ED37023 CASE# 23-1969 OF COLLISION 02/18/23 12:57 OF CbLLI510N NARRATIVE On 02/18/2023 at 1300 hours I was dispatched to the intersection of Talbot Rd S / 1-405, in the City of Renton, King County, Washington. I was responding to a call of an injury blocking collision. I later found the collision to be at the intersection of Talbot Rd S / S Renton Village PI. While en route, dispatch advised the following: two vehicle blocking collision with one involved party complaining of chest pain. In this report, Unit 1 refers to a white 2010 Toyota Prius (WA/BKG0457) driven by Cora M. Main (DOB 01/16/2007, verbal). Main's father, Jason S. Morse (DOB 09/04/1972, WA DL), was the passenger in Unit 1. Unit 2 refers to a maroon 2001 Toyota Camry (WA/BVZ4842) driven by Abubakar Samasa (DOB 01/09/1979, WA DL). At approximately 1302 hours, I arrived on scene and observed Unit 2 blocking one of the southbound lanes with fresh damage to both driver side doors. Samasa told me the other vehicle had left to go park. Shortly after, Unit 1 returned to the scene. I interviewed all three occupants and assessed the damage to each vehicle. My investigation determined the following: Unit 2 was traveling southbound in the right lane of Talbot Rd S at S Renton Village PI with a green light to proceed southbound. Unit 1 was in the northbound #2 lane of Talbot Rd S at S Renton Village PI. Northbound lane #1 is a left turn only lane, while lane #2 is straight only. Main thought she needed to turn left and was waiting for traffic to clear. Because she was in a straight only lane, she was causing traffic to back up behind her. Morse told her to go, thinking she would continue straight through the intersection. Upon hearing Morse tell her to go, Main turned left into the on-coming traffic, striking Unit 2's driver side doors. All parties were evaluated by Renton Fire and none were found to be injured. Unit 1 had damage to the front bumper but was drivable. Unit 2 had dents and white paint transfer along the driver side of the car, covering both doors on that side. I asked for both drivers' license, registration, and insurance. Samasa provided his license and registration, but told me he did not have vehicle insurance. Morse told me he was Main's father and that she only had an instruction permit. The two had been on their way to the DOL for her driver test. Main was identified verbally, and Morse provided their registration and insurance. Based on the foregoing investigation, I determined Main committed the traffic infraction of improper left turn, by failing to turn left from the left-most lane available. Further, I determined Samasa committed the traffic infraction of operating a motor vehicle without insurance. I issued each driver a citation for their respective infractions. (Main: 3A0081165, Samasa: 3A0081166) I informed each driver their citation would be mailed and confirmed their correct mailing addresses. Unit 2 was towed by Gene Meyer Towing. I provided Samasa and Morse a SECTOR exchange of information form. This concludes my involvement in this case.
