SURVEY:
Task 10 – Topographic and Boundary Survey
10.1 Survey Control
Survey control will be established and constrained to City of Renton published control points.
10.2 Topographic Survey
x Hardscapes such as walks, driveways, ADA ramps and crossings, etc.
o Existing road surface elevations within survey limits shall include (but not limited to) top back of
curb, gutters, and pavement crown at an interval not exceeding +/-50 feet.
x Surface indications of utilities, such as vaults, pedestals, etc.
x Utility lines that can be visually observed, located by RF locating equipment (APS estimate fee of
$6,000.00), or identified on readily available record drawings received through the Utility Providers.
x Accessible sewer and storm structures will be measured for invert elevations, size of pipe, size of
structure, and approximate water levels found in any drainage structures at the time of the survey.
x Overhead utilities, estimated elevations, and poles.
x Signs.
x Roadway markings, such as centerlines, lane markings, etc.
x Individual ornamental street trees of any size; any tree 8-inch diameter four feet above the ground; and
any tree that has been tagged by City of Renton’s arborist.
x Wetland flags placed as part of Task 20 (below)
x Contours will be generated at a one-foot interval.
10.3 Boundary Survey
x The monuments required to define the right of way centerlines will be surveyed and the right-of-way
centerlines and margins will be calculated and shown.
x Adjoining parcels will be shown per King County GIS lines.
10.4 Aerial Photo
x The site will be flown by one of our certified drone pilots to obtain a current aerial photo. This photo will
be ortho-rectified and constrained to site control.
Task 20 – Environmental Planning and Wetland and Stream Delineation
The overall scope of the planning portion of this project is to provide an onsite stream/wetland delineation,
determine boundary, type of stream, category of wetlands, and provide findings in a delineation report for a
proposed storm pipe upgrade project located within East Valley Road, in Renton, King County, Washington.
20.1 Research for Wetland and Stream Delineation
Conduct desktop research to obtain available information on the project area and surrounding properties to
determine what if any jurisdictional water bodies or habitat have been mapped by the City of Renton, King

County, the Washington Department of Fish and Wildlife (WDFW) and the U.S. Fish and Wildlife Service
(USFWS). The information found will be used in the wetland assessment. Assist with any comments received
during the permitting process and revise the materials provided if needed to aid in the permitting process.
20.2 Regulatory Documentation
Conduct an onsite wetland/stream delineation within the project area to establish the presence and
boundary of any onsite wetlands or other waterbodies that may be impacted by the project, and prepare
the necessary documentation, data forms, rating forms, stream reach analysis, etc., to establish
type/category of waterbody and buffer widths required by the US Army Corps of Engineers, Regulatory
Branch (USACE), the Washington State Department of Ecology (Ecology), and Renton Municipal Code (RMC).
20.3 Critical Areas Report and Local Permitting Support
Prepare a wetland assessment required by RMC 4-8-120D, to include the necessary documentation, maps,
exhibits and photos for the City’s use in project permits and approvals. The report will include a description
of the proposed project, methods used, existing conditions, field findings, and a discussion of potential
impacts, regulations, and possible mitigation measures for impacts to critical areas or their buffers, if any.
Task 30 – Miscellaneous Surveying Support
Miscellaneous Surveying Support will be provided on a Time-and-Expense basis up to an additional $25,000.
Tasks included in this category will include:
x additional mapping areas for utilities, monuments, potholing, video inspection, etc.
x Ground Penetrating Radar for utility locating.
x Drone/point cloud scanning.
x Setting tacks for project survey control along project corridor.
Fee Estimate
Professional services will be provided on a Fixed Fee (Lump Sum) of $65,114.68 based on information provided
(fee includes $6,000.00 estimate for utility locates).
Any additional time due to unforeseen issues or out-of-scope work will be billed on a Time-and-Expense (Rates)
fee basis only after your approval.
The above scope of work and related fees has been based on the following assumptions:
x Client is to facilitate right of entry.
x No property corners will be set for this scope of work.
x Adjoining parcels will be shown per King County GIS lines and not based on deed records or evaluations
of these records.
x Surrounding areas specific to the survey need to be relatively clear of debris.
x Client has provided all known information as it relates to this project including title reports and
maintenance/as-built information from client files.

x Re-mobilizations or additional work based on areas or features of concern that were not originally
discussed; areas identified by other specialists (Biologists, Arborists, etc.) after the initial field work, or
those areas which were not accessed due to safety or limitations of time.
x Approval from WDFW is not anticipated.
x The project is not SEPA exempt.
x City will prepare SEPA checklist and act as SEPA lead agency.
x Mitigation planning for impacts to critical areas, if any, is not included in the environmental planning
services listed above.
x Permitting services will not be provided. The City will apply for and obtain the necessary project
approvals and permits.

Schedule
PACE will commence work on this project within one to two weeks of receipt of the signed proposal. We
estimate that the field work will take approximately 16 days, followed up by an additional 10 days of office
reduction.

x One signed PDF and electronic files in ACAD 2021 Civil 3D format of the Topographic and Boundary
survey, per City of Renton Survey and Drafting Standards.
x One copy of a complete critical areas delineation report for use in applying for required City of Renton
project permits.

Approximately 4000 feet of East Valley Road (full right of way width) from a point about 150 feet north of the
southeasterly corner of TPN 334040-0006, southerly to a point 100 feet southerly of the centerline of SW 34th
Street. Also, a portion of SW 27th Street (full right of way width) from the intersection of SW 27th Street and
East Valley Road, to a point of approximately 350 feet westerly of said intersection. The project also includes
