Statement, although we have attached information relating
to Impact Statements that may assist you in compiling the
assessment . The assessment in actuality is an abbreviated
impact statement that can be used to determine a project' s
various impacts and possibly whether a full Environmental

Re : Petition for Rezoning Property on West Valley
Road, City of Renton, from General Classification
to L-1, M-P
Dear Mr. Smith:
This is to acknowledge receipt of your letter dated June 5, 1974
. addressed to the Peoples National Bank as Trustee for the Estate
of D. J. Laviolette and the undersigned regarding our pending
petition.
Please be advised that we had previously forwarded to your
department the "Environmental Information Worksheet" which in
our opinion should be quite adequate .
We know of no reason why this subject property is to be considered
a "unique and fragile area" inasmuch as it is located between a
busy arterial highway and a set of railroad tracks . Other
properties in this same area have heretofore been reclassified,
one as recently as two weeks ago . This subject property and
others referred to are all located in an area shown as industrial
on our comprehensive map as you had previously explained to me .
Furthermore recently rezoned property nearby the subject property
as well as the subject property are all located within Sewer LID
285 which the City recently couuuenced. We are quite certain that
the City had, before initiating said LID, determined under the
Environmental Impact Law that such undertaking was proper and
badly needed and did not affect any "unique or fragile area" .
Quite frankly the applicants could not find any information in the
Environmental Policy Act that relates to "unique or fragile areas"
but this term may possibly relate to the Shoreline Management Act
or the Master Plan. However we believe, that at this time, it is
not quite pertinent to the present application.
Could you please let us know how this particular area differs
from all of the adjoining properties that have either previously
been rezoned or are under consideration. This include's -the
rs+
recent action by the City Council in rezoning property for
Hill-Raleigh and Glacier Park Company.
It is our understanding that the City has adequate information
about the environmental features of this total area and I have
been advised by the Bank's attorneys that', based on court
decisions, there is no reason to duplicate such efforts especially
where nearby properties, containing basically the same features ,
have heretofore been studied and reclassified and all pertinent
information provided to the City.
Possibly there may be some misunderstanding about, the identity
of this subject parcel in relation to others nearby. I am sure
we can get this resolved at an early date and I would therefore
appreciate that we set up a meeting in your office to discuss
this matter further.
If in the meantime you need any additional information, please
advise.

On December 3, 1975, the Planning Commission. denied your- : _

include your. property. However, alternatives were pre
sented, both at the Land Use Committee meetings.. and the .
Planning Commission hearing. The primary alternative

This department has yet to receive a complete application
for such permits. Your operation continues to exist as an
illegal non-conforming use, with no outward signs of phasing

One- year and three months have expired since. the Planning
Commission decision. The alternatives that presently exist
are (1) .immediate relocation of the operation to a suitable
zone (L-1 light industry) or (2) submittal of complete .
applications for rezone to R-2 and temporary permit for the
remaining one year period. This would allow reasonable
time for relocation. We would appreciate your immediate
response to either of the two alternatives. If you have

Service P-1 adopt a resolution authorizing the Mayor to sign the agreement with the
Channel Project Soil Conservation Service on the suggested environmental considerations

PUBLIC HEARING This being the date set and proper notices having been published and
L. I.D. 275 posted, Mayor Garrett opened the hearing to consider the Final Assess-
Underground ment on L. I.D. 275, Underground Facilities on Rainier Avenue South and
Utilities Rainier Avenue North. A letter was read from Robert L. Edwards, Renton
Rainier Ave. S. Shopping Center, protesting the assessment on Parcel 37A in the amount
& Rainier Ave. N.of $150.00, alleging that the frontage had been confiscated for city
purposes and Seattle City Light power transmission right-of-way precluded
further construction or improvements on the property, and requesting
removal of the assessment as there was no benefit. A letter from Warren
Gonnason, Public Works Director, was also read recommending approval of
the final assessment roll , total cost $37,089.75. Mayor Garrett invited
audience comment. There being none, Public Works Director Gonnason stated
that the property of Mr. Edwards , 50 foot frontage on Rainier Ave. S.
immediately south of the railroad underpass, was limited by the easement
of City Light, but that it was benefited by the L. I .D. and should be
included in the L. I .D. Councilman Schellert remarked that the cost of
the improvement was projected at $3.00 per front foot and inquired of
Public Works Director Gonnason what the actual cost of the project was.
MOVED BY DELAURENTI , SECONDED BY PERRY, THAT THE HEARING BE CLOSED.
Councilman Stredicke also requested that the Public Works Department
furnish the exact cost of the undergrounding of utilities. MOVED BY
SCHELLERT, SECONDED BY STREDICKE, THAT THIS MATTER BE TABLED UNTIL
A REPORT OF THE COSTS COULD BE FURNISHED BY THE PUBLIC WORKS DEPARTMENT.
MOTION CARRIED. After the information was received, Public Works Direc-
tor Gonnason announced that the actual cost of the improvement was

CURRENT BUSINESS use of a portion of Sartori School for Senior Citizen activities had
been signed and requesting the Council to take action to provide for
Sartori School the appropriation of funds to provide the services . List of estimated
Lease Agreement costs of maintenance and operation for the remainder of 1974 was attached,
the services of a PEP-funded custodian to begin August 1 , 1974 has been

Frank Cenkovich Mr. Frank Cenkovich, 2625 Benson Rd. , recommended shelters be placed
at bus stops. Gonnason noted some funds available for highest prior-
ity shelters and that Metro's plan for Park and Ride and Flyer stops
included some shelters.

Executive Session Councilman Perry asked that Council hold executive session to
discuss personnel matter asking 'Personnel Director, City Attorney and
Mayor attend. MOVED BY CLYMER, SECONDED BY GRANT, COUNCIL HOLD

CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM GENERAL
CLASSIFICATION (G) TO MANUFACTURING PARK DISTRICT (M-P)
WHEREAS under Chapter VII, Title IV (Building Regulations)
of Ordinance No . 1628 known as the "Code of General Ordinances of
the City of Renton", as amended, and the maps and reports adopted in
conjunction therewith, the property hereinbelow described has has
heretofore been zoned as General Classification (G) ; and
WHEREAS a proper petition for change of zone classification of

COMMENTS: 2. Staff has received additional input from both
Soil Conservation Service and King County
Hydraulics . Both agencies have recommended
approval subject to the retention of the
easterly 87 ' for drainage channel purposes .
3. Total site consists of 5 . 8 acres , of which 2 . 8
acres is presently filled. Approximately 3 acres
are unfilled at present . The 87 ' area adjacent
to the freeway to remain in a natural state
would constitute approximately one acre . This
leaves the remaining 2 acres that could be
filled at this time . The area to be left in a
natural state would fulfill the S . C . S . 2%
requirement on an interim basis .
4 . Given the fact that properties are filled on
both sides of the subject site, it is partially
filled itself, S . C . S. failure to recognize it
as a significant wildlife mitigation area, and
the relatively insignificant size of the marshy
area of the site, an environmental assessment
was not felt to be necessary.

Dear Mr. Lotto:
In response to your letter of inquiry regarding the
request for an environmental assessment, it is our
feeling that the environmental worksheet provided
with your application does not provide sufficient
information to totally evaluate the need for an
environmental impact statement, in order that the
City can comply with the State Environmental Policy
Act.
The property described in your application and the
property to the north includes a pond area which is
presently used as a. wildlife habitat and is an area
which has also been designated for preservation by
the U. S. Soil Conservation Service. The area in
question does differ to a substantial degree from
areas previously considered by the Planning Commis-
sion in view of the nature of their development,
including filled areas and areas containing existing
building structures .
Recognizing your concern with regard to the need for
environmental assessment, the Planning staff would be
happy to meet with you at your convenience to discuss
the matter in further detail.

Dear Mr. Smith:
This is to acknowledge receipt of your letter dated June 5, 1974
addressed to the Peoples National Bank as Trustee for the Estate
of D. J. Laviolette and the undersigned regarding our pending
petition.
Please be advised that we had previously forwarded to your
department the "Environmental Information Worksheet" which in
our opinion should be quite adequate.
We know of no' reason why this subject property is to be considered
a "unique and fragile area" inasmuch as it is located between a
busy arterial highway and a set of railroad tracks . Other
properties in this same area have heretofore been reclassified,
one as recently as two weeks ago . This subject property and
others referred to are all located in an area shown as industrial
on our comprehensive map as you had previously explained to me .
Furthermore recently rezoned property nearby the subject property
as well as the subject property are all located within Sewer LID
285 which the City recently commenced. We are quite certain that
the City had, before initiating said LID, determined under the
Environmental Impact Law that such undertaking was proper and
badly needed and did not affect any "unique or fragile area" .
Quite frankly the applicants could not find any information in the
Environmental Policy Act that relates to "unique or fragile areas"
but this term may possibly relate to the Shoreline Management Act
or the Master Plan. However we believe, that at this time, it is
not quite pertinent to the present application.
Could you please let us know how this particular area differs
from all of the adjoining properties that have either previously
been rezoned or are under consideration. This includes the

recent action by the City Council in rezoning property for
Hill-Raleigh and Glacier Park Company.
It is our understanding that the City has adequate information
about the environmental features of this total area and I have
been advised by the Bank's attorneys that, based on court
decisions, there is no reason to duplicate such efforts especially
where nearby properties, containing basically the same features,
have heretofore been studied and reclassified and all pertinent
information provided to the City.
Possibly there may be some misunderstanding about the identity
of this subject parcel in relation to others nearby. I am sure
we can get this resolved at an early date and I would therefore
appreciate that we set up a meeting in your office to discuss
this matter further.,
If in the meantime you need any additional information, please
advise.
