ED26460 CASE# 23-393 OF COLLISION 01/10/23 16:07 OF CbLLI510N NARRATIVE 23-393 On 01/10/2023 at approximately 1611 hours, I was dispatched to a non-injury and non-blocking vehicle collision at Forest View Apartments, located at 650 Duvall Ave NE, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that there was a two-vehicle collision, and that the involved vehicles were parked near the entrance of the apartment complex where they would wait for Police arrival. Upon arrival, I confirmed that the driver of Unit#1 was complaining of back pain but declined medical response. No other involved parties complained nor appeared to be injured. While on scene, I collected the involved parties driving documents and their independent recollection of events leading up to the collision. The driver of Unit#1 was identified by pictured WADL and stated he and his adult passenger were attempting to exit from the private parking lot of the Forest View Apartments, addressed above. The driver of Unit#1 stated he was approaching the intersection of Duvall Ave NE and stated he had come to a stop. The driver of Unit#1 stated he stopped at the intersection with the intent to make a left turn to proceed south onto Duvall Ave NE. The driver of Unit#1 stated he checked for traffic and noticed Unit#2 traveling north on Duvall Ave NE but assumed Unit#2 was turning as the driver of Unit#1 believed Unit#2 had its turn signal on. The driver of Unit#1 stated he proceeded out into the roadway where he was met by Unit#2 which was underway in the northbound lanes of travel on Duvall Ave NE. Both vehicles collided in the roadway causing significant damage to the rear drivers side wheel and fender of Unit#1. The driver of Unit#2 was identified by pictured WADL and stated she was the sole occupant of her vehicle. The driver of Unit#2 said she was traveling northbound in about the 600 block of Duvall Ave NE approaching the driveway where Unit#1 was located at. The driver of Unit#2 stated she was intending to continue north to get to the grocery store. The driver of Unit#2 stated that while continuing north through the uncontrolled intersection (for her direction of travel), she observed Unit #1 pull out into the roadway and into Unit#2's lane of travel. The driver of Unit#2 stated she was unable to avoid the collision and that ultimately Unit#1 and Unit#2 collided causing moderate damage to the front of Unit#2. A witness, verbally identified as Susan Nelson, stated that she was just a couple of car lengths back from Unit#2 and was northbound on Duvall Ave NE. Nelson stated that Unit#2 never had their turn signal on and that Unit#1 appeared to turn in a hurry and "could not believe" that Unit#1 would turn in front of traffic [Unit#2]. Based on the above statements, I determined that the Driver of Unit#1 (Schwieger) was the predominant factor for the cause of collision as Schwieger did not grant the right of way to traffic already in the roadway and underway. Schwieger violated RCW 46.61.190(2) as every driver of a vehicle approaching a stop sign shall stop where the driver has a view of approaching traffic on the intersecting roadway before entering the roadway, and after having stopped shall yield the right-of- way to any vehicle in the intersection or approaching on another roadway so closely as to constitute an immediate hazard during the time when such driver is moving across or within the intersection or junction of roadways. I issued Schwieger a Written Warning for Failing to Stop at a Stop Sign/Intersection and Yield to approaching traffic. PAGE 3 OF 5 REPORT NO. Unit#2 was able to be driven away without further incident. An exchange of information was provided to all involved parties.
