Removal of Electrifi- urging action toward removal of electrical facility

Milwaukee tracks project presently under way, Resolution was pre-

The Chairman described the rezone application and noted that
Commission members were familiar with the property having
recently completed a review of a requested Comprehensive Land
Use Plan change for subject area.
The Assistant Planning Director pointed out property location
and advised the Commission that slides of all properties on
the agenda were available if the Commission wished to review
them again. The applicant is requesting B-1 zoning for the
property as described. The applicant also owns the property
directly to the west which is presently zoned B-1. The
requested rezone is in agreement with the Comprehensive Land
Use Plan.
The applicant, Mr. Cugini, has executed restrictive covenants
for the entire property covered by the recent Comprehensive
Land Use Plan change (from high density multi-family residential
to commercial) , including subject property as well as area to
the west presently zoned B-1 and a small area south of that to
the power line easement presently zoned L-1. The covenants
require a twenty foot setback for structures from the north,
south and east property lines. Landscaping will be required
on the first ten feet adjacent to the north and the first five
feet adjacent to the east and south property lines . Any out-
side storage of materials will be screened. Building, land-
scaping and screening plans will require approval of the
Planning Department prior to issuance of permits for develop-
ment of subject property.
As there were no additional Commission or audience comments ,
it was MOVED BY MOLA, SECONDED BY ROSS , THAT THE HEARING BE
CLOSED. MOTION CARRIED.
ACTION:
MOVED BY MOLA, SECONDED BY SCHOLES, THAT THE TINO. CUGINI APPLI-

The Chairman described the rezone application. The Assistant
Planning Director pointed out property location and reviewed
the history of subject property and application. The property
owned by St. Andrew Presbyterian Church directly north of
subject property was recently considered by the Planning
Commission for rezone from GS-1 to R-1 for the purpose of
development of three single family residential lots. At that
time the Commission became aware of the fact that property
located southerly was landlocked.
The Commission requested the church to contact the property
owner involved to work out a solution to allow access to the

landlocked parcel. This was accomplished by the sale of a
small portion of church property fronting on NE 10th Court
to aforementioned property owner. Subject property under
consideration for rezone at this time is that parcel formerly
landlocked.
The applicant proposes to develop two single family residential
lots each of which will be considerably larger than the 5 , 000
square foot minimum required in the R-1 zone. However, as one
lot will be slightly less than the 7 ,500 square feet required
in the SR-1 zoning classification, R-1 is being requested.
The rezone requested is in agreement with the Comprehensive
Land Use Plan and is in conformance with surrounding develop-
ments.
The applicant, Mr. Wynn Kampe, in the audience, stated he had
no additional information to present but would any any questions
the Commission might have.
Following Commission discussion concerning curb 'cuts for drive-
ways, etc. , it was MOVED BY STERLING, SECONDED BY MOLA, THAT
THE HEARING BE CLOSED. MOTION CARRIED.
ACTION:
MOVED BY STERLING, SECONDED BY MOLA, THAT THE KAMPE CONSTRUCTION
COMPANY REQUEST FOR REZONE FROM GS-1 TO R-1 BE APPROVED AND FOR-
WARDED TO THE CITY COUNCIL AS IT IS IN AGREEMENT WITH THE
COMPREHENSIVE LAND USE PLAN. MOTION CARRIED.
SPECIAL USE PERMIT IN M-P ZONE EXTENSION REQUEST
(c) BURLINGTON NORTHERN INC. , Appl. No. SU-664-70; temporary
steel storage in M-P zone; property located on Lind Ave. SW
between SW 7th and 10th Sts . (Earlington Industrial Park)
The Chairman described the special use permit extension request
and stated that although this item is listed on the agenda under
administrative matters, the Commission would consider it as a
public hearing item.
The Assistant Planning Director reviewed the history of the
application. On March 11, 1970, Burlington Northern made
application to the Planning Commission for a special use permit
to allow the temporary unloading, sorting, storing and rehauling
of structural steel destined for construction at SeaTac Airport
on property located in the•.:Earlington Industrial Park on Lind
Ave. SW between SW 7th and 10th Sts. After review, the Plan-
ning Commission granted the request for a period not to exceed
six months.
On November 2 , 1970, Burlington Northern applied to the Planning
Commission for an extension of the special use permit to
October 1971. This request was reviewed by the Planning
Commission on November 25 , 1970 . After discussion and con-
sideration of the matter, the Planning Commission granted an
extension of the special use permit to July 1 , 1971, subject
to provision of curb cuts and paving of the parking area to
the satisfaction of the Traffic Engineering Department.
On June 29, 1971, Burlington Northern applied to the Planning
Commission for a further extension of the special use permit
to September 30 , 1971. U. . S . Steel, lessee of the applicant,
has advised that all steel for the airport project has been
received and no additional steel will be delivered to subject
site. It is expected that all construction on the project at
SeaTac Airport will be completed by September 30, 1971.

third floor conference room of the Renton Municipal
Building at 7 : 30 p.m. for a report from the staff .
The Chairman announced the meeting would return to the normal order

As the Comprehensive Land Use Plan has been amended from high
density multi-family to commercial for this area, subject re-
zone application is in agreement with the Plan. Restrictive
covenants for setbacks, landscaping and screening have been
executed by the property owner covering subject property as
well as his adjoining property to the west presently zoned
B-1 .
Scholes asked if the covenants made any reference to light and
noise control. The Planning Director replied that the coven-
ants pertained only to setbacks, landscaping and screening.
The Planning Director was requested to furnish a copy of the
executed restrictive covenants to each Commission member.

The Planning Director noted that subject property is that area
which was discovered to be landlocked at the time adjacent
property to the north owned by St. Andrew Presbyterian Church
was being considered for rezone to R-l. Through Commission
efforts, the question of access to subject property was
resolved. The present request is for the same zoning granted
the property to the north. The applicant proposes to develop
two single family lots of approximately 7, 500 square feet in
area each. This request is in agreement with the Comprehensive
Land Use Plan.

and special use permit for mobile home trailer, 65 ' x 24 ' in
size, to be used as pro shop and restaurant for Earlington
Golf Course through 1973; property located on SW 7th St. ,
west of Powell Ave. SW (zoned M-P)
The Planning Director stated that the request to place a mobile
home structure on M-P zoned property as noted above came about
due to the fact that Metro is acquiring for expansion purposes
the property to the north of its present complex, including
the Earlington Golf Course clubhouse. Therefore, it is neces-
sary that the clubhouse be relocated on a temporary basis,, with
proposed development to include placement of trailer, gravel
parking areas and limited landscaping.
