ED46965 CASE# 23-3337 OF COLLISION 03/23/23 14:22 OF CbLLI510N NARRATIVE 23-3337 On 03/23/2023 at approximately 1423 hours, I was dispatched to a vehicle collision with injury at the intersection of SE 128th Street and 156th Avenue SE, within the City Limits of Renton, County of King, State of Washington. While en route, Dispatch advised that five vehicles were involved in a collision at the intersection and were blocking. Dispatch advised that the Renton Regional Fire Authority (RRFA) would be simultaneously dispatched due heavy mechanism and suspected injuries. Officer J. Weber had arrived on scene prior to my arrival. Upon my arrival, 1 contacted the involved parties and confirmed the driver of Unit#4 was complaining of left hand and leg pain and was actively being treated by RRFA. RRFA evaluated all involved parties at the scene and later transported the driver of Unit#4 to Overlake Hospital for further evaluation. While on scene, I collected each involved party's driving information and their independent recollection of the incident. The driver of Unit#1 stated he was the sole occupant of his vehicle and was traveling northbound on 156th Ave SE approaching the intersection of SE 128th ST (aka NE 4th ST). The driver of Unit#1 stated that he was intending to make a right-turn to proceed eastbound onto SE 128th ST. The driver of Unit#1 stated the traffic light was red and stated that he believed traffic was clear and proceeded out into the intersection to complete his intended turn. Upon traffic camera review, Unit#1 did appear to make a right turn on red but did not turn into the nearest lane as required by law (per RCW 46.61.290). Unit#1 is seen on traffic camera turning into the furthest lane (lane 2 of 2) instead of the closest. During the turn, Unit#1 was met by Unit#2 which had been traveling eastbound on SE 128th ST in lane 2 of 2. Both vehicles collided in the roadway causing significant damage to driver's side of Unit#1. As a result of the initial impact, both vehicles shifted direction and collided into several other vehicles as described below. The driver of Unit#1 believed that Unit#2 was traveling too fast for the road conditions. This allegation was quashed by reviewing the traffic camera which has since been uploaded to this case. The driver of Unit#2 stated that he was the sole occupant of his vehicle and was traveling eastbound on SE 128th ST approaching the intersection of 156th Ave SE in lane 2 of 2. The driver of Unit#2 stated that he had a green light and was intending to continue east through the intersection. Traffic camera review did confirm a green light for Unit#2's direction of travel with a change to yellow but only after Unit#2 had passed the stop bar. As Unit#2 continued through the intersection, he noticed Unit#1 had turned from the south side of the intersection and appeared to have made his turn too wide and turned directly in front of Unit#2's lane of travel. The driver of Unit#2 was unable to avoid the collision and collided with Unit#1 causing significant damage to the front of Unit#2. As a result of the initial impact, Unit#2 shifted directions and collided into Unit#3 and Unit#4. The driver of Unit#3 stated that he was the sole occupant of his vehicle and was traveling westbound on SE 128th ST approaching the intersection of 156th Ave SE in lane 3 of 3 (left-turn lane). The driver of Unit#3 stated that he had come to a stop at the controlled intersection which was displaying a red light for his direction of travel. While stopped, the driver of Unit#3 noticed Unit#1 come from the south side of the intersection and appeared to have made his turn too wide. Both Unit#1 and Unit#2 collided which caused Unit#2 to be pushed into the driver's side of Unit#3 causing significant damage. The driver of Unit#4 stated that she was the sole occupant of her vehicle and was traveling westbound on SE 128th ST approaching the intersection of 156th Ave SE. The driver of Unit#4 was unsure which lane she was traveling in, but traffic camera footage confirmed she was in lane 3 of 3 (left-turn lane), and directly behind Unit#3. The driver of Unit#4 stated that she had come to a stop at the controlled intersection which was displaying a red light for her direction of travel. While stopped, the driver of Unit#4 noticed both Unit#1 and Unit#2 collided which caused Unit#2 to be make an offset head-on impact with the front of Unit#4 causing significant damage. The driver of Unit#5 stated that he and his adult passenger were traveling westbound on SE 128th ST approaching the intersection of 156th Ave SE in lane 1 of 3. The driver of Unit#5 stated that while PAGE 3 OF 7 REPORT NO. ED46965 CASE# 23-3337 OF COLLISION 03/23/23 14:22 OF CbLLI510N NARRATIVE approaching the intersection, he noticed Unit#4 was rolling backwards across multiple lanes of travel. The driver of Unit#5 tried swerving to avoid the collision, but that Unit#4 ultimately collided into the driver's side doors and fender of Unit#5 causing moderate damage. Based on the above statements, 1 believe the driver of Unit#1 (Melki) was the predominant factor for the cause of collision as Melki violated RCW 46.61.055(3A) which outlines that upon a steady red indication on a traffic control legend, a vehicle facing a steady circular red signal may make a right- turn, however, operators planning to make such turns shall remain stopped to allow other vehicles lawfully within or approaching the intersection control area to complete their movements. Melki did not allow Unit#2 to complete such movement before turning against the red signal. I cited Melki in-person for vehicle entering intersection on a red light causing a collision. I gave Melki a verbal warning for violating RCW 46.61.290 as Melki should have turned into the closest lane of travel when completing a turn. Both Unit#1 and Unit#5 were able to be driven away without further incident. Unit#2, Unit#3, and Unit#4 had to be impounded due to extensive damage.
