He advised that the total site includes a B-i zoned parcel to the east , on which a house is situated and is also slated for remodeling . A presentation from the applicant was requested . Albert Heglund , 3202 - 38th Ave . W . , Seattle , developer of the property , stated the rezone is Renton Planning Commission Meeting , April 28 , 1976 Page Six requested in order to allow for the upgrading of what they consider one of the few historic buildings in Renton . He described plans for amenities to the structure and site that will complement the esthetic quality of the building . Plans include remodeling of the house into a small office building . The Whitworth Street side will be completely screened in order to avoid intrusion into a single family neighborhood . The southern boundary will also be fenced and screened , and the only access will be from Shattuck Ave . S . He described plans for preservation of existing trees and planting berms . He indicated there are a number of interested parties , including a financial institution , for the old substation , which they feel is an appropriate use . Parking and circulation plans were discussed , and c elevation drawings were displayed and described . Slides , aerial photographs and maps of the property were viewed and described by Mr . Ericksen . Discussion ensued relating to impact on traffic , access , and consideration of restrictive covenants . Chairman Scholes invited comments in favor of the proposal from the audience . Margaret Bibby, 437 Whitworth Ave . S . , noting earlier concerns regarding impact on residential areas , schools , and traffic , stated that after listening to the proposal , she was strongly in favor of approval . There were no comments in opposition . There was further discussion regarding ingress and egress and the effect on the alley to the rear , and the applicant indicated his willingness to impose restrictive covenants to assure protection of residential uses in the area . What we will seek to do is develop that elegance, therefore, eliminating the drudgery and pedestrian aspects of the building that have been allowed to develop over the years through disinterest and knowledge by the railroad that they are in fact going to have a piece of surplus property on hand. The properties to the north are zoned P-1 ; the properties to the east are zoned B-1 and R-1 ; the, property to the south is railroad . right- of-way ' and the property to the west across Shattuck Avenue South is zoned L-1 (K-Mart location ) . 2 . The Comprehensive Plan indicates commercial future use for the site and general. area . 3 . The general area east of Shattuck Avenue South around the Heg.lund site is currently a single family and multiple family neighborhood . 4 . The proposed use is to rehabilitate the existing power substation building for business/office use. 5 . The development of this power substation site for business and office use could have either positive or negative impacts upon the surrounding neighborhood depending upon how the site is developed . Renovation of the old substation , good landscaping , and a well designed traffic circulation and parking layout could result in an improvement of the neighborhood and an asset to the community in general .. Therefore', restrictive covenants should be considered that would reduce possible impacts to adjacent properties .
