ED19971 CASE# 22-13393 OF COLLISION 12/18/22 15:13 OF CbLLI510N NARRATIVE CC On 12/18/2022 at about 1515 hours I was working uniform marked patrol as 1 R24 when I was dispatched to a blocking motor vehicle collision. The collision occurred at 3210 NE Sunset Blvd within the city limits of Renton, King County, Washington. The temperature was in the mid 30s (Fahrenheit), and it was snowing at the time of the collision. The roads were wet, but no snow accumulated onto the surface of the roadway. When I arrived I found Vehicle 1 (1998 Lexus ES with Washington license plate 992VHV) near the driveway to the Good Will (3210 NE Sunset Blvd) blocking the westbound lane of NE Sunset Blvd. Vehicle 1 had extensive damage and did not appear driveable. The airbags were not deployed. I saw Vehicle 2 (2016 Toyota Rav4 with Washington license plate BCL8112) about 150 feet west of the Good Will driveway blocking the westbound lane of NE Sunset Blvd. Vehicle 2 had extensive damage and did not appear driveable. The front and side airbags of Vehicle 2 were deployed. Renton Fire Department (FD) A-312 responded to the scene and evaluated Driver 2 (Phong Li) who had a scratch on his left leg; however, Phong was not transported to the hospital. The Renton FD also evaluated Driver 1 (Tyler Locke) who complained of left shoulder pain and head pain. The front passenger (Tracy Wang) complained of head pain too. Tyler and Tracy were not transported to the hospital, but they both planned to be evaluated further at an urgent care medical facility. Driver 1 (Tyler Locke) turned left out of the driveway from the Good Will (3210 NE Sunset Blvd) and mentioned he saw snow falling. Driver 1 did not see Vehicle 2 in time to stop. The front end of Vehicle 1 struck the front passenger end of Vehicle 2. Vehicle 1 had extensive damage and did not appear driveable. Vehicle 1 was towed from the scene. Driver 2 (Phong Li) was traveling westbound on NE Sunset Blvd (inner lane nearest to center median) and saw Vehicle 1 start to enter NE Sunset Blvd from the driveway near the Good Will. Phong said he then saw Vehicle 1 stop; however, Vehicle 1 then proceeded to enter the intersection and collided into Vehicle 2. Vehicle 2 had extensive damage and did not appear driveable. Vehicle 2 was towed from the scene. Tyler Locke (Driver 1) did not grant the right of way to oncoming traffic as he entered the roadway from the driveway. Tyler's actions appeared to contribute to the circumstances of the collision. I cited Tyler for Vehicle Entering From a Driveway (RCW 46.61.205) and submitted the infraction (2A0307310) to the court for mailing.
