Carl Sternoff defining the points that needed to be resolved regarding their application , copies of the staff report and the supplemental report regarding landscape re- quirements . The Planning Director noted that regarding the northern boundary it was originally intended that there should be a five foot planting strip outside the screening fence , to be planted with. poplars , similar to the southern bound- ary line . Representatives of the Railroad agree that such screening is necessary. They are investigating the pos- sibility of making five feet of their property available to Sternoff. There may be a problem with reference to a proposed future spur track ; therefore , Burlington engi - neers are presently studying this , and the staff is await- ing their reply . The staff is specifying replacement of trees along the southerly and easterly property lines , requesting that spacing be maintained and that provision be made for water-- ' ing for survival . It is also recommended that a perform- ance bond be submitted for the installation and mainte- nance of landscaping for a three year period . The various points have been discussed with Mr. Carl Sternoff , and it is believed that he is in general agreement. The grounds have been largely cleared of stockpiling outside of fenced areas . Chairman Teegarden requested further information regard- ing the westerly boundary . The Planning Director stated that the original intent was that there be landscaping along this boundary . However , it is felt that it could be waived at this time due to the existing natural screen- ing . Chairman Teegarden confirmed with Mr. Ericksen that when development to the west occurs , the applicant will ' have to return to the Planning Commission for site plan �. approval , = . i Discussion ensued regarding landscaping , specifically as' to location on the exterior or interior of the fencing'. The Planning Director noted that it is the staff' s opin- ion that the screening should be located on the exterior- of the fence rather than the interior. I , To completely solve the problem, however, will require a change in the home occupation section of the Zoning Regulations.
