process of developing comprehensive
plans for utilities and streets for the area, but due to press
of other work, it is doubtful these plans will be completed by
\;the Commission public hearing meeting on June 23 .

The Planning Director stated it was his opinion that dedica-
tion of land for street right-of-way purposes should be
obtained at the time of rezone. Another approach to control
s development would be through the use of restrictive covenants
requiring Planning Commission site approval.
Considerable discussion ensued concerning this matter, and it
was generally agreed that development of subject property
should be guided by a comprehensive or official plan for
streets and utilities to prevent haphazard development and
€, possible landlocking of areas adjacent to subject property.
At this point, Mola informed the Chairman of the necessity of
4 his attending another meeting, whereupon the discussion was
a suspended temporarily so that a group photograph of all Com-
i mission members could be taken. The picture taking was
accomplished by the Assistant Planning Director, and Mola was
excused from the meeting.
With reference to the pending Jensen rezone request, Lyman
Houk of the Engineering Department displayed the updated Six
Year Street Program which is prepared annually for the Urban
1 Arterial Board for funding purposes as well as the Arterial
Street Plan. These plans and their relationship to the Jensen
ffproperty were reviewed. The Engineering Department wishes to
discourage access to NE 4th Street inasmuch as Union Avenue NE
will be improved to a four-lane facility with curbs, gutters
1 and sidewalks. NE 6th Street will be 'developed for access to
the Apollo Middle School from Union Ave. NE to 138th Ave. SE.
These plans in themselves, however, are not detailed enough
ry to indicate future access to the Jensen property; and it is
i anticipated that several more months will be needed to develop
such plans for streets and utilities.
The Chairman stated this matter will again be reviewed at the
' public hearing meeting on June 23 , 1971. Inasmuch as a con-
jtinuance would not be a hardship for the applicant as he has
no firm development plans, such action should. be considered
%; by the Planning Commission.
4. NEW PUBLIC HEARING ITEMS FOR PLANNING COMMISSION CONSIDERATION

Humble called a meeting of the Planned Unit Development Com-
mittee for Wednesday, June 2 , 1971, 7 : 30 p.m. , third floor
conference room in the Renton Municipal Building. He stated
that input to his study committee from all Commissioners
would be welcome.
Teegarden called a meeting of the Environmental Awards Com-
mittee for Wednesday, June 2 , 1971, 7 : 30 p .m. ; place to be
decided later.
Chairman Sterling stated that each committee , after study,
will make a recommendation to the Commission of the Whole .
He stated further that any Commissioner with a specific inter-
est in the subject matter will be welcome to attend all com-
mittee meetings.
(b) JENSEN REZONE APPLICATION
This request is for rezone from G to R-3; property located on
NE 4th St. between Union Ave. NE and 138th Ave . SE; continued
to public hearing meeting of June 23 , 1971. The Chairman
asked for a status report on this item from the Planning Director
and Lyman Houk of the Engineering Department.
The Planning Director reported that the staff is at this time
accomplishing completion of field work necessary to update the
land use maps for the area under study (Hazen area--that land
lying east and north of the present city limits from Maple
Valley Highway north to May Creek) .
Lyman Houk of the Engineering Department stated that his depart-
ment is proceeding on the research phase of this project to
gather all information that will be needed in terms of utilities
and it is expected that this information will be presented to
the Planning Department by the end of May. During the last few
days, Water District .90 transmitted to the Engineering Depart-
ment two comprehensive plans for water and sewers for the area.
This information will be of great assistance in formulating the
requirements for subject area. Water District 90 is planning
to go to the voters with a revenue bond proposal of some
$13, 480 ,000 in November of this year. These revenue bonds,
if passed, would provide implementation of the District' s
comprehensive plans for water and sewers, some of which adjoin
the Renton city limits.
In response to query by Mola regarding street plans for the
area, Houk replied that such plans would evolve from the
utility line locations presently being worked on as the Com-
mission had indicated a preference for utility corridors in
public rights-of-way rather than the utility easement concept.
It was noted that the Renton City Council had voted to proceed
with the proposed Hazen annexation involving some four square
miles of land area. If this annexation is consummated, pro-
cedures will have to be worked out with Water District 90
covering service for the area.
The Planning Director stated that an updated presentation to
the Planning Commission will be made at the administrative
meeting of June 9 , 1971.

The Chairman stated that the rezone application of J. David
Jensen had been continued for 90 days on March 24 to the public
hearing meeting of June 23, 1971,. to allow further study of
comprehensive planning for streets and utilities in the area.
He requested the Planning Director to brief the Commission on
the status of the matter.
The Planning Director reported subject matter has been under
continuing study by city staff. Planning staff has met with
the Engineering Department and reviewed the problems and con-
ducted field studies. The staff is presently compiling infor-
mation relative to the drainage problems, sewers, as well as
looking at street rights-of-way. The staff is also -in process
of studying the overall area from a comprehensive land use
planning standpoint. A report by the planning staff was
recently prepared for the City Council on the Hazen .annexa-
tion study. This report took into account most of the east
and northeast area of the city including the Jensen .property.
This report will be of value in formulating the long range
plans desired by the Commission in order to make a decision
on subject rezone.

Lyman Houk of the Engineering Department displayed a map of
the northeast Renton area showing the boundaries of the water,
fire, school and sewer districts and indicated work was in
progress on utility and street planning for the area. The
Engineering Department is gathering information and will ad-
vise the Commission how the city proposes to serve the area.
Scholes stated he felt the boundaries of the school, fire,
sewer and water districts were not relevant to the Commission' s
deliberations on the Jensen rezone; that what he and other
Commissioners wanted to hear were the plans for streets in
the area, with particular consideration for traffic. patterns.
Houk replied that a comprehensive -street plan will emerge based
on utility line locations since street rights-of-way will pro-
vide the service corridors for utilities. The Commission will
be kept informed as to the status of work on the project.
5 . NEW PUBLIC HEARING ITEMS
The Chairman noted there were no new items of business this
month for Planning Commission consideration. 'This will allow
the Commission to address itself to several items of pending
business.

Scholes requested that the matter of advertising of Planning
Commission public hearing items be added to the study list..

The Chairman described the application and noted that the ap-
plicant was not present. The Planning Director stated he had
been in contact with Mr. Jensen who had indicated his intention
to be present at the public hearing meeting. The Chairman
stated the Commission would move on to the next item of busi-
ness to allow Mr. Jensen time to arrive and participate in the
discussion regarding his rezone request.
(c) KAMPE CONSTRUCTION CO. , Appl. No. R-670-71; rezone from
GS-1 to R-l; property located on Pierce Ave. NE between
NE llth St. and NE llth Pl.
The Chairman described the rezone application. The Planning
Director pointed out property location on the zoning map and
stated the applicant proposes to divide the property into four
lots for single family residential purposes . There is approxi-
mately 35 , 000 square feet of land involved. The applicant has
indicated his willingness to dedicate right-of-way for street
purposes . It was the feeling of the staff that in order to
upgrade both Pierce and Queen Avenues that the dedication be
for 20 feet on Pierce and 10 feet on Queen, which would result
in both streets having a right-of-way width of 50 feet, the
minimum width required for residential access streets. The
matter of off-site improvements was reviewed and discussed by
the staff with the applicant who indicated that the financial
consideration involved presents a significant problem, and he
would question whether or not he could make such improvements.
Audience comments were invited. Mr. William Jackson, 3805
NE llth Place, asked if the dedication for right-of-way on
Pierce would go all the way north to NE 12th Street. The
Planning Director stated that while the staff would like to
encourage dedication by the northerly property owner, Mr. Ray
Ball, the dedication pertained only to that property presently
being considered for rezone. Discussion was held with Mr. Ball
regarding dedication of right-of-way on Pierce for street pur-
poses for his property north of subject property. Mr. Ball
stated he had previously dedicated 20 feet of his property
for Queen Avenue NE, and due to the economic situation involved
he does not feel he can make any additional dedication on
Pierce.
Mr. Jackson stated he felt it was the Planning Commission' s
job to see the area is developed properly, and that construc-
tion of four houses without street improvements would not
enhance the looks of the City.
Mr. Leroy Atwood, 1115 Pierce Ave. NE, stated that the whole
area, with a couple of exceptions, has been developed with
curbs and gutters and the major portion paved or finished with

Scholes stated this is a difficult area with many problems.
The committee considered the flow of traffic in the area and
the matter of future expansion.
Following further discussion regarding adequate access to the
property under consideration for development, Mr. Ray Ball
stated he would be willing to dedicate ten feet along the
entire length of his property on the west side of Queen Ave.
NE for right-of-way purposes.
Discussion ensued concerning Queen Ave. NE and whether or not
20 feet on the east side had ever been dedicated to the City.
Mr. Ball was of the opinion that it had and that this dedica-
tion had been encroached upon by a building. The Engineering
Department had advised the staff that a 20-foot dedication on
the east side of Queen had never been made. This matter will
require further research to clarify.
Ross stated he felt the developer should be required to face
his houses on Queen Ave. NE. Humble stated he felt such a
requirement would be pointless inasmuch as in this particular
case access is available from both Pierce and Queen.
Upon query by Scholes, Mr. Kampe stated that requiring his
houses to front on Queen could be a problem due to certain
FHA regulations.
Following additional discussion participated in by all persons
previously mentioned, it was MOVED BY SCHOLES, SECONDED BY
DENZER, THAT THE HEARING BE CLOSED. MOTION CARRIED.

The meeting was recessed for a brief period at 9 :20 p.m. and was re-

Noting the applicant was present in the audience, the Commission
returned to consideration of above-noted item. The Planning
Director pointed out property location on the zoning map and
stated the property contains approximately 62 , 000 square feet
(1. 4 acres) . Present zoning is G, present use is single family
residential and undeveloped. Proposed use is R-3 which would
allow construction of apartments and other miscellaneous uses
allowable in the R-3 zone. Proposed zoning would permit ap-
proximately 60 apartment units.

At its meeting of March 22 , 1971, the City Council discussed
some of the ramifications with reference to annexation of
property east and northeast of the City, easterly of subject
property. Related to the area in question was the development
of the Apollo Middle School and possible future annexation of
the Hazen High School area. Councilman Stredicke had raised
several questions regarding need for comprehensive street and
utility planning in the area. Action of the Council was to
refer subject matter regarding such planning to the Council
Community Services Committee and the Board of Public Works
for study and analysis with the objective to develop more
detailed comprehensive plans for the area.
The matter was reviewed briefly by the Board of Public Works
on Tuesday, March 23 , and will be considered more thoroughly
at future meetings. The Council Community Services Committee
will be meeting on the matter on Friday, March 27 .
The Planning Director displayed a map depicting the area of
' concern to the City Council, and stated the Council has been
studying the possible areas of annexation and that this is under
consideration. In response to query by the Chairman, the Plan-
ning Director stated the comprehensive planning under study does
include property south of NE 6th Street. It is not known at
this time how long such study will take to complete, but a
rough estimate would be from 90 days to as long as 6 months.
Pending Rezones Committee Chairman Mola presented his committee
report on this item which stated it was the committee recommen-
Idation that subject rezone request be continued for an additional
i, 90 days to allow appropriate City departments and the Council
Committee to review and analyze the needs as stated and to
I allow for the development of more detailed comprehensive plans
for the area.
Audience comments were invited. Mr. J. David Jensen, the ap-
plicant, 200 - 112th NE, Bellevue, spoke on behalf of the re-
'i zone request. He stated that two years ago he applied for and
was granted additional business zoning adjacent to subject
property because he had an active prospect for the property.
However, the deal did not materialize. Other prospects were
interested in the property, but due to the economic decline
they withdrew. However, at the present time, one prospect for
development has indicated an interest in possible construction
1 in 1972 , so the applicant is trying to put together a package,
possibly in conjunction with adjacent property to the east,
; which will suit the prospect who is interested in development
of a 100 , 000 square foot retail outlet. The property would be
developed with internal circulation to suit the development
and the proper external access when the time was right. He
stated further he would like to move ahead on his plans know-
' ing he has the R-3 zoning he is requesting and is sure the
Ij problems of access and traffic circulation can be resolved
at time of development. The Planning Director noted that such
a use would not be allowable in the R-3 zone.
Considerable discussion followed among Commission members, the
applicant and Councilman Stredicke, at the end of which Mr.
Jensen stated he would be agreeable to a 90-day continuance
of his application.

Pending . Rezones Committee Chairman Mola reported his committee
had met on March 3, 1971. The Jensen rezone request was re-
viewed and discussed, but no decision had been reached. Fur-
thermore, a letter has just been received from the applicant
withdrawing the proposals for dedication of right-of-way for
access to subject property made at the meeting of February 24 ,
1971. As an alternative to the dedication of right-of-way at
this time, the applicant proposes to provide utility and drain-
! age easements consistent with his site development plan at such
time as the City Engineer can determine the City' s requirements;
and to develop an additional access to the property through the
1 35 ' by 175 ' strip along the north property line and thence
westerly to Union Ave. ,NE at the time of project development.
The applicant' s letter requested favorable Commission consid-
eration of his rezone application.
(b) KAMPE CONSTRUCTION CO. , Appl. No. R-670-71; rezone from
GS-1 to R-1; property located on Pierce Ave. NE between
NE llth St. and NE llth Pl.
Scholes stated that he and the Planning Director had field
checked subject property and measured the streets and side-
walks in the area to determine the effect the Kampe rezone
request would have in the neighborhood. It was noted that
only a portion of the street on the west side of Pierce Ave.
NE had sidewalks and those- existing were 3 ' 8" in width. It
was found that NE llth St. has a paved section of 36 ' which
appeared to be more than necessary for a residential street.
Olympia Ave.. NE to the, west of Pierce has differing street
widths; north of NE llth St. the street width is 34 ' and to
the south it is 26 ' curb to curb. Measurement was made of the
distance from the southern end of the Kampe property to the
southern curb of NE llth St. , which was found to be 90 ' . It
appeared that it might be desirable that the Commission request
the St. Andrew Presbyterian Church to dedicate right-of-way for
the completion of Pierce Ave. : NE which would be identical to
the. right-of-way to be dedicated by the applicant. It would
be most feasible to request dedication of right-of-way all the
way to NE 12th St. , not necessarily improved, but at least
dedicated. There was some discussion regarding requesting
additional right-of-way to assist the City in improvement of
Pierce Ave. NE as 30 ' is not quite adequate for a 32 ' improve-
ment.
Scholes stated further that the Jensen property was also: field
checked. There appeared to be very specific points that the
Commission might deem desirable for a possible north-south
avenue extending from NE 4th St. The crown of the hill is at
the eastern edge of the Jensen land which does limit sight..
It was evident that it would be desirable to limit the number
of streets running north and south in the area.
Committee Chairman Mola stated he would be calling another
meeting of his Pending Rezones Committee prior to the public
hearing on March 24 , 1971; time and place to be announced
later.

Gentlemen:
Since the Public Hearing in February, 1971, Mr Erichson has requested a statement re-
garding my proposed plans for development of Demeree Center.
Since the meeting I have discussed the proposed dedication with illy associates, and also
briefly with Mr. Erichson. Consequently, because of the inherent problems in dedicating
half streets, and subsequent dependence on someone else for dedicating and improving the
other half, I believe it best to withdraw my former proposal. As additional property is
acquired this may be a practical solution, but for the present too many negative factors
preclude this as a satisfactory answer. As an example, a new residence was built on
the Rucker property several years ago which would be within the proposed right-of-way of
N. E. 5th Street. Other problems of extension and access may develop with respect to
either the Carue or Patas properties.
While it may be desirable, as indicated by Mr. Erichson, for the 11-3 zoned Patas property
to have other access, I suspect Mr. Patas may be quite satisfied with his present access
and thus not receptive to the dedication of a new North-South street, which would result
in a loss of total area available to him for development.
As an alternative to the dedication of the right-of-way at this time, I propose to, (1) Pro-
vide utility and drainage easements to the City consistent with my site development plan,
at such time as the City Engineers can determine the City's requirements. (2) Develop
an additional access to the property through the 35' x 175' strip along the North line, and
thence westerly to Union Avenue, at the time of the project development.
In this proposal I do not mean to rule out the possibility of future street dedications within
or adjoining Demeree Center. However, to do so now would I believe be premature, and
may adversely affect overall development.
I respectfully request that the Commission consider the important facts in my request for
R-3 zoning.
1. The property is contiguous on two sides to existing R-3 zoned property.
2. The property has access directly South to N. E.4th via a 15' easement which

is currently used by the residents of four houses, Kuromoto Gardening Company,
and the Shamrock Car Cleaning and Repair Shop on the Carue property.
3. An additional access to either Union Avenue or N. E.4th Street is available
via the connecting 35' strip along the North boundary.
4. The request appears to be consistent with the Comprehensive Plan map of
the City, and would not violate planning objectives.
Your favorable recommendations to the City Council at your next meeting will be most
appreciated.

The Chairman described the rezone application. The Planning
Director reviewed its-history, stating the area had been dis-
- cussed extensively in the 'past. Concern had been expressed
regarding development of a comprehensive plan for street
patterns and utilities to serve the area. It was the staff' s
opinion that prior.- to rezoning of additional land in the area,
such utilities and street plans should be established. The
Planning Director read a memorandum dated February 19, 1971,
from Lyman Houk of the Engineering Department which stated the
City Engineer feels that establishing a road pattern south of
the Apollo Middle. School site is premature at this time. No
need presently exists for streets in the area as the properties
are now occupied by a few houses. Future property development
will determine a pattern in this area. Utility development
within this area will be determined by future property develop-
ment. Easements may be used for these utility corridors instead
of street rights-of-way, and it is impossible to determine a
utility plan within this area until some development is proposed.
Upon request by the Commission for further comment regarding
this matter, Houk stated that a utility pattern has been devel-
oped by the fact that utility services are presently or will
in the future ring this particular property. Water service on
Union Ave. NE will be enlarged, and the school district will
construct a water system.. This will provide a great variety
of possibilities for the area south of the Apollo Middle
School. It is not critical to have an exact pattern for this
area as there is flexibility for provision of utilities in this
area in the future as they are required. The school site will
fix the street pattern north of subject area. When the appli-
cant' s property is developed, the need for streets will be
determined based on what he wants to develop and a logical
street pattern will emerge.
The Planning Director displayed a plan prepared by the staff
5 showing one concept for development of streets in subject area
south of the school site, including possible development of
NE 6th St. from Union Ave. NE to 138th Ave. SE, development
of NE 5th St. in similar fashion, and development of Anacortes
Ave. NE running northerly from NE 4th St. to the proposed
NE 6th St. , terminating at the school site. Such proposed
street pattern would develop a system of super blocks in sub-
ject area. Considerable discussion followed among Commission
members and the Planning Director concerning this plan and
alternative street patterns.

request, outlining his- plans for property acquisition in the
area to permit a package development of a shopping center,
medical-dental clinic and multi-family residential uses. In
response to query by the Commission, Mr. Jensen stated he would
be willing to set aside 30 feet on the easterly property line
s for future street development, although he felt it was unlikely
a street would be developed there.

Mola raised a question regarding access to subject property,
'and Mr. Jensen displayed a plan representing stage one of a
twenty-year development plan. He noted that subject property
presently has access to Union Ave. NE and NE 4th St. through
; contiguous properties under his ownership. It was noted by
'Commission members that sale of any of the applicant' s proper-
, ties could alter accessibility to subject property.

' Ross stated that as no real plans for development are available
' it was his opinion that the application for rezone was premature
at this time. It is his understanding that plans are underway
r, for annexation of land east of 138th Ave. SE, and Ross stated
further he felt the Jensen rezone request should be held until
; such annexation is accomplished. Humble stated he felt this
) was unreasonable as such annexation could take years to complete.
' The applicant reaffirmed his request for R-3 zoning, stating he
felt it was a logical extension of the existing R-3 zoning east
and west of subject property and in agreement with the Compre-
hensive Land Use Plan.
• Following further discussion regarding development plans in the
urea, possible annexations, and access problems, it was MOVED
BY SCHOLES, SECONDED BY DENZER, THAT THE HEARING BE CLOSED.
Ross, on the question, asked if closing of the hearing would
permit continuation of the matter. The Planning Director
stated that the Commission could continue discussion after
closing the public hearing, but further input from the appli-
. cant would be barred. Teegarden stated that closing the hearing
now could postpone a decision indefinitely and there would be
no further testimony from the public; further, if the hearing
' is closed now, the Commission could (1) continue deliberation
on the subject, (2) approve the application, or (3) deny the
, application.
Scholes stated it was his intention to close the hearing for
' this evening only and that he would withdraw his motion to
close the hearing; Denzer withdrew his second of the motion.
MOVED BY DENZER THAT THE JENSEN REZONE APPLICATION BE CONTINUED
FOR 'THIRTY DAYS OR UNTIL THE APPLICANT SUBMITS A MORE COMPRE-
'.HENSIVE PLAN OF THE STREET PATTERN FOR HIS PROPERTY. Motion
died for lack of second following discussion.
Mr. Jensen suggested that the rezone application be tabled
until after the next item of business to allow him time to
make notations on his development plan indicating access to
subject property. This was agreeable to the Planning Commis-
ision. The Chairman declared a brief recess at 9 : 30 p.m.

The Planning Director stated the request is for rezone from
GS-1 to R-1 to allow for development of four residential

building sites. Subject property is approximately 35 ,000 square
feet in area and is presently undeveloped. The applicant is

willing to dedicate 30 feet of right-of-way for street purposes.
Minimum lot size is approximately 6800 square feet.
The matter of right-of-way was previously discussed by the staff
with the Planning Commission relative to Pierce Ave. NE and
Queen Ave. NE. During the layout of the Studebaker Addition
on the west side of Pierce Ave. NE, a sixty-foot right-of-way
was authorized. The staff does not feel that a sixty-foot
right-of-way is necessary on Pierce Ave. NE , and it is recom-
mended that both Pierce Ave. NE and Queen Ave. NE be established
at fifty feet by adding twenty feet of the applicant' s property
to Pierce and ten feet on the easterly property line to Queen.
The Planning Director stated that a memorandum had been received
from the Engineering Department which stated that office would
concur with the reduction in right-of-way width of Pierce Ave.
NE from sixty to fifty feet, the connection of NE llth St. to
Queen Ave. NE and the widening of Queen Ave. NE from forty feet
to fifty feet.

Audience comments were invited. Mr. Leroy Atwood, 1115 Pierce
Ave. NE; Mr. William Jackson, 3508 NE llth P1. ; and Mr. Jon
Nelson, 3515 NE 12th St. , spoke in opposition to the reduction
of -right-of-way width on Pierce Ave. NE, stating they had
dedicated thirty feet for street purposes to insure that the
street would eventually be widened to a full sixty feet and
they were all unwilling that the street be developed to any
less than a sixty-foot right-of-way width. Mr. Nelson also
asked if the applicant would develop the street on his side
with curbs, gutters and sidewalks. The Planning Director
stated that according to the off-site improvements ordinance
the applicant would not be required to improve the street;
however, the Engineering Department feels right-of-way should
be improved prior to acceptance by the City. Mr. Houk of the
Engineering Department stated it has been the policy of his
department to concur with state law requiring that streets
dedicated be improved. The Engineering Department will request
street improvements from the developer.
Mr. Ray Ball, Sr. , 3607 NE 12th St. , present owner of subject
property under contract purchase agreement to Kampe Construc-
tion Company, spoke on behalf of the rezone request.
Following considerable discussion regarding street widths, im-
provements, traffic circulation, etc. , it was MOVED BY ROSS,
SECONDED BY FORGAARD, THAT THE KAMPE REZONE REQUEST BE CON-
TINUED FOR ONE MONTH FOR FURTHER STUDY. MOTION CARRIED, DENZER

The Planning Director stated the Planning Commission previously
considered and approved an earlier request by the applicant for
three buildings in this area. Current request is for construc-
tion of an additional hangar facility of similar type to exist-
ing hangars. A plan of the proposed hangar was displayed.
Questions were raised and discussed with reference to access,
parking, and circulation of airplanes to the proposed facility.
Ross stated that in view of existing conditions on the site,
the proposed development would improve the area in his opinion.
Following further discussion, it was MOVED BY DENZER, SECONDED
BY TEEGARDEN , THAT THE HEARING BE CLOSED. .MOTION CARRIED.
ACTION:
MOVED BY DENZER , SECONDED BY HUMBLE, THAT THE SITE APPROVAL

5 . ADMINISTRATIVE
(a) COMMITTEE REPORTS
1. SIGN CODE REVISION--Committee Chairman Scholes read
a memorandum to all Planning Commission members stating
that his committee had duly reviewed the proposed revis-
ions to the Sign Code Ordinance which were referred to the
Planning Commission by the City Council and had found all
revisions to be consistent with good planning practices.
These revisions are a portion of a continuing process of
ordinance updating. A brief summary of the proposed
revisions was discussed. It was the recommendation of
the Sign Code Revision Committee that the Planning Com-
mission approve these proposed revisions. A brief dis-
cussion by Commission members followed.
ACTION:
MOVED BY SCHOLES, SECONDED BY DENZER , THAT THE PLANNING
COMMISSION HAVING REVIEWED THE PROPOSED SIGN CODE REVISIONS
IN DETAIL APPROVE THE PROPOSED REVISIONS AND FORWARD A
RECOMMENDATION FOR APPROVAL TO THE CITY COUNCIL. MOTION

Dear Gordon:
I have reviewed with Jack the possibility of establishing a road
pattern in the vicinity of the above noted property and the Apollo Middle School
site. He feels that establishing a road pattern south of the Apollo Middle School
is premature at this time. No need presently exists for streets in the area, as
the properties are now occupied by a few houses. Future property development will
determine a pattern in this area.
The road pattern suggested for the area adjoining the school site
appears logical , with the exception of the north/south street adjoining the Easterly
boundary of the school site.
Utility development within this area will be determined by future
property development. Easements may be used for these utility corridors instead of
street rights-of-way. A good example of this is the Renton Village Development,
where all utilities are contained within easements. It is impossible to determine
a utility plan within this area until some development is proposed.

SUCH REZONE IS IN AGREEMENT WITH THE COMPREHENSIVE LAND USE

Scholes requested that the staff ascertain the exact legal
description of the property to be acquired by the state for
highway purposes and that this information be conveyed to the
City Council prior to its consideration of the rezone request.
(c) JENSEN, J. DAVID, Appl. No. R-668-71; rezone from G to
R-3; property located on NE 4th St. between Union Ave. NE
and 138th Ave. SE
The rezone application was described by the Chairman; the
Planning Director pointed out property location on the zoning
map. The request for R-3 zoning is in accord with the Compre-
hensive Land Use Plan. Slides of the property were shown.
Lyman Houk discussed the street improvements scheduled in the
area. NE 4th Street is already improved. Union Avenue NE will
be improved to a four lane facility with a 44-foot paved section
including curbs, gutters and sidewalks , from NE 4th Street to
Sunset Blvd. NE. It is anticipated that work will start this
summer with completion scheduled for next year.
Construction will start shortly on the Apollo Middle School to
{ be built on a 20 acre site northerly of subject property in
the county. The school district is pressing for street im-
provement in the area to provide access to the new facility.
The development of NE 6th Street is contemplated as a joint
effort by the city and the county. NE 8th Street in the
county may also be developed some time in the future and
i would extend easterly to 138th Avenue SE which will be a
major arterial. The Engineering Department is attempting to
work out a reasonable system of streets in the area around the
new school. However, as the whole area is relatively undevel-
oped, no plans have been drawn up for that area south of
NE 6th Street extended.
1 Mr. Houk also discussed water and sewer facilities proposed
for the area. The existing 8" main on NE 4th Street and on
Union Avenue NE will be enlarged to a 12" main on Union Ave.
This will provide more than adequate service to the school
and other development in the area. He stated that while the
sewer and water service pattern is set for the area north of
NE 6th Street extended easterly, there is no particular
pattern set for the area south of thisstreet at this time.
The Planning Director stated that as the subject area is
relatively undeveloped, an opportunity exists to guide growth
in the area as concerns streets and the formation of super
blocks. It is important that the city establishes a pattern
in the area on a comprehensive basis not only for streets but
also for sewers, water lines and storm drainage. The Planning
Director suggested the hearing on the rezone application be
continued so that the staff and the Commission can go into the
matter in detail to analyze and study the area in view of the
potential growth.

The Planning Director stated further that the applicant, as
required by ordinance, will provide off-street improvements
adjoining his property if the development exceeds $10 ,000.
The rezone request is in accord with the Comprehensive Land
Use Plan. Upon query by Scholes , the Planning Director stated
the application will be routed to the various city departments
concerned for their review and comments.
(b) ST . ANDREW PRESBYTERIAN CHURCH, Appl . No. R-667-71; rezone
from GS-1 to R-1; property located on NE 10th Ct. between Pierce
Ct. NE and Redmond Ave. NE
The Planning Director pointed out property location on the zon-
ing map. Slides were shown. The church proposes to subdivide
the property into three lots to be developed for single family
residences. One problem is that the land south of the proposed
easterly lot is landlocked at the present time. Mr. Houk of
the Engineering Department is researching the records in an
effort to determine whether or not an easement exists which
would permit the property owner access to this land. If none
exists, efforts will be made to resolve this problem. One
solution would be the possible dedication of the easterly
portion of the church property to the property to the south.
Such dedication or easement would not materially affect the
proposed lot and would provide legal access to the landlocked
property. A further report will be made to the Commission at
the public hearing meeting.

The Planning Director presented the applicant' s plot plan and
vicinity map. The request is in accord with the Comprehensive
Land Use Plan. Property to the east is presently zoned R-3 ,
and a portion of the property to the west is also zoned R-3 .

The question of access was discussed. It was noted that the
property to the west is apparently owned by the applicant and
that access could probably be provided from Union Ave. NE;
however, it would appear that private streets and lanes would
be developed within the property abutting the northwest corner
of Union and 4th. The county is considering development of
the easterly extension of NE 6th St. , north of subject prop-
, erty. Lyman Houk stated the Engineering Department is in the
process of beginning work on the improvement of Union Ave. NE
from NE 4th St. to Sunset Blvd. Union Ave. will be 44 feet
wide and developed as an urban arterial project. The school
district plans a middle school in the area and is pressing the
county for street improvements in the area outside the city
limits.
