HomeMy WebLinkAboutJ_1601_Justification_for_CUP_221216_v1.pdfJustification for Conditional Use Permit The University of Washington Department of Laboratory Medicine and Pathology (DLMP) is seeking a Conditional Use Permit for 1601 Lind Ave SW, Renton, WA 98057, USA. This project would include additional Medicine Testing Lab facilities, support offices and amenities on the remaining floors (2-5). Level 1 is currently occupied by UW DLMP, providing COVID-19 testing. This project is beneficial to the City of Renton and the community for providing medical testing and diagnostic services that are in demand by physicians, hospitals, and laboratories across the Puget Sound region. By expanding the current facilities where COVID-19 samples are tested and analyzed, UW DLMP Central Labs in Renton will also meet the needs of the evolving landscape of pathology. The Department of Laboratory Medicine and Pathology (DLMP) is committed to fostering a diverse community that is encouraging, inclusive, and welcoming to all. UW DLMP is a regional resource for clinical laboratory services required for innovative patient care, research, and educational programs. The proposed use of medical testing lab facility is compatible with the character of the neighborhood, which is mostly Commercial Office. Laboratories for "research, development, and testing" are specified as AD (Administrative Conditional Use) under the CO zoning district and classified as the same occupancy group under the 2018 International Building Code. The expected hours of operation will be 24/7 which can contribute to neighborhood safety. Approximately a total of 600 - 750 full time staff will be employed at this facility (300-375 day, 180-225 evening & 120- 150 night shifts). We expect that these positions will be for skilled personnel, and these users will contribute favorably to the proposed anticipated uses supporting technology, research, and development for this part of Renton. The proposed use we expect will not result in any adverse effects on adjacent properties when taking into consideration traffic, noise, and light during construction and operation of the facility. Adequate parking is available to UW staff. The samples being tested will be delivered to the facility in small courier vehicles including cars and small panel trucks (i.e., FedEx). Patients requiring testing are not expected to visit the site. In summary, we propose that this use will be a positive addition to the neighborhood and a source of pride for the citizens of the City of Renton.
