ED14492 CASE# 22-13145 OF COLLISION 12/12/22 16:04 OF CbLLI510N NARRATIVE 22-13145 On 12/12/2022 at approximately 1607 hours, I was dispatched to a vehicle collision with injury at the intersection of SE 188th ST and 120th Ave SE, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that the collision involved two vehicles and that one of the involved parties was bleeding therefore Dispatch simultaneously dispatched the Renton Regional Fire Department for precautionary evaluation. Upon arrival, I confirmed the passenger of Unit#2 had a bloody nose as a result of the collision. The Puget Sound Fire Department had responded in place of Renton Fire due to training and evaluated all of the involved parties, treating them at the scene. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 said she and her juvenile passenger were traveling westbound in about the 12000 block of SE 188th ST and approaching the intersection of 120th Ave SE in the only westbound lane of travel. The driver of Unit#1 stated that she was intending to continue straight ahead after stopping at the intersection to continue west. The driver of Unit#1 stated she stopped at the controlled intersection mentioned above by stopping at the posted stop sign and checking for traffic. The driver of Unit#1 stated she saw Unit#2 traveling in the roadway but assumed the intersection was a 4-way stop. The driver of Unit#1 proceeded across the intersection as Unit#2 had also continued into the intersection. Both Unit#1 and Unit#2 collided in the intersection causing significant damage to the front of Unit#1. The driver of Unit#2 said he and his adult passenger were traveling northbound in about the 18900 block of 120th Ave SE approaching the intersection of SE 188th ST in the only northbound lane of travel. The driver of Unit#2 stated he was intending to continue northbound through the uncontrolled intersection when Unit#1 proceeded out into Unit#2's lane of travel. The driver of Unit#2 was struck on the passenger side by Unit#1 sending Unit#2 into an uncontrollable spin. Unit#2 suffered significant damage to the passenger side of the vehicle, rotated clockwise, before coming to a rest near a tree on the NE corner of the intersection. A witness, identified by pictured WADL as Tara Estes, confirmed the above accounts. Based on the above statements, I determined that the driver of Unit#1 (Lee) was the predominant factor for the collision as Lee violated RCW 46.61.190(2) which states "after having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways." The driver of Unit#2 was traveling upon an uncontrolled intersection and therefore had the right of way to proceed through or turn at the intersection without hinderance. The driver of Unit#1 made the assumption that Unit#2 was going to stop and as a result, a collision occurred. Unit#1 failed to yield the right of way to a vehicle who had the right of way and was underway. Lee was cited in-person for the aforementioned violation (RCW 46.61.190(2)). Lee was also issued a Written Warning for having a child under the age of 13 in the front passenger seat. Both Unit#1 and Unit#2 had to be impounded due to extensive damage.
