Chairman Teegarden advised that Mr . Rushmore had delayed
his appeal of the Planning Commission decision of July 25 ,
1973 , beyond the ten day limit , and the appeal request was
, not accepted by the City Council . NO FURTHER ACTION IS
NECESSARY ON THE APPLICATION .

Chairman Teegarden read a letter from Dr . Eugene Brain ,
3817 Talbot Road , South , expressing his thanks to the Plan-
ning Commission and inviting the Commission to come by and
inspect the house that has been remodeled .

Mr. Ericksen advised the Commission that Mr . Guy wishes re-

Subject: Rushmore Rezone Application No. R-728-73
At your request, we have reviewed several questions raised by the
Planning Commission regarding this rezone application, and met with
the Commission's Rezone Committee. These questions concerned right-
of-way dedication, off-site improvements, street vacation procedures,
and the grade of N.E. 12th Street adjoining the site.
The matter of requesting the applicant to -deed the north 30 feet of
the property for widening of N.E. 12th Street at its intersection
with Edmonds Avenue N.E. has received considerable attention from
both the Commission and the applicant. We feel thatthe uses per-
mitted within the requested R-3 zoning classification would contribute
additional traffic to N.E. 12th Street. We feel the developer bears
responsibility for the impact his development may have on local traffic
circulation. In view of the steep grade and intersection configuration,
additional traffic would benefit from widening of N.E. 12th Street. If
this were a plat development, the additional street right-of-way would
be required as a part of the plat development.
The installation of off-site improvements will be required in conjunction
with the development of this property. In this particular instance, the
improvements have already been constructed on Edmonds Avenue N.E. in con-
junction with the UAB street improvement project, at no cost to the
property owner. The improvement of N.E. 12th Street as previously
mentioned, would substantially improve the intersection providing safety
to automobile and pedestrian traffic in the area.
The question of whether N.E. 12th Street should or could be vacated is
a matter that would be decided by the Board of Public Works and,
ultimately, by the City Council . In view of the present traffic cir-
culation in the area, it seems doubtful that the Board would act favorably
to such a request.
The existing grade of N.E. 12th Street adjoining the property is steep.
Although some regrading may slightly improve the grade, no major grade
improvement would appear possible without major impact to the abutting
properties. Widening of the road and the construction of curbs, gutters,
sidewalks, and street paving would be the major benefits to this portion
of the street. .

Chairman Teegarden commented that some of the audience might
be present to hear the committee report on the proposed
Recreational Vehicle Ordinance , which will not be presented
this evening . He noted. a study session will be held at 7 : 30
_ p .m . July 18th and is open to the public . The Planning Director
noted that it is anticipated that there will be changes in
the preliminary draft ordinance as prepared at this time , and
Chairman Ross of the Zoning Committee stated that the Committee
would not be making a recommendation this evening .

Wes Hodge , 905 Norton Building , Seattle , and attorney repre-
senting Shell Oil Company , stated he had received the draft
Environmental Impact Statements late that afternoon , and
presented them to the Planning Director . He requested their
application be on the July 25th agenda , if at all. possible ,
due to a construction timing problem.
The Planning Director informed Mr . Hodge that the State
Environmental Policy Act requires certain procedures be
followed in regard to Environmental Impact Statements . Initially ,
after the. draft EIS is accepted, it is distributed to various
' other agencies in the area for their review and commments .
This requires a minimum of 30 days . Mr . Ericksen noted that
it would probably be the end of .Au.gust before the Planning staff
could make a final ruling on the EIS , and the public hearing
could probably be held in September or., possibly , October . He
explained this was a requirement of the state law over whi,ch
the Planning Department had no control .
Mr . Humble asked if this application was considered of regional
significance . The Planning Director replied it is due to
its location in the valley , the drainage system, and the
location of the P-1 Channel it is considered to be of regional
significance particularly if accidental spillage were to occur .
Commissioner Seymour joined the meeting at this point.

additional parking to the south , sufficient to cover the parking
required for the balance of the development., and proposes to
develop all of the landscaping at this time . The Planning
Department staff is presently working with the developer . on the
landscaping plan . The applicant wishes to make the landscaping
symmetrical with the property on the west side of Seneca
Avenue .

Chairman Teegarden presented the 'application and the
Planning Director reviewed it for the Commission , noting
this item had been continued from the May 23rd meeting
as there had been questions raised by both the Commission
and members of the audience regarding the proposed develop-
ment of the property. The application had been referred
to the Zoning Committee for study and recommendation at
that time .
Mr. Ericksen reviewed the staff report , the property lo-
cation , land use and existing zoning . The request is in
agreement with the Comprehensive Land Use Plan .
In view of the nature of the surrounding use and the adja-
cent zoning , the staff recommends that the request for re-
zone be approved and that 30 feet of right-of-way be _dedi -
cated for N . E . 12th . The property shall be subject to de-
velopment review .
Chairman Teegarden stated a petition had been submitted
prior to the meeting from residents of the area (with
approximately 43 signatures ) objecting to the proposed
rezone , and read the petition . He noted a petition had
been received at the last public hearing , also objecting
to the rezone .
Commissioner Ross , Chairman of the Zoning Committee , noted
the committee had held four meetings and made a field trip
(accompanied by 4 of the adjacent property owners ) to receive
input on the matter of the rezone . Ross stated the primary
concern of the people opposed to the rezone appears to be
the condition of N . E . 12th , and the fact that it would be-
come more hazardous by the development of this property ,
and also the question of invasion of their privacy since
any development would overlook the properties below .
Chairman Teegarden then asked Mr . Rushmore to speak on be-
half of his application . Mr. Rushmore stated he would like
his attorney to speak for him.
Mr. Anthony Schwab , 3226 Portage Bay Place East , Seattle ,
stated his client would be willing (in the spirit of com-
promise) to either sell the additional 30 feet to the City
for right-of-way or dedicate it if the City would be will -
ing to maintain it as a green belt .
Mr. Ericksen stated he felt the property owner would bene-
fit in terms of upgrading in zoning and that the applicant
has benefited by the improvement to Edmonds Avenue , which
had been done at public expense , and he felt if a property
owner contributes to problems in an area , then he should
also contribute to solving the problems.
In reply to a question by. Mr. Schwab regarding the possible
widening of 12th . St . , and how the City would acquire the
additional right-of-way from property owners , Mr. Ericksen
stated there is existing right-of-way to the west which

on the June 13th agenda as a site approval and had been viewed
on the field trip June 16th .

corner of N . E . 12th St. and Edmonds Ave . N . E .
Chairman Teegarden described the application , noting it
was continued from the last meeting , and the Planning
Director gave a: brief run-down on what had transpired
since the previous meeting .
Mr. Ericksen indicated the Zoning Committee had requested
additional information , which has been obtained and is
contained in the staff report . The Parks Department has
indicated the property in question would be too small
for park development , that the area is generally well
served by present facilities and acquisition of land
in the vicinity is not contemplated . Regarding the mat-
ter of vacation of N . E. 12th west of Edmonds , this was
reviewed with the Public Works Department and does not
appear feasible du.e to over-all traffic circulation in
the area . The Public Works Department had also indi -
cated that off-site improvements are required for any
property other than single family residential .
Chairman Ross of the Zoning Committee reported the com-
mittee had held two meetings on the subject application
following the previous hearing to review the data re-
ceived from the Parks and Public Works Departments .
Chairman Ross then read the petition from the opponents
and the replies received from Parks and Public Works .
Chairman Ross stated the committee ' s recommendation at
this time is that the applicant amend his application to
an R-2 zoning , as a transition to R-1 north of N . E . 12th ,
or a denial since the committee feels R-3 would be pre-
mature pending development of the property to the south .
Ross stated the committee felt the R-2 zoning would be
a better buffer between the property to the south zoned
B-1 and the R-1 zoning to the north and west. He dia-
gramed the topography of the property on the board and
explained the height and setback limitations of the two
zonings . He also outlined the uses allowable in R-2 and
R-3 zones . He noted if the B-1 property is developed ,
then the Planning Commission would be better able to
determine if the R-3 zoning would be allowable . Discus-
sion followed on this subject.
The applicant , John Rushmore , stated he did not have any
new input to present but did have some comments which he
thought were relative . He stated this particular piece
of property is unique in that it is almost surrounded by
zoning of a similar nature to that which he had requested .

He felt there was no way this property could be used logically
as residential because of the Puget Power facility to the west
and the steep grades ; however , he felt a planned development

Chairman Teegarden asked Mr. Rushmore about his react'lon to the
committee ' s recommendation that it be' changed to R-2 . Mr . Rush-
more replied his reaction is if R-3 is disfavorable , and R-2 is
favorable , he would have to accept it but in effect it 'is just
delaying the action . He would still have to come back to the
Planning Commission for a special permit and would have to expend
funds with no assurance that it would be approved . One other
point that Mr. Rushmore wished to make : The residents in the
area were concerned about the traffic problem , which was dis-
cussed at length , and he had agreed to not use N . E . 12th St .
for access .
Ross asked the Planning Director if he would interpret Mr. Rush-
more ' s remarks as amending his request to an R-2 zone? Mr . Erick-
sen replied he did not think it would constitute such . . Mr . Rush-
more had said he would accept it if he had to , but he did not
specifically agree and to amend his application .
Mr. Ericksen further stated the Planning Commission is an advis-
ory body and makes a recommendation to the City Council , and as-
suming that the applicant concurred in the recommendation of a
lesser zoning than originally requested then the Commission could
recommend a lesser zone .' The Commission could also deny the re-
quest, and the applicant could then appeal to the Council .
Ross said he would like the applicant to have the opportunity
to respond. Mr. Rushmore asked the Planning Director to explain
the procedures involved in obtaining permission to build an
apartment in the R-2 zone . ;My.,., fr cksen replied it could be
allowed_` by special permi:t' O)f t.h'e' Planning Commission , and answered
other questions. regarding height limitations and lot coverage .

Dayton Ave . N . E . , made statements in protest to the rezone and pro-
testing a change to R-2 .
The applicant then stated he had invested a lot of money in the
property and did not wish to see it developed improperly. He felt ,
he had presented sufficient reasons and that it should be rezoned
to R-3.
Following this , it was MOVED BY SCHOLES , SECONDED BY ROSE , THAT..
THE PUBLIC HEARING BE ' CLOSED . MOTION CARRIED UNANIMOUSLY .

Chairman Teegarden informed the applicant , Mr. Rushmore , of the
Commission ' s decision to deny the rezone request , and specified
an appeal must be filed within ten days with the City Council if
he wished to appeal the decision .

was dedicated by Puget Power, and west of Dayton Avenue the
right-of-way is wider. The main problem is at the intersec-
tion , and development of the property would require almost
immediate widening and improvement of the street adjoining
the Puget Power installation and the subject property . This
would bring obvious benefits to the adjacent property owners
by improving the intersection , the access problem and the
grade . Puget Power has agreed to install improvements at
their cost at such time as the City requires it .
Discussion followed regarding the question of the right-of-
way dedication . Mr. Ericksen pointed out staff does not feel
the development of the property as presently zoned constitutes
a problem; however, if the density were increased , and both
the R-3 and B-1 properties were developed , then the problems
would be increased and N . E . 12th would definitely have to be
improved .
Chairman Teegarden called for comments from the audience .
Mr. Roland R. Wylet , 1216 Dayton N . E . , acting as spokesman
for the petitioners , stated he felt all the objections were
covered in the petition and suggested it be reviewed . The
Chairman re-read the petition at this point .
Statements protesting the proposed rezone were also made by
Adrain Sheely , 1312 Dayton Ave . , N . E . , and W . D . Newton , 1212
Dayton Ave . N . E .
Mr. Schwab summarized by saying the remainder of Mr. Rushmore ' s
property is commercially zoned and the subject property is not
suitable for single family residential . He feels it is only
feasible to develop it as an apartment complex to act as a buf-
fer between the commercial property and the single family resi -
dential , and wanted it especially noted that the requested re-
zone is in accordance with the Comprehensive Plan . In regard
to the anticipated traffic use , Mr . Schwab stated Mr . Rushmore
is prepared to make a concession to not use N . E . 12th Street
for either ingress or egress .
Commissioner Ross , chairman of the Zoning Committee , stated
that due to the hazardous condition of N . E . 12th St . and the
intersection of 12th and Edmonds , the following proposal may
be feasible : That N . E . 12th St . from the west property line
of Puget Power' s property be vacated and the City retain a. 15-
foot utility easement which would accommodate future underground-
ing of wiring , etc. , and allow pedestrian and bicycle traffic
only. Mr. Schwab asked that the record show that Mr . Rushmore
would be agreeable to the suggestion made by Commissioner Ross .
The Planning Director reviewed the types of uses allowable in
an R-3 zone -- including multiple dwellings , and other uses such
as professional offices , etc . , by special permit from the Plan-
ning Commission . Mr. Ericksen stated the development of adja-
cent properties should also be considered , as well as the timing
of a rezone .
After further discussion , Commissioner Humble MOVED THE HEARING
BE CLOSED.
Chairman Teegarden stated the Commission has three alternatives :
1 . Close the hearing and take action ; 2 . Close the hearing and
refer to a committee for further study and report back; or , 3 .
Continue the hearing to a definite future date .

Humble asked to change his previous motion and MOVED THE
HEARING BE CLOSED AND THAT THE MATTER BE REFERRED BACK TO
THE ZONING COMMITTEE FOR STUDY AND REPORT BACK TO THE COM-
MISSION. MOTION SECONDED BY SEYMOUR.
Ross questioned if the committee would have the opportunity
to receive further input at future committee meetings and
was informed by the Chairman that he could ask for advice
from the staff , or the Engineering and Fire Departments , but
would not be entitled to question the applicant or hear tes-
timony .

SCHOLES THEN MOVED THAT THE HEARING ON THE RUSHMORE REZONE

Earlington Industrial Park .
Chairman Teegarden reviewed the application . The Planning
Director displayed the site plan and pointed but property
location . The development plan is for approximately 1 /2
of the total ' site at this. time . Mr . Ericksen indicated
there were questions regarding landscaping and ingress and
egress , and these matters have been reviewed with the ap-
plicant. The application complies with the requirements
of the M-P zone , and applicant has agreed to add additional
landscaping . Staff recommends approval subject to posting
of a bond for, installation and maintenance of landscaping .
Mr. Frank Lindell , Project Manager for Halvorson & Associ -
ates , made a brief presentation on their proposed plans and
indicated he was aware he would have to come before the Com-
mission again for any expansion of the building . He stated
he probably would be applying for the expansion within a
few weeks.
With regard to the landscaping , Mr . Lindell indicated he
would like to put in landscaping similar to that across the
street (Washington Wholesalers ) to make it symmetrical .
Chairman Teegarden stated he would be willing to accede
to the staff working out the type of plants with the appli -
cant.
Following this , it was MOVED BY WIK , SECONDED BY SCHOLES ,
THAT THE HEARING BE CLOSED. MOTION CARRIED UNANIMOUSLY .

I talked with Mr. Rushmore regarding the dedication of 30
feet of his land along N.E. 12th for public right of way.
He expressed concern about this matter, especially with
regard to points of access to his property. He felt that
he should be able to have access off of 12th, given a
dedication of 30 feet on that street. I informed him that
via the Traffic and Engineering Department recommendations
the commission would regard this as important factor in
the rezone of this property.

Gentlemen:
The intersection of N.E. 12th Street and Edmonds Avenue N.E.
is a junction between two streets that are classified as collector
• : arterials . In this case, however, somewhat of a peculiarity exists
in that N.E.: 12th Street is classified as an arterial on the East
side only. That protion of N.E. 12th. West of the intersection is
considered to be a neighborhood access street.
Traffic signals are normally installed on the basis of war-
rants that have been established over many years of experience
throughout the nation. These warrants are explained and set forth •
in the' "Manual On Uniform Traffic Control Devices For Streets And
Highways". The warrants consider such item such as traffic volumes ,
pedestrian traffic, school . crossings , and accident experince. Near- . .
ly- all traffic signals are installed due to meeting the warrants
for traffic volumes, simply because pedestrian traffic and accident
experience are generally somewhat proprtional to traffic volume.
Present traffic volumes on the streets under consideration here
are substanially below those that would warrant the installation of
a traffic signal . The 'minimum vehicular volume" warrants specifies
that there shall be 500 or more vehicles per hour on the major street
for the eight highest, hours. Edmonds Avenue does not have anywhere
near 500 vehicles during any hour of the day.
While we have not made a pedestrian count at theis location,
we assume that pedestrian traffic is reasonably low and it would
be highly doubtful that a signal is warranted on tha t basis. We
have made pedestrian studies at an adjacent intersection, N.E. 16th '
Street, and and have found that that location does not warrant a
traffic signal . It is our understanding that there is more school
pedestrian traffic at N.E. 16th Street than at N.E. 12th Street.
Accident experience at the intersection of N.E. 12th and Edmonds '
does not indicate a need for signalization under the "Accident Exper-
ience" warrant.
It is our considered opinion that it is very unlikely that a
signal will be warranted at thd's location within the foreseeable
future. The type of development that we see in the area implies
that the present method of traffic control should be adequate for
many years.

SUBJECT : Information Requested by the Zoning Committee on the
Rushmore Rezone Application
1 . I called Mr. Rushmore and discussed ingress and egress from
N . E . 12th Street , and he stated that he would have no objec-
tions to restricting access from this street and limiting
access to Edmonds Avenue N . E . He said this could be accom-
plished by a deed restriction if the Commission felt it was
necessary .
2 . The dedication of 30 feet of right-of-way on N . E . 12th was
discussed , and Mr . Rushmore felt that tf1s` would not be
necessary if access from his development was restricted from
12th . He said he would be willing to maintain a 30-ft . set-
back , plus an additional 20-ft. setback , for a total of
50 feet from the existing right-of-way line instead of dedi -
cating 30 feet . He maintained that the existing trees would
be left which would serve as a screening buffer from the
existing single family residential homes in this area . He
also stated that the City should purchase the 30 feet if they
felt that. a:dditional right-of-way is necessary in this area ,
but he does not feel that he should dedicate this right-of-
way because his development would not be contributing to any
additional traffic on 12th .
3 . He would not object to screening on the westerly property line
and would agree to this if the Planning Commission feels it
is necessary.
4 . Jerry Shellan has stated in the past that the City cannot
legally restrict access to property owners from adjacent
streets .
5 . Jerry Shellan has also indicated in the past that the Planning
Commission can grant a rezone subject to approval of the develop-
ment plan by the Planning Commission .
6 . We talked with Dave Hamlin of the Traffic Engineering Department

with respect to the right-of-way dedication on N . E . 12th .
He felt that , although improvements for 12th are not scheduled
in the six-year street program , dedication of right-of-way
should be required if additional development is proposed for
the area . It was mentioned that similar requirements were met
by Puget Power when they developed the property to the west
of the subject property .

The May 1973 public hearing meeting of the Renton Planning Com-
mission was called to order at 8 : 05 p .m.
1, ROLL CALL was taken by Secretary Mola . All members responded
present with the exception of Carue (had to work) Lemon (out
of town ) and Humble ( his wife was in the hospital ) .
ACTION :
MOVED BY ROSS , SECONDED BY MOLA, TO EXCUSE THE ABSENT COM-
MISSION MEMBERS . MOTION CARRIED UNANIMOUSLY .
2, PUBLIC HEARING ITEMS :
A. REZONE:
RUSHMORE , JOHN C . ; Appl . No . R-728-73 ; request for
rezone from G-7200 to R-3 ; property located on S .W.
corner of N. E. 12th St. and Edmonds Ave . N . E .
Chairman Teegarden introduced the application . The Plan-
ning Director pointed out the property location and described
the existing land use in the area , noting apartments to the
east, a Puget Power substation to the west, and junior high
school and elementary school site diagonally across the
street.. Slides were then presented .
Mr. Ericksen stated that the applicant owns adjacent
property zoned B-1 and proposes to dal(elop the , entire
parcel as an apartment-office building-b.0nes,s complex.
The proposed development is in accord with` :he Comprehen-
sive Plan ; however, the Commission should consider specific
controls for site development . The dedication of right-of-
way for the_ development of N. E .. 12th St . is recommended .
Chairman Teegarden stated that a petition signed by 12
residents of the immediate neighborhood objecting to the
proposed rezone was just presented, and read the letter
aloud.. The petitioners feel the property in- question
should be kept for single family homes.
Discussion followed regarding access to the property , and
the possibility of limiting access to Edmonds Avenue . Lyman
Houk pointed out that the Traffic Engineer would review any
development plan submitted and determine the proper location
for ingress and ..egress . Scholes questioned if the access
problem is serious enough to warrant restricting the density
and , therefore , not allowing •R-3 zoning . Ross noted that
if access were allowed to N. E. 12th for the use of the apart-

ments , it would be difficult to restrict it to that use only
when the commercial property to the south is developed. The
Planning Director felt an effective way to prevent commercial
property traffic from using any access onto N . E . 12th would
be by use of a barrier and landscape screening , etc .
Chairman Teegarden asked if anyone in the audience wished to
speak in favor of the rezone . The applicant , Mr . John Rushmore ,
stated that the R-3 zoning would create a buffer between the
single family residential and the business zoning to the south .
He agreed the topography of the property is a problem, but any
development would be done in conjunction with the Traffic
Engineer to assure safe access , etc . He assured the Commission
he would be willing to cooperate and do whatever is requested
that is logical and good planning .
The Chairman then called for comments from , those opposed to
the rezoning . Mr. Harry Watson , 1208 N . Dayton , Mr. and Mrs .
Fred Wendling and son , 2331 N . E . 12th , and Mr . W. D . Newton ,
owner of property at 1212 Dayton Ave . N . E . , spoke in opposition
to the rezone . Listed as reasons : the steep grade on 12th at
the intersection with Edmonds , the fact that apartments on the
higher elevation would overlook their back yards and invade
their privacy , the increased traffic and probability that cars
would be parking on the streets . Mr . Wendling also asked about
notification requirements for rezones . Mr . Ericksen replied
the legal requirement is posting of 3 notices in the vicinity
of the property and legal advertisement in the Record-Chronicle ,
but that the Planning Department is investigating other methods
of notifying property owners of public hearings .
Mr. Rushmore responded to some of the questions raised by the
opposition , and the Planning Director stated that the Parking
and Loading Ordinance requires 2 parking spaces per unit , with
a separate area set aside for parking of boats , trailers , etc .
in large complexes , which should eliminate on-street parking .
He further noted that if this property were developed , then
off-site improvements (curbs , gutters and sidewalks ) and
widening of the street would probably be required to accommo-
date existing and additional traffic .
ACTION :
Following this discussion , it was MOVED BY SCHOLES , SECONDED
I ( BY SEYMOUR , THAT THE HEARING ON THE RUSHMORE REZONE BE CON-
TINuED TO THE MEETING OF JUNE 27TH AND REFERRED TO THE ZONING
COMMITTEE FOR STUDY AND RECOMMENDATION . MOTION CARRIED
UNANIMOUSLY .
Norman Ross , chairman of the Zoning Committee , then .called
for a meeting of the committee at 7 : 30 p . m. , May 30th , and
noted that all committee meetings are open to the public . He
requested that the Engineering Department , prior to the Zoning
Committee meeting , furnish data and schedules for the improve-
ment of N. E . 12th Street and the intersection of Edmonds Ave . N . E .
and N . E . 12th St.
B. SITE PLAN APPROVAL:
HALVORSON & ASSOCIATES ; Appl . No . SA-729-73 ; site _plan
approval for warehouse in M-P zone ; property located on
southeast corner of Seneca Ave . S . W. and S . W. 7th St . ,
Earlington Industrial Park .
Chairman Teegarden described the application , and the Planning
Director pointed out property location , displayed the site

It was then MOVED BY ROSS , SECONDED BY LEMON , THAT THE
PUBLIC HEARING BE CLOSED. MOTION CARRIED UNANIMOUSLY .
ACTION :
MOVED BY SCHOLES , SECONDED BY WIK, THAT THE PLANNING
COMMISSION GRANT THE REQUEST OF LEWIS H . PURCELL FOR A
WAIVER OF OFF-SITE IMPROVEMENTS SINCE THE ADJACENT AREA
IS NOT DEVELOPED TO CITY STANDARDS AT THIS TIME .
On the question , Seymour asked that the minutes show
this to be a particular exception in this case .
Pending MOTION CARRIED UNANIMOUSLY .
4. NEW PUBLIC HEARING ITEMS (FOR MAY 23RD PUBLIC HEARING) :
The Chairman requested that the Planning Director review the
new items of business to be considered at the public hearing
May 23rd.
C. REZONE:
RUSHMORE , JOHN C. ; Appl . No . R-728-73 ; request for rezone
from G-7200 to R-3 ; property located on the southwest
corner of N . E . 12th St . and Edmonds Ave . N . E .
Mr. Magstadt pointed out that the property is located
diagonally across Edmonds from McKnight Junior High School ,
with a Puget Power substation directly to the west. The
applicant is requesting a rezone of the property on the
corner presently zoned G-7200 . The property he owns south

to Sunset is zoned B-1 . Applicant is proposing a condo-
minium on the area to be rezoned . The Comprehensive Land
Use Map indicates medium density multi -family.
D. SITE PLAN APPROVAL:

The Planning Director noted this is a new development on

They are planning to develop only a portion of the prop-
erty at this time . A preliminary landscape plan has been
submitted , and a final plan will be submitted before the
May 23rd meeting . A staff report will be prepared prior
to the . meeting .
