The site is located at the Southwest corner of Shattuck Avenue South and South 3rd Place in the city of Renton. The construction consists of the expansion of an existing Kmart Store with the addition of a garden center abutting the expansion. The expansion will be built on what is currently an existing asphalt parking area. The construction will force the relocation of an existing private storm drain, noted on city drawings as 16,F6-2 to 16,F6-4. The existing storm drain ties into structure 16,F6-6 which lies in Shattuck Avenue. All construction of the relocated storm drain will take place on private property which will negate the need to alter any public storm drain structures. Because of the limited area of construction coupled with one impervious area being replaced with another impervious area, the effect on the peak flow being contributed to the public system will be insignificant. ' The existing structures to be utilized, shall be inspected to insure that no blockages exist which may potentially cause ponding on site. The proposed site has been graded so as to provide "spillways" at elevations lower than the finish floor elevation of the buildings to prevent the possibility of flooding.
