AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM
BUSINESS PARKING (B-P) TO RESIDENT DISTRICT (R-3 )
WHEREAS under Chapter VII, Title IV (Building Regulations)
of Ordinance No : 1628 known as the "Code of General Ordinances of
the City of Renton", as amended, and the maps and reports adopted in
conjunction therewith, the property hereinbelow described has has
heretofore been zoned as Business Parking (B-P) ; and
WHEREAS a proper petition for change of zone classification of
said property has been filed with the City Clerk on or about March 3 ,
1975 which petition was duly referred to the Planning Commission
for investigation, study and public hearing, and a public hearing
having been held thereon on or about March 26 , 1975 , and said
matter having been duly considered by the Planning Commission and
said zoning request being in conformity with the City' s Comprehensive
Plan, as amended, and the City Council having duly considered all

Schneider • Mr. Tilton submitted letter from Walter C, Mioduszewski , 2428 N.E.
Rezone 6th St. , Mr. and Mrs. Hunter 3504 6th N.E. and Tilton, requesting
Continued that an engineering survey be taken of the area of N.E. 6th St. and
Olympia Ave. to determine best storm drainage system,claiming danger of
flooding without proper precautions. Mr. John Thompson, 3718 N.E. 10th
Lane, objected to overcrowding area. Mr. Roger Knott, 3805 S. 180,
representing the Gerald E. Schneider interest, noted 140 units planned -as
owner-occupied with Home Owners Assoc. MOVED BY' STREDICKE, SECONDED
BY CLYMER, REFER MATTER TO THE COMMUNITY SERVICES COMMITTEE TO REPORT
BACK. Following further discussion, MOTION CARRIED:*(Motion to com-
mittee, has preference). Further discussion ensued regarding the devel-
opment with individual ownerships and need for platting,, and thatnumber
of proposed units discussed at Commission meeting ways 250. Community
Services Committee Chairman Clymer scheduled field trip to site on 4/10
with notification when report forthcoming.
Rezone Letter from Planning Director Ericksen reported Planning Commission
Robert Kingen recommendation for approval of R-2 zoning for Robert J. Kingen from
Appl . R-803-75. G-6000. to R-2 (amended from R-3) for 6.1 acres of property located
between 87th Ave. & Rainier Ave. N. in the vicinity of vacated por-
tion of S. 119th St. The undeveloped property is proposed medium
density multiple family, being in agreement with the Comprehensive
Plan. MOVED BY DELAURENTI, SECONDED BY SCHELLERT, COUNCIL CONCUR IN
RECOMMENDATION OF THE PLANNING COMMISSION AND REFER TO THE LEGISLATION
COMMITTEE.* Planning Director Ericksen used wall maps and slides to
explain particulars of the area. Mr. Ernest Coleman, 1100 N. 36th,
explained proposed apartments. *MOTION CARRIED.

THE PLANNING COMMISSION AND REFER MATTER TO THE LEGISLATION COMMITTEE.
Councilman Clymer disqualified himself because of conflict of interest
and left the Council Chambers. MOTION CARRIED. -
AUDIENCE - Mrs. Caroline Terry, 516 Pelly Ave. N. , inquired regarding the Cabaret
COMMENT Ordinance adopted by the Council 2/3/75; Section 5-3105 Paragraph C (ban-
ning topless) was referred .to Legislation Committee to prepare legis-
Cabaret lation for referendum. Discussion ensued regarding referendum and
Ordinance initiative, that-referendum refers to an ordinance which has been
adopted and petitions filed that ordinance be put to vote of the people;
ordinance suspended until date set for vote. Legislation Committee
Chairman Clymer noted Committee report on the subject would be presented
under Committee reports.

Gambling Tax Letter from T. W. Donnelly, Manager of the Renton Elks Lodge noted '
Card Rooms receipt of Ordinance 2919 imposing $500 annual tax for card rooms
and noted the State Gambling requirements for the Renton Elks does
not allow the charging of fees for the playing of social card games,
nor are the facilities open to the public. The letter asked if the
ordinance requires the $500 fee from a nonrevenue producing organiza-
tion, and if the ordinance can be amended to provide an exclusion.

Lake Washington Letter from Park Director Coulon presented Third Amendatory Contract
Beach Park to acquire and/or develop land for open-space purposes between the
Property City and the United States thru H.U.D. and a resolution authorizing
execution for Lake Washington Beach Park (Scott-Pacific property) .
Letter from Special Asst. City Attorney Pain recommended passage of
the resolution authorizing the Mayor and City Clerk to execute
contract so that HUD will proceed to reimburse the City the sum of
$10,000 for the relocation award made to Scott-Pacific. MOVED BY
GRANT, SECONDED BY BRUCE AUTHORIZE CONTRACT AND REFER TO THE LEGISLA-
TION COMMITTEE FOR RESOLUTION. CARRIED.
Talbot Hill Letter from Public Works Director Gonnason recommended referral to
Reservoir Public Works and Legislation Committees of grant offer in the amount
of $355,200.00 for the funding of the eligible costs on the proposed
Talbot Hill reservoir from the Department of Social and Health Services.
The letter noted the reservoir estimated cost $1 ,000,000.00,with the
grant offer representing 40% of the eligible. construction costs and'
that the City had listed this project among those to be financed by
1975 Water and Sewer Revenue Bond Issue. ' The letter called attention
to contract condition that the Applicant (City) must submit cost
analysis within one month from acceptance which documents the basis
for a direct retail service surcharge in excess of the 50% above in-
city service rates surcharge recommended in Referendum 27 - Municipal
and Industrial Water Supply program. The letter noted 100% surcharge
is made for out-of-city customers and the continuation would have to be

Discussion followed as to the necessity for environ-
mental assessments . Mr. Ericksen advised that the
applicant may be requested to provide environmental
assessments with relation to both properties .
The Vice Chairman reminded the Commission that both
applications will be considered at an Environmental
Development Committee meeting to be held on March 19 .
5 . NEW BUSINESS :
The Vice Chairman invited a staff report with reference to
new business items . The Planning Director pointed out the
locations of the five new applications and advised that a
brief review would be made by Assistant Planner Smith . Mr .
Ericksen suggested a field trip , noting a very full agenda
for March 26th , which would require extra preparation .
REZONE:
A , ROBERT C . JACKSON ; Appl . No . R-805-75 ; rezone from
G-7200 to R-2 ; property located on Union Ave . N . E .
between N . E . 15th St . and Glencoe Subdivision .
Assistant Planner Smith noted the 1 . 27 acre site , pre-
sently zoned G-7200 , on the vicinity map . He advised
that the Comprehensive Land Use Plan designated the
area for medium density multiple family development .
Proposed use is for a duplex-type dwelling . In response
to Commissioner Teegarden ' s inquiry regarding future
plans for subdivision , it was noted that construction
of the duplex dwelling is planned for the near future
in addition to the existing single-family residence
and that an R-2 designation would allow construction
of a duplex without Planning Commission review. Ad-
ditional units would require subdivision .
B, WILLIAM MONTGOMERY , EXECUTOR ( Estate of Beulah
Edwards deceased) ; Appl . No . R-806-75 ; rezone from
B-P to R- 3; property located on Williams Avenue
So . between So . 4th St. and So . 5th St.
The site on the northeast corner of Williams Ave. So .
and So . 5th St. , presently zoned B-P and proposed for
R-3 , was pointed out on the vicinity map . The .26
acre site is presently undeveloped ; the Comprehensive
Land Use Plan indicates high density multiple family
usage . The Assistant Planner noted an existing home
to the north on a lot already zoned R-3 . Property
to the west is zoned L- 1 .

Noting that the proposal is for a special permit to
construct a medical clinic in an R-3 zone , Mr. Smith
pointed out the .72 acre site on the vicinity map .

He reported that there are single-family residences on the
site which are planned for removal . He cited R.-3 zoning
to the east and north of the property and noted a convales-
cent center to the east of the site . A blow-up of the site
plan was displayed and described . The setback from Spring-
brook is planned to be approximately 70 feet ; landscaping
and parking plans were reviewed generally . Elevation draw-
ings were viewed . An exposed aggregate structure , approx-
maTely 23 feet in height is planned .
It was noted by the Planning Director that access and right-
of-way requirements would be reviewed by the staff . Commis-
sioner Teegarden , referring to a recent news article rela-
tive to a planned sports complex south of the property in
King County , requested that the staff attempt to obtain
information concerning the proposal so that its relation-
ship to the Kay/Hubbard application can be determined .

in an L- 1 zone ; property located at 1120 S .W . 16th St .
The 1 . 48 acre site just north of the proposed Group Health
Clinic complex and east of Springbrook. Creek was noted on
the vicinity map . The proposal is for construction of an
office addition to the front of the existing warehouse .
Mr . Smith stated that the landscaping plan will remain the
same , but additional parking will be required . The add-
ition was described as a brick-faced structure and the
landscaping in front of the building . Mr. Smith advised.
that the applicants are in the process of vacating Pacific
Ave . S . W. The proposal will be reviewed in view of re-
strictive covenants on the property . It was noted in
discussion that followed that the proposed P- 1 channel ,
which will be located on property directly to the west , will
have no effect on planned parking .
SITE APPROVAL:
E, VOLCO , INC . ; Appl . No . SA-807-75 ; Site Plan Approval for
an aircraft hangar addition to an .xisting office/air-
craft hangar facility in a P- 1 zone; property located
on the Renton Municipal Airport .
The Assistant Planner located the site , approximately 200
feet north from the corner of Logan and Airport Way , on the
vicinity map and noted that VOlco plans an additional hangar
facility and rehabilitation of an existing hangar facility
and office facility . The proposal will be under Shoreline
Management jurisdiction due to its proximity to the Cedar
River . Site development plans were viewed and described .
Mr . Smith advised that landscaping is planned for the front
of the building and the area between the buildings and areas
near the hangar . Responding to Commissioner Scholes , the
Assistant Planner indicated that the setback from the peri -
meter road is approximately 10 feet.
Referring to development by the applicant approximately one
year ago , Commissioner Rivily requested information concerning
