An independent transportation impact fee is allowed by the Renton Municipal Code (RMC) 4- 1-190 (H). An independent transportation impact fee is proposed for this project because the specialized use is not consistent with a specific land use category from ITE Trip Generation or the CityÊs impact fee schedule. Project Description The University of Washington Medical Center is proposing to consolidate the majority of their non-emergency testing facilities into an existing building located at 1601 Lind Ave SW. The existing site includes a total of approximately 199,168 square feet (SF) of building area that was previously occupied by office use. A UW Medicine testing lab and supporting administrative office use consisting of 39,834 SF currently occupies the first floor of the building, which was Phase 1. The proposed Phase 2 project would occupy the remaining four floors of the building (floors 2 through 5) with additional testing lab facilities, support offices, and amenities. The testing lab will operate 24 hours a day, 7 days a week. This testing lab will contain equipment to perform tests on samples that are collected in other locations and couriered to the facility using small courier vehicles (including cars and small panel trucks like FedEx). Patients requiring testing are not expected to visit the facility. Trip Generation and Independent Transportation Impact Fee Estimate UW Medicine Testing Lab Phase 2 (Renton) TENW December 12, 2022 Page 2 Background Based on information provided by the project applicant, the City of Renton noted during the pre-application meeting that a traffic study (that meets City of Renton traffic study guidelines) is required at land use submittal if the proposed project generates more than 20 new PM peak hour project trips. Additionally, the proposed project is subject to a transportation impact fee of $7,145.85 per net new PM peak hour vehicle trip based on the additional PM peak hour trips estimated to be generated by the proposed tenant improvement project. Based on the CityÊs methodology and allowance for an independent impact fee per Renton Municipal Code (RMC) 4-1-190 (H), we have calculated an independent transportation impact fee for Phase 2 of the proposed UW Medicine Testing Lab project based on the use of tenant-specific trip generation data provided by the applicant. Trip Generation The net new trips associated with Phase 2 of the UW Medicine testing lab tenant improvement project were determined by estimating the total trips from the proposed project and then subtracting out the trips generated by the existing use. Proposed UW Medicine Testing Lab Trip Generation Based on information provided by the applicant, the proposed testing lab use is not consistent with a specific land use category established in the Institute of Transportation Engineers (ITE) Trip Generation Manual. As such, user-specific information was used for the trip generation estimate. To estimate trip generation for the proposed UW Medicine Testing Lab, the University of Washington provided detailed forecasts of all vehicular trips anticipated to occur on a typical weekday for the entire medical testing lab facility (floors 1 through 5) at 1601 Lind Ave SW. The trip generation associated with the previously approved (entitled) Phase 1 (currently occupying the first floor) was then subtracted from the trip generation forecasts for the entire building to estimate the new trips associated with the proposed Phase 2 tenant improvement, which includes medical testing lab space in the remaining floors of the building (floors 2 through 5). The detailed weekday trip estimates for the proposed Phase 2 tenant improvement project (occupying floors 2 through 5 of the building at 1601 Lind Ave SW) are summarized in Attachment A and described by the following categories: Employee Trips – A maximum of 609 total employees are expected in three shifts. The first shift of 325 employees would be from 7:00 AM to 3:30 PM, the second shift of 175 employees would be from 3:00 PM to 11:30 PM, and the third shift of 100 employees would be from 11:00 PM to 7:30 AM. Employees generally arrive 10-20 minutes before the start of their shift and depart 10- 20 minutes after their shift ends. Specimen Delivery/Pick-up Trips – Up to 262 additional trips (131 in, 131 out) for specimen delivery/pick-up are expected to occur on a daily basis. These trips are anticipated to occur throughout all 24 hours of the day with at most 4 vehicles arriving and departing during the same hour. The specimen delivery/pick-up vehicles are anticipated to be on-site for less than 1 hour at a time. It should be noted that some trips associated with specimen delivery/pickup were already included in the trip generation estimates for the approved medical testing lab on the 1st floor. Trip Generation and Independent Transportation Impact Fee Estimate UW Medicine Testing Lab Phase 2 (Renton) TENW December 12, 2022 Page 3 Waste Pick-up/Supply Delivery Trips – Up to 4 additional waste pick-up/supply delivery trips (2 in, 2 out) are expected to occur on a daily basis. These trips are generally anticipated to occur between 8:00 AM and 4:00 PM and be on-site for less than 1 hour at a time. It should be noted that some trips associated with supply delivery, waste and trash pickup, and custodial services were already included in the trip generation estimates for the approved medical testing lab on the 1st floor. Other Trips – Up to 6 additional UPS or FedEx pickup/delivery trips (3 in, 3 out) are anticipated to occur on a daily basis. It should be noted that trips associated with USPS mail delivery and miscellaneous weekly services (Iron Mountain paper shredding or Aramark) were already included in the trip generation estimates for the approved medical testing lab on the 1st floor. As shown in Attachment A, based on detailed trip generation forecast provided by the University of Washington, Phase 2 of the proposed UW Medicine Testing Lab tenant improvement project is estimated to generate 116 trips during the weekday AM peak hour (8 in, 108 out) and 20 trips during the weekday PM peak hour (10 in, 10 out). Net New Trip Generation Weekday trip generation estimates for the existing 159,334 SF of office use (to be replaced by the proposed UW Medicine testing lab) were based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition for Land Use Code (LUC) 710 (General Office Building). The resulting net new trips associated with the proposed tenant improvement project are summarized in Table 1 and the detailed calculations are included in Attachment B. Based on the user-specific information provided by the applicant and the ITE Trip Generation Manual, Phase 2 of the proposed UW Medicine Testing Lab tenant improvement project is expected to result in a net reduction in weekday PM peak hour trips. Therefore, payment of a transportation impact fee should not be required. Conclusion Based on the user-specific information provided by the applicant and the ITE Trip Generation Manual, Phase 2 of the proposed UW Medicine Testing Lab tenant improvement project is expected to result in a net reduction in weekday AM and PM peak hour trips when compared to the existing office user. Therefore, a Traffic Impact Analysis (TIA) and transportation impact fee are not expected to be required.
