NARRATIVE
23-3527
On 03/28/2023 at approximately 1750 hours, I was dispatched to a non-injury and blocking vehicle
collision in approximately the 400 block of Sunset Boulevard North at the Houser Way Bypass, within
the City Limits of Renton, County of King, State of Washington.
While en route, Dispatch advised that there was a two-vehicle collision, and that the involved vehicles
were blocking the center-turn-lane of travel and would be awaiting police contact.
Upon arrival, I confirmed there were no complaints of injury requiring immediate medical attention at
the time of report. There, I collected both involved party's driving documents and their independent
recollection of the events leading up to the collision.
The driver of Unit#1 was identified by pictured WADL and had an adult passenger with her. The
driver of Unit#1 stated she was traveling southbound in about the 400 block of Sunset Blvd N in lane
2 of 2. The driver of Unit#1 stated she was following her GPS and needed to turn into the next lane
over upon reaching the Houser Way Bypass. The driver of Unit#1 believed traffic was clear and
began changing lanes at the Houser Way Bypass-where a new lane of travel begins effectively
becoming lane 3 of 3. The driver of Unit#1 began changing lanes from lane 2 of 3 into lane 3 of 3 not
realizing Unit#2 had just emerged from the Houser Way Bypass. Unit#1 collided with Unit#2
causing minor damage to front driver's side bumper of Unit#1.
The driver and sole occupant of Unit#2 was positively identified by pictured WADL. The driver of Unit
#2 stated she was traveling southbound on Houser Way Bypass approaching the 400 block of Sunset
Blvd North. The driver of Unit#2 stated that while transitioning from Houser Way into lane 3 of 3 of
southbound Sunset Blvd North (continuous lane), she noticed Unit#1 began to turn from lane 2 of 3
and into lane 3 of 3 which Unit#2 was occupying. The driver of Unit#2 stated that both vehicles
collided causing moderate damage to the front passenger side quarter panel and bumper of Unit#2.
Based on the above statements, 1 determined that the Driver of Unit#1 was the predominant factor
for the collision as Unit#1 did not grant the right of way to traffic already in the roadway and
underway. I issued the driver of Unit#1 (Duran) a Written Warning for Improper Lane Usage.
Additionally, the driver of Unit#1 did not have proof of motor vehicle insurance. She was however
able to contact her insurance company by phone and provide a policy number but stated that she
recently took her insurance card out of her vehicle and did not have a copy of it.
Unit#1 was able to be driven away without further incident. Unit#2 had to be towed from the scene
due to extensive damage. An exchange of information was provided to all of the involved parties.
