ED43182 CASE# 23-3066 OF COLLISION 03/15/23 14:27 OF CbLLI510N NARRATIVE 23-3066 On 03/15/2023 at approximately 1431 hours, I was dispatched to a non-injury and non-blocking vehicle collision at Liberty Park, located at 1101 Bronson Way North, within the City Limits of Renton, County of King, State of Washington. Upon arrival, I confirmed there were no complaints of injury requiring immediate medical response at the time of report. While on scene, I was able to collect each involved party's information and independent summary of the events leading up to the collision. The driver of Unit#1 said he was driving his teammates to a baseball game at Liberty Park and had just made an eastbound turn onto Bronson Way N from Park Ave North. The driver of Unit#1 began to make his way over to the NW entrance to Liberty Park located on the south side of the roadway. The driver of Unit#1 stated that he signaled to turn into lane 1 of 2 and believed that the lane was clear of traffic therefore proceeded to make a lane change. The driver of Unit#1 stated that while making the lane change, he was struck by Unit#2 occupying lane 1 of 2 causing minor damage to the rear passenger side quarter panel of Unit#1. The driver of Unit#2 said she was with the two adult passengers and were also traveling eastbound in about the 1100 block of Bronson Way North in lane 1 of 2. The driver of Unit#2 stated she was intending to continue east when Unit#1 changed lanes from lane 2 of 2 and into lane 1 of 2 which Unit#2 was occupying. Unit#2 was unable to avoid the collision and subsequently collided with Unit #1. Unit#2 suffered moderate damage to the front driver's side fender and quarter panel. It should be noted that there are permanent roadway stanchions installed along Bronson Way North dividing turning traffic from Park Ave North (such as Unit#1 in this case) and eastbound traffic along Bronson Way North (such as Unit#2 in this case). This traffic design allows for both directions to receive green lights with the stanchions in place to prevent any sort of collision. The driver of Unit #1's father repeatedly argued that Unit#1 had a green light and should have been able to turn into the Liberty Park parking lot without interference. I informed the father of Unit#1 that both directions often have simultaneous green lights and that regardless, any lane change must be done safely and clear of hazard. Based on the above statements, I determined that the Driver of Unit#1 (Phan) was the predominant factor for the collision as Phan made an unsafe lane change that was not clear of traffic causing a collision. Unit#2 was underway in their lane of travel and had right of way. Phan violated RCW 46.61.140 - Driving on roadways laned for traffic. This RCW states that a vehicle shall be driven as nearly as practicable entirely within a single lane and shall not be moved from such lane until the driver has first ascertained that such movement can be made with safety. Phan was issued a written warning in-person for the above mentioned violation. Both Unit#1 and Unit#2 were able to be driven away from the scene without incident.
