As Mr. Erickson and I noted in that meeting, the revised site plan is not yet in compliance with several City policies -and regulations and, therefore, staff cannot support this plan to City officials. The identified areas of concern are presented below and appropriate documents are attached for your reference. Specifically, the plan does not comply with the City's Comprehensive Plan Policy V.A.3 . which calls for "clusters of commercial development, " rather than "strip development. " Nor does the project design/location comply with Policy V.A.7, V.A. 10, V.B. 3 , V.B.4 . or V.B.5. which call for synergism in clustered developments • so that all segments can function effectively - the project as presented limits visibility of nearby developments from the roadway and,, thus, renders them less accessible and less convenient to use. • The proposed project is also in conflict with a number of policies established under the Urban Design Element of the Comprehensive Plan. ; t I ; 200 Mill Avenue South - Renton, Washin on 98055 - (206)235-2586 Mr. Terry Johnson ,August 7, 1989 Page 2 Also, although the applicant has been previously advised that the Technical Advisory Committee is not supportive of a warehouse on the site, that portion of the proposed development remains on the revised plan. Staff note that the lack of support for this warehouse is based upon the view that such a use is generally not suitable for an entryway into the City, that it is not compatible with neighboring residential uses, that ample land which is already zoned for warehouse uses remains vacant, and that the size and configuration of this site does not encourage such .a use. Also., staff note that the proposed warehouse is not consistent with many of, the criteria required to be considered under the Conditional Use Review Ordinance (4-748) including, but not limited to, criteria C. 1, C.2 .b, C.3.a. , or C.4. Further, the plan does not comply with standards established in the Parking and Loading Ordinance (4-2204-2215) which calls for a 45 foot wide maneuvering area to serve storage facility loading doors (4-2205 (6) ) . Insufficient information is available to determine whether the customer/parking employee area provides a sufficient number of spaces, whether space dimensions are adequate, and whether maneuvering area is adequate. Any parking which is proposed for the right-of-way ' setback necessitates a variance which will need to be approved by the appropriate City authority (e.g. , Hearing Examiner, Board of Public Works, or Board of Adjustment) . The Fire Prevention Bureau will need to approve access routes -- concern is raised about the limitations for emergency service posed by the location of the proposed Nelson Place access route. The proposed landscaping plan does not conform to requirements established in the Landscaping Ordinance (4-744) or in the Commercial Use (4-711) development standards for size of landscaped areas (a minimum of ten feet in width) along the rights-of-way abutting this site. Removal or reduction of required landscape areas would not be supported by staff based upon concern for the protection of view corridors along Nelson Place and Rainier Avenue. Staff continue to recommend: a) the retention of the retail sales component of this development, with that portion of the development to be located as close as is feasible to the southeastern boundary of the site; b) the removal of the warehouse component; c) the development of landscaping plans which adhere to Landscape Ordinance requirements; and d) the provision of a coordinated parking/access plan with the Mathewson Auto Service Center immediately north of the site. If we do not receive appropriate revisions by that time, we will need to consider the Mathewson project as a discrete development, which may, in effect, limit development options for your site. Renton, WA 98055 Re : Bigley Building Rainier Avenue South Gentlemen : After discussions with my architect and the owner of the pro- posed development to the north of my property, I have come to the conclusion that I would prefer not to move my building to the south property line. The reasons for this decision are primarily twofold: 1) Economic : the northerly site provides better exposure to the south where more traffic is generated. I feel this would be more beneficial and/or appealing to prospective tenants. 2) P13Ysical : I have a 10 ' easement over the Schuck' s Auto store property and have given a 10! easement along the southern boundary of the property. Section 4-748 D2(b) of the Renton Zoning Ordinance states that any L-1 district use may be permitted in the B-1 district provided it is no more objectionable than the permitted uses in the district. We are requesting that the specific L-1 uses of warehouse and storage be permitted for a portion of this project. The Bigley Building has been designed to support retail with high visitation and with low visitation. The building is also capable of supporting a small amount of warehouse and storage uses, while still maintaining a retail flavor. Since the building design is for retail , the proposed warehouse/storage would have little impact on the design. Possible scenarios may cause the substitution of spandrel glass for vision glass at the area occupied by the warehouse/storage use. The subject site is in the commercial district of the Comprehensive Plan and the warehouse/storage use is compatible with other uses in the district. The proposed use is one which is not abundant in district and one which is suited to lack of street frontage and the low volume of traffic on Nelson Place NW. This use will not affect lot coverage, building setback, yards, or height which would normally be established for a retail building. A The proposed building is a one-story structure of approximately 6,800 SF and is proportionate with surrounding buildings in the neighborhood . Warehouse/storage use requires less parking and vehicle trips, however parking is limited by the site and a balance between the warehouse/storage use and retail uses is intended. The warehouse/storage use with less traffic would decrease the day to day noise of the project due to less activity, and would have no adverse effects relating to glare. Public improvements to curbs, sidewalks, and street trees are proposed as part of the proposal , all unpaved areas are proposed to be landscaped. Please consider that we have not intended to downgrade the project to the character of a warehouse/storage facility, but have chosen to maintain a retail design flavor throughout the building in the advent that the project does become a mix of both high and low traffic retail uses. The warehouse/storage use offers flexibility for that portion of the building which lacks the identity of the Rainier frontage and increases the ability of the project to survive and upgrade the district in which it is situated. Construction is tentatively scheduled to begin in the spring of 1990. The site on which this building will be developed currently is vacant. Asphalt and gravel compromise the existing surface, with no curb or sidewalk improvements adjacent to Nelson Place NW. Rainier Avenue North will serve as the primary access to the site. The design of the Bigley Building will consist of concrete masonry units, dryvit and a metal fascia. A colonnade along the southern portion of the building will serve as a sunscreen and define access to the building and identify tenants. Extensive landscaping between the proposed building and Rainier Avenue North buffers the impact along Rainier, proposed evergreen adjacent to Nelson Place NW offers a landscape screen between the project and the street.
