ED48309 CASE# 23-3653 OF COLLISIONO3/31/23 14:11 NARRATIVE red suv lane 1 ped ran out in road RTF Within the city limits of Renton/King/WA I responded to a car v ped crash at 108th Ave SE and SE 184th Lane. When I arrived I found a red suv with front end damage, a silver suv parked across lane 1 NB 108th and a white male bleeding from the head and face, face down in lane 1. 1 requested Dispatch upgrade this to Medics call for advanced treatment. The driver of unit 1/red SUV was clearly shaken and told me that the pedestrian went head long into the roadway for no apparent reason. Unit 1 said he could not avoid the pedestrians intentional actions of jumping into the roadway and the path of his car. He said he was going about 40 mph/posted. The silver SUV was driving by listed witness who said she blocked the path of the ped who she found face down in lane one bleeding from the face and head. She said no other person on scene appeared to have any experience in helping with this scene so she remained and offered some verbal comfort to the ped. I did observe her help keep the ped calm who seemed to be increasingly more agitated and somewhat combative towards anyone near him. The ped was able to respond to verbal commands like remain laying down or stay seated. He did provide his ID upon request. He did not answer any questions related to the collision. The ped was ID'd as Kowall, Daniel J 100285. A records check did show some mental health issues that may have directly contributed to an intentional or deliberate jumping out in front of a random car. The damage to unit 1 was localized to the right/passenger front fender/headlight area. There was little to no clothing material marks from the ped to paint on unit 1. The impact was consistent with a fender vault, but Kowall did not display lower abdominal or leg/pelvis injury. There was a decent amount of blood at the damage area of unit 1. Kowall did not have any obvious bleeding injuries below the neck, just his face/forehead and back/top of his head. There was a large blood pool in the road and several other small traces of blood a short distance prior to POR. I was able to locate tire marks consistent with the braking path pre and post impact from unit 1. Those were highlighted with orange paint along with Kowall POR and some blood evidence. There was not a speed issue with unit 1. After locating some of the roadway evidence Unit 1 wanted to look back at the collision scene. It had been a few minutes too, and he had some time to relax. He explained that Kowall made an intentional act to go head long into the front of his car. Unit 1 was very upset and concerned for Kowall. (Head long-leaned over head forward, head aimed towards unit 1) As Unit 1 walked back though the painted collision scene and I explained my observations of roadway evidence. He agreed with me and was able to confirm a more specific location where he believed he was in relation to where he noticed Kowall, braked, contacted, lost sight of Kowall and came to rest. Based on unit 1's recollection of the event, what seems to be a very intentional negative action from Kowall, his localized injuries vs localized damages to unit 1 vehicle that there is no criminal actions from unit 1.
