to setbacks and landscaping (copy attached ) . Upon completion of
the public hearing the Planning Commission recommended that the
covenants be accepted and the.!,Angelo Calabrese application for
rezone from R-2 to B-1 be approved for that portion shown on the
applicant ' s plan as submitted ( labeled Exhibit A) to be used as
for the actual building expansion . The remaining northerly 84
feet of Lot 8 , Block 44 , corrected Plat Renton Highlands No . 2
and the northerly 60 feet of Lot 3 , Block 44 , corrected plat

citizens with the problem of identifying and locating the senior
citizens. Letter of reply from Senator Jackson was submitted which
noted heThas contacted the Social Security Administration and will
forward response.
Councilman Grant asked the matter -of stop sign at 9th N.E. and Index
Index Ave. N. E. Ave. N. E. be resurveyed. Mayor Garrett asked Public Works Director
Stop Sign Gonnason furnish report with copy to Grant.
NEW BUSINESS Upon inquiry Personnel Director White reported the oral test,
written test and possible manual test for promotion within the
Water Department is the result of negotiations with 21R.
Donation Councilman Grant submitted check in amount of $5.00 from Office
Park Lighting and Professional Employees Local No. 8 for the Park Program.

requested further delay in the project to determine least expen-
sive method of sewering his property. Public Works Director
Gonnason advised these possibilities .had been studied, that
joining the Tukwila sewer would require a pump station for a
portion of the property at approximately the same expense as the
siphon planned in the present district, leaving a portion of the
property without sewers , that the Tukwila rates double those of
Renton and that any change in the district boundaries would
necessitate creating a new improvement district, that cause a
greater expense to those remaining properties. Upon inquiry of
Mr. Bartow Fite, property assessment on the zone and termini and
area method was explained by Gonnason; Fite anxious that sewer
• project proceed, having circulated original petition. Mr. John
Welch inquired re drainage. Mr. Sternoff of Sternoff Metals
L. I.D. 285 favored the L.I.D. project that all properties could be benefited

Mr. Frank Raphael of Service Laundry and Dry Cleaners, Inc.
registered complaint of high rates for business including Metro.
Mr. Wes Nelson of George A. Hormel Co. inquired when rates would
again be reviewed, Gonnason reporting annual review planned of
rate structure. Following'. discussion it was MOVED BY STREDICKE,
SECONDED BY BRUCE, PUBLIC HEARING BE CLOSED. CARRIED.
New Rate Schedule Public Works Committee Chairman Bruce submitted committee report
Adopted recommending that the water and sewer rates as recommended by
the Mayor and Public Works Director and presented at tonights
hearing, be approved and that the subject be referred to the
Legislation Committee for review of the ordinance. MOVED BY
SCHELLERT, SECONDED BY STREDICKE, COUNCIL CONCUR IN COMMITTEE

4/8/74 City Attorney Shellan advised the City Council would sit as Board
of Equalization on the assessments. Mr._ Harold Hill, property
owner of northwesterly parcel in the district, complained of the.
increase in assessment from the 1971 preliminary estimate and
reported investigating portion of that property on the west side
of the railroad track joining Tukwila sewer system while the south-
erly portion would join Kent sewer system, averting the expense of
crossing mainline railroad tracks and P-1 drainage channel , and

to Item 4 .A. (4) , VALLEY DEVELOPMENT , inasmuch as Chester Jahns of
the Soil Conservation Service had been invited to make a presenta-
tion regarding land use and drainage proposals in the Green River
Valley.

VALLEY DEVELOPMENT - GREEN RIVER WATERSHED PLAN
Chester Jahn's , Soil Conservation Service Assistant Project
Engineer on the Green River Watershed Plan , presented maps of
their proposed drainage system for the Green River Valley .
Said plan was adopted in 1966 and is presently in the environ-
mental stage . The project area is 16 ,000 acres , of which 110
acres are designated as "mitigated wetlands . " Of the eight
designated areas , three are located in Renton as follows :
one along the east side of the Valley 'freeway; one situated
in Orillia ; and one located east of the West Valley Highway.
Estimated cost of work in the total Valley is $28 ,000 ,000 .
Mr. Jahns discussed the location and capability of planned
channels and the types of wetlands found in this area . He.
listed the following five points to be accepted by local jur-
isdictions before the project is begun :
1 . Acquisition of. wetlands .
2 . Total land use treatment plan for the Valley.

Dear Mr. Erickson:
On behalf of Mr. Angelo Calabrese, owner and operator
of Tony Go's, I hand you herewith an application for re-zone
on three lots recently acquired by Angelo Calabrese for a
proposed expansion of his present restaurant facility.
As appears by the application and enviornmental impact
statement, Mr. Calabrese proposes the removal of the present
substandard duplex units on these lots and the substitution
of an addition on his present restaurant facility adding
approximately 5,000 square feet and additional parking that
should be well in excess of the minimum 50 spaces 'that will
be required as additional parking under the parking ordinance.
I note in going over Mr. Calabrese's maps that there is
some question as to whether the proposed expansion touches
on Lot 8 and hence perhaps there could be some question as
to whether Lot 8 need be included in the application for re-zone;
but, overall, I would believe that application for re-zone on
all three lots is the proper approach.
I would also note that the increased physical area and
increase in parking will actually remove the restaurant facility
farther from residential use than is the case presently.
This application is being submitted within the March 6
deadline and my client and I are available for the administrative

proposed commercial use and multi -family use . The Com- :
mission has the prerogative of considering extension
of this line . Should the Commission act favorably upon
this request , City ordinances would apply regarding

Chairman Teegarden then read a letter from N . R . Abra-
hamson and R . L . Keller , owners of property located at '
1223 and 1225 Kirkland Avenue , objecting to the re- '
quested rezone .
The Chairman invited comments from a representative of

Robert I . Lewis , attorney for Mr. Calabrese , 1002 South
Second Street , Renton , related the history of the_appli -
cant ' s business operation . He presented additional
drawings which depicted the contrast between the present
and proposed uses . He stated that the principal part

the remaining as B/P ( Business Parking.) ; or considering spe-

The Chairman requested that the Commission consider both
the application for rezone and request for special permit
to allow filling and grading of this property simultaneously.
He asked for a presentation from the Planning staff . .
Mr. Smith , Assistant Planner , pointed out the location
of the 5 . 8 acre site , which is situated east of the
West Valley Highway at S.W. 43rd . The area is adjacent
to an existing M-P parcel . The site is presently unde-
veloped and includes a large ponding area , which will
require filling . Mr. Smith noted that the pond has been
under study by the Soil Conservation Service and has been
proposed for preservation as a natural habitat for water-
fowl . The proposed use is for an office building , ware-
house and outside storage area for construction equipment.
Slides and aerial photographs of the site were shown by
the Planning Director.
Mr. Teegarden invited comment from . the applicant. Antonio
Scarsella , president of the corporation , stated that they
would like to fill the site to allow for building or sale .
He indicated they plan to fill the entire site , raising
the grade so that it will drain toward the Green River
rather than the Milwaukee/Burlington Railroad tracks . He
' described the pond as a breeding place for mosquitoes and
noted that it almost dries up in the summer months . At
this time they prefer to build a construction facility
for their business to replace the one presently located
off Highway 99 . Landscaping and fencing will be provided.
They hope to complete cons'truction some time this summer
and will comply with. any City requirements .
Discussion followed regarding consideration of preserva-
tion of natural areas . The Planning Director advised
that there was no proposal for acquisition of the _property
by the Soil Conservation Service . The site is part of an.
area presently under study in the Valley Drainage Plan .
It will be incumbent upon local jurisdictions and indus-
trial owners to comply with the requirements of the Soil
Conservation Service . Therefore', this is a factor to be
considered by the Planning Commission .
The Chairman requested that the Planning Director prepare
a briefing on the question of preservation of natural areas
to be presented at the April administrative meeting .

The effects of the Shoreline Master Program on the applica-
tion were noted. A Shoreline Management Substantial Develop-
ment Permit will be necessary , and an environmental impact
statement may be required . It was also indicated that the
Green River Valley one year moratorium on rezones and fills
affect this proposal .

development on a 66 ,000 square foot site in an R-2 zone .
Slides and aerial photographs of the area were shown . Exist-
ing uses in the vicinity , including duplexes and single family
residences , were pointed out. Off-site improvements would be
required , in accordance with City ordinance . The exception
to the Subdivision Ordinance requested earlier has been resolved .
Comments from the applicant were invited by the Chairman .
Roger Peterson , 1836 N . E . 36th , Renton , advised that the loca-
tion of the duplexes was established to avoid traffic clutter
at the end of the cul -de-sac . Each unit is designed and situ-

they were meeting an F the requirements. of the Subdivision
Responding to Chairman Teegarden , Mr . Peterson indicated
that they intend to keep the property at the end of the cul -de-

height of the property . He stated that N . E . 8th is a narrow
street , and he feels that 18Vadditional units will mean con-
gestion on the street . He also feels there are too many units
planned for the property .
Charles Gramps , 2919 N . E . 8th Pl . , Renton , questioned the
lot sizes planned and stated that he feels the development
will depreciate the value of his property which borders on
the site .
Chairman Teegarden asked the applicant why he didn ' t sub-
divide the property . Mr. Peterson stated that they are the
tentative purchasers and that this procedure would be a shorter
process .

We understand that this rezone is being considered only due to the
fact it involves an existing expanding business. As owners of
adjacent residence property, we feel this rezone will be detri-
mental to the utilization and' therefore detrimental to the value
of our property for the following reasons:
1. The noise and lights created by a 24 hour (or nearly so) •
business will disturb sleep and normal residential .

(illness in family) , Mola (unable to attend due to press
of business ) , and Seymour (previously advised of delay
in arrival ) .

REZONES
, Noting that there were a number of applications for rezone
on the agenda , the Chairman requested a brief resume regard-
ing them from the Planning Director.
Mr. Ericksen introduced Assistant Planner Michael Smith to
the Commission and indicated that he would be participating
in the presentations . Smith reviewed the rezone applications
as follows :
A, GLACIER PARK CO. ; Appl . No . R-757-74 ; rezone from
G to M/P ; property located on east side of West
Valley Highway at intersection with Strander Blvd.
Mr. Smith pointed out the location of the Glacier prop-
erty , which is divided into two parcels , both situated
immediately east of the West Valley Highway at its inter-
section with Strander Boulevard and near the Renton-
Tukwila boundary. Location of significant geographic
features in the area and their relation to the site were
noted. Glacier' plans construction of a restaurant facil -
ity , designed in a railroad motif, and possibly a bank
building on the westerly parcel . There are no plans at
present for the easterly parcel , which 'has an access
problem. Some. filling may be necessary. Rezone to. M/P
is in agreement with the Comprehensive Land Use Plan .

The property, site of Tony Go ' s Restaurant, was indicated
by Mr. Smith . The applicant proposes to expand his busi-
ness and parking into three lots now occupied by duplex
dwellings . These lots are presently zoned R-2 ; the Com-
prehensive Land Use Plan designates the area for medium
density, multi -family residential use . Discussion followed
regarding the conflict between the existing B-1 use and the
proposed commercial use with the Comprehensive Plan . It
was noted that a change in the Comprehensive Land Use Plan
may b^ In order. The Commission may also cbnsider the
extension of the present use or use of B-P (Business Park-
ing) zoning and the imposition of restrictive covenants
for site development.

site is generally surrounded by G zoning , but there are
parcels zoned M/P , H- 1 and B-1 in the vicinity. The property
includes a large pond which is a habitat for numerous water- 1
fowl .
Responding to an inquiry by Commissioner Scholes , Mr. Erick-
sen stated that the Commission recommendation to the City
Council for a one year moratorium on rezones in the Green
River Valley is presently being studied by the Council Com-
munity Services Committee . It was also noted that the site
comes under the jurisdiction of the Shoreline Management
Act , inasmuch as it lies within 200 feet of the Green River.
Provisions of the Mining , Excavation and Grading Ordinance
relate to the site development, including the erection of an _
office building and construction repair shop and . outside stor-
age area , as some filling of the site will be required . The
proposed rezone is in agreement with the Comprehensive Land
Use Plan.
At this time , slides and aerial photographs of the proposed rezones
were shown by the Planning Director. •
SPECIAL PERMITS

initial proposal . Upon reviewing it with the appli -
cant on and before 3/6/74 , I informed him that a
Comprehensive Land Use Plan amendment would more
than likely be required prior to the granting of
such a rezone request. He wished to proceed with

The effects of the Shoreline Master Program on the applica-
tion were noted . A Shoreline Management Substantial Develop-
ment Permit will be necessary , and an environmental impact
statement may be required. It was also indicated that the
Green River Valley one year moratorium on rezones and fills
affect this proposal .

The Planning Director described the proposed nine unit duplex
development on a 66 ,000 square foot site in an R-2 zone .
Slides and aerial photographs of the area were shown . Exist-
ing uses in the vicinity , including duplexes and single family
residences , were pointed out. Off-site improvements would be
required , in accordance with City ordinance . The exception
to the Subdivision Ordinance requested earlier has been resolved .
Comments from the applicant were invited by the Chairman .
Roger Peterson , 1836 N . E . 36th , Renton , advised that the loca-
tion of the duplexes was established to avoid traffic clutter
at the end of the cul -de-sac . Each unit is designed and situ-
ated to resemble a single family residence . He stated that
they were meeting a . i the requi reffien Wes? of the Subdivision Ordi -
nance . Responding to Chairman Teegarden , Mr . Peterson indicated
that they intend to keep the property at the end of the cul -de-
sac as open space .
A. L . Vaughn , 3013 N . E . 8th , Renton , inquired regarding the
height of the property . He s tat: d that N . E . 8th is a narrow
street , and he feels that 18 additional units will mean con-
gestion on the street. He also feels there are too many units
planned for the property .
Charles Gramps , 2919 N . E . 8th P1 . , Renton , questioned the
lot sizes planned and stated that he feels the development
will depreciate the value of his property which borders on
the site .
Chairman Teegarden asked the applicant why he didn ' t sub-
divide the property . Mr. Peterson stated that they are the
tentative purchasers and that this procedure would be a shorter
process .

We are aware that Toni Go's in the Highlands, is seeking rezone
to permit expansion of this business into :the, adjacent residential
neighborhood. We understand he has purchasec4.adjacent property
for this proposed expansion. As property owners of the property
at 1223 and 1225 Kerkland Ave. , we will become the next door
neighbors to Toni Go's.
We understand that this rezone is being considered only due to the
fact it involves an existing expanding business. As owners of
adjacent residence property, we feel this rezone will be detri-
mental to the utilization and" therefore detrimental to the value
of our property for the following reasons:
1. The noise and lights created by a 24 hour (or nearly so)
business will disturb sleep and normal residential
•
activities.
- 2. Marginal parking provided causes street parking in a.
normal residential area. .
3. _ Added disturbances and danger inherently associated with
intoxicated or partially intoxicated persons arriving
and leaving a drinking establishmentat all hours of the :-
day and night. - _ .
Therefore, unless these objections can be alleviated, we the under-
signed are opposed to this rezone. -
We would point out that the presence of this business for the past _
several years has caused a noticeable increase in area traffic
problems as evidenced by complaints to police and accidents. Also
the minimum parking requirements usually provided often prove . .
woefully inadequate for a successful and therefore popular business
operation such as Toni-Go's.

The March 1974 administrative meeting of the Renton Planning
Commission was called to order by Chairman Teegarden at
8: 05 p . m.
1. ROLL CALL was taken by Secretary Wik. All Commissioners
responded present except Carue (out of town ) , Gibson
(illness in family) , Mola (unable to attend due to press
of business ) , and Seymour (previously advised of delay
in arrival ) .
ACTION:
MOVED BY WIK, SECONDED BY HUMBLE, THAT THE ABSENT COMMIS-
SIONERS BE EXCUSED. MOTION CARRIED UNANIMOUSLY.
2 . NEW PUBLIC HEARING ITEMS :
REZONES
Noting that there were a number of applications for rezone
on the agenda , the Chairman requested a brief resume regard-
ing them from the Planning Director.
Mr. Ericksen introduced Assistant Planner Michael Smith to
the Commission and indicated that he would be participating
in the presentations . Smith reviewed the rezone applications
as follows :
A. GLACIER PARK CO. ; Appl . No . R-757-74 ; rezone from
G to M/P ; property located on east side of West
Valley Highway at intersection with Strander Blvd .
Mr. Smith pointed out the location of the Glacier prop-
erty , which is divided into two parcels , both situated
immediately east of the West Valley Highway at its inter-
section with Strander Boulevard and near the Renton-
Tukwila boundary. Location of significant geographic
features in the area and their relation to the site were
noted . Glacier plans construction of a restaurant facil -
ity , designed in a railroad motif, and possibly a bank
building on the westerly parcel . There are no plans at
present for the easterly parcel , which has an access
problem. Some. filling may be necessary. Rezone to M/P
is in agreement with the Comprehensive Land Use Plan .
Commissioner Seymour joined the meeting at 8 : 15 p .m.

to B-1 ; property located on N. E. 12th Street between
Kirkland Ave . N. E . and .Jefferson Ave . N . E .
The property , site of Tony Go ' s Restaurant, was indicated
by Mr. Smith . The applicant proposes to expand his busi-
ness and parking into three lots now occupied by duplex
dwellings . These lots are presently zoned R-2 ; the Com-
prehensive Land Use Plan designates the area for medium
density, multi -family residential use . Discussion followed
regarding the conflict between the existing B-1 use and the
proposed commercial use with the Comprehensive Plan. It
was noted that a change in the Comprehensive Land Use Plan
may be in order. The Commission may also Ctonsider the
extension of the present use or use of B-P (Business Park-
ing) zoning and the imposition of restrictive covenants
for site development.
C, SCARSELLA BROS . , INC . ; Appl . No . R-759-74 ; rezone from
G _t_oM'PP ; property located approximately 1200 ' north of
S. W. 43rd on West Valley Highway.
The location of the 5 . 8 acre site , situated east of the
West Valley Highway at S . W. 43rd and west of the Milwaukee/
Burlington Railroads was reviewed. It was noted that the
site is generally surrounded by G zoning , but there are
parcels zoned M/P , H-1 and B-1 in the vicinity. The property
includes a large pond which is a habitat for numerous water-
fowl.
Responding to an inquiry by Commissioner Scholes , Mr. Erick-
sen stated that the Commission recommendation to the City
Council for a one year moratorium on rezones in the Green
River Valley is presently being studied by the Council Com-
munity Services Committee . It was also noted that the site
comes under the jurisdiction of the Shoreline Management
Act , inasmuch as it lies within 200 feet of the Green River.
Provisions of the Mining , Excavation and Grading Ordinance
relate to the site development, including the erection of an _
office building and construction repair shop and . outside stor-
age area , as some filling of the site will be required. The
proposed rezone is in agreement with the Comprehensive Land
Use Plan .
At this time , slides and aerial photographs of the proposed rezones
were shown by the Planning Director. .

are multifamily residences in the .R-2 zoned area ; to the
north and east there are some single family homes . The
Planning Director advised the Commission that before the
Comprehensive Land Use Plan was established , the area had
been designated medium density multiple family. The request
is an allowed use in an R-2 zone , subject to approval by the
Planning Commission .

The applicant initially contacted this Department
around December 1973 with regards to rezoning Lot 3
of Block 44 , Renton Highlands #2 to B-P for expan-
sion of existing parking only. I informed him of
the necessary ordinance requirements .
The present request is more extensive than the
. initial proposal . Upon reviewing it with the appli -
cant on and before 3/6/74 , I informed him that a
Comprehensive Land Use Plan amendment would more
than likely be required prior to the granting of
such a rezone request. He wished to proceed with
the present rezone request anyway.
