City Hall Councilman Schellert commended Fire Chief Williams for recent study
Evacuation Drill and program concerning evacuation of City Hall in case of fire; also
discussing burning of catepillars.
VOUCHER APPROVAL Finance and Personnel Committee Chairman Schellert recommended Council
authorization for payment of Vouchers No. 4662 through No. 4743 in
the amount of $57,448.61 having received departmental certification
as to receipt of merchandise and/or services. Vouchers No. 4655 -
4661 were machine voided during processing. MOVED BY SCHELLERT,
SECONDED BY DELAURENTI , COUNCIL AUTHORIZE PAYMENT AS REQUESTED.

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
CHANGING THE ZONING CLASSIFICATION OF CERTAIN,
PROPERTIES WITHIN THE CITY OF RENTON FROM GENERAL
CLASSIFICATION (G-7200) TO RESIDENCE DISTRICT (I -2)
WHEREAS under Chapter VII, Title IV (Building Regulations)
of Ordinance No . 1628 known as the "Code of General Ordinances of
the City of Renton", as amended, and the maps and reports adopted in
conjunction therewith, the property hereinbelow described has has
heretofore been zoned as General Classification (G-7200) ; and
WHEREAS a proper petition for change of zone classification of
said property has been filed with the City Clerk on or about Feb. 27 ,1975
which petition was duly referred to the Planning Commission
for investigation, study and public hearing, and a public hearing
having been held thereon on or about March 26 ; 1975 , and said
matter having been duly considered by the Planning Commission and
said zoning request being in conformity with the City' s Comprehensive

CORRESPONDENCE AND CURRENT BUSINESS
Martindale Letter from City Clerk Mead reported that the Martindale petition
Street Vacation for vacation of a portion of Lake View Boulevard contained only
of Lake View Bd. 53% of the subject property (rather than the 100% claimed) , Mr.
Martindale was contacted for clarification and reported a real
estate contract with the fee title owner who resides in Iowa.
The letter further noted the petition will be referred back to Mr.
Martindale for further action as the City Attorney advises that the
additional signature will be required to validate the vacation
petition.
Damages Claim Claim for Damages was filed by Patrick A. Nolan in the amount of
P. Nolan $185.90 for damages allegedly due to sewer trunk backing up flooding
house with raw sewage. MOVED BY STREDICKE, SECONDED BY BRUCE,
REFER THIS MATTER TO THE INSURANCE CARRIER AND CITY ATTORNEY. CARRIED.

Undergrounding with 60 ft. frontage and 10 ft. at rear of property. City Attorney
of .Utilities in Shellan noted protest period extends 10 days from effective date of
Central Business ordinance. City Clerk noted confirming ordinance adopted 5/16 and
District effective 5/21/75. Shellan noted any reduction in amount of assess-
ment at this date would need an amending ordinance and the reduction
assumed by the City as the other assessments could not be raised.

CORRESPONDENCE Letter from Mayor Garrett noted review of Referendum 29 funds to
Referendum #29 construct a multi-service center as requested by Committee of the
Multi-Service Whole 5/15/75. The letter noted need to submit preliminary proposal
Center to the Referendum 29 Subcommittee of the Regional Advisory Committee
to the Department of Social and Health Services by 6/1/5 including
sponsorship, informal committment of agencies providing direct ser-
vices to the community, funding proposal , and continuing maintenance
and equipment funds as these are not available through Referendum 29.
The letter noted the City would be sponsoring agency; that those
agencies expressing interest in location include: RAYS, Valley Pulse
Clinic, Clothing Bank, Valley Cities Mental Health, and possibly Dept.
Social and Health Services (Public Assistance) and Adult Probation
and Parole. The letter noted funding proposal of $350,000 for 10,000
square feet ($35 per sq.ft. ) requiring a local match of $87,500 to
be derived from $59,450 for 1/2 acre in easterly portion of Cedar
River Park and include sewer and water and $28,050 cash or in-kind
services; that $262,500 would be requested for Referendum 29 funds.
The project sponsor would be required by the State to assume respon-
sibility for use of the facility and provision of the prescribed
services and the facility maintenance and operation which would
not be limited to $13,720; no provision is made for equipment.

R.C. Jackson Letter from City Clerk Mead noted that the Jackson property rezone .
Rezone before the Council as Planning Commission recommendation 12/19 was
referred to the Planning Director and City Attorney for additional
covenants concerning a limit of the number of new buildings or struc-
tures. The letter reported the new covenants signed and ordinance
prepared and recommended referral to the Legislation Committee for

Martindale Letter from City Clerk Mead reported that the Martindale petition
Street Vacation for vacation of a portion of Lake View Boulevard contained only
of Lake View Bd. 53% of the subject property (rather than the 100% claimed) , Mr.
Martindale was contacted for clarification and reported a real
estate contract with the fee title owner who resides in Iowa.
The letter further noted the petition will be referred back to Mr.
Martindale for further action as the City Attorney advises that the
additional signature will be required to validate the vacation
petition.
Damages Claim Claim for Damages was filed by Patrick A. Nolan in the amount of
P. Nolan $185.90 for damages allegedly due to sewer trunk backing up flooding
house with raw sewage. MOVED BY STREDICKE, SECONDED BY BRUCE,
REFER THIS MATTER TO THE INSURANCE CARRIER AND CITY ATTORNEY. CARRIED.
APPOINTMENTS Letter from Mayor Garrett appointed Edward R. Torkelson to the
Data Processing position of Director of the Data Processing Department effective
Director 5/28/75 under provisions of the City Ordinance 2935 establishing

CONCUR IN THE APPOINTMENT BY THE MAYOR. CARRIED.
VOUCHER APPROVAL Finance Committee Member Clymer recommended approval for payment of
Vouchers 4587 through 4654 in the amount of $140,385.47 which have
received departmental certification as to receipt of merchandise
and/or services rendered. Vouchers #4580 through 4586 were voided.

Senior Citizens Letter from Public Works Director Gonnason referred to petition received
Garbage Rate; requesting special rates for refuse collection for Senior Citizens and
Petition reported that a one-can rate had been requested at the time bids were
Received 5/12 called for, that all bidders gave the same rate for a single can as
they did for two cansas the time involved in travel for the individual
collections would be essentially the same. The letter noted rate for one
and two can collection is $2. 16 per month, with the City charging $2.20;
that emphasis was given by the Council to charge minimum for residential
customers; that a reduction in single family rates would require raising
of charges for other classes for subsidizing those rates. MOVED BY CLYMER,

Order of Eagles Letter from Mr. John Williams, Secretary of the Renton Aerie No. 1722,
Card Room Fraternal Order of Eagles, 316 S. 3rd St. , requested consideration in
regards to license for card room, as only Pinochle is played by members
only with no money given away as prizes but as a social function only.

Heather Downs Letter from Public Works Director Gonnason noted receipt of petition
Requests bearing 21 signatures from residents in the Heather Downs area desiring
Sewers sewer service, which is outside the City limits but within the City's
Service water and service area per agreement with Water District 90. The letter
noted attem't to obtain funding in the form of an EPA grant for an
interceptor sewer which would serve a substantial area including areas
currently within the city limits; that the Dept. of Ecology would grant
an interest free loan for engineering, environmental and planning costs.
Noting that an additional Federal grant for 90% of the costs is almost
assured from the Dept. of Ecology in the spring of 1976 which would repay
the interest-free engineering loan. The letter requested authorization
to proceed with application for engineering loan, to employ a consulting
engineer to develop plans and prepare application for EDA funding for
Heather Downs interceptor sewer. The area to be served would be south
of Honeydew School , north of Cedar River, west of 142nd S.E. and easterly
of Queen N.E. Following discussion, it was MOVED BY GRANT, SECONDED BY
DELAURENTI , REFER THE REQUEST TO PROCEED WITH THE LOAN APPLICATION AND
EMPLOYMENT OF CONSULTANT FOR PLANS FOR FUNDING FOR HEATHER DOWNS INTER-
CEPTOR SEWER TO THE PUBLIC WORKS COMMITTEE. Public Works Director
Gonnason noted desire to proceed with comprehensive sewer plan in order
to determine how to best service the areas regardless of the LID. CARRIED.
National Flood Letter from Public Works Director Gonnason reported Federal Insurance
Insurance Administration acceptance of the City' s application for inclusion in this
Program National Flood Insurance Program as of May 13, 1975 and all individual
property owners are now eligible to buy flood insurance protection at
affordable federally-subsidized rates. The letter noted publication
and individual notification to property owners in the designated hazard
areas was being arranged. . ,
Rezone Letter from Planning Director Ericksen reported Planning Commission
Robt. C.Jackson recommendation for approval of rezone for Robert C. Jackson from G-7200
Appl . R-805-75 to R-2 of 1 .27 acres located on Union Ave. N.E. between N.E. 15th St.
land Glenco Subdivision, subject to the filing of a Declaration of Restric-
Itive Covenants providing for setback of buildings and landscaped buffer
zone. The existing use was listed as single-family residential with
proposed use of duplex family and single family dwelling and the Compre-
hensive Plan allowing medium density multiple family. Planning Director
Ericksen explained the Restrictive Covenants provide for maintenance of
buffer strip and setback of buildings; and explained procedure for approval
of any changes through Special Permit or Short Plat. MOVED BY STREDICKE,
SECONDED BY GRANT, COUNCIL RECESS. CARRIED. Council recessed at 9:27 p.m.

a pump station will be required connecting to the L. I .D. 294 line; this
would include the Merlino property; that the front footage for LID 294
would be $17.98 and for the proposed LID $28. 16 per front foot with an
area charge based on square footage.served by the pump station, Mr.
Merlino protested a square footage charge and told of work he had done
attempting to organize sewers for the area. Public Works Engineer Touma
noted LID 294 boundaries established for area that could be served by

The April 1975 administrative meeting of the Renton Planning
Commission was called to order at 8 : 13 p . m. The Pledge of
Allegiance was led by Chairman Ross . Seven people were noted
as being present in the audience .
The Chairman asked Commissioner Teegarden to call the roll in
the absence of Secretary Gibson .

exception of Gibson (out of town ) and Mola (business

REZONE:

The Planning Director advised that the rezone applica-
tion had been continued from the March public hearing
until April 23 , 1975 . A work session of the Environ-
mental Development Committee was scheduled to study
the matter at 7 : 30 p . m. , April 17th .
3 . NEW BUSINESS :
The Chairman requested staff presentations with regard
to new business items . The Planning Director advised
that he would brief the Commission on all items in
succession , including review of the site locations ,
zoning , Comprehensive Plan designations and proposed
development, as applicable .
REZONE:
A. DR. H . M. ALLENBACH ; Appl . No . R-809-75 ; rezone
from G-9600 to L- 1 ; property located on East Valley
Highway adjacent to SR- 167 and approximately 1/4 to .
1/2 mile north of S . W. 43rd St.
Mr. Ericksen pointed out the 4. 5 acre site located on
the East Valley Highway adjacent to SR- 167 . He noted
that 3. 5 acres of the site is presently zoned L- 1 ;
the request concerns the approximate 1 . 0 acre portion
of the site presently zoned G-9600 being rezoned to
L- 1 . The Comprehensive Land Use Plan designates the

area as M-P/L-1 . Proposed use is for a "mini -warehouse . "
The Planning Director indicated that this type of develop-
ment is not specifically defined as an allowable use in an
L- 1 zone , and it would be determined by the staff whether
or not Planning Commission site plan review is required .
He displayed a site development plan and described it
briefly.
The Chairman invited questions and comments from the Commis-
sion members . In response to a query from Commissioner
Teegarden , Mr. Ericksen explained that the narrow strip of
G zoned land was the result of the division of parcels fol -
lowing establishment of the Valley Freeway. The strip has
been acquired from the owner of adjacent property.
Commissioner Teegarden inquired -regarding the setback pro-
vided from the east property line . He was advised by Mr.
Ericksen that the setback was established in order to allow
for the proposed Soil Conservation Service drainage channel .
He noted that at this date there had been no official action
to move the channel to the east side of the Valley Freeway
which necessitated the setback . Mr. Ericksen said the
matter would be reviewed further by the staff.
Discussion also ensued with regard to the status of Coun-
cil consideration of the Planning Commission recommendations
for proposed changes in the L- 1/H-1 categories of the Zoning
Ordinance .
Appropriate concerns regarding the request were reviewed by
the Planning Director. Commissioner Scholes requested that
an outline of the P-9 Channel in this area be provided for
review, especially as it applies to the G-9600 zoned area .
Information with regard to setbacks from the proposed chan-
nel site was also requested .
The Planning Director indicated that the City of Renton has
passed a resolution concurring with the Soil Conservation
Service requirement that two percent of each site remain
in its natural state or be landscaped for wildlife habitat.
Further discussion followed with regard to consideration of
the rezone in view of proposed changes in the Comprehen-
sive Plan in the area . It was noted that the proposal indi -
cates the site as M-P.
REZONE:
B, JOE AGOSTINO; Appl . No . R-810-75 ; " rezone from G to M-P ;
property located on E . Valley Highway between S . W. 21st
St. and S . W. 23rd St .
The 2 . 1 acre site adjacent to the. East Valley Highway was
pointed out on the vicinity map . The property is presently
• zoned G and an M-P designation is being requested . The
undeveloped land is proposed for construction of a con-
tractor ' s storage warehouse. Access; will be from the East
Valley Highway. No question's were noted from the Commis-
sion .

The April 1975 public hearing meeting of the Renton Planning
Commission was called to order at 8 : 03 p .m. by Chairman Ross .
The Pledge of Allegiance was led by Commissioner Gibson .
Thirty-six people were noted as being present in the audience .
1 • ROLL CALL was taken by Secretary Gibson . All members
responded present with the exception of Humble .
Secretary Gibson then read a letter of resignation from
Commissioner Humble to Mayor Garrett effective immediat-
ely, which noted that he was no longer able to devote
the time necessary to perform an adequate job as a member
of the Planning Commission . Planning Commissioners ex-
pressed their regret regarding the loss of a valuable
member , appreciation for all the time served by Commiss-
ioner Humble , and wished him well in his future endea-
vors . .
2. APPROVAL OF MINUTES :
The Chairman called for additions and corrections to the
minutes of the meeting of March 26 , 1975 . Commissioner
Teegarden requested that references to the Comprehen-
sive Land Use Plan on pages 6 , 10 and. 12 be changed to
read "Comprehensive Plan . "
ACTION:
MOVED BY TEEGARDEN, SECONDED BY WIK, THAT THE MINUTES OF
MARCH 26, 1975, BE APPROVED WITH CORRECTIONS AS NOTED.

Chairman Ross welcomed those in attendance , briefly described

A staff presentation was invited by the 'Chairman . The
Planning Director pointed out the 1 . 27 acre site on
Union Avenue on the vicinity map and noted the applica-
tion for R-2 zoning and its location in an area designated
for medium density residential use on the Comprehensive
Plan . He reported that the Environmental Development
Committee had met to discuss the proposal and that a
recommendation was anticipated .

The Chairman called for the Committee report. Upon the request
of Chairman Mola , Co-chairman Scholes advised the group regard-
ing the findings of the Committee . Mr. Scholes noted that the
Committee had met on April 17th and had received a letter with
six names of residents in the immediate neighborhood who were
in agreement with the request. The Committee reviewed develop-
ment in the area , with particular emphasis on the single family
residences surrounding the area . It was their conclusion that
they recommended approval of the rezone from G-7200 to R-2 , as
it is compatible with the Comprehensive Plan . They recommended
a twenty foot natural preservation buffering strip on the north
property line controlled by restrictive covenants and advised
that this is acceptable to Mr. Jackson .
The Planning Director asked Assistant Planner Smith to read
the letter from the ajoining residents into the record:
"This is to certify that we , the undersigned , are neigh-
bors of Bob and Kay Jackson . They have explained to us
their plans to have the property located at 1550 Union
Ave . N. E . rezoned to R-2 , and their intention of building
a maximum of two duplex dwellings on this site . We are
aware that there is a meeting concerning the rezone on
April 17th at 7 : 30 p . m. , and that we may attend this

had an opportunity to sign the letter.
Mr. Smith then reviewed the proposal on the site plan , noting
the wooded area . He advised that Mr. Jackson had voluntarily
recommended that restrictive covenants be established pro-
viding for a twenty foot natural area on the northerly prop-
erty line of the site to protect residences to the north .
He stated that the applicant plans to retain as many trees
as possible. He described the applicant ' s eventual plans
for subdividing the property into three lots of approximately
10 ,000 square feet each but noted that his immediate plans
include the construction of a duplex.
The Chairman invited questions from the Commission . Commis-
sioner Wik suggested that the buffering area be increased
to thirty feet and asked if the possibility had been dis-
cussed with Mr. Jackson as to feasibility with his plans .
The staff noted that this was a question that would have to
be resolved and that thirty feet might present a problem.
Mr . Ericksen suggested another on-site check and stated
that the staff felt that a twenty-five foot setback would
be desirable , inasmuch as it would provide a minimum of
fifty feet between the proposed structures and existing
Glenco structures .
In response to Commissioner Rivily ' s query regarding preser-
vation of trees on the westerly boundary ,, Mr. Ericksen
stated that Mr. Jackson intended to retain as much of the
natural landscaping as possible as a screen along Union .
The Chairman invited a comment from Mr. Jackson .

that he was agreeable to a twenty-five foot setback and
would find thirty feet unacceptable because of twelve
very large trees on the property which would then pos-

The Planning Director advised that the staff would be
in contact with the applicant relative to restrictive
covenants and they will be submitted to the City Council

A. DR. H. M. ALLENBACH ; Appl . No . R-809-75 ; rezone from
G-9600 to L- 1 ; property located on E. Valley Highway
adjacent to SR- 167 and approximately 1/4 to 1/2 mile
north of S. W. 43rd St.
The Secretary introduced the application , and the
Planning Director described the proposal . He noted
that the requested rezone involves a sliver of land
consisting of approximately one acre located directly
west of the Valley Freeway . He advised that the
proposed development involves a large parcel (approxi -
mately 4. 5 acres ) of undeveloped land presently zoned

L- 1 and noted surrounding zoning and uses . The request
is consistent with the Comprehensive Plan .
Responding to Commissioner Scholes' question relative to
the dimensions of the subject site , Mr. Ericksen advised
that it is 130 feet on the north , 70 feet on the south ,
and 465 feet in length . He advised Commissioner Wik
that the property is approximately 40 feet westerly of
the freeway shoulder.
Commissioner Teegarden inquired regarding the status of
the assessment for the proposed drainage channel in the
area . The Planning Director advised that the matter
would be reviewed at the time of issuance of the build-
ing permit but that at the present time the P-9 Channel
eighty foot right-of-way is planned to go through the
site . He stated that the staff has been in contact with
the King County Department of Hydraulics and that any
development plan would be subject to their review with
regard to a floodplain permit. He noted a proposal to
relocate the channel to the east side of the freeway ,
but at this time the issue is unresolved . Discussion
followed with regard to acquisition of the property
for the proposed drainage canals and its effect on pro-
posed development.
Slides of the site were viewed. General characteris-
tics of the site , development in the area and access
were discussed .
Discussion was opened to the Planning Commission . The
possibility of a moratorium on development in areas
affected by the proposed channels was noted. The Plan-
ning Director indicated that rezoning to L- 1 would
allow construction to the property line subject to any
restrictions that may be in existence .
The Chairman invited comment from the applicant .
Dr. H. M. Allenbach , 25829 152nd Ave . S . E. , Kent ,
stated that the request had been made because the
property had been sold to a developer and noted that
•for him to develop the property , it is necessary that
there be consistent zoning . He noted commercial use
to the south and north and asked for Planning Commis-
sion consideration .

Commissioner Mola asked if the developer is aware of
the possibility that the P-9 Channel may go through
the area and its possible effect on the proposed devel -
opment.
Dr. Allenbach advised that the developer is aware of
the possibility .

WHEREAS, Robert C. Jackson and Kay L . Jackson , his
wife , are the owners of the following real property in the City
of Renton , County of King , State of Washington , described as
follows :
the N. 255 ft. of the E. 342 ft . of the W. 372 ft. of
the SW4 of the SW; of Sec. 3 , T23N , R5E W. M. in King
County Washington , except the E. 125 ft . thereof.
WHEREAS, the owners of said described property desire
• to impose restrictions and covenants running with the land as
to use , present and future , of the above described real prop-
erty.
NOW, THEREFORE, the aforesaid owners hereby establish ,
grant and impose restrictions and covenants running with the
land hereinabove described with respect to the use by the
undersigned , their successors , heirs , and assigns , as follows :
LANDSCAPED BUFFER AREAS
The first twenty-five (25 ) feet adjacent to the
northern property line shall be maintained as a land-
scaped buffer area . The existing natural vegetation
shall be maintained and incorporated with additional
trees , shrubs and groundcover, as necessary to provide
an effective screen . A landscape plan shall be sub-
mitted designating existing and proposed plant.
material . Upon approval of such plan , any changes
in landscaping in said buffer area shall be subject
to the review and approval of the City of Renton
Planning Department.
An installation and three year maintenance bond shall
be provided to the City in the amount of 150% of the
cost of installation and maintenance .
SETBACKS
No structure or building shall be permitted or located
within twenty-five (25 ) feet of the northern property
line.
DURATION
These covenants shall run with the land and expire on
December 31 , 1999. These covenants shall remain in
full force and effect , unless otherwise changed or
amended by all parties in writing , with the approval
of the City Council of the City of Renton .
• Any violation or breach of these restrictive covenants may be
enforced by proper legal procedures in the Superior Court of
King County by either the City of Renton or any property owners
adjoining subject property who are adversely affected by such
breach .

The April 1975 public hearing meeting of the Renton Planning
Commission was called to order at 8 : 03 p . m. by Chairman Ross .
The Pledge of Allegiance was led by Commissioner Gibson .
Thirty-six people were noted as being present in the audience .
/ . ROLL CALL was taken by Secretary Gibson . All members
responded present with the exception of Humble .
Secretary Gibson then read a letter of resignation from
Commissioner Humble to Mayor Garrett effective immediat-
ely, which noted that he was no longer able to devote
the time necessary to perform an adequate job as a member
of the Planning Commission . Planning Commissioners ex-
pressed their regret regarding the loss of a valuable
member , appreciation for all the time served by Commiss -
ioner Humble , and wished him well in his future endea-
vors .
2- APPROVAL OF MINUTES :
The Chairman called for additions and corrections to the
minutes of the meeting of March 26 , 1975 . Commissioner
Teegarden requested that references to the Comprehen-
sive Land Use Plan on pages 6 , 10 and 12 be changed to
read "Comprehensive Plan . "
ACTION:
MOVED BY TEEGARDEN, SECONDED BY WIK, THAT THE MINUTES OF
MARCH 26, 1975, BE APPROVED WITH CORRECTIONS AS NOTED .

Chairman /Ross welcomed those in attendance , briefly described
the roll of the Planning Commission , and introduced the Plan-
• ning Department staff. He then called upon the Secretary to
introduce the old business item. -

A staff presentation was invited by the Chairman . The
Planning Director pointed out the 1 . 27 acre site on
Union Avenue on the vicinity map and noted the applica-
tion for R-2 zoning and its location in an area designated
for medium density residential use on the Comprehensive
Plan . He reported that the Environmental Development
Committee had met to discuss the proposal and that a
recommendation was anticipated .

The Chairman called for the Committee report. Upon the request
of Chairman Mola , Co-chairman Scholes advised the group regard-
ing the findings of the Committee . Mr. Scholes noted that the
Committee had met on April 17th and had received a letter with
six names of residents in the immediate neighborhood who were
in agreement with the request. The Committee reviewed develop-
ment in the area , with particular emphasis on the single family
residences surrounding the area. It was their conclusion that
they recommended approval of the rezone from G-7200 to R-2 , as
it is compatible with the Comprehensive Plan . They recommended
a twenty foot natural preservation buffering strip on the north
property line controlled by restrictive covenants and advised
that this is acceptable to Mr. Jackson .
The Planning Director asked Assistant Planner Smith to read
the letter from the ajoining residents into the record :
"This is to certify that we , the undersigned , are neigh-
bors of Bob and Kay Jackson . They have explained to us
their plans to have the property located at 1550 Union
Ave . N . E . rezoned to R-2 , and their intention of building
a maximum of two duplex dwellings on this site . We are
aware that there is a meeting concerning the rezone on
April 17th at 7 : 30 p . m. , and that we may attend this

Mr. Smith noted that Mr. Jackson had also consulted with
several other neighbors who were in agreement but had not
had an opportunity to sign the letter.
Mr. Smith then reviewed the proposal on the site plan , noting
the wooded area . He advised that Mr. Jackson had voluntarily
recommended that restrictive covenants be established pro-
viding for a twenty foot natural area on the northerly prop-
erty line of the site to protect residences to the north .
He stated that the applicant plans to retain as many trees
as possible . He described the applicant ' s eventual plans
for subdividing the property into three lots of approximately
10 , 000 square feet each but noted that his immediate plans
include the construction of a duplex.
The Chairman invited questions from the Commission . Commis-
, sioner Wik suggested that the buffering area be increased
to thirty feet and asked if the possibility had been dis-
cussed with Mr. Jackson as to feasibility with his plans .
The staff noted that this was a question that would have to
be resolved and that thirty feet might present a problem.
Mr . Ericksen suggested another on-site check and stated
that the staff felt that a twenty-five foot setback would
be desirable , inasmuch as it would provide a minimum of
fifty feet between the proposed structures and existing
Glenco structures .
In response to Commissioner Rivily ' s query regarding preser-
vation of trees on the westerly boundary , Mr. Ericksen
stated that Mr. Jackson intended to retain as much of the
natural landscaping as possible as a screen along Union .
The Chairman invited a comment from Mr . Jackson .

that he was agreeable to a twenty-five foot setback and
would find thirty feet unacceptable because of twelve
very large trees on the property which would then pos-
sibly require removal to accommodate development.
Chairman Ross called for questions by the Commission ,
but none were offered. He then invited comment from
the audience .
ACTION:
NOTING NO RESPONSE, IT WAS MOVED BY SCHOLES, SECONDED
BY MOLA, THAT THE PUBLIC HEARING BE CLOSED. MOTION
CARRIED UNANIMOUSLY.
ACTION:
MOVED BY WIK, SECONDED BY SCHOLES, THAT THE PLANNING
COMMISSION RECOMMEND APPROVAL OF THE ROBERT C. JACKSON
APPLICATION FOR REZONE FROM G-7200 TO R-2, INASMUCH AS

The Planning Director advised that the rezone applica-
tion had been continued from the March public hearing
until April 23 , 1975 . A work session of the Environ-
mental Development Committee was scheduled to study
the matter at 7 : 30 p . m. , April 17th .
3 . NEW BUSINESS :
The Chairman requested staff presentations with regard
to new business items . The Planning Director advised
that he would brief the Commission on all items in
succession , including review of the site locations ,
zoning , Comprehensive Plan designations and proposed
development, as applicable .
REZONE:
A. DR. H. M. ALLENBACH ; Appl . No . R-809-75 ; rezone
from G-9600 to L- 1 ; property located on East Valley
Highway adjacent to SR- 167 and approximately 1/4 to
1/2 mile north of S. W. 43rd St.
Mr. Ericksen pointed out the 4. 5 acre site located on
the East Valley Highway adjacent to SR- 167 . He noted
that 3. 5 acres of the site is presently zoned L- 1 ;
the request concerns the approximate 1 . 0 acre portion
of the site presently zoned G-9600 being rezoned to
L- 1 . The Comprehensive Land Use Plan designates the
Renton Planning Commission

area as M-P/L-1 . Proposed use is for a "mini -warehouse . "
The Planning Director indicated that this type of develop-
ment is not specifically defined as an allowable use in an
L- 1 zone , and it would be determined by the staff whether
or not Planning Commission site plan review is required .
He displayed a site development plan and described it
briefly.
The Chairman invited questions and comments from the Commis-
sion members . In response to a query from Commissioner
Teegarden , Mr. Ericksen explained that the narrow strip of
G zoned land was the result of the division of parcels fol -
lowing establishment of the Valley Freeway. The strip has
been acquired from the owner of adjacent property.
Commissioner Teegarden inquired 'hegarding the setback pro-
vided from the east property line . He was advised by Mr.
' Ericksen that the setback was established in order to allow
for the proposed Soil Conservation Service drainage channel .
He noted that at this date there had been no official action
to move the channel to the east side of the Valley Freeway
which necessitated the setback . Mr. Ericksen said the
matter would be reviewed further by the staff.
Discussion also ensued with regard to the status of Coun-
cil consideration of the Planning Commission recommendations
for proposed changes in the L- 1/H-1 categories of the Zoning
Ordinance .
Appropriate concerns regarding the request were reviewed by
the Planning Director. Commissioner Scholes requested that
an outline of the P-9 Channel in this area be provided for
review, especially as it applies to the G-9600 zoned area .
Information with regard to setbacks from the proposed chan-
nel site was also requested.
The Planning Director indicated that the City of Renton has
passed a resolution concurring with the Soil Conservation
Service requirement that two percent of each site remain
in its natural state or be landscaped for wildlife habitat.
Further discussion followed with regard to consideration of
the rezone in view of proposed changes in the Comprehen-
sive Plan in the area . It was noted that the proposal indi -
cates the site as M-P .
REZONE:
B. JOE AGOSTINO; Appl . No . R-810-75 ; rezone from G to M-P ;
property located on E . Valley Highway between S . W. 21st
St. and S. W. 23rd St.
The 2 . 1 acre site adjacent to the East Valley Highway was
pointed out on the vicinity map . The property is presently
zoned G and an M-P designation is being requested . The .
undeveloped land is proposed for construction of a con-
tractor' s storage warehouse. Access will be from the East
Valley Highway. No questions were noted from the Commis-
sion .

The Chairman declared a recess at 10: 45 p . m. The meet-
ing reconvened at 10 : 50 p . m. with all Planning Commissioners
noted above in attendance .
Mr. Coleman was recognized by the Chairman . Mr. Coleman
stated that the applicant would like to amend his appli -
cation for R-3 to R-2 zoning.
Mr. Abbott , in response to his question regarding further
public input necessary with reference to the R-2 zone ,
was advised that a Planning Commission recommendation
would be made to the City Council , and public response
would be allowed at the Council meeting .
Further discussion followed with regard to R-2 zoning
standards and the Special Permit requirements .
The Chairman called for any additional comment .
Noting no further response from the audience , IT WAS MOVED
BY TEEGARDEN , SECONDED BY MOLA, THAT THE PUBLIC HEARING BE
CLOSED. MOTION CARRIED UNANIMOUSLY .

The application for rezone from G-.7200 to R-2 of the
1 . 27 acre site was introduced by Secretary Gibson . A
staff presentation was invited by Chairman Ross .
The Planning Director pointed out the subject site on
the east side of Union Ave . N. E. and Sunset on the
vicinity map , noted its current use as single family
residential , and its planned use for a duplex dwelling
and a single family residence . The area is designated
for medium density multiple family on the Comprehensive
Land Use Plan . The area is developed for single family
residential purposes on the north , east and south . The
site is bounded by an easement road at the back . There
is R-3 zoned property across the street to the west .
Slides and aerial photographs were viewed . The appli -
cant proposes to develop the front portion of his pro-
perty with a duplex dwelling . Although much of the
neighborhood is designated for medium density multi -
• family use on the Comprehensive Land Use Plan , it con-
sists essentially of single family residences .
The Chairman invited comment from the applicant and the
audience.
Robert C. Jackson , 1515 Union Ave. N. E. , Renton , the
applicant , stated that he has checked with neighbors
to the east and south of his property , across Vashon N. E .
and N. E. 16th , and that they have indicated verbal agreement

for him to develop the property as proposed. He noted that
the proposed duplex on the front of the property would be
screened by existing trees . He stated it was his intention
not to cut down any trees on the property. He estimated
that the site of the duplex will be between 7 ,500 and 10,000
square feet.
The Chairman called for questions from the Commission mem-
bers . Commissioner Wik, noting grading of the site as
viewed in photographs , inquired if it was Mr. Jackson ' s
intention to construct a row of duplexes eventually. Mr.
Jackson stated that ultimately he would like to put one
duplex in the northwest corner but planned to preserve
the contour of the land as much as possible . He stated
that he did not have plans for ultimate high intensity
multiple family use.
Discussion followed with regard to the procedure for obtain-
ing public right-of-way in the area , the possibility of off-
site improvements at the time of platting , and possible
access problems that could occur. In response to Commis-
sioner Mola , Mr. Jackson indicated that he planned to accom-
plish most of the construction work personally but would
subcontract some work.
The Chairman invited further comment from the audience but
. received no response.
Commissioner Teegarden expressed his concern , that while
the area was designated for multiple family by the Compre-
hensive Land Use Plan , he noted a number of substantial
single family houses on three sides of the site . The
Planning Director noted that further study of the Comprehen-
sive Land Use Plan , existing uses and citizen concerns
might be appropriate . Commissioner Teegarden indicated
that he believed that it would be appropriate to refer the
item to committee for study .
ACTION:
MOVED BY SCHOLES, SECONDED BY TEEGARDEN, TO CONTINUE THIS
ITEM UNTIL THE APRIL 23RD PUBLIC HEARING AND TO REFER THE
MATTER TO THE ENVIRONMENTAL DEVELOPMENT COMMITTEE FOR
EVALUATION AND REPORT BACK. MOTION CARRIED.
An Environmental Development Committee meeting was estab-
lished for April 17th at 7 : 30 p . m. Mr. Jackson indicated
his desire to meet with them and bring some of his neigh-
bors .

The Planning Director noted that the one-fourth acre site
involves two lots , located at Williams Ave. S. and So . 5th
St. The area is zoned B-P but has never been developed
for business parking purposes . Existing zoning in the
vicinity was cited by Mr. Ericksen , which includes R-3

Discussion followed as to the necessity for environ-
mental assessments . Mr. Ericksen advised that the
applicant may be requested to provide environmental ,
assessments with' relation to both properties .
The Vice Chairman reminded the Commission that both
applications will be considered at an Environmental
Development Committee meeting to be held on March 19 .

The Vice 'Chairman".invi ted a staff report with reference to
new business items . ' The' Planning Director pointed out the
locations of .the five new applications .and advised that a
brief review would be made by Assistant Planner Smith . Mr .
Ericksen suggested a field trip , noting a very full agenda
for March 26th , which would require extra, preparation .

He reported that there are single-family residences on the
site which are planned for removal . He cited R-3 zoning
to the east and north of the property and noted a convales-
cent center to the east of the site . A blow-up of the site
plan was displayed and described . The setback from Spring-
brook is planned to be approximately 70 feet,; landscaping
and parking plans were reviewed generally . Elevation draw-
ings were viewed . An exposed aggregate structure , approx-
maTel.y 23 feet in height is planned .
It was noted by the. Planning Director that access and right-
of-way requirements would be reviewed by the staff . Commis-
sioner Teegarden , referring to a recent news article rela-
tive to a planned sports complex south of the property in
King County , requested that the staff attempt to obtain
information concerning the proposal so that its relation-
ship to the Kay/Hubbard application can be determined .

Mr. Smith stated that the landscaping plan will remain the
same , but additional parking will be required . . The add-
i'tion was described as a brick-faced structure and the
landscaping in front of the building . Mr. Smith- advised
that the applicants are in the process of vacating Pacific
Ave . S . W. The proposal will be reviewed in view of re-
strictive covenants on the property . It was noted in
discussion that followed that the proposed P- 1 channel ,
which will be located on property directly to the west, will
have no effect on planned parking .

The Assistant Planner located the site , approximately 200 .

vicinity map and noted that Voice plans an additional hangar
facility and rehabilitation of an existing hangar facility
and office facility . The proposal will be under Shoreline
Management jurisdiction due to 'its proximity to the Cedar
River .. Site development plans were viewed. and described .
Mr. Smith advised that landscaping is planned for the front
of the building and the area between the buildings and areas
near the hangar . Responding to Commissioner Scholes , the
Assistant Planner indicated that the setback from the ' peri -
meter road is approximately 10 feet .
