This report is a summary of events that occurred and is not an exact sequencing of events. Statements have been paraphrased and summarized. * On 02.07.2023, at approximately 1651 hours, I was dispatched to a two-vehicle, injury, blocking collision on SW Grady Way and Longacres DR SW., in the City of Renton, WA, the County of King. I was assigned to uniformed marked patrol in the City of Renton, WA, the County of King. I was operating a fully marked Renton Police Tahoe #277, equipped with "POLICE" markings, overhead exterior lights, and audible siren. I was wearing my department-issued uniform, including a fully equipped duty belt, exterior ballistic vest with "POLICE" stenciled on the front and back and Renton Police badge affixed to the left breast. I was also wearing my department-issued jumpsuit with "POLICE" patches on both shoulders and across the rear shoulders. It would be immediately obvious to any reasonable person I was a police officer. I was assigned as 302. At the time of this incident, it was cold, approximately 46 degrees, clear skies and dusk, streetlights were not illuminated. SW Grady Way is a 5-lane roadway with a center turn lane that runs east/westbound. Longacres DR SW is a 3-lane roadway, equipped with a stop sign that runs north/south bound and has a dedicated left/right turn lane for traffic entering SW Grady Way. Prior to my arrival, dispatch updated the notes in the call with the following: `PT INS SILV TOYT PRIUS BLOCKING EB LANES. 2ND VEH BLOCKING WB LANE. WAS TBONE ACCIDENT, ADULT MALE C/O LEFT EAR PAIN. UNK SPEEDS AT IMPACT. AIRBAGS WENT OFF IN PRIUS.' I arrived on scene at approximately 1653 hours and met with both involved drivers. Due to the impact, and airbag deployment, I updated dispatch and requested Renton Fire Authority respond. Unit 01 was identified as a silver in color Toyota Prius bearing WA/BIK5739. Unit 01 had extensive damage to the driver's side body and and a combination of driver's side airbag deployments. Gene Meyer towing was notified and responded for a private impound. Unit 01's driver was identified by his WADL as NDUNGU, JULIUS KIMANI (DOB: 06.04.1978). Ndungu matched the photo on his WADL and when asked what happened leading up to the collision, he said he was driving southbound on Longacres DR SW, and was stopped at the stop sign, occupying the left turn lane. Ndungu wanted to turn left, eastbound, onto SW Grady Way and proceeded with his turn, when he was struck by Unit 02, who was traveling westbound on SW Grady Way, occupying the left lane of travel. A WACIC/NCIC/DOL query on Ndungu was clear and valid. Ndungu was evaluated by Renton Fire Authority and declined transport to the hospital. Unit 01 was privately towed by Gene Meyers. Unit 02 was identified as a white in color Mercury Mountaineer bearing WA/BWX0814. Unit 02 had moderate damage to the front bumper and front driver's side tire and would no longer start, it was inoperable. Dispatch was updated and Gene Meyer sent a second tow-this vehicle was privately towed. Unit 02's driver was identified by her WAID as GONZALES DE MELGOZA, YOLANDA (DOB: 04.07.1960). Gonzales De Melgoza stated she was traveling westbound on SW Grady Way, occupying the left lane of travel. As she continued westbound, Unit 01 made a left turn in front of her vehicle from Longacres DR SW, and a collision ensued. A WACIC/NCIC/DOL query on Gonzales De Melgoza revealed she was clear, and her driving status was "Not licensed -eligible." Unit 01's driver, NDUNGU, JULIUS KIMANI (DOB: 06.04.1978) is the causing party in this collision by failing to yield the right of way while making a left turn, in violation of RCW 46.61.185.1. 1 issued Ndungu SECTOR citation#: 3A0005205, for the above listed violation. The infraction will be mailed via the courts. Unit 02's driver, GONZALES DE MELGOZA, YOLANDA (DOB: 04.07.1960), was in violation of the following RCW's: PAGE 3 OF 5 REPORT NO. ED32896 CASE# 23-01585 OF COLLISION 02/07/23 16:48 OF CbLLI510N NARRATIVE RCW 46.20.015: NO VOL with ID. Gonzales De Melgoza was issued SECTOR citations #:3A0005204 for the above listed violations.
