Dear Mr. Gustafson :
It has come to our attention that the Hearing Examiner has
not finalized action on your preliminary plat and forwarded
his recommendation to the City Council due to his action
regarding not extending N.E . 10th Street . The Examiner' s
preliminary decision would require an application for an
exception in order to complete the application . As an
alternative , you could request the City Clerk' s office ,
through our department , to forward the Hearing Examiner' s
decision to the City Council for their consideration and
resolution of the street extension issue. Assuming that
you did not propose any modifications in the original ar-
rangement of your plat , either approach would be acceptable .
Since we have discussed on several occasions the possibility
of rearranging the lotting of your plat , it may be more
expeditious to submit an amendment application , which then
can . be forwarded to the Hearing Examiner for review and
approval and the issue of the street resolved at that time.
If we can assist you in determining the best approach, please
feel free to contact us .

I have reviewed your memorandum received this date and find that the
preliminary plat approved by the Examiner on June 14, 1979, has in
fact created the requirement of an exception from Section 9-1108.7.K
which provides that cul-de-sacs may not exceed 500 feet in length.
Because of this requirement, the applicant will have to apply for an
exception to the Subdivision Ordinance pursuant to Section 9-1109.

We have thoroughly reviewed your memorandum as referenced
above and your decision on this proposed preliminary plat
and find that it violates Section 9-1108.7.K of the Subdivi-
sion Ordinance, which states :
Cul-de-sacs are permitted provided they do not exceed
five hundred feet (500 ' ) in length.
As you will note on the attached drawing, the minimum cul-
de-sac length will be 580 feet. Without approval of an
exception, this plat design may not be approved.

I have reviewed theY Planning Department's request for reconsideration and
find that at this time there is no merit in reconsidering the above captioned
matter. While the Examiner's Report on the matter implies reconsideration
per Recommendation No. 4, this was to occur after review by the Planning and
Public Works Departments in consultation with other city agencies mentioned
in your memorandum of June 20, 1979. The implication was that reconsideration
would be limited to whether or not the applicant should open and improve a
public right-of-way, not whether to create a community arterial on N.E. 10th
Street.
The City Council has just had occasion within the last two weeks to study the
Six Year Transportation Improvement Program & Arterial Plan. The matter of
the extension and opening of N.E. 10th Street was not brought up, at any of
those public hearings or meetings. That would have been an appropriate forum
for further review and discussion with affected members of the general public
about the, extension of N.E. 10th Street. As the Examiner's Report notes, the
definition of a "community arterial" and the definition of a "residential
neighborhood," which the subject subdivision in part represents, appear to,
clash. The same clash of obectives occurs along N.E. 10th Street west of
the subject property. The creation of an arterial is a Policy matter to be
ultimately determined by the City Council subsequent to a public hearing.
However, the right-of-way in question will be required to be dedicated to the
city for public access per Recommendation No. 4 and could be opened at some
future date.

This department has reviewed your decision on the above ref-

the decision related to whether the extension of N.E. 10th
should be allowed. As noted in conclusion #7, this matter was
not fully reviewed at the hearing; and it is our opinion that
the matter of whether through access, should be allowed is of
vital importance. As noted in paragraph 3 of conclusion #7 ,
N.E. 10th is designated as a community arterial street; and
the street right-of-way to the west is 60 feet, which would
be consistent with this classification. Due to the location
of this street, it provides :
a. Less circuitous Fire Department access to areas east
of Union Avenue and Redmond Avenue from the Highlands
Station.
• b. Generally improved traffic circulation for all areas
east of Monroe Avenue in accordance with the adopted
arterial street program.
Due to the fact that the matter of the street extension was not
fully reviewed and considered by, the public, staff, and applicant
at the public hearing, we would recommend that the Hearing Exami-
ner reconsider the matter of the street extension at a public
hearing providing for input from affected departments, the appli-
cant, and the affected general public. This would appear to be
consistent with the intent of 9-1106. 2.E (2) , which states that
"The City shall inquire into the public use and interest proposed
to be served, . . . (and) provi(de) for. . .other public ways . "

PUBLIC HEARING: . After reviewing the Planning Department reports, examining
. available information on file with the 'application., and field
checking the property and surrounding area, the Examiner'
(Rezone) conducted a public hearing on the subject as follows:
The hearing was opened on May 15, 1979 at 9:00 a.m. in the Council Chambers of the Renton
Municipal Building to review rezone application, R-292-79.
Parties wishing- to 'testify were affirmed. by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.

David Clemens, Associate Planner, reviewed Exhibit #1, and entered the following 'additional
exhibit into the record:

The Examiner referenced Section J. (Environmental Assessment/Threshold Determination)
which indicates that due to the modest size of the proposal, and subject to retention of
existing evergreen trees on the site, a Declaration of' Non-Significance has been issued
for the' subject proposal, and he inquired if a separate. threshold determination had been
required for the rezone proposal as -well as the preliminary plat application scheduled
at a subsequent-public hearing:. Mr. Clemens advised that a single declaration was
determined sufficient to encompass proposed action regarding' approval' of the subdivision
for single family' residential'use.. The Examiner noted a typographical error in Section
I.2 .of Exhibit #1'which' erroneously' denotes the proposed-number of lots as 17 instead of
. the requested 18 -lots.
The Examiner requested testimony by the applicant. . Responding was:'

The Examiner requested testimony in support or opposition to the'application. There was
no'response. Since there were no 'further comments, the hearing. on File No. R-292-79 was

David Clemens, Associate Planner, advised that due to inadvertent deletion of the exception
request from the legal publication of the public hearing notice, the Planning Department
recommends continuance of the matter to May 22, 1979 at 9:00 a.m. The applicant concurred
in the proposal and the hearing was closed.by the.Examiner at 9:22 a.m.

PUBLIC HEARING: (Rezone., Preliminary Plat, Exception)
The hearing was opened on June 5, 1979 at 9:10 a.m. in the Council Chambers of the Renton
Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed the
supplementary Planning Department report, dated June 5, 1979, which incorporates both the
rezone and preliminary plat staff •reports, dated May 15, 1979, as well as the supplementary
report regarding the preliminary plat and exception, dated May 22, 1979. The report was
entered into the record as Exhibit #3.
The Examiner indicated that because the rezone had been reviewed through a prior public
hearing which was subsequently closed, dependent upon the applicant's concurrence in the
matter, the previous discussion could be incorporated into the record without further
review. Mr. Gustafson indicated his concurrence in the procedure.
Mr. Clemens reviewed the preliminary plat and exception request, and entered the following
additional exhibit into the record:
Exhibit #4: Preliminary Plat as submitted •
Mr. Clemens noted that the proposed plat contains a total of 18 lots, 17 of'which will
contain 7500 square feet and one of larger size which contains, the existing residence of
the applicant. He also advised that extension of N.E. 10th Street from Union Avenue N.E.
to Redmond Avenue N.E. was recommended in the proposal.
•
The Examiner asked the applicant if he concurred in Exhibit #3. Mr. Gustafson indicated
his concurrence in the report. The Examiner inquired if the applicant was amenable to
provision of improvements along Union Avenue N.E. and retention of existing trees along
the western boundary of the site. Mr. Gustafson responded affirmatively. The Examiner
requested a representative of the Public Works Department to testify regarding the question
of sanitary sewer connection from the site. Paul Lumbert, Traffic Engineering Division,
advised that although the department has not received utility profiles, the applicant's
engineer 'has reviewed the matter and is confident that sanitary sewer connection can be
accomplished. The Examiner inquired if the Public Works Department concurs in the requiremen
for provision of off-site improvements as part of development. Mr. Lumbert indicated the
department's concurrence.
The Examiner requested testimony in, support or opposition to the application. There was no
response. He then requested further comments. Since there were none, the hearing on
File No. R-292-79, PP-334-79 and E-347-79 was closed by the Examiner at 9:35 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now makes and enters the following:
FINDINGS:
1. The request is for approval of a reclassification of +6.8 acres from General (GS-1)
to Suburban Residence No. 1 (SR-1) . ' In conjunction with this request the applicant
has submitted a request for approval of a preliminary plat and pipestem exception.
2.. The Planning Department report sets forth the issues,' applicable policies and provisions,
findings of fact, and departmental recommendations in this matter, and is hereby
attached as Exhibit #1 and incorporated in this report by reference as set forth in
full therein.

3. Pursuant to the City of Renton's Environmental .Ordinance and the State Environmental •
Policy Act of 1971, R.C.W.. . 43.21.C. , as amended, a Declaration of Non-Significance
has been issued 'for the subject..proposal by Gordon Y. Ericksen, responsible official.
• 4. Plans for the proposal have been reviewed by, all city departments affected by the
impact of this development:
•
5. There was no opposition. to the proposal expressed.
6. The Public Works Department indicated that sewer and water service can be made
available for the subject property.
7.• The proposal is compatible with the' required setbacks, lot coverage and height
requirements of Section 4-704 of Title IV, 'Ordinance No. 1628, Code of General
Ordinances.
8. The subject site is located along Union Avenue N.E. in the vicinity of N.E. 10th
Street. Approximately the eastern two-thirds of the site is covered by grasses,
with the western one-third covered mostly.by Douglas Fir trees and some deciduous
trees'.
•
9. The subject site was annexed 'into the the City of Renton by Ordinance No. 1609, dated
April 29, 1957. The current GS-1 zoning was applied at that time.
10. The subject site is just north of Kiwanis Park. Development in the area generally
consists of single family residences. There is a hub of commercial growth occurring
on or near N.E. .4th Street and Union. Avenue N.E. The same is true along Sunset
Boulevard N.E. The subject site is the last sizeable area in this vicinity to be
proposed for development. The site is crossed in the western portion by the BPA
transmission line easement.
11. The Comprehensive Plan indicates that this area is suitable for single family
residential-use. Except for the park to the south, single family uses of various
. densities surround the site. Development to the north and northwest is in a G-7200
' zone. Lots to the west are developed'in. a GS-1 zone and lot size varies.' To the • •
east, which consists of both unincorporated•King County and the City of. Renton,
development is also single family residential: '
12. Union Avenue N.E. is a north-south arterial. The major east-west routes in the area
are N.E. 4th Street to the south and N.E. 12th Street to the north.' The Planning
Department has. indicated that N.E. 10th Street will be opened. through the proposed
plat. N.E. 10th Street would then become a direct route to Sunset Boulevard N.E.
from Union Avenue N.E.
13. Both sewer and water service will have to be extended to the proposed plat. Standard
fees for hookup will apply.
14. ' Since annexation, the area has not been the subject of any other rezone requests.
The Comprehensive Plan was the only review of the. subject area. The Comprehensive
Plan indicated a single. family suitability' for this. area. '
15. If the rezone is approved.the applicant'proposes developing an 18-lot subdivision on
the, subject property., The plat would consist of 17 lots of approximately 7500 square
feet and-brie large lot .which is developed with 'the applicant's residence. •
Lot 4 of -the proposed subdivision.would have a pipestem access 20 .feet wide and about
64 feet long. There' is 'currently no public street in the vicinity of the proposed
pipestem lot, and none is proposed. An exception is required to create a pipestem
lot pursuant•to Section 9-1108.23 (F)3 (d) .
CONCLUSIONS: (Rezone) •
1. The proponent. of a rezone must demonstrate compliance with •at least one of the three
criteria listed in Section 4-3014. which provides in part that;
a. The site has not been considered in' a previous area wide rezone;
b. The subject site is potentially zoned for- the new classification per the
Comprehensive Plan; or
c. There have been demonstrated changes in the area since the last rezoning action.
The. applicant has demonstrated that the necessary criteria to permit a rezone of
•
the subject property have been met.

2. The.current classification, GS-1, was applied to the subject property upon annexation
by the city in 1957. Since that time this property has remained relatively undeveloped
while the area surrounding the subject site has undergone considerable growth and
development. The subject site is the last remaining parcel of this size to be
proposed for subdivision and development in this area.
Both to the north and west, single family homes have been developed. Lots to the
north are about 7500 square feet. To the west, lot size varies. The Comprehensive
Plan designates the area in which the subject site is located for potential development
of single family residences. Single family use is proposed by the applicant.
3. The proposed single family development will be served by the commercial. areas
developing to the south, along N.E. 4th Street, and to the north, along Sunset
Boulevard N.E. The proposed use will permit use of the subject property for needed
single. family residential development. The use of this area will permit the in-filling
of "the area rather than extending growth into other sparsely developed ;areas.
4. Any use of this area whether generated by the proposed subdivision or some other
development will have some. impact on Kiwanis Park. Therefore, the applicant should
provide a buffer along all property lines which the subject property shares with the
park. A covenant to provide a buffer of 10 feet of natural landscaping will protect
the park from development but not deny the applicant reasonable use of the subject
property.
CONCLUSIONS: (Preliminary Plat)
5. The proposed preliminary plat is compatible with the Comprehensive Plan and surrounding
land uses in the area. As previously mentioned, the area is potentially designated
as single family residential and is surrounded by similar uses on generally similar
sized lots.
6. All of the proposed lots either equal or meet the minimum requirements of the
Subdivision Ordinance. One of the lots, containing the applicant's current residence,
will be much larger than-the -remaining lots. Another of the lots has a pipestem
access and the applicant has requested an exception for that lot. •
7. The Planning Department has indicated that N.E. 10th Street will be opened through
the proposed subdivision. There would still be a small section of this street right-
of-way which will not be opened if the proposal is completed. The eventual development
of N.E. 10th Street can be expected to generate considerable use of this cross street
because.it will be the only east/west street between N.E. 4th Street and N.E. 12th
Street. Such useage will inevitably impact residents along N.E. 10th Street.
The impact of opening N.E. 10th Street was not fully reviewed at the hearing on the
subject matter. N.E. 10th Street has the potential of becoming a major east/west
connector between the large commercial shopping areas west on Sunset Boulevard N.E.
and the expansive residential communities to the east. Unlike property along N.E.
4th Street and N.E. 12th Street which are zoned or used for either commercial or
multifamily uses, most of the properties along N.E. 10th Street are single family
residential.
Single family uses should be protected from heavy traffic. On page 4 of the Renton
Urban Area Comprehensive Plan (1965) a residential neighborhood is described as an area
"of relatively solid patterns of homes, linked. by quiet streets. . .". "In planning .
neighborhoods, the creation of residential districts free of overcrowding influences,
arterial traffic, . . .are important objectives." " (Arterials) should not conflict or
interfere with the functions of residential neighborhoods."
At the same time the Arterial and Street Plan for the Renton Urban Area has designated
. N.E. 10th Street as a Community Arterial (Map, page 13; Table 2, page 35) . A
Community Arterial is defined on page 6 as a street which "should be located on
neighborhood boundaries and should serve major traffic volumes generated within the
community. They should serve as a secondary connecting link between residential areas
and major facilities, such as shopping centers, located therein."
N.E. 10th Street appears. to cut through a neighborhood rather than pass along its
boundaries. It would pass through not only the subject proposal but also the single
family area to the west.
•
Further review would appear. to be indicated before N.E. 10th Street is opened as a
"community arterial." The addition of this 18-lot plat will not of itself generate
enough traffic to warrant such opening. The..public safety and welfare would be better
served by a review' of the particular impacts which such an opening would have on the

subject proposal and the other single family, areas in the vicinity.
Until such further review, the section of N.E. 10th Street west of Union Avenue N.E.
should end in a cul-de-sac with dedication of the remaining right-of-way for pedestrian
use to permit the blending of the proposed residential subdivision with the existing
neighborhood to the west. •
8. The proposed development will generate increased traffic and pedestrian circulation
and will therefore have to provide for- the installation of off-site improvements.
These should include but not be limited to street lights, curbs and sidewalks per
approval of the Public Works Department.
9. The'existing trees should be maintained on site if possible to conform to the
requirements of the Comprehensive Plan (page 11, Comprehensive Plan, 1965) , which
indicates that natural features should be maintained. The Planning Department should
maintain prior approval before the natural stand of trees is removed. This is
particularly true in the .areas buffering Kiwanis Park.
10. The building and lot coverage shall be_per ordinance requirements unlessa variance
is approved by the Board of Adjustment.- All. utilities and hookups shall be subject
to the standard fees and ordinance requirements.
(Pipestem Lot Exception)
11: The proposed Lot 4- is planned to have access via a pipestem to N.E. 10th Street. The
Public Works Department indicated that no plans have been developed to provide a
- through public street in this area. ' There is therefore no practical alternative to
permit the development of this parcel without the exception which the applicant has .
requested.
12. Approval of the exception will permit the development of one additional lot and will
not adversely affect the public 'welfare, nor will it materially harm neighboring
properties. The relief requested Is the minimum necessary to permit development;
the pipestem will be the required 20 feet in width and will be less than 70 feet in
length.
13. Other pipestem lots have been permitted under the same or similar conditions and
therefore the applicant. is not being granted. a special privilege.
RECOMMENDATION:
The rezone should be approved subject to restrictive covenants to require provision. of
a. 10-foot natural landscape buffer strip along all the subject property's boundaries which
adjoin Kiwanis Park.
The preliminary plat and exception should be approved subject to the following:
1. The Planning Department approval of the removal of any trees prior to construction
or clearing on the subject property;
2. The installation of off-site improvements along Union Avenue N.E.; .
3. The installation of at least three street lights along N.E. 10th Street subject to
approval of the Public Works Department;
4. N.E. 10th Street should end as a cul-de-sac at the' western- end of the subject property,
subject to the dedication of the proposed street right-of-way as a pedestrian right-of-
way and subject to the installation of sidewalks and other appropriate improvements as
determined •by the Public Works Department. This provision is subject to review by
the Planning and Public Works Departments of the need for and the impact' of opening
N.E. 10th Street as a through right-of-way.

2 . Soils : Alderwood gravelly sandy loam (AgC ) . Permeability is
moderately rapid in the surface layer and subsoil and very slow
in the substratum. Runoff is slow to medium and the erosion hazard

for birds and small mammals .
5 . Water : No standing water was observed on the subject site .
6 . Land Use : The site is generally surrounded by single family homes
with a church located to the north and the Kiwanis Park in the
southwest .
E . NEIGHBORHOOD CHARACTERISTICS :
The area is basically single family residential in nature .
F . PUBLIC SERVICES :
1 . Water and Sewer : A 12" water main runs north-south on Union
Avenue NE adjacent to the subject site . An 8" sanitary sewer
is located on Union Avenue approximately 150 ' south of the
subject site .
2 . Fire Protection : Provided by the Renton Fire Department per
ordinance requirements .
3 . Transit : Metro Transit route #107 operates along Union Avenue NE
adjacent to the subject site .
4. Schools : The Honeydew Elementary School is located to the
east of the subject site across Union Avenue NE while McKnight
Junior High School is situated within 1 3/4 miles to the northwest
and Hazen Senior High School is approximately one mile to the
northeast.
5 . Recreation : Kiwanis Park is adjacent to the south boundary of
the subject site on Union Avenue and the grounds of the Honeydew
Elementary School provide recreational opportunities for area
residents .

I . IMPACT ON THE NATURAL OR HUMAN ENVIRONMENT :
1 . Natural Systems : Rezoning of the subject site will not have a
direct effect on the subject site . However , eveptual development
will disturb the soils , remove vegetation , increase storm water
runoff and have an effect on traffic and noise levels in the area .
Through proper development controls and procedures , however , these
impacts can be mitigated .
2 . Population/Employment : The proposed 17-lot subdivision will
increase the area population by approximately 63 people (3 . 5
persons/home times 18 homes ) . This increase isn ' t likely to
adversely affect evisting public services .
3 . Schools : The proposed plat will increase the school population
by approximately 9 students ( . 5 student/home times 18 homes ) .
These students will be distributed throughout the grades and
should not significantly affect existing facilities .
4. Social : Development of the subject site into single family
residences will provide increased opportunities for social inter-
action among the area residents .
5. Traffic : The proposed development will increase traffic in the
vicinity by approximately 180 trips/day ( 10 trips/unit times
18 units ) . Current traffic on Union Avenue NE of 9200 trips per
day will thusbe increased by about 31/2% .
J . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton ' s Environmental Ordinance and the
State Environmental Policy Act of 1971 , as amended , RCW 43-21C ,
a declaration of non-significance has been prepared for the subject
proposal , due to the modest size of the proposal , and retention to
the maximum extent possible of the existing evergreen trees .

5 . Planning Department records indicate that no areawide rezone
has occurred in this vicinity with exception of the adoption
of the Comprehensive Plan in 1965 .
6 . Development in this general neighborhood area has previously
encircled , but not included this site . Current development is
generally commercial in nature near Sunset Blvd . NE or NE
4th and Union Avenue . This site , upon development , will complete
the single family development of this neighborhood area .
Additional comments of other departments are attached for
consideration .
M . DEPARTMENTAL RECOMMENDATIONS (Rezone )
Based upon the foregoing analysis , recommend approval of the rezone
request from GS-1 to SR-1 .
L . PLANNING DEPARTMENT ANALYSIS : (Preliminary Plat )
1 . The proposed plat is consistent with the Comprehensive Plan
Land Use Element which designates the site and surrounding
area as single family residential .
2 . The applicant ' s proposal is consistent with existing single
family subdivisions to the north and east of the subject site .
3 . The proposed plat meets or exceeds all zoning and subdivision
ordinance requirements relating to minimum lot size (7500 square
feet) and dimensions with the following exception :
The Building Division indicates that the setback lines
illustrated would not meet the side yard setback requirement
of 6 feet for 2-22 story structures as per Section
4-706-4 (c ) of the Zoning Code
4 . The water main on Union Avenue will have to be extended to
Redmond Avenue NE and suitable sewer service supplied as per
Utilities Engineering Division comment . Plans are required
and the standard hook-up fees will be charged . (See comments )
5 . The Engineering Division advises that storm water retention/
detention will be required as well as off-site improvements
consisting of curbs , gutters , sidewalks , paving and storm
drainage and street lighting on Union Avenue NE .
6 . Fire hydrants and water mains shall be installed per water
engineering requirements . Hydrants and access shall be installed
prior to any building construction .
7 . Traffic Engineering indicates that approximately 3 street lights
will be required .
8. The Parks Department notes that the subject site is located
in an area in which neighborhood park acquisition is complete.
The existing Kiwanis Park (adjacent to the southerly boundary )
will be impacted by the new plat . (See comment)
9. After this plat application was received by the various
departments and staff , it was discovered that Lot #4 is a pipe-
stem lot . Due to this situation , application for an exception
to the Subdivision Ordinance for a pipestem lot will be
required (Section 9-1109 ) . The applicant has submitted the reques
which has been advertised for public hearing on May 22 , 1979 .

The subject site was annexed into the City by Ordinance #1609
dated April 29 , 1957 .
D . PHYSICAL BACKGROUND :
1 . Topography : The site slopes generally from west to east at a
moderate 5 to 10% .
2 . Soils : Alderwood gravelly sandy loam (AgC ) . Permeability is
moderately rapid in the surface layer and subsoil and very slow
in the substratum. Runoff is slow to medium and the erosion hazarc
is moderate . This soil is used for timber , pasture , berries ,

row crops and urban development. Arents , Alderwood
material (AmC ) . Permeability is moderately rapid . Runoff is
medium and the erosion hazard is moderate to severe . This soil
is used for urban development .
3 . Vegetation : The easterly 2/3 of the site consists principally
of grass while the westerly portion is composed of an abundant
supply of Douglas Fir (particularly in the south section ) and
some medium growth deciduous trees .
4. Wildlife : Existing vegetation on the site provides suitable habita
for birds and small mammals .
5 . Water : No standing water was observed on the subject site .
6 . Land Use : The site is generally surrounded by single family homes
with a church located to the ' north and the Kiwanis Park in the
southwest .
E . NEIGHBORHOOD CHARACTERISTICS :
The area is basically single family residential in nature .
F . PUBLIC SERVICES :
1 . Water and Sewer : A 12" water main runs north-south on Union
Avenue NE adjacent to the subject site . An 8" sanitary sewer
is located on Union Avenue approximately 150 ' south of the
subject site .
2 . Fire Protection : Provided by the Renton Fire Department per
ordinance requirements .
3 . Transit : Metro Transit route #107 operates along Union Avenue NE
adjacent to the subject site .
4. Schools : The Honeydew Elementary School is located to the
east of the subject site across Union Avenue NE while McKnight
Junior High School is situated within 1 3/4 miles to the northwest
and Hazen Senior High School is approximately one mile to the
northeast.
5 . Recreation : Kiwanis Park is adjacent to the south boundary of
the subject site on Union Avenue and the grounds of the Honeydew
Elementary School provide recreational opportunities for area
residents .

I . IMPACT ON THE NATURAL OR HUMAN ENVIRONMENT :
1 . Natural Systems : Rezoning of the subject site will not have a
direct effect on the subject site . However , eventual development
will disturb the soils , remove vegetation , increase storm water
runoff and have an effect on traffic and noise levels in the area .
Through proper development controls and procedures , however , these
impacts can be mitigated .
2 . Population/Employment : The proposed 17-lot subdivision will
increase the area population by approximately 63 people (3 . 5
persons/home times 18 homes ) . This increase isn ' t likely to
adversely affect evisting public services .
3 . Schools : The proposed plat will increase the school population
by approximately 9 students ( . 5 student/home times 18 homes ) .
These students will be distributed throughout the grades and
should not significantly affect existing facilities .
4. Social : Development of the subject site into single family
residences will provide increased opportunities for social inter-
action among the area residents .
5. Traffic : The proposed development will increase traffic in the
vicinity by approximately 180 trips/day (10 trips/unit times
18 units ) . Current traffic on Union Avenue NE of 9200 trips per
day will thus be increased by about 31/2% .
J . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton ' s Environmental Ordinance and the
State Environmental Policy Act of 1971 , as amended , RCW 43-21C ,
a declaration of non-significance has been prepared for the subject
proposal , due to the modest size of the proposal , and retention to
the maximum extent possible of the existing evergreen trees .

1 . The proposed rezone is consistent with the Comprehensive Plan
Land Use Element and zoning designations of single family
residential use for the site and surrounding area .
2 . Suitable water is available to the subject site although
a main extension will be required from Union Avenue to Redmond
Avenue . Sewer service is questionable , however , the Utilities
Engineering Division advises that there could be grade problems .

3. The subject request is necessary to establish future lots that
are consistent with the zoning and subdivision ordinances . This
will allow for platting of the site and subsequent development
for single family residences .
4 . Proposed future development will have to meet fire flow and
access requirements as per Fire Department standards and
comment.

5 . Planning Department 'records indicate that no areawide rezone
has occurred in this vicinity with exception of the adoption
of the Comprehensive Plan in 1965 .
6 . Development in this general neighborhood area has previously
encircled , but not included this site . Current development is
generally commercial in nature near Sunset Blvd . NE or NE
4th and Union Avenue . This site , upon development , will complete
the single family development of this neighborhood area .
Additional comments of other departments are attached for
consideration.
M . DEPARTMENTAL RECOMMENDATIONS (Rezone )
Based upon the foregoing analysis , recommend approval of the rezone
request from GS-1 to SR-1 .
L . PLANNING DEPARTMENT ANALYSIS : (Preliminary Plat )
1 . The proposed plat is consistent with the Comprehensive Plan
Land Use Element which designates the 'site and surrounding
area as single family residential .
2 . The applicant' s proposal is consistent with existing single
family subdivisions to the north and east of the subject site .
3 . The proposed plat meets or exceeds all zoning and subdivision
ordinance requirements relating to minimum lot size (7500 square
feet) and dimensions with the following exception :
The Building Division indicates that the setback lines
illustrated would not meet the side yard setback requirement
of 6 feet for 2-21/2 story structures as per Section
4-706-4(c ) of the Zoning Code
4. The water main on Union Avenue will have to be extended to
Redmond Avenue NE and suitable sewer service supplied as per
Utilities Engineering Division comment. Plans are required
and the standard hook-up fees will be charged . (See comments )
5 . The Engineering Division advises that storm water retention/
detention will be required as well as off-site improvements
consisting of curbs , gutters , sidewalks , paving and storm
drainage and street lighting on Union Avenue NE .
6 . Fire hydrants and water mains shall be installed per water
engineering requirements . Hydrants and access shall be installed
prior to any building construction .
7 . Traffic Engineering indicates that approximately 3 street lights
will be required .
8. The Parks Department notes that the subject site is located
in an area in which neighborhood park acquisition is complete.
The existing Kiwanis Park (adjacent to the southerly boundary )
will be impacted by the new plat . (See comment)
9. After this plat application was received by the various
departments and staff , it was .discovered .that Lot #4 is a pipe-
stem lot. Due to this situation , application for an exception
to the Subdivision Ordinance for a pipestem lot will be
required (Section 9-1109) . The applicant has submitted the requesi
which has been _advertised for public hearing on May 22 , 1979 .
M . DEPARTMENTAL RECOMMENDATIONS (Preliminary Plat)
Based upon the above analysis and the requirement for a pipestem

on that date of the pipestem lot exception application . Future
approval may include but is not necessarily limited to the following
conditions :
1 . Final Public Works Department approval of detailed utilities
plans and payment of hook-up fees .
2 . Installation of off-site improvements and approval of storm
drainage plans as per Engineering Division comments .
3 . Installation of fire hydrants , access , and water mains as per
Fire Department approval .
4 . Installation of the street lights as per Traffic Engineering
comments .
5 . Conformance to the required sideyard setbacks as noted in
L-4.
6. Retention of the existing evergreen trees to the maximum extent
feasible .

Comprehensive Park and Recreation Plan adopted by the City Council
in March, 1978. Neighborhood park acquisition is complete for this

Introduction The State Environmental Policy Act of 1971 , Chapter 43.21C, RCW, requires
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private proposals. The Act also requires that an EIS be
