NARRATIVE
23-2798
On 03/08/2023 at approximately 1644 hours, I was dispatched to a possible injury and blocking
vehicle collision in the 1300 block of Union Ave NE JNO the intersection of NE Sunset Blvd, within the
City Limits of Renton, County of King, State of Washington.
While en route, Dispatch advised that there was a 2-vehicle collision blocking the roadway and that
the Renton Regional Fire Authority (RFA) would also be responding for an involved driver, a pregnant
female, requesting aid response as a precaution.
Upon my arrival, Renton RFA was on scene and evaluating the involved parties. With the assistance
of Officer C. Catalan, I collected each involved party's information and involvement leading up to the
collision.
The driver of Unit#1 stated that he was the sole occupant of his company vehicle and was attempting
to exit the private parking lot located at 1306 Union Ave NE, which was on the east side of Union Ave
NE. The driver of Unit#1 stated he was attempting to turn left across traffic to proceed southbound
onto Union Ave NE. The driver of Unit#1 stated that he believed traffic was clear for Unit#1 to
proceed. The driver of Unit#1 stated he tried to complete the turn but that he did not see Unit#2
approaching Unit#1's location. Both vehicles collided in the roadway causing moderate damage to
the front drivers bumper, fender, and quarter panel of Unit#1.
The driver of Unit#2 said she was the sole occupant of her vehicle and was traveling northbound in
the 1300 block of Union Ave NE. The driver of Unit#2 stated she was intending to continue north.
The driver of Unit#2 stated while approaching the area where Unit#1 was, she continued going
straight ahead. The driver of Unit#2 stated she saw Unit#1 begin to exit the parking lot and
proceeded to turn in front of her vehicle. The driver of Unit#2 stated she was unable to avoid the
collision and struck Unit#1 causing significant damage to the front of Unit#2.
Based on the above statements, 1 believe that the driver of Unit#1 (Chau) was the predominant factor
for the cause of collision as Chau is required to comply with RCW 46.61.190(2) which states that
every driver of a vehicle approaching the point nearest the intersecting roadway where the driver has
a view of approaching traffic on the intersecting roadway before entering the roadway, and after
having stopped shall yield the right-of-way to any vehicle in the intersection or approaching on
another roadway so closely as to constitute an immediate hazard during the time when such driver is
moving across or within the intersection or junction of roadways. Unit#2 was already underway in the
roadway and had right of way.
Both Unit#1 and Unit#2 had to be impounded due to extensive damage. An exchange of information
was provided to all involved parties.
