Commission Renton Annual Art Show Committee Chairman, Lois Aring and Member Suzanne Woodruff presented the City with a lithograph which was displayed. City's Art Mayor Pro tem Delaurenti expressed appreciation. Councilman Stredicke Inventoried questioned placement of Metro bus shelter near City fountain and landscaping, the Renton Municipal Arts Commission Chairman noted the matter would be studied. Allenbach for 45.3 acres located in the south- erly portion of the City, South of the Valley General Hospital , West of Springbrook Road and East of Valley Freeway #167. - Letter from City Clerk Mead noted presentation of the petition to Council November 3, at which time the public meeting date was set. The letter also noted need of the Legislative body to determine acceptance of the letter of intent, require adoption of the Comprehensive Plan, Zoning Ordinance and pre-existing bonded indebtedness; also, whether to authorize circulation of the 75% Petition. Planning Director Ericksen pointed out the area on the map noting existing use of area as single family and vacant land; Comprehensive Plan lists area as single family low and medium density multi-family. Dr. Herman Allenbach, 25829 152nd SE, represented proposed annexation and noted no future plans for the area. Paul Longville, 18227 Springbrook Road, opposed the annexation. Dean Rockey, 2726 95th N.E. , Bellevue and Joe Harn, 9205 S 180th, property owners in the proposed annexation area, favored annexation. Frederick Bowser, 16044 16th SW, Seattle, favored annexation. Street Vacation Letter from Public Works Director Gonnason reported cost analysis N.W. 5th between used in determining fair value for that portion of N.W. 5th Street Lind & Stevens N.W. between Lind Ave. N.W. and Stevens Ave. N.W. , proposed street vacation requested by Gary Vigoren. The total 12,000 sq. ft. is listed at $5,800 with half testimated value S2,900, the cost for each of the four abutting property owners is calculated at $725. Flood Damage Letter from Public Works Director Gonnason submitted preliminary Cedar River damaged caused by recent Cedar River flooding which is being coordi- nated with State and Federal agencies to effect Disaster Fund applica- tions. Bank erosion between Logan Ave. bridge and mouth of Cedar River $50,000; bank erosion upstream from Logan Bridge $10,000; Park Depart- ment landscaping $10,000; wash-out upstread from half-bridge $30,000 to $40,000; gravel deposits at mouth of Cedar $300,000 to $400,000; May Creek $50,000, total estimate from $450,000 to $560,000 food damage. The letter reported preliminary investigations indicate no structural damage to any of the City's major bridges and structures including the Library and City Hall ; also reporting diversion works around Springbrook Watershed operated successfully. Moran , who lives in Ketchikan , Alaska . The Department had requested additional information from Mr. Moran in terms of his property ownerships in the area and his intentions for the subject site . SUBJECT : Glacier Park Company ; Rezone #R-560-69 , G to M-P and H-1 DISCUSSION : Mike Smith gave a brief overview of the application including the history behind it , its relationship to the pending Glacier Park fill application , and the relationship to the proposed Comprehensive Plan Amendment in the Valley . The Committee initially discussed the proposed location of the M-P and H-1 portions of the request . The need for zoning at the present time was discussed . Glacier Park wishes to fill , zone and . begin to develop the property as soon as possible . The relationship of the request to the area of property within the City of Tukwila and its corresponding zoning was discussed . In general the request was considered to be compatible with Tukwila ' s M-1 (Light Industry) zoning with the exception of certain possible detrimental uses that are allowed under MEETING NOTES PLANNING COMMISSION ZONING COMMITTEE NOVEMBER 5 , 1975 PAGE TWO Renton ' s H-1 classification . Tukwila ` s M-1 zone , although being designated Light Industry , contains -many uses that would be classified as H-1 (Heavy Industry ) .undeT. Renton ` s Zoning Code . Because of the potential detrimental uses allowed under the H-1 classification , the Committee discussed the possibility of the applicant filing restrictive covenants that would reduce the number of such uses and provide for Planning Com- mission Site Plan approval similar to the M-P zone . In previous discussions the applicant had expressed his agree- ment to establishing restrictive covenants on the property . The new H-1 zone was discussed especially with regard to development standards . It was determined that in terms of design standards this zone would be similar to the M-P zone . The Committee discussed the exclusion of the Greenbelt area and the P-1 Channel . It was felt that the Commission should be consistent with its previous recommendation of the revised Comprehensive Plan in which 80 acrej, • were designated as greenbelt/wetlands just south of the ` hell Oil Company property. The P-1 channel was also defined in ; that previous document. According to Glacier Park plans this area would not be filled in the near future . Retaining the full 80 acres as opposed to a lesser figure would not only be con- sistent with previous Planning Commission recommendations for the area , but would also allow the Council maximum flexibility in its final consideration .of the proper amount of Greenbelt area to be retained when adopting the Compre- hensive Plan . The Commission has in previous rezones excluded the proposed P-1 Channel right-of-way . The matter of potential rights-of-way was discussed . Mr . Smith reviewed the requirements of the Subdivision Ordinance , which would be necessary if the applicant wishes to plat the property and sell various parcels to potential developers . He said that he had not received any recommendations from the Public Works Department yet regarding possible rights-of-way . Noting that the item had been continued pending further review by the Special Studies Committee , the Planning Director advised , that the applicant has submitted an amended application which reduces the scope of the initial project from 90 acres to approximately 34 acres . In view of the lengthy agenda anticipated for the November public hearing , Mr . Ericksen suggested that this matter be heard at another time prior to the end of the year , possibly early in December . Discussion followed with regard to the following factors : review of environmental impact aspects , provisions for drainage , access , routing of trucks , screening , rehabili - tation of the area , the amount of material to be removed , total extent of the proposed operation , and notification to interested parties of the established public hearing date . E . 12th and Glenn- wood Ave . N . E . on Harrington Ave . N . E . The special permit to operate a commercial nursery in an R-3 zone was introduced by Secretary Rivily . The proposal was reviewed by the Assistant Planner , who stated that a nursery is an allowed use in an R-3 zone by special permit . Mr . Smith noted the existence of two duplexes on the 28 ,000 square foot site and advised that it is planned that they be retained for residential use with the exception that a part of the northerly unit will be utilized as an office . He described the plans which show a number of display areas throughout the site but do not include off-street parking , screening buffers , or provisions for meeting the requirements of the Parking and Loading Ordinance . The Vice-Chairman asked for comment from the applicant. Jack Green , 11660 - 188th , Issaquah , stated that it was his intent to establish landscape displays which would pertain to lawn maintenance , concrete work and elements relating to landscaping construction . Some retail sales and holding of planting materials are also planned . He advised that he had reviewed ordinance requirements with the staff and has begun work on another drawing depicting his exact proposal . He stated that he planned to keep his heavy equipment in a storage yard in Issaquah . Discussion followed , and Mr . Green indicated that at this point parking is proposed along the street with the entrance off of N . E . 12th Street . He stated that he hoped to obtain a parking variance for a temporary period and that he felt the parking area could be covered with crushed rock for a two year period . Further discussion ensued with the following concerns noted by the Commission : lack of parking provisions on site , location of the property in a residential area and in proximity to a school , traffic conditions on N . E . 12th , the unusual aspects of the proposal and whether it would be more appropriate in a commercial zone . Mr . Green indicated that he is a landscaping contractor operating as the Highlands Landscaping Company in South King County . He stated that he was aware of the inade- quacies , including the need for compliance with Building Regulations as to occupancy , but that his long-range plans comprise removal of the duplexes and construction of a new structure . He also advised that the business is basically a one-man operation , and he anticipated that there would be only one employee in the office .
