Public Works Director Gonnason reported, the Highway Commission will be meeting on August 16 and 17, and have contacted the city for earlier decision to be used as basis for their planning. Upon inquiry, Gonnason noted the State Highway Director Bogart indicated that without local support, the Highway Department would likely divert funds to projects with local sup- port. The June administrative meeting of the Renton Planning Com- mission was called to order at 8 : 03 p . m . by Chairman Scholes , who led the Pledge of Allegiance . 1 . ROLL CALL was taken by Secretary Walker. All members responded present with the exception of Commissioner Mola , who arrived at 8 : 05 p. m. 2 . RECEIPT OF THE JUNE 9 , 1976 , PUBLIC HEARING MINUTES were acknowledged by the Chairman . It was decided to . take action regarding them on July 14th . 3 - OLD BUSINESS : REZONE : X A, FRED W . AKERS ; Appl . No . R-869-76 ; Rezone from R-2 to B-1 ; property located at 111 Factory Avenue North . Noting continuation of consideration of the matter since the previous meeting , the Chairman requested a briefing from the staff . The Planning Director reviewed the characteristics of the proposal including the location of the site , pro- posed use , Comprehensive Plan designation , and noted committee and staff study of the matter . The Chairman then invited comment from the applicant . Jim Akers , 911 South Third , representing his father , reported that an architect had been consulted and had advised that the site was adaptable for the develop- ment they are considering and would be appropriate for the area . The committee report was then called for by Chairman Scholes . Commissioner Wik , Chairman of the Special Studies Com- mittee , noting a field trip and meeting on June 10 , advised that it was their conclusion that the request is appropriate for reasons as follows : The alley running east and west adjacent to the property will present no restrictive traffic problems ; areas to the front and rear are adequate for parking ; the neighbor- hood is primarily business oriented ; development of the property could meet ordinance requirements and would not be detrimental to the surrounding properties ; and the request is in agreement with the Comprehensive Plan . 2 Renton Planning Commission Meeting June 23 , 1976 Page Two Discussion among the Commissioners ensued and the follow- ing factors were considered : the need for buffering from adjacent uses , limitations of the property for the use requested , and parking . Comments from the audience were requested but none received . IT WAS THEN MOVED BY GARRISON , SECONDED BY TEEGARDEN , THAT THE PUBLIC HEARING BE CLOSED . MOTION CARRIED . Further Commission discussion was invited by the Chairman . Following further deliberation , IT WAS ACTION: MOVED BY WIK, SECONDED BY GIST, THAT THE PLANNING COMMISSION CONCUR IN THE RECOMMENDATION OF THE SPECIAL STUDIES COMMITTEE AND RECOMMEND APPROVAL OF THE REZONE APPLICATION TO THE CITY COUNCIL, AS THE REQUEST. IS IN AGREEMENT WITH THE COMPREHEN- SIVE PLAN. MOTION CARRIED. 4. NEW BUSINESS : A. INTRODUCTION OF NEW OFFICERS Officers for the year 1976-1977 were introduced by Chair- man Scholes : Commissioner Garrison , Chairman ; Commissioner Walker., Vice-chairman ; and Commissioner Gist, Secretary . Commissioner Scholes expressed his appreciation for the performance and support provided by the Commissioners during his term of office and noted significant efforts to improve Planning Commission operational standards to provide for a better community . Expressions of appreciation by Planning Commission members to the outgoing chairman were made for the outstanding leadership provided . The gavel was then turned over to the incoming Chair- man . Chairman Garrison , noting difficult decisions necessary during the previous year , also thanked Commissioner Scholes for his direction and support. He asked for continued support in the coming year and stated that he looked forward to it with interest . B. COMMITTEE ASSIGNMENTS BY NEW CHAIRMAN Chairman Garrison advised that the Commission would con- tinue to operate with two committees : Land Use Commit- tee and Special Studies Committee . Noting the on- going study of the Zoning Ordinance by the Land Use Committee , the Chairman advised that assignments would continue as at present : Commissioners Teegarden , Scholes , and Walker and that Commissioner Teegarden had agreed to another term as Chairman . The Special Studies Committee will continue under the chairmanship of Commissioner Wik with Commissioners Gist and Mola as members . 5 . ADMINISTRATIVE: A. COMMITTEE REPORTS 1 . LAND USE COMMITTEE Chairman Teegarden reported that they had met on June 21 to discuss the draft of the performance standards of the new zoning ordinance. AKERS ; Appl . No . R-869-76 ; Rezone from R-2 to B-1 ; property located at 111 Factory Avenue North . Noting continuation of consideration of the matter since the previous meeting , the Chairman requested a briefing from the staff . The Planning Director reviewed the characteristics of the proposal including the location of the site , pro- posed use , Comprehensive Plan designation , and noted committee and staff study of the matter . The Chairman then invited comment from the applicant . Jim Akers , 911 South Third , representing his father , reported that an architect had been consulted and had advised that the site was adaptable for the develop- ment they are considering and would be appropriate for the area . The committee report was then called for by Chairman Scholes . Commissioner Wik , Chairman of the Special Studies Com- mittee , noting a field trip and meeting on June 10 , advised that it was their conclusion that the request is appropriate for reasons as follows : The alley running east and west adjacent to the property will present no restrictive traffic problems ; areas to the front and rear are adequate for parking ; the neighbor- hood is primarily business oriented ; development of the property could meet ordinance requirements and would not be detrimental to the surrounding properties ; and the request is in agreement with the Comprehensive Plan . Renton Planning Commission Meeting June 23 , 1976 Page Two Discussion among the Commissioners ensued and the follow- ing factors were considered : the need for buffering from adjacent uses , limitations of the property for the use requested , and parking . Further Commission discussion was invited by the Chairman . INTRODUCTION OF NEW OFFICERS Officers for the year 1976-1977 were introduced by Chair- man Scholes : Commissioner Garrison , Chairman ; Commissioner Walker , Vice-chairman ; and Commissioner Gist, Secretary . Commissioner Scholes expressed his appreciation for the performance and support provided by the Commissioners during his term of office and noted significant efforts to improve Planning Commission operational standards to provide for a better community . Expressions of appreciation by Planning Commission members to the outgoing chairman were made for the outstanding leadership provided . The gavel was then turned over to the incoming Chair- man . Chairman Garrison , noting difficult decisions necessary during the previous year , also thanked Commissioner Scholes for his direction and support. He asked for continued support in the coming year and stated that he looked forward to it with interest . B. COMMITTEE ASSIGNMENTS BY NEW CHAIRMAN Chairman Garrison advised that the Commission would con- tinue to operate with two committees : Land Use Commit- tee and Special Studies Committee. Noting the on- going study of the Zoning Ordinance by the Land Use Committee , the Chairman advised that assignments would continue as at present : Commissioners Teegarden , Scholes , and Walker and that Commissioner Teegarden had agreed to another term as Chairman . The Special Studies Committee will continue under the chairmanship of Commissioner Wik with Commissioners Gist and Mola as members . 5• ADMINISTRATIVE: A. COMMITTEE REPORTS 1 . LAND USE COMMITTEE Chairman Teegarden reported that they had met on June 21 to discuss the draft of the performance standards of the new zoning ordinance . R-869-76 ; R-2 to B-1 MEETINGS : Field Trip and Meeting on June 10 , 1976 DISCUSSION : The committee studied the land use relationships and site capabilities for B-1 use . The existing land use relationships consist of a ±16 ' alley and gas station to the south , a single family residence used as an office and a triplex to the north , a 16 ' alley and sin- gle family residences to the west , and a real estate office and lumber yard to the east . The size of the lot although limited could accommodate a small low-volume business or office . Approximately four parking stalls with access from Factory Avenue or N . 2nd Street could be placed on the property with the existing building (±800 Sq . Ft . ) This would meet park- ing ordinance requirements subject to removal of the existing garage structure . Additional parking could be placed at the front of the site utilizing the southerly 16 ' alley for access . Setbacks and screening are required by ordinance to buffer a business development with parking from adja- cent residential uses . Because of the short length of the block and alley for access purposes , the possibility of access along the south side of the property from Factory Avenue N . , the transitional nature of the block to business and multi - ple family uses , and the existing uses in the area , the committee felt that B-1 zoning would be appropriate at this time . CONCLUSION : The committee recommends approval of the B-1 rezone request for the above-stated reasons in addition to its compatibility with the comprehensive plan for the area . R. ` a Co 9 -�(o Renton Planning Commission Meeting June 9, 1976 Page Two had been referred to the Special Studies Committee , which had been working with Associate Planner Smith , who was available to respond to questions . The Chairman then called for the committee ' s report . Com- missioner Wik , Chairman , reported that the committee had met two times since the last public hearing . Revised elevation drawings have been submitted , and it is their opinion that the site plan , including proposals for park- ing and landscaping , and the building elevation are com- patible with the neighborhood . Approval is recommended subject to: 1 . The use of exterior and roof treatments on all sides of the building as indicated on the revised elevations . 2 . Final staff approval of the landscape plan including berming , evergreen screening along the south property line , and landscape treatment adjacent to the building . The Chairman invited comment from the applicant . Jack Guinn , contracter for Mr . Perrotti , stated that they have submitted new plans and are in agreement with the changes . The Planning Director then reviewed the revised plans , including a discussion of the following : parking , access , landscaping and screening , and the elevation proposal . Discussion was opened to the Commission . The following factors were considered : possible pedestrian access to the street, preservation of existing trees , screening of the patio areas , finalization of landscaping plans , pos- sible fencing , access , traffic circulation , and impact on the neighborhood .
