ED39297 CASE# 23-2606 OF COLLISION 03/03/23 19:09 OF CbLLI510N NARRATIVE RENTON POLICE CASE#: 23-02606 RECORDED ON AXON *This incident was captured on my body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 03.03.2023, at approximately 1910 hours, I was dispatched to a two-vehicle, unknown-if-injury, blocking collision on Sunset Blvd NE, at the on-ramp to 1-405 N/B., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #277, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 3r24. At the time of this incident, it was cold, approximately 37 degrees, raining steadily, dark with streetlights illuminated and the roads were saturated with previous rainfall. I arrived on scene at approximately 1914 hours and met with both involved drivers, as well as four passengers (Unit 02). Due to the impact, and airbag deployment, I updated dispatch and requested Renton Fire Authority respond. There were no obvious injuries, but both vehicles sustained moderate front end damage with airbag deployment and individuals were complaining about `soreness.' Unit 01 was identified as a dark blue in color Chevy Cobalt bearing WA/BPA3092. Unit 01 had moderate damage to the front bumper, specifically on the passenger side, front hood and had front airbag deployment. Dispatch was advised and Bankers towing was notified. The vehicle was clear, and the registration expired on 08.20.2022. Unit 01's driver was identified by his WADL as Smigin, Bradley Ross (DOB: 12.21.1989). Smigin matched the photo on his WADL and when asked what happened leading up to the collision, he said he was driving northbound on Sunset Blvd NE, looking down at his maps, which told him to make a left turn onto 1-405 N/B. Smigin stated the collision was `his fault' and told me he did not yield at the intersection (this roadway is equipped with a Yield sign intended for traffic attempting to turn left onto 1-405 N/B). Smigin made a left turn and collided with Unit 02, who was traveling southbound on Sunset Blvd NE, and had the right of way. A WACIC/NCIC/DOL query on Smigin was clear and valid. Unit 01 was privately towed by Bankers towing. Unit 02 was identified as a dark blue in color Volkswagen Taos bearing WA/VDUB12. Unit 02 had moderate damage to the front bumper, hood and a combination of airbag deployments, Unit 02 was inoperable and dispatch was advised to have Bankers towing start a second tow. Unit 02's driver was identified by her WADL as Baker, Rose Jasmine (DOB: 06.04.2001). Baker matched the photo shown on her WADL. Baker stated she was traveling southbound on Sunset Blvd NE, and as she approached the on-ramp to 1-405 N/B, Unit 01 failed to yield and made a left turn in front of her vehicle. Baker was unable to stop in time to avoid a collision. A WACIC/NCIC/DOL query on Baker revealed she was clear and valid. Unit 02 had 4 passengers; all individuals were listed on the collision report. Renton Fire Authority responded and medically cleared all involved parties. No one was transported to the hospital and both vehicles were towed privately by Bankers towing. Unit 01's driver, Smigin, Bradley Ross (DOB: 12.21.1989) is the causing party in this collision by failing to yield the right of way to a motor vehicle, in violation of RCW 46.61.180.1. 1 issued Smigin SECTOR citation#: 3A0005224, for the above listed violation, as well as violation of RCW 46.16A.030.5.L: Fail to renew expired vehicle registration -less than two months.
