ED38472 CASE# 23-2036 OF COLLISION 02/20/23 16:20 OF CbLLI510N NARRATIVE 23-2036 On 02/20/2023 at approximately 1621 hours, I was dispatched to a blocking vehicle collision with reports of injury at the intersection of NE 12th Street and Edmonds Ave NE, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that there was a two-vehicle collision with one of the involved parties complaining of injury therefore Renton Regional Fire was simultaneously dispatched. Upon arrival, Renton Fire had already arrived on scene and began triaging all the involved parties. While on scene, I collected each involved party's information and independent summary of their involvement leading up to the collision. All parties were treated at the scene and released by Renton Fire. The driver of Unit#1 was positively identified by pictured WAID and was the sole occupant of her vehicle. The driver of Unit#1 said she was traveling northbound on Edmonds Ave NE and was approaching the intersection of NE 12th ST. Unit#1 stated she was intending to continue north through the intersection. Unit#1 stated that she stopped at the intersection and believed it was her turn to proceed and therefore proceeded out into the intersection. Upon entering the intersection, Unit #1 contacted Unit#2 causing significant damage to the front of Unit#1. The diver of Unit#2 was positively identified by pictured WADL and was the sole occupant of her vehicle. I contacted the driver of Unit#2 who said she was traveling eastbound on NE 12th Street approaching the intersection of Edmonds Ave NE. The driver of Unit#2 stated she was intending to continue east through the intersection. The driver of Unit#2 stated that she had stopped at the intersection and checked for other traffic. The driver of Unit#2 stated that she noticed Unit#1 behind an uninvolved vehicle that had just stopped at the intersection and proceeded. Upon the driver of Unit #2 determining that it was her turn to proceed, Unit#2 proceeded out into the intersection. As Unit#2 entered the intersection, she observed Unit#1 also proceed into the intersection from the south. Unit #1 and Unit#2 collided in the intersection subsequently causing significant damage to the front passenger side of Unit#2. 1 reviewed the intersection and discovered that it is a 4-way stop with posted stop signs at all 4 corners of the intersection. Both Unit#1 and Unit#2's direction of travel had a stop sign posted and therefore should have stopped and granted the right of way to traffic in the roadway. Based on the above statements, and due to not having any witness reports nor traffic cameras available at the intersection, I was not able to initially determine who the predominant factor for the cause of collision was as both parties claim that it was their turn to proceed. However, upon further investigation, it was determined that the driver of Unit#1 did not have a driver's license and should not have been operating a motor vehicle. I believe that the driver of Unit#1 was the predominant factor for the cause of collision. I cited the driver of Unit#1 (Alvizures-Fuentes) in-person for violation of RCW 46.20.015 -No Valid Operator's License with valid Identification. I also cited the driver of Unit#1 for no proof of motor vehicle insurance. Unit#1 was able to be moved off the roadway without further incident. Unit#2 had to be impounded due to extensive damage.
