ED54559 CASE# 23-4556 OF COLLISION 04/23/23 02:30 OF CbLLI510N NARRATIVE 23-4556 Narrative The following occurred in the City of Renton, County of King, State of Washington. On 04/23/2023 at about 0609 hours I was dispatched to Davis Ave S/S 45th PL for a report of a Hit and Run Collision on Davis Ave S near S 45th PL. I arrived to find V-2, a Toyota Camry, WA license (CDV8084) parked on the west side of Davis Ave S, north of S 45th PL, with the rear of the vehicle caved in. In the planting strip behind the vehicle was a small tree that had also sustained damage. Next to the tree I could see large tire tread consistent with a truck. On the grass to the southeast of the tree was shards of red plastic that appeared to be from the taillight of V-2. There were also bits of chrome colored plastic from what appeared to be the license plate frame from V-1 as well as a single piece of clear plastic that appeared to likely be from V-1's head light. I noted a distinct lined pattern in the plastic on one end, to look for if I located a suspect vehicle. I also noted that V-2 had been pushed forward approximately 11 feet when it was struck. I was able to measure this do to the gouges the right rear wheel made in the curb when the vehicle was struck. The wheel and tire had marks and mud consistent with this as well. I took digital photographs of the scene and began looking for V-1. I located V-1 parked in space #304 in front of the "U" building at 4600 Davis Ave S. It was a blue 2004 Chevrolet, WA license (C74349Z). The front of the vehicle had clearly been involved in a recent collision with a small tree. There was still bark similar to the tree at the collision scene, stuck to the front license plate. The pattern in the clear plastic and shape matched a missing piece from the driver's side headlight. The tire tread also appeared to match the pattern left in the mud at the scene and there was mud on the front passenger side tire consistent with the scene. A record check of the plate showed the vehicle clear and valid to Antonio Harrell out of Seatac. I was able to locate an associated apartment#U-205 and contacted Andrew Harrell. I asked him if Antonio was there and when he stated that Antonio was not, I explained that I was looking to speak to him about a collision his vehicle had been involved in. Andrew Harrell stated that he was the driver and sole occupant at the time of the collision. He stated that it occurred last night at about 0230 hours. He was heading home from work, and he doesn't know what happened. He just woke up to find he had crashed into the tree. He figured there wasn't much damage to the tree and there was a lot to his vehicle, so he didn't bother reporting it. Andrew stated that he is not allowed to drink at his job, and he did not have any alcohol after he got off work either. He has not been diagnosed yet but believes he may have narcolepsy. Andrew did not realize that he had struck V-2. This actually seemed plausible since V-2 was pushed away from the scene of the collision. Andrew verbally identified himself and matched his DOL photograph. A record check shows that he is clear, not licensed-eligible. He stated that he is in the process of purchasing the vehicle from his uncle Antonio. He does not have insurance on the vehicle and is unsure if Antonio does. This incident was captured on my Axon body worn video camera. This report is a summary of events that occurred and is not an exact sequencing of events.
