Ross requested that the staff provide the Commission with a
copy of restrictive covenants filed at the time of Commission
action on the Rivily property. He also asked for a briefing
on action taken previously relating to the Citizens Service
Corp . site . Scholes asked who has jurisdiction over land as
far as the shores of Lake Washington are concerned , Shoreline
Management or zoning . Mola requested information as to what
was previously approved for Wiechmann Enterprises .
Responding to a request by the Chairman , Mr. Magstadt stated
he would attempt to get a legal opinion as to whether a devel -
oper ' s plan can be tied to the property at the time of request
for rezone .
FIELD TRIP
A field trip was set for 8 : 30 a . m. , Saturday , April 20 , with
members meeting at the Sheraton Inn Coffee Shop .

The• Chairman called for committee reports on special items , as
follows :
( 1 ) GLACIER PARK CO . ; Appl . No . R-757-74 ; Rezone from
G to M-P (Community Services and Zoning - Request
to report back April 10 , 1974 )
Scholes , chairman of the Community Services Committee ,
reported that they had met jointly with the Zoning Com-
mittee , had discussed various aspects of the request ,
including environmental protection , shoreline management ,
fill and the recommended moratorium far rezones and fills
in the Valley . They were unable to come up with a defini -
tive answer. Planner Smith stated that the applicant
has formally submitted a letter reducing his application
on the rezone to include parcel one of the property .
Ross , chairman of the Zoning Committee , reported that the
question of limits of the application also prevented them
from arriving at a decision . It was indicated that the
committees are continuing to work on the problem .
(2 ) CBD PARKING
Chairman Ross of the Zoning Committee presented the Com-
mittee ' s proposed ordinance amending Section 4-2208 of
the Parking and Loading Ordinance relating to parking
exemptions to the Commission . He referred the members
to their " Parking Exemption District Rationale" report .
He indicated the recommendation was the result of study
with the Downtown Merchants Association and the staff .

MOVED BY ROSS, SECONDED BY GIBSON, THAT THE ZONING COMMIT-
TEE REPORT BE STUDIED BY COMMISSION MEMBERS SO THAT ACTION

Locating the site on the map , Mr. Smith identified the
Green River and railroads in the. vicinity . Adjacent
zoning is H-1 and M-P . The site will require fill and
falls within Shoreline Management jurisdiction . Proposed
use is for a warehouse and office . Requested zoning is
in agreement with the Comprehensive Land Use Plan .

Mr. Smith noted the site on the map , pointing out that
it is south of FAI 405 and will be adjacent to the P-1
Channel . Surrounding zoning is GS-1 , L-1 and H-1 .
Restrictive covenants have applied to recent rezones in
the area . The request is in agreement with the Comprehen-
sive Land Use Plan . Proposed use is for construction of a
wholesale distribution center and warehouse .

The April 1974 administrative meeting of the Renton Planning
Commission was called to order at 8 : 05 p .m. by Chairman Tee-
garden .
ROLL TALL was taken by Secretary Wik . All members re-
sponded present with the exception of Scholes (arrived
at 8 : 15 p .m. ) and Seymour (arrived at 8 : 10 p .m. ) .
2 . APPROVAL OF MINUTES :
The Chairman called for additions or corrections to the
minutes of the meeting of March 27 , 1974 .
Commissioner Ross requested that the record be amended
to reflect his comments as follows :
4/ REGARDING THE GLACIER PARK COMPANY REZONE REQUEST
FROM G TO M-P FOR PROPERTY LOCATED ON THE EAST SIDE
OF WEST VALLEY HIGHWAY AT THE INTERSECTION WITH
STRANDER BOULEVARD, ROSS REQUESTED THAT THE RECORD
INDICATE THAT THE PUBLIC WORKS DEPARTMENT COMPREHEN-
SIVE PLAN OF STREETS AND ARTERIALS IN THE AREA BE
PROVIDED.

PROPERTIES.
REGARDING THE REZONE AND SPECIAL PERMIT APPLICA-
TIONS OF SCARSELLA BROTHERS FOR PROPERTY LOCATED
APPROXIMATELY 1200 FEET NORTH OF S. W. 43RD STREET
ON WEST VALLEY HIGHWAY, ROSS REQUESTED IT BE NOTED

RAISED THE QUESTION OF THE EFFECT OF THE RECOMMENDED MORA-
TORIUM ON FILLING AND REZONES IN THE VALLEY, SINCE THE
COUNCIL HAS NOT YET ADOPTED OR DEFINED THE BOUNDARIES OF
THE MORATORIUM.
REGARDING THE REQUEST FOR WAIVER OF OFF-SITE IMPROVEMENTS
BY FRANK STOREY, IT WAS ASKED BY ROSS THAT THE MOTION GRANT-
ING DEFERMENT OF THE REQUIREMENT BE PRECEDED BY THE FOLLOW-
ING: "SINCE ONLY THREE OF THE SEVEN ABUTTING LOTS WERE
AFFECTED BY THE REQUEST, THAT A PLAN FOR UNIFORM SIDEWALKS
MIGHT BETTER BE ACCOMPLISHED AT A FUTURE DATE AFFECTING THE
FUTURE OWNERSHIP OF THOSE PROPERTIES ABUTTING THE STREET," .
Regarding the Storey application , it was requested by Humble
THAT IT BE NOTED THAT SEYMOUR CONFIRMED THAT IF AN L.I.D. IS
PUT IN THE AREA, THEN IT WOULD BE NECESSARY TO PUT IN SIDEWALKS.
With regard to the roll call vote concerning the Angelo Cala-
brese application Seymour requested THAT IT BE RECORDED THAT
TEEGARDEN HAD ABSTAINED. Seymour also requested THAT THE
RECORD REFLECT THAT THE COMMISSION HAD VOTED UNANIMOUSLY TO
CARRY BOTH THE AMENDED MOTION AND ORIGINAL MOTION BY ROSS,
SECONDED BY GIBSON.
ACTION:
MOVED BY SEYMOUR, SECONDED BY ROSS, THAT THE MINUTES OF
MARCH 27, 1974, BE APPROVED AS CORRECTED. MOTION CARRIED
UNANIMOUSLY.
The Chairman requested permission to depart from the written agenda
to Item 4.A. (4) , VALLEY DEVELOPMENT , inasmuch as Chester Jahns of
the Soil Conservation Service had been invited to make a presenta-
tion regarding land use and drainage proposals in the Green River
Valley.
It was MOVED BY MOLA, SECONDED BY SCHOLES , THAT THE AGENDA BE MODI-
FIED TO HEAR THE REPORT BY MR. JAHNS OF THE SOIL CONSERVATION SERVICE.
MOTION CARRIED UNANIMOUSLY .
3- VALLEY DEVELOPMENT - GREEN RIVER WATERSHED PLAN
Chester Jahns , Soil Conservation Service Assistant Project
Engineer on the Green River Watershed Plan , presented \maps of
their proposed drainage system for the Green River Valley .
Said plan was adopted in 1966 and is presently in the environ-
mental stage . The project area is 16 ,000 acres , of which 110
acres are designated as "mitigated wetlands . " Of the eight
designated areas , three are located in Renton as follows :
one along the east side of the Valley freeway ; one situated
in Orillia ; and one located east of the West Valley Highway.
Estimated cost of work in the total Valley is $28 ,000 ,000 .
Mr. Jahns discussed the location and capability of planned
channels and the types of wetlands found in this area . He
listed the following five points to be accepted by local jur-
isdictions before the project is begun :
1 . Acquisition of wetlands .
2 . Total land use treatment plan for the Valley.

The April 1974 public hearing meeting of the Renton Planning
Commission was called to order at 8:00 p .m. by Chairman Tee-
garden .
1 - ROLL CALL was taken by Secretary Wik. All members re-
ported present with the exception of Ross , who had prev-
iously reported he would be arriving late . (Ross arrived
at 8:45 p.m. )
Noting the long agenda , the Chairman requested that Commis-
sioners and audience make their comments as brief as possible .
He then introduced continued public hearing items for con-
sideration .
2. CONTINUED PUBLIC HEARING ITEMS :
REZONE:
A, GLACIER PARK CO . , Appl . No. R-757-74 ; rezone from G
to M/P; property located on east side of West Valley
Highway at intersection with Strander Blvd.
The Chairman asked for a presentation from the Planning
Director. Mr. Ericksen pointed out the two parcels on
the vicinity map which were originally requested for re-
zoning , noting that Richard Vincent , Project Manager,
Glacier Park Co. , has submitted a letter formally with-
drawing parcel #2 from the application and offering par-
cel #1 for consideration in its entirety. Mr. Ericksen
advised that four letters supporting the rezone had
been received . The Zoning Committee ' s report , recommend-
ing approval , was read by the Planning Director. It was
noted that the staff recommended approval with the under-
standing that the 2% natural area requested by the Soil
Conservation Service be incorporated in the site devel -
opment plans subject to Planning Commission approval .
Scholes , Chairman of the Community Services Committee ,
reported that his committee was in favor of the re-
quested rezoning and any surface fill and excavation
required but recommended that street right-of-way be
dedicated for the extension of Strander Boulevard .
Discussion followed regarding the advisability of a
right-of-way requirement at this time .
ACTION:
MOVED BY HUMBLE, SECONDED BY MOLA, THAT APPROVAL OF PAR—
CEL #2 FROM G TO N—P BE RECOMMENDED TO THE CITY COUNCIL
AS IT AGREES WITH THE COMPREHENSIVE LAND USE PLAN WITH
THE UNDERSTANDING THAT TEE 2% NATURAL AREA WILL BE INCOR—
PORATED INTO THE SITE DEVELOPMENT PLANS. MOTION CARRIED

SPECIAL PERMIT:
B. PETERSON , ROGER; WITSOE , STAN ; Appl . No . SP-754-74 ; spe-
cial permit to construct nine duplex buildings in R-2
zone ; property located at N . E . 8th Street between Harring-
ton and Jefferson N . E .
The Chairman requested a brief status report from the Planning
Director. Mr. Ericksen displayed elevations of the proposed
nine two-story duplexes and noted that their height is. 212
• feet from average ground level . He pointed out thetr loca-
tion on the vicinity map and stated that adjacent properties
were single family residences and some duplex units .
Mr. Ericksen and Commissioner Scholes , Chairman of the Commun-
ity Services Committee , reported that the Committee had met
with the applicants and area residents . Items discussed in-
cluded landscaping , screening , setting aside of open space ,
grading to reduce building heights , and placement of build-
ings . The resulting revised plan , indicating use of existing
and proposed fencing to screen the development from adjacent
properties , was described by the Planning Director. Mr. Erick-
sen noted that setbacks of structures on N . E . 8th Street vary
between 14 and 24 feet and is acceptable to the staff.
Mr. Ericksen brought the Commission ' s attention to a copy ;of
restrictive covenants pertaining to Fairwood Terrace that
were filed in 1958 and run with the land until 1983 and nOted
requirements for a twenty-five foot rear yard setback and mini -
mum lot size of 7500 square feet . Mr. Ericksen stated that
they had not had an opportunity to review the restrictive cov-
enants with the City Attorney. Discussion followed regarding
the possible effect of the covenants on the application .
The Chairman invited comment from the audience . Mrs . Doris
Reed , 801 Jefferson N . E. , Renton , submitted a list of twenty-
eight names of neighbors who protested the development . She
stated they object to the number of units , the excess traffic
on N . E. 8th Street , distance from the property lines , and
height of the buildings . She also questioned what this would
do to property values , and if the plan was in the best inter-
est of the surrounding area .
ACTION:
MOVED BY HUMBLE, SECONDED BY SCHOLES, TO CONTINUE THE HEARING
FOR THE PURPOSE OF INVESTIGATING THE ALLEGED RESTRICTIVE COVE-
NANTS ON THE LAND. MOTION CARRIED, ROSS ABSTAINING.
Mr. Peterson then asked for a "yes " or "no" vote , stating
he felt a decision could be rendered subject to determining
the legality of the restrictive covenants . Discussion fol -
lowed.
ACTION:
MOVED BY SEYMOUR, SECONDED BY WIK, THAT BECAUSE OF PUBLIC
NOTIFICATION AND HOLDING A PUBLIC HEARING ON PUBLIC HEARING
DATES, THAT THIS ITEM BE PLACED ON THE AGENDA FOR MAY 22, 1974.

B. VALLEY DEVELOPMENT - MORATORIUM ON FILLING AND
REZONING , GREEN RIVER VALLEY
Chairman Teegarden announced that because of a conflict
with other meetings and the length of the agenda , Council -
man Grant was unable to be in attendance . Therefore , it
was established that the Commission would meet with the
Council Community Services Committee Wednesday , April 17 ,
at 8 : 00 p . m. The recording secretary would advise the
Commission of the meeting place .
C. P.A. W. CONFERENCE ' - JUNE 6 , 7 , 8 , 1974
The Chairman called for anyone wishing to attend the
P . A. W. Spokane Conference . Mr. Magstadt stated that
funds were available for three members to attend .
ACTION:
MOVED BY WIK, SECONDED BY MOLA , THAT COMMISSIONERS GIBSON,
SCHOLES AND SEYMOUR BE AUTHORIZED AS REPRESENTATIVES OF
THIS COMMISSION AT THE SPOKANE PLANNING ASSOCIATIONS OF
WASHINGTON CONFERENCE JUNE 6, 7 AND 8 . MOTION CARRIED
UNANIMOUSLY.
- Ross requested that the staff make necessary reservations
for him, and he would attend at his own expense .
D. SEATTLE AUDUBON SOCIETY REQUEST
The Chairman read a letter from Leonard Steiner , Conserva-
tion Chairman , Seattle Audubon Society , requesting that
the Renton Planning Commission open public hearings on a
reevaluation of the Renton Comprehensive Land Use Plan in
consideration of legislation of the State Environmental
Policy Act and the Shorelines Management Act.
ACTION:
MOVED BY ROSS, SECONDED BY SEYMOUR, THAT THIS MATTER BE
REFERRED TO THE COMPREHENSIVE PLAN COMMITTEE TO DETERMINE
WHETHER ANY ACTION SHOULD BE TAKEN PREVIOUS TO THE REGULAR
CONSIDERATION OF CHANGES IN THE COMPREHENSIVE LAND USE
PLAN IN OCTOBER AND REPORT BACK AT THE MAY ADMINISTRATIVE
MEETING. MOTION CARRIED UNANIMOUSLY.
E, OTHER
Mr. Teegarden recognized Richard Vincent , representing
Glacier Park Company , in the audience . He stated that
he . wished to advise the Commission that the Glacier Park
Company is willing to expedite matters and has revised
the site application and site plan .
Ross requested that the staff provide additional data on
Glacier and called a Zoning Committee meeting for 7 : 00 p .m. ,
April 17 , to consider the matter.
As there was" no further business before the Commission , it

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM
GENERAL CLASSIFICATION (G) TO MANUFACTURING PARK (MP) DISTRICT
WHEREAS under Chapter VII, Title IV (Building Regulations)
of Ordinance No . 1628 known as the "Code of General Ordinances of
the City of Renton", as amended, and the maps and reports adopted in
conjunction therewith, the property hereinbelow described has has
heretofore been zoned as General Classification (G) ; and
WHEREAS a proper petition for change of zone classification of
said property has been filed with the City Clerk on or about March 6 , 1974
which petition was duly referred to the Planning Commission
for investigation, study and public hearing, and a public hearing
having been held thereon on or about March 27 , 1974 , and said

Mr. Frank Kinney outstanding service as member of the Fair Housing Commission,

Commission, appointed to that position in 4/25/73 when the Fair
' Housing Commission was absorbed by the Human Rights and Affairs
Commission. Mr. Kinney expressed appreciation and thanked the
Mayor and City Council for support given to the Commission.

Metro/Sewers Letter from Metro enclosed copy of the Environmental Assessment for
Proposed Rate the Municipality's proposed sewerage rate increase, January 1 , 1975,
Increase and a copy of the rules for the public hearing to be held May 14,
in the Orcas Room, Seattle, Center, asking that the document be
Public Hearing on file for public review. Mayor Garrett noted the Metro staff has

Plant & Channel Negative Declaration" On proceeding with construction of the P-17
Punlpi �c Plant and Channel , West Side Green River Watershed, King
County. The letter noted Notice of Negative Declaration to appear
in Federal Register,and the attempt to alert all interested parties.
Final Estimate Letter from Public Works Director Gonnason recommended payment of
AB&C Contractors the first and final estimate due A B & C Contractors, Inc. for
Water Project work performed on the installation of watermain in „N.W. 2nd St.
W-403, CAG 063 from Taylor Ave. N.W. to Stevens N.W. (LID 281 ) in the amount of
LID-281 $9,412.75. The letter recommended Council accept•.completion as' of
May 6, 1974. The letter noted liens in the amount of $8,273.90
have been filed against this project and that the progress payment
was being withheld until such a time as the City receives clear-
ance on all liens and has received proof of payment of all tax
liabilities, such as the Dept. of Revenue and Department of Labor
and Industries; progress payment of $9,412.75 plus $987.70
retainage = total contract price of $10,400.45. It was MOVED BY

Final Estimate Letter from Airport Director Bennett requested final payment to
Maple Valley Maple Valley Electric Co. for Renton Airport Phase II-B project,
Electric Co. recommending acceptance by the City Council of the project as of
CAG-0034-73 March 25, completed and accepted by FAA March 7, 1974. The
ADAP Project No. letter stated the 30-day period .elapsed and no liens or claims
8-53-0055-01 have been filed against the project, and recommended release of
retained amount of $5,921 .60, subject to receipt of final clear-
ances from Olympia, including proof of: payment of tax liabilities .
•The letter also noted that after this portion of the ADAP project
has been audited by FAA, a $50,000 grant will be received from the
Washington State .Aeronautics Commission as the matching share of

RECOMMENDATION FOR APPROVAL OF THE APPLICATION

The Committee reviewed the possibility of land fill permit

personally for many years and am familiar with the quality of his

of such an operation would be a great asset to the City of Renton
and, particularly, to the area surrounding the race track. I am

unreasonably long time. We are in desparate need of a good
restaurant in this area as there is certainly a void for nearly a
one-mile radius and we urge that prompt action be taken by the
Planning Commission so that construction can be started immedi-
ately.

4. NEW PUBLIC HEARING ITEMS :
REZONES
4 A. GLACIER PARK CO. ; Appl . No . R-757-74 ; rezone from G to
M-P ; property located on east side of West Valley Highway
at intersection with Strander Blvd .
The Chairman requested a presentation from the Planning Director.
Noting the two parcels of land involved on a vicinity map , Mr .
Ericksen described the property as former agricultural land ,
with the westerly parcel to be reused for a restaurant and
possibly a bank . At the present time there are no develop-
ment plans for the easterly parcel . Mr. Ericksen directed
the Commission ' s attention to the drawing of the planned
facility and parking layout on a generalized plot plan and
illustrations of proposed elevations . It was noted that the
facility will be located on the northerly half of the westerly
parcel . Slides and aerial photographs of the area were
viewed .
The Chairman called for questions from the Commission .
Commissioner Wik inquired , if the one-year moratorium on re-
zones and fills in the Green River Valley recommended to the
Council in November 1973 , had any bearing on the application .
Discussion followed regarding application of the policy estab-
lised by the Commission at this time , inasmuch as the recommen-
dation is still under study by the Council . •
Mr. Teegarden invited comments from a representative of the
applicant.
Richard Vincent , Project Manager , Glacier Park Company ,
2223 46th Ave . S . W. , Seattle , reported that plans for the
restaurant facility are complete for the westerly parcel of
the property. He indicated that they are willing to withdraw
the request for rezone of the easterly parcel at this time , as
they presently have no plans for reuse . Responding to questions
from the Commission , Mr . Vincent advised that only small amounts
of fill are planned for the westerly parcel ; bids have been
prepared to clear the entire site ; and he indicated that they
would agree to withdraw their request for rezone of the south
half of the westerly parcel , if necessary .

The March 1974 public hearing meeting of the Renton Planning
Commission was called to order at 8 :05 p .m. by Chairman Tee-
garden .
1 . ROLL CALL was taken by Secretary Wik. All Commission
members responded present.
2 . RESIGNATION - COMMISSIONER EVELYNN CARUE
Chairman Teegarden advised the Commission that Mrs .
Carue has resigned from the Commission due to a con-
flict with her work. He requested suggestions for a
potential replacement.
3. APPROVAL OF MINUTES :
The Chairman called for additions or corrections to the
minutes of the meeting of February 27 , 1974 . The follow-
ing were offered by Commissioner Seymour:
Regarding the Shell Oil Company application , in the first
paragraph on page one , it was suggested that the second
sentence be corrected to read : " Following Mr. Ericksen ' s
report , Shell representatives would make a presentation ,
and then audience comment would be invited. '
In the third paragraph on page two , it was requested
that it be noted that Jerald D. Hansen was representing
Einar Syvertsen of the CH2M Hill Company .
In the fourth paragraph on' page three , it was requested
that it be noted. that Mr. Byrne was not familiar with
the system at Seattle-Tacoma International Airport or
at the facility in Texas which had a large fire recently ,
as referred to by Commissioner Seymour, and therefore he
could not give an answer.
In the last paragraph of page six , it was suggested that
the fourth sentence read : "Mr. Ericksen said that as
the responsible official who will have to see the EIS com-
pleted , the staff will undertake further work on the state-
ment and present it to the Planning Commission . "

slide aerial photographs of the site . The request
is for rezone of adjacent property to an existing busi -
ness zone . The site is designated for medium density -
multi -family residential use on the Comprehensive Land •
Use Plan , with N . E . 12th being the boundary line between
proposed commercial use and multi -family use . The Com-
mission has the prerogative of considering extension
of this line . Should the Commission act favorably upon
this request , ,City ordinances would apply regarding
. parking , landscaping and offstreet improvements . •
Chairman Teegarden then read a letter from N . R . Abra-
hamson and R . L . Keller, owners of property located at '
• 1223 and 1225 Kirkland Avenue , objecting to the re-
quested rezone . •
The Chairman invited comments from a representative of
the applicant. •
Robert I . Lewis , attorney for Mr. Calabrese , 1002 South
Second Street , Renton , related the history of the appli -
cant ' s business operation . He presented additional
drawings which depicted the• contrast between the present
and proposed uses . He stated that the principal part
of the expansion includes the addition of several banquet
rooms .

The Chairman called for comment from anyone wishing to speak
in favor of the proposal . . None were offered . A request for
comment from anyone in opposition resulted An no response .
At Seymour' s request , the Planning Director described possi -
ble action open to the Commission , i .e . , approving the entire
parcel as B-1 ; granting a Tortion of the request as B-1 and
the remaining as B/P ( Business Parking.) ; or considering spe-
cial requirements or restrictive covenants .
Discussion ensued regarding proposed uses of the property
and definition of the area planned for structure extension ,
parking and landscaping . Mr. Lewis indicated that the appli -
cant was .seeking no more than what was necessary to accom-
plish his plan and` that B/P zoning or restrictive covenants
were acceptable . ;

REZONES
Noting that there were a number of applications for rezone
on the agenda , the Chairman requested a brief resume regard-
ing them from the Planning Director.
Mr. Ericksen introduced Assistant Planner Michael Smith to
the Commission and indicated that he would be participating
in the presentations . Smith reviewed the rezone applications
as follows :
A, GLACIER PARK CO. ; Appl . No . R-757-74 ; rezone from
G to M/P ; property located on east side of West
Valley Highway at intersection with Strander Blvd .
Mr. Smith pointed out the location of the Glacier prop-
erty, which is divided into two parcels , both situated
immediately east of the West Valley Highway at its inter-
section with Strander Boulevard and near the Renton-
Tukwila boundary . Location of significant geographic
features in the area and their relation to the site were
noted. Glacier plans construction of a restaurant facil -
ity , designed in a railroad motif, and possibly a bank
building on the westerly parcel . There are no plans at
present for the easterly parcel , which has an access
problem. Some. filling may be necessary. Rezone to M/P
is in agreement with the Comprehensive Land Use Plan .
Commissioner Seymour joined the meeting at 8 : 15 p .m.

B. CALABRESE, ANGELO Appl . No . R-758-74 rezone from R-2
to B-1 ; property located on N . E. 12th 'Street between
Kirkland Ave. N. E . and .Jefferson Ave . N . E .
The property , site of Tony Go ' s Restaurant, was indicated
by Mr. Smith . The applicant proposes to expand his busi-
ness and parking into three lots now occupied by duplex
dwellings . These lots are presently zoned R-2 ; the Com-
prehensive Land Use Plan designates the area for medium
density, multi -family residential use . Discussion followed
regarding the conflict between the existing B-1 use and the
proposed commercial use with the Comprehensive Plan . It
was noted that a change in the Comprehensive Land Use Plan
may be in order. The Commission may also consider the
extension of the present use or use of B-P (Business Park-
ing) zoning and the imposition of restrictive covenants
for site development.
C. ' SCARSELLA BROS . , INC . ; Appl . No . R-759-74 ; rezone from
G to M P ; property located approximately 1200 ' north of
S. W. rd on West Valley Highway.
The location of the 5 . 8 acre site , situated east of the
West Valley Highway at S . W. 43rd and west of the Milwaukee/
Burlington Railroads was reviewed. It was noted that the
site is generally surrounded by G zoning , but there are
parcels zoned M/P , H- 1 and B-1 in the vicinity. The property
includes a large pond which is a habitat for numerous water-
fowl .
Responding to an inquiry by Commissioner Scholes , Mr. Erick-
sen stated that the Commission recommendation to the City
Council for a one year moratorium on rezones in the Green
River Valley is presently being studied by the Council Com-
munity Services Committee . It was also noted that the site
comes under the ,jurisdiction of the Shoreline Management
Act , inasmuch as it lies within 200 feet of the Green River.
Provisions of the Mining , Excavation and Grading Ordinance
relate, to the site development, including the erection of an
office building and construction repair shop and outside stor-
age area , as some filling of the site will be required. The
proposed rezone is in agreement with the Comprehensive Land
Use Plan .
At this time , slides and aerial photographs of the proposed rezones
were shown by the Planning Director.
SPECIAL PERMITS
D, PETERSON , ROGER; WITSOE , STAN ; Appl . No. SP-75.4-74 ; spe-
cial permit to construct nine duplex buildings in 'R-2
zone ; property located at N . E . 8th Street between Harring-
ton and Jefferson N . E.
The location of the site was pointed out on the short plat
plan by Mr. Smith. It was noted that to the. south and west
are multifamily residences in the R-2 zoned area ; to the
north and east there are some single family homes . The
Planning Director advised the Commission that before the
Comprehensive Land Use Plan was established , the area had
been designated medium density multiple family. The request
is an allowed use in an R-2 zone , subject to approval by the ,
Planning Commission .
