WHEREAS under Chapter VII , Title IV (Building Regulations)
of Ordinance No. 1628 known as the "Code of General Ordinances
of the City of Renton" , as amended , and the maps and reports adopted
in conjunction therewith , the property hereinbelow described has
heretofore been zoned as General Classification District G9600?
and
WHEREAS a proper petition for change of zone classification
of said property has been filed with the City Clerk on or about
April 3, 1972 , which petition was duly referred to the Planning
Commission for investigation, study and public hearing , and a public
hearing having been held thereon on or about April 26 , 1972 , and
said matter having been duly considered by the Planning Commission
and said zoning request being in conformity with the City' s Comprehensive
Plan, as amended, and the City Council having duly considered all
matters relevant thereto , and all parties having been heard appearing
in support thereof or in opposition thereto ,
NOW THEREFORE ,
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY

ITEM NUMBER 1.
In what way is this proposed change in zoning in the public interest?
By providing doctor's offices, clinics and other hospital ancillary
services adjacent to the Valley General Hospital. This facilitates
public use of these interrelated services as well as the medical
community.
P-1 Zoning would exclude this property from multi-family use yet
allow a logical and attractive zoning transition from the intense
hospital to single family zoning.
ITEM NUMBER 2.
On what basis is there a real need in this community for more zoning
of the type you request?
As is typical of all hospitals, a sizeable community of professional
services directly related to and interdependent with the hospital is
growing around the periphery of Valley General Hospital. Since all
the property in the area was originally single family, including
the hospital, it has been necessary to rezone property as the medical
community grows.
ITEM NUMBER 3.
What provision will you make to protect adjacent and surrounding properties
from the detrimental effects of any uses permitted in the proposed zone?
The property under consideration is bounded on the west by a limited
access highway; on the east by a major access road; on the south by
Valley General Hospital and on the north by a deep natural ravine.
Use of the natural boundaries and landscape in addition to the inherent
quietness and cleanliness of medical-dental offices will provide a
logical, natural and esthetically pleasing transition between adjacent
properties. Parking and traffic handling facilities for this property
and the hospital could be complimentary and would create very little
additional traffic on residential streets.
COMMENT
It is the intent of the applicant to acquire this property for the
purpose of relocating his dental practice. If rezoned to permit
professional offices, applicant would remodel the existing residence to
provide two dental office suites. Off-street parking would be provided.
Long range plans might include construction of additional medical-dental
space or hospital related facilities consistent with the P-1 zoning
requested.

Audience comments were invited. Mr . John Becker, 1034 Kirk-
land Avenue NE, stated his concern regarding the possible
access from Kirkland Avenue NE, citing similar problems with
the apartment complex located on the northwest corner of
NE 10th Street and Kirkland Avenue NE. Mr. Becker also urged
consideration of a fence or hedge requirement along the easterly
boundary of subject property for the protection of children due
to the steep topography factor.
Mr. Glenn Burrelle, 1010 Kirkland Avenue NE, also indicated his
concern regarding the possibility of access to subject property
and requested that access be restricted from Kirkland Avenue NE.
Discussion ensued among Commission members concerning the access
problem and mention was made of the possibility of restrictive
covenants to control ingress and egress from Kirkland for the
protection of the single family residents in the area.
As neither the applicant (who is presently out of the country)
nor his representative was present at the hearing, it was MOVED
BY MOLA, SECONDED BY ROSS, THAT THE JAY HOLMES APPLICATION FOR
REZONE BE CONTINUED TO THE MEETING OF MAY 24 AND THAT THE MATTER
BE REFERRED TO THE COMMISSION ZONING COMMITTEE FOR STUDY AND
REPORT BACK. MOTION CARRIED.
y- (b) UNBEDACHT, IVAN, Appl. No. R-692-72; rezone from G-9600
to P-1; property located north of Valley General Hospital
between freeway and Talbot Rd. S .
The Chairman described the rezone application. The Assistant
Planning Director pointed out property location and displayed
vicinity map and plot plan of subject area. Existing zoning
is G-9600 for the 7 . 8 acre parcel. The Comprehensive Land Use
Plan indicates public use for the southerly portion of subject
property, single family for the northerly portion, with an area
shown as green belt on the westerly boundary. Slides of the
property were shown.
The Chairman stated the Commission must make a determination
regarding the Comprehensive Land Use Plan designation for the
area before the rezone request can be considered. Planning
Commission members attending the field trip noted that the
ravine north of subject property appears to be a logical topo-
graphic break between the zones or land use designations . The
proposed use of the existing residential structure for medical
offices would be compatible with the hospital use directly to
the south and would have no detrimental effects on the single
family residential uses across the ravine to the north.
Commission discussion ensued regarding the land use plan, and
its flexibility as determined by the Commission with reference
to compatibility with existing uses . Denzer and Seymour agreed
that the color zones on the official plan should not pin the
boundaries down definitely; that the Commission has flexibility
in its interpretation of the plan depending upon circumstances ,
existing surrounding uses and natural features . Ross stated he
did not feel subject application was in violation of the Com-
prehensive Land Use Plan; that subject rezone is compatible
with the plan, and that the uses allowable in the Public Use
District are not detrimental to the adjacent surrounding
single family uses to the north.

Upon conclusion of this discussion, it was MOVED BY ROSS ,
SECONDED BY DENZER, THAT THE PLANNING COMMISSION FINDS THE
REQUEST OF IVAN UNBEDACHT FOR REZONE IS A VALID APPLICATION
IN CONFORMANCE WITH THE EXISTING COMPREHENSIVE LAND USE PLAN.
MOTION CARRIED UNANIMOUSLY.
The Chairman declared the hearing open for consideration of
the Unbedacht rezone request. Ross called for comments from
the applicant. Mr. Ivan Unbedacht, 14122 SE 162nd Place,
Renton, spoke on behalf of the application for rezone , noting
the property is large and the existing residential structure
is extensive in size. Sale of the property for use as a single
family residence has not been possible due to its cost. How-
ever, interest has been shown in acquisition of the property
for medical uses if rezone to P-1 can be accomplished. The
purchaser, a Renton dentist, proposes to remodel the existing
residence for use as a dental clinic at this time.
Mr. El Baylis of Jack Woodman & Associates , Architects , dis-
cussed the proposed use of the property for two dental offices
with improved parking facilities . Access would be from Talbot
Road South. An ultimate development study of the entire
property has not been made at this time .
Commission discussion ensued concerning the access to the pro-
posed medical facility. Ross inquired as to whether the data
requested in this connection of the Engineering Department was
available . The Assistant Planning Director replied that the
material had not yet been received.
It was noted by the Chairman that development in the P-1 zone
requires review by the Planning Commission. Should subject
request for rezone receive favorable action by the Planning
Commission and subsequent approval by the City Council, the
property owner would then apply to the Planning Commission
for site plan approval prior to issuance of a building permit.
It would then be appropriate at the time of filing of detailed
site plans to review the question of access, parking, land-
scaping and other requirements .
After additional Commission discussion concerning site plan
approval requirements in P-1 zones , it was MOVED BY ROSS,
SECONDED BY DENZER, THAT THE HEARING BE CLOSED. MOTION
CARRIED.
ACTION:
MOVED BY ROSS, SECONDED BY DENZER , THAT THE PLANNING COMMISSION
RECOMMEND TO THE CITY COUNCIL APPROVAL OF THE UNBEDACHT APPLI-
CATION FOR REZONE FROM G-9600 TO P-I AS THE REQUEST IS IN
AGREEMENT WITH THE COMPREHENSIVE LAND USE PLAN AND THAT THE
APPROVAL BE BASED UPON THE SITE PLAN AS SUBMITTED WITH THE
APPLICATION FOR REZONE.
Scholes moved to amend the motion to request that the access
road width be placed at thirty feet rather than the existing
twenty-five feet as shown on the plan. This amendment was
seconded by Seymour. Discussion ensued on the amendment
which was subsequently withdrawn by Scholes ; second was with-
drawn by Seymour.

F (b) UNBEDACHT, IVAN, Appl. No. R-692-72 ; rezone from G-9600
to P-1; property located north of Valley General Hospital
between freeway and Talbot Rd. S.
The Planning Director noted that at the time of rezone of the
hospital property, the south 85 feet of subject property had
inadvertently been rezoned to P-1 due to an error in the legal
description furnished by the Hospital District. The applicant
is requesting P-1 zoning for his entire property, the intent
being to convert the existing residence to medical offices.
The parcel encompasses over 71/2 acres . The Planning Commission
is requested to review the Comprehensive Land Use Plan designa-
tion in this area to determine whether the application for
N rezone is valid or if the applicant should initially request
a change to the land use plan.
(c) GENERAL SECURITIES INC. , Appl. No. R-693-72; rezone from
R-3 to B-l; property located on northwest corner of Benson
Road S. and S. Puget Drive
The Chairman noted this property was recently before the
Planning Commission as a request for change to the Comprehen-
sive Land Use Plan designation from high density multi-family
residential to commercial. After study and public hearing,
the Planning Commission voted unanimously to deny the request.
The Planning Commission decision was appealed to the City
Council. Following its public hearing, the City Council over-
turned the Planning Commission decision and granted the land
use plan change as requested. Present application for business
zoning is to permit construction of a service station on the
property.
(d) MARGULLIS, LEON, Appl. No. R-694-72; rezone from G to R-2;
property located west side of Talbot Road S. , approximately
650 feet south of S. 43rd Street
The Planning Director noted this parcel, in conjunction with
two parcels located immediately to the north, came before the
Planning Commission in May of 1968 as a rezone application.
During the course of the Planning Commission' s deliberations
on the application the matter of dedication of property for
additional right-of-way on Talbot Road was discussed. Two of
the applicants concerned deeded the property for right-of-way
as requested; present applicant withdrew his request for rezone
at that time.

for warehouse in M-P zone; property located on Lind Avenue SW

The Planning Director noted that the Planning Commission had
considered this matter in October of 1971 and after several
problems had been resolved the application was approved. It
was further noted that at that time the request was for an
addition to an existing building. Subsequently, problems
developed and the applicant now wishes to construct a separate
building on subject property.
