He asked whether we had any comments with respect to the proposal , I indicated that we were in the process of reviewing the site plans for the proposed mini-warehouse complex which had been submitted along with the rezone pro- posal . I said that we had discovered certain deficiencies in the plans in terms of ordinance requirements for (A) parking , (B) landscaping , and (C) setbacks . I said that there was a large amount of M-P zoning in the area , and that we would like to work with them in attaining a development that would be compatible to the M-P district . He agreed that landscaping and screening was important to attain a development that would be an asset to the area . He did express concern that stringent requirements would place hardships on development. Allenbach Rezone Application from G-9600 to L- 1 The application was submitted to the Planning Depart- ment on March 27 , 1975 , by Felix Campanella , architect for a "mini -warehouse" development for Continental , Inc . The property is situated between East Valley Road and East Valley Freeway north of S . W. 43rd. The total site is 4 . 5± acres , of which 3 . 5± acres is presently zoned L- 1 and abuts East Valley Highway . The remaining por- tion , 1 . 0± acres , fronts East Valley Freeway and is presently zoned G-9600 (single family residential ) and is proposed for L- 1 ( light industrial ) . The Planning staff reviewed the application upon sub- mittal by Mr . Campanella . At that time the staff inquired about the addition of landscaping that was not indicated on the plan and is required in the Parking and Loading Ordinance . Mr. Campanella stated that Continental has developed this type of "mini -warehouse " complex in Bellevue and elsewhere. He indicated that the develop- ment in Bellevue does have landscape buffering and inter- ior landscaping as well . However , he felt that the de- velopment in Renton and the character of the site is different . The staff said they would review the applica- tion and would like to set up a meeting to review staff concerns . Mr . Campanella stated that he would be out of town from April 7 through 10 . However, he could meet Friday , April 11 . A meeting has been set for that date . However, Section 20 of the L- 1 zone states that "other uses which can be reasonably considered similar or related to the uses listed above , upon approval of the Planning Commission . " Under this section , this type of use could be allowed . The Planning Commission allowed a self-storage warehouse by temporary permit for Weichmann Enterprises east of FAI 405 north of Kennydale . However, they did recommend setbacks and landscaping buffers , which the applicant agreed to do and has since complied with these require- ments .
